Abstract

In order to comply with Public Law 94-142, Education for All Handicapped Children Act, procedures for planning and conducting screening (identification) and assessment of preschool handicapped children in rural areas were developed. Screening was accomplished by public awareness campaigns, health screening, or school census analysis. In the HICOMP Early Identification Model, county fair sign-up booths and community volunteers were used for screening. The Denver Developmental Screening Test (DDST) was used to make tentative assessments of children's developmental capabilities. Suggestions for organizing a screening campaign included: selecting an agency, school or community group as sponsor; appointing a professional coordinator as administrator; and enlisting volunteers to carry out an awareness campaign and to perform the screening.
