Abstract
- The proposed work includes construction of an 850- x 100-foot marginal pier with a 1,000-ton derrick and six dolphins, dredging an area 2,000- x 175-foot next to the wharf to a depth of -27 feet mean low water (mlw), and deposition of approximately 89,000 cubic yards of silty-fine sand in an upland disposal area. Environmental Impacts: Improvement of area economy; contribution to solution of energy problems and air pollution problem; conversion of a maximum of 145 acres of upland hardwoods to an industrialized area of 12 acres of upland hardwoods to rights-of-way for roads and utilities; the use of about 30 acres of uplands for disposal of dredged material; permanent destruction of less than one acre of saltmarsh; change in visual appearance from a natural to industrialized area; an increase in daytime noise levels from 30-35 db to about 38 db at property line; decreased probability of eagles nesting on the CB&I property; minor demands on area water supplies, schools, and services; additional air pollution from automobile exhausts of employees; and temporary construction impacts of noise, open burning, water turbidity during dredging, increased automobile traffic, and temporary disruption of benthic community in about 2,000 by 175-foot area of Colleton River; possible additional industrial development at Victoria Bluff; and preemption of designation of area as a natural landmark.<br />See also Appendix A, AD-A152 410, Appendix B, AD-A152 411 and Appendix C, AD-A152 412.
