Deploying systems-theoretical conceptuality, this paper improves understanding of the organisational consequences of the intensified societal engagement of a research university. Aligning its work with Luhmannian organisational analysis, it addresses the dynamic interplay between two modes of administrative decision-making communication, namely, the traditional professional administration and the New-Public-Management-oriented (NPM) managerial techniques. Our research observes how the politico-economic conditions of the society translate into the university's decisions concerning an initiative to engage in start-up entrepreneurship. The article contributes to higher education literature by showing that the university's professional administration is a discrete organisational function internally differentiated into specialised administrative branches, each of which operates according to a sense-making regime associated with its primary societal system reference, such as education, science and the economy. The article also demonstrates the structurally conditioned differences in branch-specific temporalisations of the entrepreneurial initiative during decision-making. Inspired by the Luhmannian view on temporality, we demonstrate how administrative decisions synchronise the varied structural time horizons within the university's professional administration. Focus on temporality in decision-making thus allows us to see how the NPM-inspired managerial techniques are operationalised in administrative communication at universities. Consequently, the paper argues that university administration is a complex dynamic entity, which varyingly aligns itself to national policy scripts, and only selectively enacts features of a global trend known as NPM. This paper reports on the development and validation of a scale to measure supervision practice in human service agencies. Supervision in human services is designed to provide management, mediation, professional development, and personal support to workers. The Supervision Practices in Human Services scale (SPHS) captures a range of supervisory practices from productive to abusive behaviours. The SPHS had strong psychometric properties. It includes 23 items with four subscales (Leadership, Inattention, Unprofessional Modelling, Unethical Practice). Over the past two decades, there have been significant efforts to investigate knowledge production in the field of educational leadership and management (EDLM) in non-Western contexts. Consistent with this effort, the present paper aims to identify the contribution of Turkish scholars to the international EDLM literature. More specifically, the review examined the volume, journals, authors, types of papers, most frequently used keywords, citation impact, and co-citation networks of papers associated with Turkish EDLM scholars. Bibliometric methods were employed to examine 313 papers published by Turkish scholars in internationally recognised journals. The results show that while Turkish EDLM scholars have predominantly published in Turkey-based journals, there has also been a substantial increase in the number of papers published in international journals in recent years. This literature is largely empirical with topical foci concentrated on issues surrounding school leadership and organisational behaviour. Author co-citation analysis identified three main Schools of Thought in the Turkish literature: Leadership for Learning, Leading Teachers, Administrative Behavior and Effects in Turkey. Background and Objectives Licensed nursing home administrators (NHA) and directors of nursing (DON) are responsible for nursing home quality and assuring optimal performance and job satisfaction/retention of their nursing home workforce. NHA/DON-focused studies have generated important foundational knowledge over the last three decades; yet, targeted research is needed to understand and apply the complexities of the black box of this top management team. This scoping review identifies, reviews, synthesizes, and maps the topical areas of research in NHA/DON positions in U.S. nursing homes. Research Design and Methods We conducted searches of 5 databases, yielding 3,479 records; screening/review yielded 88 unique records. We used thematic analysis to code the primary foci of the studies and the variables associated with the concepts of interest. Results Most papers (n = 40) focused on role characteristics, 23 examined approaches to management and leadership, 24 focused on perceptions about the role, and the remaining 12 examined role structure. The role-related themes linked to outcomes (n = 42), processes (n = 27), and structures (n = 30). Discussion and Implications We highlight important gaps for future research and offer a call to action for research, policy, practice, and education collaborations to accelerate the rate of research and translate the findings into best practices for NHA/DON to lead and manage the nursing home workforce and build capacity to ensure person-centered, high-quality care. Based on foundational descriptive studies, it is time to use what is known to design and implement interventions that enhance the capacity of NHA/DON to improve the structures, processes, and outcomes of nursing homes. This paper shows an evolutionary description of the concepts that converge in personnel management in organizations from approaches that start the management or management of personnel known as Human Resources Management (hrm) to what today is now known as Human Capital Management (hcm). The aim is to review some coincidences, differences and contradictions in the main approaches of these approaches depending on the type of organization and workers that integrate it, to avoid in some way, the polysemy to which we are accustomed in the discipline of management, particularly in the role dedicated to the personnel optimization in organizations. This paper profiles the main competencies required of school leaders to effectively manage ethnocultural diversity. Elementary and secondary school principals (N=17) were interviewed using the critical incident technique to gather their observations regarding their management practices in dealing with ethnocultural diversity in their school. The data were mixed coded according to four orders of professional competency established by the Québec Ministry of Education (MELS): educational services management, school environment management, human and material resource management, and administrative management. Results highlight the importance of collaboration and shared responsibility between the school-team, the students, the parents, and the community, as well as the need to consider the school's priorities. 'Leadership' has now become one of the most over-used terms in school organisation, so much so that it is now difficult to find mentions of 'management' and 'administration' in school organisation literature. Papers published in Educational Management, Administration and Leadership and Management in Education over the last few years confirm this view. This article argues that although there is a significant overlap between them, leadership, management and administration are different from each other and this should be recognised when talking and writing about school organisation and development, with not all three being subsumed under the banner of 'leadership'. In particular, the article argues for the re-establishment of management as a major element in the development and training of heads and prospective heads of schools and colleges. Over 30 years since Alternative Social Agencies (Perlmutter, 1988) was published, scholars from a range of disciplines have studied alternative approaches to human service administration, management, and leadership. In this paper, we pull the historical threads of alternative voices into the web of contemporary practice and memorialize Perlmutter's legacy to social work education and practice. We begin with an historical perspective, framing the concept of an alternative agency and establishing the narrative in which Perlmutter's book was incubated. We then review the literature that has emerged on alternative agencies and build on her quest to conceptualize what it means to be an "alternative agency," using the subtype of feminist organizations as an exemplar. Finally, based on a review of this diverse literature, and grounded in the factors for success originally identified by Perlmutter, we identify lessons learned about strategies used in contemporary alternative agencies and their implications for human service leadership. Scholarship on university autonomy in China's higher education system in the past three decades has focused on the macro-relationship between the party-state and university leadership. This paper focuses instead on university-level management practices and college-level academic autonomy. Drawing on the discourse of "administerization" and "de-administerization" within Chinese academia, we demonstrate how the dual administration system and outdated management practices common in the higher education system limit academic quality and educational autonomy at the college level. Even though research administration is governed by one body of law and regulations within the United States of America, there are many differences on how these laws are implemented. These differences are determined by the type of entity (Federal, state, non-profit, corporation) and may have further laws and regulations imposed by the state in which the organization is located. This paper will compare the differences of internal processes associated with operations, financial, and personnel management between a U.S. Federal Government agency and private sector organizations within the United States through the experiences of a seasoned U.S. research administrator who transitioned into Federal service near the end of her career. Originally called the ethics of information in society, Information Ethics (IE) has received increased attention in the LIS profession and education. Several LIS programs have incorporated IE into their curricula, both as stand-alone courses and as part of other courses. Because most LIS students entering programs have little experience in libraries or in management, LIS programs must focus on introducing students to the knowledge, skills, and attitudes needed for the profession. Building on the author's earlier writings and experience in LIS, this paper provides an overview of IE education, using the University of Pittsburgh as a case study, and addresses the questions of what IE content should be included in LIS programs, how the content should be taught, and by whom. Digital media and digital data processing have substantially influenced public institutions in recent years and changed their efficiency, effectiveness and organisational set-up (nature of organisations). Based on Fountain's Technology Enactment Framework (TEF), this paper argues that, firstly, in a circular process, digital requirements transform the bureaucratic features of school organisation, and that the effects of digital technologies on the performance and efficiency of schools as bureaucratic organisations are ambivalent. We use interview data from a sample of 51% of the head teachers of vocational school centres in the jurisdiction of Bavaria in order to substantiate these assumptions by means of structured qualitative analysis. Email technology seems particularly significant from a quantitative perspective. Indications for the transformative nature of objective digital technologies with regard to the school bureaucracies can be found for all bureaucratic categories under consideration in this analysis, particularly for the feature 'standardisation'. The examples presented here seem to highlight that gains in efficiency or reductions of losses in efficiency caused by digitalisation are mostly caused by the concrete use of digital technology within the respective school organisation. This paper aims to show the current state of energy consumption and accompanying energy indicators in the public building sector in the Autonomous Province of Vojvodina, Serbia. The public building energy consumption data (healthcare, administration and schools) was collected by surveys supported by on-site measurements, calculations and interviews with people responsible for energy monitoring. Statistical processing of the collected data on the real extent and manner of energy usage in public buildings in Vojvodina was used. This paper presents energy indicators which are on average three times higher than allowed by Serbian Ordinance and what is currently present in neighboring European Countries. It is of the utmost importance to use this data and its implications as a catalyst for the implementation of energy management in the public building sector and an increase in energy efficiency. Sweden is among the countries with the highest per cent of women university Vice Chancellors in Europe. In She Figures 2012 the average proportion of female Vice Chancellors in the 27 European Union countries is estimated to be 10 per cent. In Sweden the number is much higher: 43 per cent. Swedish higher education management has witnessed a demographic feminization during the last 20 years. Which factors can explain that women have been so successful in gaining access to these senior management positions in Swedish academia? This paper discusses the demographic feminization, drawing on qualitative interviews with women in senior academic positions in Swedish higher education. The paper suggests that women’s position in higher education management can be analysed using the concept “glass cliff”. This metaphor describes a phenomenon when women are more likely to be appointed to precarious leadership roles in situations of turbulence and problematic organizational circumstances. The findings illustrate that women have been allowed to enter into senior academic management at the same time as these positions decline in status, merit and prestige and become more time-consuming and harder to combine with a successful scholarly career. Purpose – The purpose of this paper is to demonstrate that an internal customer service survey approach to assessment delivers many benefits to technical services and library systems units. Findings from such a survey provide the evidence needed to implement process improvements, conduct strategic planning and more. The survey used in this case study can be adapted by other libraries or library units to conduct assessment, gauge customer satisfaction and identify areas for process improvements. Design/methodology/approach – The Technical Services and Library Systems Division of the University at Albany Libraries conducted an internal customer service survey to gauge customer satisfaction with its services. Findings – Survey results demonstrated that customer surveys are a valuable assessment tool and can be used as an evidence-based approach to library management. Technical services and library systems units should use this tool to identify whether customers are satisfied with the services provided, whether the services are still needed, whether additional services are needed and more. Practical implications – This paper provides an approach to conducting a customer service survey, an analysis of potential benefits and a survey instrument that others could adapt to use in their own libraries. The survey instrument can be used not only for assessment of technical services and library systems, but by other functional units in all types of libraries. This paper considers recent patterns of departmental change in the management of Geography in UK universities. It notes the increasingly multidisciplinary management of Geography since the mid-1990s. Various measures of this trend are explored and discussed. The paper also considers the problematic accommodation of Geography within the faculty structures of institutions. These findings speak of a problematic identity for the discipline within this institutional context. In this paper is presented how to establish a working system for the achievement of scientific results that characterize a university. These results must be evaluated by international standards, but also they have to be relevant for the impact that they have on the country where the university. The fundamental objective of the present work is the cycle management application for the administration of science identifying at each stage the elements that must be considered. Instituto Superior Politécnico José Antonio Echeverría is used as a case study, CUJAE, located in Havana, Cuba. The results obtained in the last four years show progress in most measured indicators, demonstrating that this process has been developed efficiently and effectively, through rational use of resources, especially teachers and researchers. Purpose – This paper explains how library budgets can be cut in ways that are quick and unexpected. The purpose of this paper is to provide reasoning for these cuts with strategies for mediation and avoidance. Design/methodology/approach – By understanding the intricacies of three unique types of phantom cuts, library managers can keep their budgets secure and even win additional monies moving forward. Findings – Budgets can be cut through sound library fiscal management, large-scale restructuring, or swift reaction to unexpected losses in revenue. Keeping the philosophy of the library as the best centerpiece for the potential for learning is the proper method to retain funding. Originality/value – This paper shows sound fiscal management as a potential danger to managerial rewards for sound judgement, and introduces the reader to various aspects of zero-based budgeting and strategic moves for handling complex fiscal change. In this paper I discuss the managerial template that has become the normative model for the organization of the university. In the first part of the paper I explain the corporatization of academic life in terms of the functional relationships that make up the organizational components of the commercial enterprise and their inappropriateness for the life of the academy. Although there is at present a significant body of literature devoted to this issue, the goal of this paper is to explain the genesis of this phenomenon through a reference to the ideology that characterizes our modern secular age. This is the subject of the second part of the paper. Most texts seek to explain this ideological development either through the ever increasing dominance of economic rationalism, perceived conservatism of collegial forms of governance, the necessity to transfer fiscal responsibility in tight budgetary periods, the decline of the Keynesian 'welfare consensus', or the legacy of the power regimes that began to take shape in the liberal societies of the 19th century. I trace this development to the beginnings of Modernity and the Cartesian bifurcation that separated the material world from its spiritual and intellectual source and thereby overthrew the hierarchy of related values that informed both nature and human organization. One of the challenges facing those responsible for service provision in universities is ensuring that service is provided at the right point in the organisation. Service delivery points can exist at the school/department level, faculty/division level or central unit/university wide level. This does not always follow organisational logic, common sense, the interests of stakeholders, or an organisational service strategy or plan. Many universities have established 'one-stop shops' for student services. These have taken many forms and include a range of services, from student administration and student support services, to information technology support and cashier/student financial services. Different management arrangements, including the use of service agreements, have also been used across the sector in Australia. There are additional levels of complexity caused by multiple campuses, differences in the composition of the student body, differences in teaching arrangements, organisational structures and resource arrangements. This paper focuses on student administration and support services. It analyses a range of current models in universities and provides some suggestions for assessing the logic of the models, using a set of underlying principles to help make decisions. Measuring governance performance, in particular of different countries, is indispensable for increasing its effectiveness, efficiency and quality. There were developed many such indicators, but they are rather unilateral. The WGI, launched in 2008 by the Forum for a new World Governance and covering 179 countries of the world, made up of 5 aggregate indicators, is possibly the first attempt to build such a complex and in the same time practical index. Unfortunately, the WGI wasn't updated since 2011, although it would be very useful both for theoreticians and practitioners. We propose an alternative index - the SGI, calculated for 151 countries in 2010 and 155 countries in 2015, made up of 10 sub-indexes. Both the WGI and SGI aren't perfect, but are good analytical tools for governance actors / players. While the WGI is based on the idea of sustainable development, the SGI suggest smart development focused on knowledgeintensive factors. Considering this paper's limitations, we selected a sample of 6 countries and 7 regions for comparison and exemplified 10 best and 10 worst performers for both indexes. We concluded that top performers are the most developed countries, in particular Scandinavian ones, while the least developed African and Asian states have the poorest ranks. On the other hand, a weak score even of a sub-index may result in losing overall leadership, as in case of the USA or Japan. Moreover, negative phenomena, like wars or crises, can make countries bottom performers, e.g., Afghanistan or Syria. [ABSTRACT FROM AUTHOR]

This paper argues that the concept of management is critically important for understanding managed care. A proper interpretation of management is needed before a positive account of the ethics of managed care can be constructed. The paper discusses three aspects of management: administrative, clinical, and resource management, and compares the central commitments of traditional medical practice with those of managed care for each of these aspects. In so doing, the distinctive conceptual features of the managed care paradigm are discussed. The paper concludes by arguing that the concept of management implicit in the managed care paradigm affords a basis for building a more adequate ethic of managed care. [ABSTRACT FROM AUTHOR]

This paper aims to describe the content and structure of the social representations of work discontent to professors working as managers in a public university in north eastern Brazil. Twenty professors were engaged in the research. They were asked to answer an associative network, followed by an individualized and semi-structured interview. The associative network trigger-word was 'work discontent'. Evocation analysis was carried out with these networks, based on polarity indices, neutrality and stereotyping. The more evocated elements in the associate network were: lack of structure, people fighting over power, low financial contribution, stress, and people non-commitment. The results also indicate low stereotyping, negative polarity and low neutrality. These findings point out to the heterogeneity of the evocated content. Textual and lexicographic analysis of the interviews suggests that management function is described as the main source of work discontent, specially because this function changes the role of the professor, causing him to perform as a manager in a context of interpersonal conflicting situations. Most universities around the world put in place administrative processes and systems to manage student progress. These processes usually involve filling out standardised forms and instruments: managerial tools intended to increase transparency, promote efficiency and ensure fairness by applying the same standards to all. The progress report is a widely used management tool in doctoral candidature in Australia and in other countries which look to the United Kingdom for degree structure and format. This reporting mechanism requires students and supervisors to make a retrospective account of the research done in a given period. The intention of the progress report is to provide a mechanism for recording feedback and an opportunity to clarify communication between supervisors, students and the institution itself on the progress of the research. However, whether these managerial tools achieve these aims in doctoral candidature is questionable. In this paper, we report on findings from a study of progress reporting in doctoral studies in one middle-band university in Australia. We found that men and women reported qualitative differences in their encounters with the progress reporting mechanisms, which called into question the idea that these management tools are gender neutral and fair in their effects or application. The purpose of this paper is to examine the extent to which calls over the past 15 years for increased empirical research on educational leadership and management in Asia have yielded increased knowledge production. The study analyses trends in research about and/or from Asia published in eight core educational leadership journals between 2000 and 2011. We provide an overall picture of the volume and impact of knowledge production in the region, as well as insights into change in the rate of knowledge production from the region over time. The study employs a comparative lens, specifically analysing differences in knowledge production capacity and impact across West, South and East Asia. These comparative analyses extend further to understanding variations in the contributions of different societies and universities across Asia. Although the research identified a disappointing level of overall publication in the region, interesting patterns were revealed with respect to the distribution of publications both across and within the three regions of Asia. Taken together the results suggest that progress in developing an ‘Asian knowledge base’ in this field remains stunted, and that regional capacity to produce empirical knowledge continues to be limited to selected societies and universities. This paper presents the results of the multivariate analysis of the main factors identified with the aim to assess the administrative and financial management of a state energy supplier in Colombia, To obtain the information it was used survey techniques, structured interviews and observation in situ. Conclusions highlights that the factors with higher correlation and contribution, from administrative management are the performance and organizational environment, the strategic planning and the organizational structure, and from the point of view of financial management, the financial diagnosis of resources, the investment decisions, the effectiveness, and the reliability of operations in new standardization projects of electrical networks. This paper presents results achieved with research supported by FAPESP, whose theme deals with the functions of language in the teacher-student. Was developed a foundation of language, communication in education. The theory derived from the conduct of research literature and documents. There was also exploratory research to improve understanding of the problem, as is the role of language and teacher-student interaction. lor the survey data, was used non-probability random sampling with data obtained through structured questionnaire. The target population consisted of teachers and students registered in the database of the author, with 1,357 students and 249 teachers. The results show that teachers use predominantly in the classroom (27%) the poetic junction, that is, teachers focus on his message. Already, the students said that teachers use the referential speech (30%), ie, teachers, for students, focused their speeches on the referential function, that is, based on context. Finally, we can observe the process of teaching and learning that both -- teacher and student -- not based on Junction value messages connate or appealing, focused on the receiver (student). This paper describes an empirical study associated with earlier reviews of the changing roles and identities of contemporary professional staff in UK higher education (Whitchurch, 2004; 2006a; 2006b). The study draws on the narratives of 24 individuals to illustrate that identity movements cannot be captured solely in terms of a shift from 'administration' to 'management', or of a collective process of professionalisation. Contemporary ideas about the fluidity of identity (Delanty, 2008; Taylor, 2008) are used to theorise the empirical data, and to develop a conceptual framework that describes emerging identities by means of three categories of bounded, cross-boundary, and unbounded professionals. This framework demonstrates that professional staff are not only interpreting their given roles more actively, but that they are also moving laterally across functional and institutional boundaries to create new professional spaces, knowledges, relationships and legitimacies. The prominent role of the gentry in late medieval local administration has long been acknowledged, and studies of officeholding have been central to the identification and understanding of that social group. Local administration in the liberty of Durham, however, was very different. The liberty's constitutional peculiarities meant that fewer prestigious offices were available to local gentry; furthermore, local office was controlled not by the king, but by the bishop of Durham, who was free to appoint men of relatively low status for extended terms. As a result, many of the liberty's gentry, and the majority of its greater families, had little formal involvement in its administration, which was dominated instead by a small corps of professionals for whom office provided rapid advancement in local society. This paper provides a detailed account of a family that produced several such professionals, who were extremely prominent in the liberty's administration in the first half of the fourteenth century. Their careers illuminate the workings of patronage and lordship in the liberty, and demonstrate the substantial impact of the liberty's distinctive administration on the structure and identity of the local political community. Introduction to Administration textbooks usually give simplistic definitions of administration, which do not correspond to the activities and duties that persons who perform management or administrative labors have. In addition, the concept of administration is made up of a series of unrelated loose ideas; for example, the role of managers, hierarchies in organizations or organizational culture. This paper reviews the definitions found in several such textbooks, from different theoretical perspectives and proposes a definition that relates to the various elements that comprise administration.
