Abstract

Educational finance reform requires greater attention on constraining factors that affect adoption and implementation. A review of Manitoba's school finance program illustrates some of the limitations. The need for and feasibility of change is examined from the perspectives of the central government, the school board, taxpayers, the Department of Education and Training, and field staff. The discussion concludes that reform efforts are related to political realities that limit program implementation. Despite the feasibility and imperative for change, educational finance innovation will not likely occur before the next election. (28 references) (LMI)
