Abstract
- This work is focused on the approach and proposed model to consider aims to address from the periphery of the province of Azuay towards its cantonal center, looking to get much closer to a general reality model and forms of action from those lacking resource centers to the largest center generating them. Has begun addressing the general problem of the risks affecting in every way to humans, in order to define on which they could act in the study area for this conceptualizations of territory and risks was determined as: characterization of phenomena risk in the Azuay in a historical perspective; with emphasis on events of magnitude in the last 25 years, defining the types of risk and conceptualizations of Land Management to establish the interrelation of concepts and actions for understanding innovation as the ability to introduce new methods aimed at improving the competitiveness of the territory, studying the possible implementation tools and the intrinsic relationship with the public administration geological faults, floods and landslides mass, which have become the main factors condition: Finally a general diagnosis of the province which allowed focus on three established risk phenomena. With the theoretical framework defined and established diagnosis was possible based on several preliminary studies in Latin America and Europe on similar risk situations; an approach is made to face the hazards of the Province, alternative solutions, mitigation and prevention, which together with local and regional administration, to establish strategic mechanisms applicable in the phases of management territory. The proposal raises among its most important results: the administration responsible, temporal scope of validity of the actions, establishes models immediate occupation of safe areas and deferred occupation of areas with acceptable risk, which make it possible to face these natural phenomena and reduce losses human lives.
