Urbanismo para una ciudad segura: modelo de intervencion en zonas perifericas de Arequipa - Perú.

[ES] La presente investigación aborda el tema de la seguridad en relación al diseño urbano, con la finalidad de establecer criterios de diseño para la transformación de los espacios públicos en la periferia urbana de la Ciudad de Arequipa - Perú. Para abordar dicho tema, se partirá por indagar sobre algunas estrategias de seguridad de acuerdo a cuatro tipos de problemáticas: Seguridad para los niños, frente a la mendicidad, frente a la desigualdad de género y coronavirus; posteriormente la investigación se centrará en el estudio y análisis de las principales líneas de pensamiento que existen respecto al tema de la seguridad y la prevención situacional en relación a la delincuencia en el Espacio urbano, considerando a autores como Jane Jacobs, Oscar Newman, etc. y metodologías como la teoría situacional del crimen con el CPTED, el Placemaking y la participación ciudadana. De este análisis se elaborará una síntesis de criterios y atributos, como una guía para posibles intervenciones en el espacio público para el incremento de la seguridad, que puedan ser aplicables a la realidad de la ciudad de Arequipa. Para finalizar, se analizará la situación actual de los espacios públicos con mayor índice de delincuencia ubicados en la periferia urbana de la Ciudad de Arequipa y se hará una aplicación práctica considerando los criterios arrojados en el análisis anterior. Todo esto bajo la idea de cómo el urbanismo puede contribuir desde su propio diseño a dar o reducir la inseguridad de un territorio.
[EN] This research addresses the issue of safety in relation to urban design, in order to establish design criteria for the transformation of public spaces in the urban periphery of the City of Arequipa - Peru. To address this issue, it will start by investigating some security strategies according to four types of problems: Safety for children, against begging, against gender inequality and coronavirus; Subsequently, the research will focus on the study and analysis of the main lines of thought that exist regarding the issue of security and situational prevention in relation to crime in urban space, considering authors such as Jane Jacobs, Oscar Newman, etc. and methodologies such as the situational theory of crime with CPTED, Placemaking and citizen participation. From this analysis, a synthesis of criteria and attributes will be prepared, as a guide for possible interventions in the public space to increase security, which may be applicable to the reality of the city of Arequipa. Finally, the current situation of the public spaces with the highest crime rate located in the urban periphery of the City of Arequipa will be analyzed and a practical application will be made considering the criteria thrown up in the previous analysis. All this under the idea of how urbanism can contribute from its own design to give or reduce the insecurity of a territory.
