Abstract
- The mobile lifestyle and fragmented education of migrant secondary students creates a need for innovative solutions that will enable them to graduate from high school. This handbook was developed to assist Texas school district operations and state and interstate educators in the coordination and delivery of instructional and support services for migrant students following federal legislative guidelines and mandates. An overview of the Migrant Education Program describes the unique needs of migrant students and seven areas of focus for migrant services. Subsequent sections of the manual cover: (1) counseling and guidance services, counselor responsibilities, basic and supplemental services, a planning guide, and sample forms; (2) planning for postsecondary education and a successful career; (3) Texas graduation requirements and alternatives; (4) credit options available to migrant secondary students; (5) student leadership programs; (6) late entry and early withdrawal alternatives; (7) English language acquisition strategies and activities; (8) student personal development of self-esteem, coping, decision making, and problem solving; and (9) recovery programs, including high school equivalency programs, dropout prevention programs for teen parents, Job Corps, Job Training Partnership Act (JTPA), and adult basic education.
