Both on the continent and off, “Africa” is spoken of in terms of crisis: as a place of failure and seemingly insurmountable problems, as a moral challenge to the international community. What, though, is really at stake in discussions about Africa, its problems, and its place in the world? And what should be the response of those scholars who have sought to understand not the “Africa” portrayed in broad strokes in journalistic accounts and policy papers but rather specific places and social realities within Africa?In Global Shadows the renowned anthropologist James Ferguson moves beyond the traditional anthropological focus on local communities to explore more general questions about Africa and its place in the contemporary world. Ferguson develops his argument through a series of provocative essays which open—as he shows they must—into interrogations of globalization, modernity, worldwide inequality, and social justice. He maintains that Africans in a variety of social and geographical locations increasingly seek to make claims of membership within a global community, claims that contest the marginalization that has so far been the principal fruit of “globalization” for Africa. Ferguson contends that such claims demand new understandings of the global, centered less on transnational flows and images of unfettered connection than on the social relations that selectively constitute global society and on the rights and obligations that characterize it.Ferguson points out that anthropologists and others who have refused the category of Africa as empirically problematic have, in their devotion to particularity, allowed themselves to remain bystanders in the broader conversations about Africa. This work in two parts examines the relations between transnational societies and states. The second volume of this work contends that current policies meant to control or enhance transnational flows have led to the emergence of a transnational policy apparatus coined the transnational state. This book proposes an innovative conceptual framework to grasp the transformations of the contemporary state in both sending and receiving countries. It shows how states expand beyond national territorial limits by reaching out to migrants where they are. In response to the migrants'endeavours to circumvent the constrains imposed by selective migration policies, public authorities expand the reach of their control beyond (externalisation), within (internalisation) and at (expansion) borders. A totalitarian temptation seems to have seized contemporary state bureaucracies, affecting the very nature of borders and societies. The core argument of this research is that the development of the transnational state is not random. It is a process shaping and shaped by the structures of the transnational society.

Edward Ashbee examines the globalizing processes of the past thirty years and considers the extent to which there has been “deglobalization” or “slowbalization” and the reasons for these apparent shifts. The book looks at the original promise held out by globalizing trends which became fully evident at the same time as the dot.com economy became part of everyday life. The book then charts the backlash against “globalism” and the ways in which it became pronounced across much of Europe, North America and Asia. And it asks how far has that backlash, together with the 2008 financial crisis, the Covid-19 pandemic, and the rise of “techno-nationalism” led to a stalling or even reversal in globalizing processes. The analysis disaggregates the different trends that collectively constitute “globalization” and surveys competing perspectives on globalization and reviews the arguments of those who argue that the concept is either myth or hyperbole. The book reveals how globalization is being reconfigured in ways that weaken its former associations with neoliberalism and Americanization thereby laying the basis for a new economic and social settlement.

This edited volume examines the practices and applications of digital diplomacy in the OSCE Region. As a security organization, the Organization for Security and Cooperation in Europe (OSCE) prioritizes its member states'cyber security and cyberspace activities. The book examines two key areas where digital diplomacy challenges traditional diplomatic practices of the OSCE member States: institutional adaptation and policy innovation in the OSCE Region. It (1) investigates how capable and motivated foreign ministries are at the institutional level to shift to digital diplomacy, and (2) explores how digital diplomacy affects the fundamental diplomatic tasks of representation, communication, and relationship management at the policy level. Technological advances in IT and the Internet's widespread introduction in the wake of the 2000s provided new territories to conquer for states to pursue their interests. Moreover, technological developments and media attention enhanced information flow and communication through new platforms like online encyclopedias (i.e., Wikipedia), video-sharing sites (i.e., YouTube), and social media platforms (i.e., Facebook, Instagram, Twitter). This book is the first of a work in two parts addressing the relations between the transnational society and the state. It is dedicated to the analysis and conceptualisation of transnational societies. This work moves beyond the mere depiction of transborder socialities by shedding light on the fundamental structures underpinning them. It investigates the mechanics of their formation and evolution, their demise or transformation into diasporas. It theorises transmigrants as plural humans embedded and socialised in multiple settings, and whose activities are sustained and framed by three key social institutions: transnational families, businesses and associations. It sheds light on the construction of an intersubjective moral framework regulating the relations between migrants and non-migrants. Finally, it examines the space-time continuum of transnational societies.

This open access book consists of essays selected from Joseph S. Nye, Jr.'s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today's global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game.The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China's investment in soft power andhow this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird's-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow's and Beijing's efforts to game and erode the international order.

This book by Jonathan Turner and Anthony Roberts proposes a new theoretical approach for explaining the dynamics of inter-societal systems. The authors argue that inter-societal systems have existed since the beginning of human societies and the dynamics of these systems are a fundamental property of the social universe. However, while world-systems analysis has emphasized this latter point, the authors argue the reluctance to theorize complex abstract models and systems of explanatory propositions on the dynamics driving inter-societal systems hinders scientific explanation of inter-societal dynamics. In this context, the authors critically look at contemporary theorizing and review key theories that have been developed to explain geo-economic, geo-political, and geo-cultural dynamics, from the classic period through present-day world-systems analysis and cliometrics. Developing a processual understanding of world statehood, this book combines history, political philosophy, explanatory social science, and critical-reflexive futures studies. While doing so, it poses essential questions about world political integration, especially (i) whether and to what degree elements of world statehood exist today, (ii) whether the development of further elements of world statehood in some stronger sense can be seen as a tendential direction of history, and (iii) whether, and under what conditions, a world state could be viable? This volume focuses on the interconnections between the Cold War, technological innovation and globalization. In light of recent global trends and crises, including the hasty withdrawal of Western troops from Afghanistan and the Russian war of aggression against Ukraine, this book sheds new light on global power shifts in multiple areas of international relations between industrialized countries and emerging powers. This book argues that “the global age” is rapidly supplanting “the modern age”, and that modernity is paving the way for globality. The events that are taking place in the 21st century can no longer be effectively described, understood or explained by the concept of modernity which originated more than 500 years ago. Further, this book challenges the academic and societal tendency to view international power-related phenomena on the basis of a dichotomy between hard and soft power. It assumes that another power source, independent of hard and soft power, does exist. Invisible, structure-manipulating, and effectively leveraged, it is precisely this “third power” that drives and shapes power phenomena in the “global age” more intensively than either hard or soft power. This book seeks to verify its core hypotheses by applying them to a set of selected global phenomena, particularly from the domains of geopolitics (Belt & Road Initiative, Iran conflict, war in Afghanistan, and competition for a new world order) and technology (Global Navigation Satellite Systems, 5G infrastructure, race for international standards, and ICT rivalry). Rather than systematically examining each of these issues, it focuses on extracting theoretical meanings from these cases to demonstrate the logic of globality and structural power, partly from global-horizontal perspectives, partly through a structural-vertical lens.

This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan's conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. The present volume examines local conflicts in relation to globalization and demonstrates how structural inequality vis-a-vis weak stateness and statehood are significantly affected by global political economy.

This book puts forward a new angle of understanding the society of states in the milieu of the contemporary world. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way. It develops a theoretical proposition with regard to state power defined in terms of the capability of determining the outcomes. The proposition first elaborates how international institutions foster normative imperatives; then, in line with this ontology, it narrows down the focus solely on the power of the states in the contemporary world. It explains how the power that can determine the outcome today is holistic in nature, comprisingboth materialistic and normative factors. In the next step, it tailors the proposition in a way so as to employ it for a specific empirical work. The book does not end just positing the theoretical proposition; the proposition is testified through some case studies with regard to climate negotiations under the UNFCCC. The empirical part not only serves to examine the plausibility of the theoretical proposition, but it also presents the logic of the major actors and the politics with respect to some of the major issues of climate change, i.e., mitigation, funding policy and mechanism and adaptation. The scholars in this arena, climate activists and climate-conscious people in general would find this book worth reading as it kindles a different angle to understand the issues in the context of the contemporary world and as it elaborates the logic, framing process, and mechanism of reaching outcomes through complex negotiation process. International cartels are powerful organizations that impact our everyday lives, although they are little known. This book presents 15 historical case studies of international cartels that include agricultural and mineral commodities, the machinery industry, telephone equipment, whiskey and cement. These cases reveal that international cartels manipulated prices and shared markets over many decades but that their real impact was far wider. The global convergence towards criminalizing serious cartel conduct has seen a revival in historical research on cartels and competition policy.
