New Philippine procedures for customs clearance and preshipment inspection

The Philippine government has introduced series of changes to the provisions of the Philippine Selective Preshipment Inspection Advance Clearance System (SPACS). Under the revised SPACS rule, set to take effect on March 16, 1998, all export items that have undergone Societe Generale de Surveillance would not be subject to physical preshipment inspection procedures. The legislation, however, excludes items which require testing, substandard goods, waste materials and high-risk shipments.
