The University of Alcalá in Madrid will organize the "III International Congress on Green Public Procurement and Climate Change" on October 4th and 5th, 2023. The paper studies the problems brought about by Resolution 40066 of 2022 of the Ministry of Mines and Energy of Colombia, regarding the new requirements it sets up for the flaring and venting of natural gas in Colombia. These requirements, which must be followed by the investing companies, imply an investment in infrastructure and technology that may imply a contractual imbalance and a negative impact on foreign investors. From a documentary analysis method with a systematic and deductive approach, the authors analyze the problematic scenario posed by the resolution and concludes that it is necessary to find a balance between the two legal interests at stake: the environment and free enterprise. As a result, the paper supplies a comprehensive and integrative view of the State's obligation to protect the environment, but also to ensure a stable and predictable legal framework for investments. The European Journal of Psychotraumatology has had a long interest in advancing the science around climate change and traumatic stress. In this special issue, we include papers that responded to a special call in this area. Six major themes emerge from these papers and together they contribute to trauma and adversity model of the mental health impacts of climate change. We argue that, in addition to individual vulnerability factors, we must consider the (i) cumulative trauma burden that is associated with exposure to ongoing climate change-related impacts; (ii) impact of both direct and indirect stressors; (iii) individual and community protective factors. This paper reviews the process of adapting the Carbon Literacy for Museums Toolkit to develop a course specifically for the archive sector, Carbon Literacy for Archives, Records and Special Collections. This toolkit was launched to the sector in spring 2024. It discusses why carbon literacy (CL) is important, covering the benefits, co-benefits and what CL is. It examines the impact of carbon literacy training (CLT) on greenhouse gas emission and energy use reduction, and why CLT is so effective in generating the transformational behavioural change that is needed to create a sustainable future.Este artículo revisa el proceso de adaptación del kit de herramientas Carbon Literacy for Museums para desarrollar un curso específico para el sector de archivos, Carbon Literacy for Archives, Records and Special Collections. The purpose of this paper is to analyse the commitment of the Pan-American Institute of Geography and History (PAIGH) to geographic education and specifically to the Sustainable Development Goals (SDGs). Through the Geography Commission and the Geographic Education Committee, this organisation is developing various initiatives for the implementation of the SDGs in the Pan-American context. Methodologically, a documentary analysis of the writings of the PAIGH and specifically of the geographic education network was carried out. Among the main results, it can be seen that the documents and works analysed are aimed at developing the SDGs through geographic thinking, the use of new technologies and climate change. Metapopulations may be very sensitive to global climate change, particularly if temperature and precipitation change rapidly. We present an analysis of the role of climate and other factors in determining metapopulation structure based on presence and absence data. We compared existing and historical population distributions of desert bighorn sheep ( ) to determine whether regional climate patterns were correlated with local extinction. To examine all mountain ranges known to hold or to have held desert bighorn populations in California and score for variables describing climate, metapopulation dynamics, human impacts, and other environmental factors, we used a geographic information system (GIS) and paper maps. We used logistic regression and hierarchical partitioning to assess the relationship among these variables and the current status of each population (extinct or extant). Parameters related to climate—elevation, precipitation, and presence of dependable springs—were strongly correlated with population persistence in the twentieth century. Populations inhabiting lower, drier mountain ranges were more likely to go extinct. The presence of domestic sheep grazing allotments was negatively correlated with population persistence. We used conditional extinction probabilities generated by the logistic-regression model to rank native, naturally recolonized, and reintroduced populations by vulnerability to extinction under several climate-change scenarios. The paper identifies the links between transnational municipal networks and international agreements in the environmental arena. It is taken for granted that transnational municipal networks support global environmental action and the process of sustainable development, in particular giving access to resources, with technical support and knowledge, but to what extent international agreements such as the United Nations Framework Convention on Climate Change, the Paris Agreement, or the Convention on Biological Diversity guide the action of these networks? The research resorts to content analysis to examine the goals, mission, and published documents of two networks in particular, ICLEI and Mercosur, in the search for clear connections with the intergovernmental level. The paper contributes to the understanding of the role of transnational municipal networks in environmental governance, identifying through abductive reasoning the diffusion of norm from the international to the local level and underlining the importance of the role of international, national and local actors. While UN reports indicate increasingly dire consequences of climate change, the political will to initiate rapid decarbonization is lacking, as nations fail to meet targets set by international agreements. Given these developments, this paper investigates the role of climate dread and fatalism in the discourse about climate science. We examine the treatment of fatalism in major theories of the policy process, noting that climate policy represents a relatively novel situation—in which a problem once deemed solvable is being redefined as an issue outside the realm of human control. Using automated content analysis, we examine how journalists and interest groups framed reports issued by Intergovernmental Panel on Climate Change (IPCC) from 2013 to 2022. We find limited changes in the tone and content of news stories and environmental groups' statements, and we suggest that these findings reflect under‐reaction of the political system to new information. This paper aims to analyze the relationship between agricultural methane and nitrous oxide emissions as a function of per capita gross domestic product (GDP) and its quadratic term in 26 Latin American and Caribbean countries (1990-2019). It also considers the stock of foreign investment to test the polluting paradise hypothesis, agricultural land (AL), and, additionally, methane for nitrous function. The study comprised unit root and cointegration tests. Coefficients were estimated by using fully modified least squares (FMOLS), correlated common effects (CCE), and augmented mean group (AMG). Results by FMOLS show statistical evidence of an environmental Kuznets curve in the set of countries for methane and support the polluting paradise hypothesis. However, results from CCE and AMG show the opposite. For nitrous oxide, FMOLS confirms a U-shaped curve. The above supports a joint environmental policy for both gases, where AL is a key element. Sea level rise and sea state variability, resulting from climate change and global warming, are critical research areas. However, current techniques for observing and monitoring these phenomena have limitations in terms of spatial and temporal resolution, particularly in dynamic coastal zones. GNSS Reflectometry (GNSS-R) is an emerging bistatic radar-based technique that utilizes the GNSS direct (transmitter-receiver) and reflected (transmitter-reflection point-receiver) signals to extract properties of the reflecting surface. This study explores the potential of airborne GNSS-R as a means to monitor sea state in coastal areas by using the Doppler spread and reflectivity as observables. The paper aims to derive a sea state factor from the reflected signal power and the Doppler shift distribution to analyze its correlation with wind speed and significant wave height data obtained from the ERA5 model. The experiment involved four flights conducted along the coast between Calais and Boulogne-sur-Mer, France, in July 2019. A GNSS software receiver processes the direct and reflected signals, tracking and re-tracking the reflected signals with the aid of a specular reflection model. The resulting in-phase and quadrature components are analyzed in the spectral domain every minute to estimate the power, the surface reflectivity, and the relative Doppler shift. The findings reveal that the sea state factor and Doppler spreading are sensitive to sea state conditions, correlated with the ERA5 parameters, and influenced by the elevation angle of GNSS satellites. At low elevations (E<10°), the sea state factor demonstrates an inverse relationship (anti-correlation) with the wind speed and significant wave height, while the Doppler distribution shows a correlation with these parameters. Both correlations decrease with increasing elevation angle. This research underscores the potential of airborne GNSS-R for monitoring sea state variability in coastal areas enhancing our understanding of the relationships between GNSS-R measurements and sea state parameters. Defense ministries regularly frame climate security in their national security strategies. Recently, "civil" ministries also begun mentioning climate security. However, they do not mean the same thing. This article develops four indicators to assess the commitment of climate security framings to an understanding of climate security as either human/environmental or national security issue. It applies the indicators to fifty submissions of Nationally Determined Contributions (NDC) by civil ministries and seventy defense publications. The paper finds that NDC commonly refer to climate changes' anthropogenic origins and biophysical impacts but rarely to indirect consequences such as migration or conflict. In contrast, military administrations rarely mention anthropogenic origins but warn more often than NDC of indirect consequences. This shows that a civil domestic discourse on climate security has emerged, more attuned to human security and environmental security and more conducive to climate change mitigation and adaptation. The paper argues that organizational theory can explain these differences in securitization: defense and civil ministries frame climate security differently so that it falls in line with their respective mandates and established organizational features. The Balearic Islands (Spain) passed a regional law in 2019 banning the registration of diesel and petrol vehicles from 1 January 2025 and 1 January 2035, respectively. This law was heavily criticised before and during its implementation and was finally abolished after six months. This paper analyses the effect of this law on the registrations of both types of vehicles, as well as the registration of non-polluting vehicles. Both the synthetic control method and the difference-in-difference estimator show that the ban had no impact on any type of vehicle, not even on those that are non-polluting. Although the Balearic Islands' regional government sought to pioneer implementation of this policy, the incorrect specification of the law, the uncertainty surrounding its approval and its short-term effects and may have reduced its effectiveness. Local climate policy in Germany is embedded in a complex and dense multilevel system. While higher levels of governance confront cities with legal frameworks and regulations, they are not constrained to mere implementation of requirements from the national or supranational levels. Cities can influence and make strategic use of opportunities stemming from the multilevel structure to introduce innovative climate policy measures as best practices. Within a multilevel structure, they can engage in trans‐local action and become actors in various processes of upscaling. In this paper, we analyze the configurations of success for local climate innovations. We focus on the impact of cities' trans‐local and strategic activities within the European multilevel system in conjunction with city‐specific context conditions. The research is based on a concept‐structural framework that combines trans‐local activities and internal context conditions in a way that accounts for interactions between the two spheres. A comparison of the German cities of Darmstadt, Hagen, Offenbach, and Oldenburg indicates that configurations of strategic action in the multilevel system and beneficial local conditions explain the adoption of climate innovations. Therefore, such trans‐local action should not be understood as a sufficient condition of innovative climate policy measures, but as an enabling factor embedded in local contexts. Sea‐level rise is a "nascent subsystem" with policy actors actively developing initial policy preferences through participation across multiple policy forums in a polycentric system. This paper uses item‐response models to empirically analyze how actors, perceived problems, and preferred policy solutions are related in a latent "policy space". We focus on California's San Francisco Bay region, where in the last decade, sea‐level rise emerged to become one of the most salient climate adaptation issues. We find that actors and policy preferences are arranged in a two‐dimensional space, with highly engaged actors more likely to consider environmental justice and ecological aspects of sea level rise. Our findings have implications for theories of nascent subsystems within the Advocacy Coalition Framework, and for understanding how a local policy subsystem develops to address and prioritize the multi‐faceted impacts of climate change. Local governments have led the way on climate action in the United States. While the federal government has largely stood to the side, local governments have made great efforts to adopt policies aimed at reducing greenhouse gas emissions. A large and robust literature in urban politics has explored the variables that influence local government action on climate change in the United States. Issue severity and resident ideological preferences have been identified as two of the most important factors in local climate action. Governments that are more likely to face major impacts from climate, such as coastal communities, and governments serving more liberal residents have both been found to pursue climate policy at higher rates. In this paper we suggest that these relationships are better understood as conditional. We argue that the effect of issue severity will be moderated by ideology. When residents are liberal, issue severity will matter. When residents are conservative, the impact will be muted. We find strong evidence for this hypothesis. The paper aims to address energy poverty from the social dimension of access to energy and its relationship with environmental variables such as relief, temperature, and precipitation in the municipalities of Mexico; through the construction of an energy poverty indicator using 2020 census data and cartographic analysis with GIS. The results for Mexico 2020 reveal that approximately 43.75% of the municipalities experience high and very high energy poverty. Regional differences in energy poverty are noted, three targeted sectors of energy poverty were located, to the north, west and south of Mexico. This can be explained by the marked economic and social differences that exist in the country. A relationship was found between energy poverty and social conditions that can be influenced by climate change. This paper analyzes the importance of the melting of the Arctic ice for Mexico. The research examines the impacts of this process, the Mexican government’s environmental policies, citizen’s perception and the media’s approach to climate change and the melting of the Arctic ice. To obtain the results, an exploratory analysis was carried out, from which it was concluded that, despite the importance of the Arctic melting in the current climate crisis affecting all countries, and specifically Mexico, within the political agendas of the nation, the citizenry and the mass media, both climate change and the Arctic melting are secondary issues. Climate change is the most important environmental problem facing humanity in this century. And it has become the great axis of public policies and private actions in developed societies. The effects of altering the planetary energy balance due to anthropogenic greenhouse gas emissions are already becoming evident in some regions of the planet. Among them, the evidence is already significant in the areas with a Mediterranean climate. This paper collects, as a review paper, the evidence and trends that are being recorded in two areas with a Mediterranean climate (the Spanish Mediterranean coast and the central sector of Chile) to assess the effect of the global warming process. The impact that the current climate change is having on the main elements of the climate and on specific environmental processes in both of these geographical spaces has been analysed. The study seeks to update, through an evaluative summary, the state of the issue of climate change in Mediterranean areas, indicating its future impact on elements of the natural environment and on the functioning of the societies that exist in these regions. This paper explores a way of relating to self, others, and the land rooted in embodied affectivity. It explores the way in which our emotions are an inherent part of the natural world and why attention to them matters regarding the environmental crisis. Recognizing the parallel between the prevailing attitudes of Western culture towards the Earth and towards our bodies, the paper offers an alternative paradigm through a poem by a Diné woman. The poem expresses how the Diné culture honours the Earth by seeking to cultivate the beauty and wisdom intrinsic to it within the body, mind, and spirit of the individual. Interwoven in the essay are images that express the land's power and its uncanny ability to resonate with emotional states. This resonance can help us come to know and work with those states that, on the one hand, threaten to overwhelm us, while at the same time, potentially infusing us with the wisdom of their terrible and astonishing beauty. Drawing from affective neuroscience's emphasis on the primacy and embodied basis of emotion, the paper discusses how interoceptive awareness enhances emotional discernment as well as consciousness of one's way of inhabiting and responding to the Earth, including the threatening forces of climate change. This paper attempts to join the dots between psychoanalytic and post-psychoanalytic perspectives in relation to climate change and the ecological crisis and to begin a discussion on the role of joy in sustaining ourselves in the face of the global catastrophe. There is a vital expanding psychoanalytic literature addressing itself to the environmental crisis but a striking absence on joy and what stands in its way. This paper explores what psychoanalysis has to offer in the context of planetary emergency and also asks psychoanalysis to look beyond itself and reimagine what it can be. Joy involves a simultaneous affirmation of both our uniqueness and our togetherness, not only as humans but with all forms of life and the web of life itself. With climate change in the making and an international context that tends towards energy transition, the right to energy claims a space of greater prominence in the international arena and in the systems of human rights protection to incline this process towards a deep transition. Hence, this paper aims to contribute to the debates and possible relationships between energy transition and human rights. To this end, a comparative law methodology is used, with a hermeneutic approach of dense description. The concept of the right to energy in the 2030 Agenda and its sustainable development goals as well as the references in other instruments of the human rights protection systems-both universal and regional-are reviewed. From this comparative overview, it is concluded that the Inter-American Human Rights System is at the forefront of the legal literature on the right to energy, establishing a doctrine to avoid the restriction of the energy transition. Because contemporary climate change is driven by anthropogenic forcings, it is necessary to factor humanity's impact into climate models. Given that not all humans are responsible for current climate change, and that many people are already unequally impacted by climate change, it is necessary to develop a more nuanced understanding of the human in climate modeling. Without this nuance, future climate policy, as determined by climate modeling, will potentially replicate historic inequalities that are already present in attributions to and impacts from a rapidly changing climate. This paper begins by briefly outlining how climate models are built, and the ways they are used in climate politics. Then, borrowing methods from climate modelers, this paper turns towards Sylvia Wynter's work to model the human. The ultimate aim of this paper is to think more expansively and creatively about how genres of humanity can better be represented in climate science and policy with an eye towards more just futures. In the first months of 2020, the call for papers for the 2022 Special Issue of the Annals of the American Association of Geographers was circulated. It invited papers that engage with multiple forms and meanings of displacements and their geographies: patterns of shifting, dislocation, or putting out of place; substitutions of one idea for another or the unconscious transfer of intense feelings or emotions; activities occurring outside their normal context; and replacements of one thing by another. The COVID-19 pandemic, declared by the World Health Organization shortly after, produced new displacements and intensified existing patterns of displacement and dispossession, including human and more-than-human mobilities and immobilities. At the same time, socionatural displacements—floods, fires, droughts, hurricanes, sea-level rise, species loss, and dislocation—were the backdrop to the displaced and deferred hopes of the 2021 United Nations Climate Change Conference. The twenty-seven articles in this special issue contend with how we as geographers conceptualize and theorize displacements; the range of sites, spaces, processes, affects, scales, and actors we study with to understand them; and what is at stake politically in how we research displacements. Consistent individual differences in behavior, commonly termed animal personality, are a widespread phenomenon across taxa that have important consequences for fitness, natural selection, and trophic interactions. Animal personality research may prove useful in several conservation contexts, but which contexts remains to be determined. We conducted a structured literature review of 654 studies identified by combining search terms for animal personality and various conservation subfields. We scored the relevance of personality and conservation issues for each study to identify which studies meaningfully integrated the 2 fields as opposed to surface‐level connections or vague allusions. We found a taxonomic bias toward mammals (29% of all studies). Very few amphibian or reptile studies applied personality research to conservation issues (6% each). Climate change (21%), invasive species (15%), and captive breeding and reintroduction (13%) were the most abundant conservation subfields that occurred in our search, though a substantial proportion of these papers weakly integrated conservation and animal personality (climate change 54%, invasive species 51%, captive breeding and reintroduction 40%). Based on our results, we recommend that researchers strive for consistent and broadly applicable terminology when describing consistent behavioral differences to minimize confusion and improve the searchability of research. We identify several gaps in the literature that appear to be promising and fruitful avenues for future research, such as disease transmission as a function of sociability or exploration as a driver of space use in protected areas. This paper aims to present a bibliometric and systemic analysis of the Bibliographic Portfolio (BP) jointly examining the literature related to topics like “Greenhouse gas,” mainly carbon, and “Management,” as published in databases data such as Web of Science and Scopus in the field of economic and social sciences. The Knowledge and Constructivist Development Process methodology —Proknow-C— was used to establish the final portfolio and through the Vos Viewer program were mapped the various groups or relationships between the studied literature. The paper presents the theoretical and methodological aspects focusing on the areas and countries of study and highlighting the most relevant authors to have researched this particular topic. We use this constructivist model to describe the measurement variables and synthesize the concepts most used in these studies in order to propose new focal points and thematic approaches that could be developed further in the future. A recent scandal in the Netherlands painfully underscored that sexual harassment and abuse are unfortunately still happening around the world, even after decades of advocacy on this issue and five years of #MeToo. To make progress in prevention and treatment we argue that we should address sexual violence from a public health perspective. Furthermore, looking back on the past year, the COVID-19 pandemic was the dominant and potentially traumatic stressor affecting large populations around the world. Another big topic was that of the impact of climate change, we are only beginning to realize its impact on stress across the globe. The European Journal of Psychotraumatology (EJPT), with its increasing global readership and scientific and social impact, is focusing on the traumatic stress aspects of these and many other events. Relatedly, neurobiological aspects are an important and growing focus of the journal in that they help us better understand the mechanisms behind the development of trauma-related disorders and their treatment. In this editorial, we present recent trends, new Open Science developments, journal metrics, the plans and themes for next year and the ESTSS EJPT award winners for best paper of 2021. • Next years' research focus should be on sexual violence from a public health lens, climate change, and neurobiologal aspects of trauma-related disorders. This paper provides a panoramic and comparative analysis of the legislation passed by the Autonomous Communities to tackle climate change. The Paris Agreement gives them a leading role, together with other actors, as subnational entities to face and achieve the challenges posed by climate change mitigation and adaptation. At the time of writing, only three autonomous communities have approved legislative instruments to mitigate and adapt to climate change. These are Catalonia, Andalusia, and the Balearic Islands. However, other regions have approved strategies and policies for the same purpose, and some have begun the process of approving the relevant legislation. In this paper we study the objectives to mitigate and adapt to climate change set out in these laws, the legal instruments they prescribe to achieve them, and their effective implementation and development. The transition towards a more sustainable energy supply becomes relevant in the face of a critical climate scenario. Since the 1970s, there has been concern among academics, governments and non-governmental organisations about the need to reduce the use of fossil fuels and associated greenhouse gas (GHG) emissions. The tourism sector is not exempt from these challenges, and for this reason, this paper aims to analyse the situation of tourism in the context of energy transition, in order to identify the challenges for its decarbonisation. In order to achieve this, this exploratory-descriptive study is based on secondary sources of information from specialised literature, statistical and regulatory documents. The results show that academic-scientific studies have gradually increased in recent years, detecting socio-cultural, economic-financial, political-regulatory, technical and environmental challenges that each of the components of the tourism sector must face for a transition to a low-carbon economy. This paper addresses what I consider to be the world's main problems, although I recognise that there are also other problems at present, such as inflation and the war in Ukraine. I will try to address the main problems, which are of interest to CIRIEC, which is an international organisation that pays particular attention to what is called the Third Sector" or "Social Economy", an area that lies between the private business sector and the government despite I am not, I must admit, an expert in this last field. I will deal with it in the context of discussing a couple of problems we face in the world that I think are really important. The first problem is economic inequality, which I know something about. The second problem is climate change and environmental problems, which I think are the most important. I will also refer at the end to some problems related to the COVID pandemic. Introduction: The Green Belt Biosphere Reserve, with 2.33 million hectares and its internal urban area with 220 thousand hectares, is configured as a water security territory and expresses a direct relationship between urban development and areas that ensure well-being and ecosystem services for 12% of Brazil's population. With seventy-eight municipalities that fully or partially integrate the GBBR, the socioeconomic differences and the different contexts of urbanization and governance reflect on territorial management at the local level and impact the environmental and regional sustainable development agendas. Objective: Based on a survey of environmental policies and correlations between economic and socio-environmental indicators on a municipal scale for the entire study area, this article assesses the level of development of the main environmental public policies and identifies the relationship between these policies and socio-environmental indicators. Originality: Although the Green Belt Biosphere Reserve is an area recognized by the United Nations (UN), the management of its territory depends on municipal actions that comprise it. Little attention has been paid to environmental management, especially in terms of public environmental policies and a broad and ongoing understanding of the conservation of this area. Results: The analysis shows that the different municipalities in the GBBR have different levels of implementation regarding Environmental Agenda. When considering the Municipal Plans for Urban Afforestation, Adaptation to Climate Change, Atlantic Forest and Solid Waste, only Guarujá, Mogi das Cruzes, Santos and São Paulo have these four policies in preparation or completed, while for 33.3% (n=25) of the municipalities, none of these agendas was developed, and a positive correlation was identified between the HDI and the largest number of implemented policies. Contribution: Large and medium-sized cities in the state of Sao Paulo, Brazil, present studies addressing ecological patterns and processes, however, they do not address specific questions on the environmental sector itself, which this paper aimed at providing. Conclusion: As the Green Belt accounts for 72% of the volume of drinking water in all of São Paulo, the disparities between the municipal indicators analyzed reinforce the need to adopt the GBBR as a platform for adequate governance to integrate policies at different scales for sustainable regional development. Currently, many studies are already available on people's theoretical knowledge about climate change. The results of some of these studies show the existence of serious confusion regarding certain phenomena and basic concepts of great importance, even despite the fact that, in recent years, the problem regarding climate change has become increasingly relevant in different media, and it is also present in school curricula as a fundamental part of Education for Sustainability. Some of these confusions constitute true alternative ideas. This paper first analyses the incidence and strength of five of these ideas in students of Compulsory Secondary Education (CSE) and in various groups of teachers in training. In this paper, three case studies are analyzed in Uruguay at the basin level, to identify the factors that favor the flood phenomenon. Transformations in land use and eventually climate change are considered. Over a 30-year period, land use modifications were evaluated using a Geographic Information System, and the variability of rainfall and river levels was analyzed. The three basins show completely different behavior from their land use change, and show increasing trends in rainfall over the period analyzed. It is evident that land use change is one of the most influential factors in the increase of flooding in urban areas. These transformations are mostly related to the exploitation of soil for the generation of commodities for export and generate modifications in the agrarian territories in Uruguay. Are there differences between adolescent men and women in terms of knowledge about climate change? How do adolescents perceive the climate crisis depending on their gender? In order to answer these questions, we carried out a meta-analysis on a sample of 84 international papers selected by conducting a systematic review methodology. To achieve that aim, we identified studies that showed differences according to the gender variable in terms of knowledge, perceptions, and/or opinions among adolescents pursuing secondary education. A total of 26 out of 84 papers (30.95%)"concentrated between 1993 and 2017"addressed gender differences regarding climate change. The meta-analysis revealed that women score lower than men on knowledge about climate change, with the difference increasing as they move forward in their respective secondary education courses. However, women are found to attribute greater risk to the climate crisis, they are more concerned about the problem, and "unlike men, who have a more technical worldview"they show greater ecocentric willingness to accept measures to address it. This paper makes a comparative study of the socio-state capacities developed during the processes of institutionalising protected natural areas (PNA) in Latin America. It sets them within a framework of their interdependence with global governance processes and in relation to the role human rights have played for these purposes. Taking an approach that combines analysis of multilevel collective action with process monitoring, this work traces the trajectories of national and multilateral institutions; analyses the main dynamics that arise in the delimitation of the protection of natural areas in the countries with the greatest biodiversity in the region; and explores the possibilities for new agreements on the global agenda. Characterizing sampling sites based on climatic data is a key need for a significant number of professionals working in' ecology. In general terms, so is the use of GIS (Geographic Information Systems) tools. However, accessing the use of available online climatic databases and GIS tools is a challenge. This paper shows how to use R as a GIS to obtain values of climatic variables for geo-referenced sampling sites, using the WorldClim database, which contains climatic information for the entire globe. Firstly, there is a description of the WorldClim database. A bibliographic search shows the frequency of use of WorldClim and the topics of study. It is concluded that the use of this database has been increasing over the years, and currently it is massively used. The United States is the country that uses it most frequently. In Argentina, 420 publications cite this database, and the topics that are most frequently addressed are linked to ecology. Secondly, a step-by-step routine for extracting data from WorldCim data base is presented. In addition, the reasons for using R as a GIS are described and an introduction to the management of spatial objects in R is included. Upon completion of the routine, the values' of 19 bioclimatic variables related to precipitation and temperature are obtained for a series of sampling sites and the results are displayed on maps. The routine is also an introduction to the use of R as a GIS. The information presented has direct application for professionals in the field of ecology. Landslides triggered by rainfall are one of the most frequent causes of disasters in tropical countries and mountainous terrains. Recent studies show an upsurge in landslide occurrence as an expected impact of human-induced climate change. This paper presents the analysis and implementation of two different physically-based models, SHALSTAB and TRIGRS, to evaluate the effect of rainfall on landslide hazard assessment in the north-western Colombian Andes. Intensity-Duration-Frequency curves were used in climate change scenarios for different return periods. According to the results, although higher rainfall intensities increase, landslide occurrence does not escalate in a direct or proportional relationship. Considering a steady infiltration process (SHALSTAB), the results show an expansion of d unstable areas, compared with a transient infiltration process (TRIGRS). A greater influence of rainfall duration instead of rainfall intensity was observed. The results highlight the need for studies that incorporate the scenarios of variability and climate change in the hazard assessment and land planning in the long term. [ABSTRACT FROM AUTHOR]

This paper examines the interaction between public policies and plans and the Sustain-able Development Goals (SDGs). For this purpose, this paper analyzes the instruments indicated in the Voluntary National Reports of Chile and Uruguay (2019), especially those referred in ODS 13: Take urgent action to combat climate change and its impacts. The analysis carried out shows the possibilities of fulfilment that are presented from SDG 13, in an interrelated way with the other SDGs, in order to evaluate the viability of an integral and sustainable development model. Ten years after the creation of the National System of Response to Climate Change (snrcc for its acronym in Spanish) in Uruguay, this paper examines the perceptions among local actors about the impacts of climate change on the Northeast region of the country (Departments of Rivera, Tacuarembó and Cerro Largo). It also analyzes their visions about policies and mechanisms of climate governance defined at the national level, focusing some aspects such as articulation and participation. This way the paper aims to generate relevant inputs for the discussion about the design of policies for mitigation and adaptation to this phenomenon in the specific territory considered here. Members of parliament are key actors for the implementation of energy transitions, such as phasing out nuclear power. Before legislators can cast their maybe decisive vote in parliament, they need to run for office and actively strive for election. This paper assesses what political candidates oppose renewable energy transitions and questions whether the energy issue matters in national elections, and thus has consequences for the implementation of new sustainable energy sources. We analyze these questions by first describing the specific characteristics of political candidates. The paper then evaluates the relevance of the energy issue for electoral success in three national elections in Switzerland (2007, 2012, and 2015). Based on candidate data from the voting advice application smartvote.ch, we find that female candidates support ETs more than men do; that especially the French‐speaking part of the country is more in favor of a nuclear phase‐out, and that younger candidates are also more open toward restructuring the energy system than older candidates are. Our models further show that the energy issue does not matter in elections, independently from its salience in the respective election campaigns. Candidates are thus relatively free to choose their position on the issue and do not have to fear consequences at the ballot. However, candidates of center parties, in contrast to the pole parties, are sensitive to the energy issue and reflect public mood in their positions. [ABSTRACT FROM AUTHOR]

The majority of U.S. states have set targets for renewable energy, but the prospects for meeting most of these goals hinge on the willingness of local governments to allow large‐scale renewable energy projects in their communities. In this paper, I investigate how exposure to lobbying by wind developers and the actions of neighboring jurisdictions inform the adoption and design of rules for siting commercial wind farms. Using data collected from 1603 counties in 23 states, I find local policymakers are more likely to enact wind ordinances when they have more time to interact with wind developers and when neighboring counties have adopted wind ordinances or approved the construction of wind farms. I also observe that counties tend to adopt more stringent rules when more wind farms have been built in neighboring counties. This paper aims to analyze the vulnerability to climate change of family farmers in the Rio Doce region, Minas Gerais. The theoretical background was based on the discussion about the negative impacts of climate change on family farming. Vulnerability was identified through its dimensions related to sensitivity, exposure, and adaptive capacity, which were measured by representative indexes, based on socioeconomic and demographic data from 206 farmers in the region, and municipality climate variables. The results indicated that low pluriactivity and reduced access to irrigation mechanisms increased farmers' sensitivity. The low precipitation rates, in relation to the regional historical average, increased the exposure to climate change. The adaptive capacity can be attributed to the low access to rural credit and the absence of public irrigation projects. Therefore, high vulnerability were a consequence of high exposure and sensitivity rates, combined with low adaptive capacity. The results suggest that the region should receive attention in terms of public policies to reduce its vulnerability, enabling it to face more intense climate change scenarios in the future. In this paper was calculated the return period of coastal floods for each of the coastal settlements that report this extreme event in the Cuban archipelago, based on the period 1901-2020. The chronology and classification of coastal floods for each province was used, as well as the Poisson distribution and the χ² goodness of fit test. It is concluded that the Poisson distribution was suitable in all cases for the significance level of 5%; while the greatest hazard is presented by Havana, Baracoa and the settlements of the Gulf of Batabanó in which the occurrence of a flood event is expected at least once every three to five years. The change of government in Uruguay in March 2020 led to some modifications of the country's environmental and climate institutions, including the creation of the new Ministry of Environment and the transfer of the National Climate Change Response System (SNRCC by its acronym in Spanish) to that orbit. The departmental elections of September 2020 brought also some changes in the Northeast region of Uruguay (departments of Rivera, Tacuarembó and Cerro Largo). Considering this context, this work assumes a theoretical perspective of multilevel and multi-stakeholder governance, adopting a qualitative methodological strategy. The objective here is to analyze the current perception of national and territorial actors regarding the policies and mechanisms of climate governance in Uruguay and the region. Consequently, it examines diverse articulations at different levels of government, as well as different dynamics of participation with a focus on climate issues at the national as well as within the territory analyzed. Doing so, the paper aims at evaluating some progress and challenges in this area, in order to contribute to the design and implementation of assertive policies on climate change. Climate change is having significant impacts on health and mental health across Europe and globally. Such effects are likely to be more severe in climate change hotspots such as the Mediterranean region, including Italy. To review existing literature on the relationship between climate change and mental health in Italy, with a particular focus on trauma and PTSD. A scoping review methodology was used. We followed guidance for scoping reviews and the PRISMA Extension for Scoping Reviews (PRISMA-ScR) checklist. We searched for literature in MEDLINE, Global Health, Embase and PsycINFO. Following screening, data was extracted from individual papers and a quality assessment was conducted. Given the heterogeneity of studies, findings were summarized narratively. We identified 21 original research articles investigating the relationship between climate change and mental health in Italy. Climate change stressors (heat and heatwaves in particular) were found to have several negative effects on various mental health outcomes, such as a higher risk of mortality among people with mental health conditions, suicide and suicidal behaviour and psychiatric morbidity (e.g. psychiatric hospitalization and symptoms of mental health conditions). However, there is little research on the relationship between climate change and trauma or PTSD in the Italian context. More attention and resources should be directed towards understanding the mental health implications of climate change to prevent, promote, and respond to the mental health needs of Italy and the wider Mediterranean region. • Climate change stressors in Italy were found to have detrimental impacts on various mental health outcomes, such as psychiatric mortality and morbidity. • Little research on the relationship between climate change stressors and PTSD exists in Italy. As a consequence of the incremental complexity of international climate governance, particularly within the United Nations Framework Convention on Climate Change, States face an increasing demand on specialized human resources to participate in different negotiation settings during the Conferences of the Parties (cops). We characterize the Argentinian delegations between 2012 - 2019, identify the negotiation team and analyze the coverage of the team's agenda. Interests regarding climate change international politics can be inferred from the participation or absence of negotiators within different discussions. This paper reviews previous empirical work on delegations in climate change negotiations and draws upon qualitative techniques in order to collect original data to perform an in-depth case analysis.
