The evaluation of Plovdiv 2019 : methods, objectives and results

Die bulgarische Stadt Plovdiv wurde mit dem Titel European Capital of Culture ausgezeichnet und war Gastgeber der Initiative im Jahr 2019. Die gegründete Stadtstiftung Plovdiv 2019 war neben der Organisation und Umsetzung für die Bewertung der Auswirkungen verantwortlich, die während der gesamten Initiative erzielt wurden. Verschiedene Aspekte der Bewertung, wie die Methodik, die Ziele und die Ergebnisse, wurden in verschiedenen Berichten vorgestellt, wobei Fragen zur Konsistenz der Bewertung und zur Erreichung der Ziele aufgeworfen wurden. Diese Arbeit gibt einen Überblick über die Bewertung und die durchgeführte Analyse beleuchtet verschiedene Inkonsistenzen in der Bewertung und die nicht aussagekräftigen Implementierungsstatuskennzeichnungen. Darüber hinaus gibt diese Arbeit einen kurzen Überblick über die externe Bewertung, die Ecorys im Auftrag der Europäischen Union durchgeführt hat, und kommt zu dem Schluss, dass die von der Stadtstiftung durchgeführte Bewertung die Ziele der EU in hohem Maße widerspiegelt und sogar über diese Ziele hinausgeht.
The Bulgarian city of Plovdiv has been awarded with the European Capitals of Culture title and hosted the initiative in 2019. The established Municipal Foundation Plovdiv 2019 was, besides the organization and implementation, responsible for the evaluation of the impact that has been achieved throughout the initiative. Different aspects of the evaluation, such as the methodology, the targets, and the results were presented in different reports, raising questions on the consistency of the evaluation and whether the targets have been achieved. This thesis is providing an overview of the evaluation and the conducted analysis sheds light on several inconsistencies in the evaluation and the inconclusive implementation status labels. In addition, this thesis makes a short excurse on the external evaluation conducted by Ecorys on behalf of the European Union, concluding that the evaluation conducted by the Municipal Foundation reflects the objectives of the EU to a high extent and even goes beyond these objectives.
