Abstract

This paper is one in a series of research papers related to the state role in youth employment and training. It describes seven state-sponsored youth employment and training programs, representing a varied range of approaches that states have undertaken to address their youth employment problems. The first section of this paper provides capsule descriptions of youth initiatives in the states of California, Colorado, Connecticut, Indiana, Michigan, Oregon, and Wisconsin. The youth initiatives in these states are at various stages of growth or development, ranging from the policy formulation stage to implementation. The second section of the paper highlights both the common characteristics and distinctive features of these efforts in seven areas: origins, goals, implementation, target youth, funding, private sector involvement, and results. This is followed by a conclusion that pinpoints some of the requisites of an effective comprehensive state youth employment and training effort. (KC)
