Respuestas estatales a la pandemia de COVID-19 en Ecuador: mirando más allá del Ejecutivo

The purpose of this article is to describe the responses of the Ecuadorian State to the COVID-19 health crisis. In view of the existence in Latin America of countries which are highly dependent on the Executive branch of government, we describe the role of the Legislature, the Constitutional Court, the Council for Citizen Participation and Social Control, the Ombudsman's Office, the Comptroller General's Office, and the National Electoral Council in the management of the health crisis. Although each agency has its own powers and independent decision-making processes, we focus on Ecuador to observe the role of central government agencies, beyond the Executive branch, during the COVID-19 pandemic, both in relation to their specific functions and within the framework of checks and balances of the Ecuadorian institutional system
El presente artículo tiene como finalidad describir las respuestas del Estado ecuatoriano frente a la crisis sanitaria del COVID-19. Conscientes de que en América Latina contamos con países altamente dependientes del Ejecutivo, describimos el rol del Legislativo, Corte Constitucional, Consejo de Participación Ciudadana y Control Social, Defensoría del Pueblo, Contraloría General del Estado y Consejo Nacional Electoral, en el manejo de la crisis sanitaria. Pese a que cada organismo tiene atribuciones propias y procesos de toma de decisiones independientes, nos centramos en el Ecuador para observar el rol de organismos del gobierno central, más allá del poder Ejecutivo, durante la pandemia de COVID-19, tanto en relación con sus funciones específicas como en el marco de pesos y contrapesos del sistema institucional ecuatoriano.
