Summary: This paper explores arguments for and against increasing social workers' legal powers in adult protection (safeguarding) in England, where there is no direct power of entry. It draws on a research study conducted in 2016–17 involving an international literature review, interviews with social workers (n = 22), managers (n = 15), older and disabled people (n = 6) and carers (n = 5) and a survey of adult safeguarding managers (n = 27). The paper contextualises findings by exploring concepts of vulnerability and autonomy. Findings: Most participants were in favour of increased powers for social workers undertaking safeguarding enquiries. A power of entry was seen to strengthen the legal basis of safeguarding and provide legitimacy for social workers to act. However, many participants expressed reservations, arguing that cases could generally be resolved with good social work, there would be a risk of negative impact on adults at risk and their families, the power of entry conflicted with social work practice and values and it could negatively affect social work relationships. Such arguments indicate a nuanced view of autonomy and vulnerability, which allow for doubt about the autonomy of people with capacity in certain circumstances. Applications: The paper suggests the need for investment in the processes of implementation of risk management if increased legal powers are introduced. There could be a value in encouraging social workers to make explicit their assumptions about the definitions of vulnerability and its impact on autonomy and to explore the subjective experience of vulnerability in their judgements about intervening in these kinds of situations. The professed aim of any social welfare or legal intervention in family life is often to bring about "better outcomes for the children." But there is considerable ambiguity about "outcomes," and the term is far too often used in far too simplistic a way. This paper draws on empirical research into the outcomes of care proceedings for a randomly selected sample of 616 children in England and Wales, about half starting proceedings in 2009–2010 and the others in 2014–2015. The paper considers the challenges of achieving and assessing "good outcomes" for the children. Outcomes are complex and fluid for all children, whatever the court order. One has to assess the progress of the children in the light of their individual needs and in the context of "normal" child development, and in terms of the legal provisions and policy expectations. A core paradox is that some of the most uncertain outcomes are for children who remain with or return to their parents; yet law and policy require that first consideration is given to this option. Social care funding is reducing in spite of a growing older population. Within this context, domiciliary services are increasingly failing to deliver care that respects the individuality and heterogeneity of older people. To date, there has been limited research in the U.K. that explores, from the older person's perspective, how care practices interact with self. Using biographical‐narrative methodology, this study takes a constructionist approach to understand the individual's lived experience of care and how it interacts with sense of self. A three‐stage model of data collection was used, beginning with a narrative biographic enquiry, exploring with participants (65 yrs +, n = 17) their journeys into care and any possible relationship to personal identity. Stage 2 involved a two‐week period of diary completion, with participants recording daily reflections on their care experiences. In stage 3, a semi‐structured interview explored the diary entries, linking back to the narrative biographic enquiry to reveal ways in which specific care practices interacted with the sense of self. The findings reveal that a strong relationship between older person and formal carer, forged through familiarity, regularity and consistency, plays a significant role in promoting feelings of autonomy. Furthermore, such relationship mediates against the loss of executional autonomy that often accompanies increasing disability. Maintaining autonomy and control was a recurring theme, including in relation to home, privacy and dignity. Feelings of autonomy are also promoted when formal carers understand the unique ways in which individuals experience ageing and being in the cared‐for relationship. This paper suggests that a care approach should be based on two tenets. First, a knowledge and insight into the importance of understanding and respecting the older person's continuing development of self, and second applying this knowledge to care through a positive, stable and consistent relationship between the older person and the carer. Purpose How might the profession of child protection social work be “future proofed”, i.e. remain intact and of value beyond its present existence? The paper aims to discuss this issue.Design/methodology/approach This is a discussion/“think piece” paper, in which the author argues that foregrounding the art and science of helping relationships is a way forward. Recognising and promoting the centrality of helping relationships is the direction in which the author believes (or is it hopes?) social work should head, because “more of the same” is not, in the author’s view, possible to sustain for much longer. Treading the well-worn but pot-holed path of box-ticking, endless risk assessment and perfunctory statutory visiting is likely to lead to continuing problems retaining social workers and, for those who do stay, increased burnout, compassion fatigue and secondary trauma, each of which interrupts or delays the development of working alliances with family members.Findings Growing reliance on thresholds and checklists to assess risk has served to increase referrals. As a result, social workers spend much of their time on triaging and filtering rather than working with the children and families that most need help and protection. Further, it is not what is in the practitioner’s toolkit that matters: rather, it is a defined set of personal skills and qualities that tips the balance to achieve lasting change. Thus, in order to “future proof” social work, we would do well to deepen our understanding of how helping relationships can lead to lasting change. People who are seeking asylum often have lived experience of their personal boundaries and human rights being violated. For this reason, it is especially important that we consider the impact of boundaries in therapeutic work with this population. This paper explores work with a woman with a severe trauma history who was seeking asylum in England. Examples of perceived boundary crossings in the therapeutic relationship are examined. Considerations for other clinicians working with asylum seekers are discussed. These include: addressing socio-political factors; being sensitive to cultural differences; the importance of supervision and reflective practice; the personal impact of such work; and using critical thinking and warmth to manage boundaries rather than rigidly following rules. Never before have public sector jobs been so threatened. Fear and anxiety have shifted their focus, from performance to survival. With reference to immediately contemporary works on the NHS in particular, such as Mandelstam (2011) and Leys and Player (2011), the paper establishes the factual validity of the crisis. The authors conducted a series of workshops for public sector staff to enable them to explore their reactions to the current situation. It is possible to identify increasing levels of denial and other forms of resistance to change similar to those first identified by Menzies' (1959). Drawing on the work of Bion (cited Obholzer & Roberts, 1994) the paper considers the dangers of a retreat to the paranoid schizoid position, and identifies a theoretical clue in Halton (2004) for turning the trauma of change into a creative opportunity. Art has access to emotional, spiritual and creative facets of the human mind that science cannot explore. Klein's (1975) consideration of the infantile and regressive aspect of art is acknowledged. The paper then considers what is revealed by a study of specific works of art which were presented in the workshops; including paintings by Bosch, Rousseau, Breughel and Goya. The work of Zagier-Roberts (1998) and Winnicott (1971) is called upon to endorse the usefulness of such a playful collage of responses. Art can be used to help people move through Kubler Ross' stages of bereavement (1997); not to acceptance but out of the paranoid schizoid position into the depressive position (Klein 1975). Revisiting the work of Halton (2004) and the concept of evolutionary creativity, a move on from the depressive position can begin. Collective validation can be affirmed through a rebooting of the essential public sector values while a radical turning away from organisational priorities, to face the service user, provides a more far reaching optimism than any envisaged by an essentially limited demand for modernisation. In conclusion the paper considers the recent contributions of Dienst (2011) and Dumenil and Levy (2011) to advocate tactical resistance to the denigration of the public sphere. This paper explores the use of a psychosocial approach to researching drugs, race and ethnicity. It produces an analysis of interviews with Bobby, a mixed-race man in recovery from addiction. Sociological and psychoanalytic perspectives are brought to bear on the data in order to consider the character of Bobby's opportunities, identifications, crises and resolutions. Despite the affective components of the wider discourse on drugs and race, the majority of previous research on the subject has focused on the production of rational explanations produced within objectivist epistemological frames. In contrast, the methods used in this project seek an explicit engagement with the irrational and unconscious aspects of researching these subjects. ABSTRACT This paper presents findings from qualitative interviews with 24 young people (11-17 years) who have been referred to Children's Social Care Services in England. The paper explores young people's experiences of help seeking and their experiences of receiving help for maltreatment through statutory agencies. A central finding is the importance of relationships for young people when seeking and receiving help. It is through trusting relationships with professionals that young people are most likely to disclose maltreatment and/or engage with services. The paper concludes that young people's expectations and needs are not always met by the current safeguarding system and that the system needs to become more child-centred if it is to address the concerns maltreated young people have consistently voiced through research. Purpose – The purpose of this paper is to identify and encourage good practice in adult safeguarding by housing providers, despite their unclear and largely unregulated role in this area. Design/methodology/approach – Literature search on policy and research on the role of housing in adult safeguarding. Good practice search, drawn from No Secrets consultation responses and more recently, from other housing providers. Findings – Despite the current weak incentives for housing providers to engage in adult safeguarding, some have done so effectively, overcoming barriers to joint working. Research limitations/implications – This is not a comprehensive study of all good practice in this area; much will exist "unsung" and unrecognised. Practical implications – Increase housing providers' involvement in adult safeguarding. This paper considers the complex task of working with adults with learning disabilities and challenging behaviour in a care home and the impact on relationships within the staff group and wider organisation. Examples are drawn from an organisational consultation to a home with a history of disputes, grievances and sick leave. The metaphor of ghosts is used to explore the processes by which the residents' own traumatic histories come to be played out by the care home staff. The paper concludes that an increased understanding of organisational processes in the residential care sector may help staff form more helpful relationships with service users and hence lead to better outcomes. In the UK the number of state social workers supplied by independent employment agencies has increased significantly since the mid-1990s. Although state sectors of welfare such as education and health have always relied upon a steady supply of locum staff, there is no such tradition within social work. This paper explores some of the ethical tensions that have become apparent with the expansion of contingency social work. Questions remain about the ‘opportunity cost’ of agency social work, as well as subsequent problems of recruitment, access to training, collegiate relations and any impact upon service users. The paper notes tensions that persist between a push for more flexible labour, the ethics of practitioners and the needs of service users. Qualifying social work education must provide students with a variety of experiential, personalized, participatory, didactic and critically reflective learning opportunities across both the taught curriculum and in practice placements if deep learning of the capabilities needed for effective communication with children and young people is to be ensured. At present, programmes in England are not consistent in the curriculum structures, content and pedagogical approaches they are employing to teach and assess this topic. This paper discusses first how current proposals for the reform of qualifying education in England do not address the ambiguities and discretion in regulatory guidance, which have meant that the place and relevance of this topic within the curriculum remain uncertain and contested. It then draws on a model of the sequencing of students' learning and development in qualifying training, developed through the author's recent empirical research, to present an integrated and coherent approach to the teaching, learning and assessment of this topic. It is proposed that this strategy will enable students to develop the generic, 'child-focused' and 'applied child-specialist' capabilities they need for the ' knowing', ' being' and ' doing' of effective communication with children. There is a growing literature examining the way service users make choices in the context of complex and frequently changing forms of welfare provision and increasingly personalised services in England. Despite criticisms of the individualistic, consumerist assumptions underpinning these policies, little is known about the relational contexts of individuals’ lives and the role of professional support in choice-making. Drawing on interviews with ‘key professionals’, identified by service users as having played a crucial role in recent important choices, this paper explores how these choices are made with the support of those who are trusted to provide assistance. Placing ‘key professionals’ at the centre of the analysis, the distinct experiences of people with fluctuating and sudden-onset health conditions are examined. Teams, and their managers, working at the interface between government policy and service to clients are subject to high levels of anxiety arising out of the persecutory manner in which well-intended policy demands are delivered and cost efficiencies imposed. Informed by Bion's ideas about group behaviours, these responses can be understood as a form of defensive behaviour and identified as Basic Assumption Me-ness. Basic Assumption Me-ness in team managers takes the form of managerialism at the expense of leadership, developing a shell that acts as a protection for the lonely, overburdened, vulnerable and soft inside. This hardness, evident through increased unavailability and a rather sadistic use of boundaries, is communicated to staff, who in turn pass it onto clients. In this manner, it infects all relationships thus stifling emotional engagement, creative thinking and practice. This paper then explores ways in which team leaders, courageous enough to take up their authority in an emotionally engaged manner, can reverse these dynamics to the relief and benefit of all concerned. Leaders need to insist on attendance at meetings and supervision where cases can be properly considered; demonstrate an ability to think about risk as ever present in the work because, as all are well aware, no amount of form filling can eliminate this; and acknowledge that the work requires constant assessment and judgement as well as an ability to stay with the unknown. The aim is to be responsive to the daily struggles of team members working face-to-face with clients and to remain aware of ‘the reality on the ground’ when engaging in an equally lively way with senior management. ABSTRACT This paper reports on and discusses the results of part of the author's PhD study. It focuses on professionals' perceptions of the factors that contribute to young people in residential children's homes coming to the attention of the criminal justice system, with consideration given to how such perceptions might impact on responses to the young people. As part of a case study of a particular local authority area, the author undertook semi-structured interviews and a focus group with 31 professionals from the care and criminal justice systems. Accessible summary We are a team of four researchers, two of whom have learning disabilities., We did two studies using focus groups with people with learning disabilities. ABSTRACT This paper reports research undertaken in two sites in England which captured the views of parents and young people who had experienced domestic violence. Survivors, perpetrators and young people described feelings of guilt and shame that acted as barriers to the disclosure of domestic violence. They identified a range of effects on children, which continued beyond separation. All three groups of participants valued professionals who listened to them and validated their accounts. Professionals who appeared ineffective in the face of domestic violence could reinforce children's and victims' own sense of powerlessness. Mothers wanted support with managing the effects of separation and assistance with contact arrangements. The research identifies the need for practitioners to engage with the emotional content of disclosure of domestic violence and to undertake this work in separate sessions with parents and with children so that differing accounts can be heard safely. Interventions that enable parents to engage with children's experiences of domestic violence appear valuable. Rather than taking separation as the end-point of intervention, social work needs to take account of the dynamics of separation and contact in parents' relationships and consider how they interact with violence and abuse to impact on children and young people. ABSTRACT This paper examines the issue of parental engagement where children's services have brought court proceedings to protect children, from the perspective of specialist lawyers who represent parents. It draws on an in-depth, qualitative study of parents' representation conducted between 2008 and 2010. Parental non-co-operation with children's services is a common feature in these cases. Lawyers are partisans with duties to follow clients' instructions. They seek to build a trusting relationship and keep clients engaged in the process by giving advice, taking instructions and providing emotional support. Lawyers accept that parents have an absolute right to contest but use their power and authority to encourage their most vulnerable clients to concede. They are largely successful in keeping clients engaged in proceedings but parents rarely make the necessary changes in parenting. [ABSTRACT FROM AUTHOR]

Objectives. Dissatisfaction with services has been associated with poorer child mental health outcomes, early treatment termination as well as disagreements over the nature of mental health difficulties, reasons for referral and therapy goals. The development of straightforward, reliable, and accurate methods of eliciting service users' views is essential within child and adolescent mental health care. This paper describes the development of the child and adolescent service experience (ChASE), a tool to measure children and young people's service experience Design. The study comprises a non-experimental, cross-sectional design. Methods. Participants were 132 mental health service users aged 8-18 years. Participants and their main carer completed the ChASE, Parent Satisfaction Questionnaire (PSQ) () and Strengths and Difficulties (SDQ) Impact Supplement. Clinicians completed the SDQ Impact Supplement and provided clinical activity data. A sub-sample of participants completed the ChASE on a second occasion, 6 weeks after the completion of the first questionnaire. Results. Scrutiny of ChASE data indicated high levels of completion. Principal axis factoring identified three factors within the ChASE: Relationship, Privacy, and Session Activity. The ChASE has good internal consistency and test-retest reliability. Significant correlations were found between the ChASE and carer satisfaction, service use, and youth clinical outcomes. Conclusions. The ChASE is a short, psychometrically robust tool for routine measurement of children, and young people's experience of mental health services, which users can complete easily. The results underline the importance of alliance factors to children and young people and their association with clinical improvement as well as the potential for the ChASE to be used a measure of children's therapeutic progress and alliance.
