Abstract

This report presents data and analysis from the National Residential Information Systems Project on Residential Services concerning residential services for persons with developmental disabilities (DD) including mental retardation (MR) through 1999. An executive summary identifies major findings of the study. Each of the nine chapters begins with a narrative analysis and then presents extensive data tables. Individual chapters cover the following topics: (1) state-operated residential settings, populations, and expenditures in 1999; (2) longitudinal trends in large state-operated residential facilities, 1950-1999; (3) large state MR/DD residential facility closures, 1960-2000, and individual facility populations and per diem rates in FY 1999; (4) number of residential settings and residents by type of living arrangement; (5) changing patterns in residential service systems, 1977-1999; (6) background and summary of Medicaid long-term care programs; (7) utilization of and expenditures for Medicaid institutional and home and community based services; and (8) profiles of trends in state residential services, 1977- 1999.
