La Colonia: recuperación de la comunidad obrera de Ca l'Illa

En el extremo nororiental del Poblenou la tardía y escasa implantación del 22@ hasta la fecha permite repensar ese modelo de ciudad. Se abre la oportunidad de intentar adaptarlo a las complicadas condiciones socioeconómicas del lugar y que este realmente suponga una mejora en el barrio. Bajo esta premisa, este proyecto plantea la actuación sobre un conjunto de vivienda obrera de principios del siglo XX y asociada al cercano complejo industrial de Ca l'Illa. Se plantea una crítica al planeamiento, el cual propone su derribo obviando los valores patrimoniales, ambientales y sociales que posee este núcleo residencial. Se propone una nueva ordenación que haga compatible las premisas del 22@ con el mantenimiento de los valores del lugar, con nuevos usos que respondan a las necesidades de los vecinos. Dentro de estos se propone y desarrolla un complejo compuesto por un equipamiento socioeducativo junto con viviendas dotacionales para personas en riesgo extremo de exclusión social y vivienda protegida.
In the north-east corner of Poblenou, the late development of the 22@ offers the opportunity to rethink its premises. There is the chance to try to adapt it to the complicated socio-economic situation of the neighborhood and ensure that it really helps to improve it. Under this premise, this project adresses changes over a working-class housing complex built during the first half of the 20th century and associated to an important industrial complex called Ca l'Illa. A critic view over the urban planning is proposed, as nowadays the council plans are to demolish the whole complex, ignoring all the historic, social and environmental values that it treasures. A new planning is suggested in order to make possible both the rollout of the 22@ and the preservation of the housing, at the same time that the neighbors demands are answered. According to these, a new social complex is proposed with two categories of subsidized housing and an educational facility to attend those in extreme risk of social exclusion and preventing them of being ejected of the neighborhood.
