Information about several papers discussed at a symposium sponsored by the American Finance Association. Presented are the minutes of the annual meeting, which was prepared by Madeline McWhinney, who is the acting secretary. At the meeting it was voted to publish the minutes of the annual business meeting and the annual membership and financial reports.

The article presents information on the 21st annual general meeting of the Standing Conference on Studies in Education held at King's College in London, England, on December 15, 1972. The new Chairman of the Conference, J.R. Webster, of the of the University College of North Wales, Bangor, was elected at the beginning of the business meeting and took the chair throughout the day. Margaret Sutherland, of the University of Leeds, and S.J. Eggleston, of the University of Keele, were elected to the Editorial Board. The meeting endorsed the change of Publisher that had been negotiated by the General Purposes Committee during the summer, from Messrs. Faber and Faber to Messrs. Basil Blackwell of Oxford, to begin with this first Number of Volume XXI. The afternoon session was a private meeting devoted to discussing the future function of the Standing Conference in the light of the James Report and the White Paper. The morning session, however, following the business meeting, was a public session to which representatives not only of the universities and colleges of education were invited as normally, but also of the polytechnics.

A method for coding messages in a communication network is presented for the identification and analysis of control mechanisms in an administrative system. Messages can be categorized as routine reports, memoranda, inquiries, queries, proposals and decisions. Definitions for these categories are suggested and their role in written and verbal communications are discussed. A communication chart is suggested as a means of recording coded messages in chronological order when a particular task is traced, and a method is described of using the proposed definitions for evaluating roles in an administrative system. This paper considers certain tax problems which may arise where an insurance company pays directly or reimburses an agent for his expenses for attending a company convention in the light of four different factual situations. Each situation is studied in order to determine whether or not the agent needs to include such payment or reimbursement in his return as income and also whether or not he gets a corresponding deduction. The four factual situations considered are: (1) the convention is all "in the nature of a bonus, reward or compensation for a job well done"; (2) the convention is for both business and pleasure but primarily for pleasure: (3) the convention is for both business and pleasure but primarily for business; and (4) the convention is all business purpose and no pleasure. The recent Rudolph and Thomas cases are analyzed in detail. The tax problems encountered where the agent is either an employee or an independent contractor and where such agent "accounts" or does not "account" to his company are also considered. Throughout this paper the author has attempted to substantiate all of his conclusions with appropriate Code, Regulations, Cases and Rulings and other authorities. [ABSTRACT FROM AUTHOR]

The sixty-eighth annual business meeting of the American Economic Association was called to order in the hotel Commodore, New York. at 5:10 p.m. by president John P. Black. The minutes of the business meeting of December 30, 1954, were approved, actions of the 1955 executive committee ratified, and the reports of the officers and committees accepted. All minutes and reports are published in the "Proceedings." High lights of the year's activities were described by secretary-treasurer James Washington Bell, who also presented an account of the financial operations, investment holdings, and the present condition of the Association's finances. He called attention to the narrow balance between operating income and expenses and indicated the identity of the profit taken on sale of securities and the amount of the year's surplus income. Despite increased expenses, it still appears possible to maintain a balanced budget with $6.00 dues. The managing editor of the journal "American Economic Review," Bernard F. Haley, reviewed the operations of the Review office and the work of the editorial board. This report is presented in full in the "Proceedings."

The article presents information about various societies and institutions of the United States. The first section of the current items includes announcements of annual business meetings. The annual business meeting of "Alpha Kappa Delta" was held at the Hotel Benjamin Franklin, Philadelphia, on December 29, 1939. The American Catholic Sociological Society held its second annual meeting at the Morrison Hotel in Chicago from December 27 to 29, 1939. The Central Statistical Board has worked out a classification of occupations of 327 titles. These have been combined into 95 intermediate groups useful for studying populations in which the whole occupational gamut may not be represented. New York's World Fair, 1940 will arrange an exhibition on art and modern architecture, child welfare, youth activities, the functions of government, and the application of science to industry in American scene. Psychosomatic Medicine, a quarterly, put out its first issue in January, 1939, under the managing editorship of Flanders Dunbar and the sponsorship of the National Research Council and the Josiah Macy Jr. Foundation.

The article presents information about the annual meeting of the Standing Conference on Studies in Education, which was held in the Council Room of the College of Preceptors, in London, on December 16, 1961. It also includes the names of its committee members. On the recommendation of the Editorial Board, the Conference decided that the November 1961 issue of the British Journal of Educational Studies shall be a special issue, enlarged from 96 to 144 pages, and devoted to commemorating the work of a number of great British educators of this century. After the Business Meeting, the Conference devoted the rest of the day to a discussion on the training of graduate science teachers. The priorities in training will be different as between the two main types of student: the followers, who will need more emphasis on methodology, and the leaders, who will need more stress on theory. At the moment methodology is inadequately covered in many courses. The Education Departments should have more laboratories of their own, should visit more schools more often, should cultivate the device of schools linked to them, but at the same time should not separate their Arts and Science graduates more.

The article presents minutes of the Ohio Valley Sociological Society's (OVSS) Annual Business Meeting to be held on May 1, 1970 in Akron, Ohio. The meeting was called to order by president Dwight G. Dean. The minutes of the last annual business meeting were unanimously approved as circulated. Researcher Don Olmsted reported for the Publications Committee. He reported on the functions of the Publications Committee: acting as an editorial board for the OVSS journal, "Sociological Focus," and conducting the OVSS student paper competition. Names of the winners of the student paper competition were withheld until the annual banquet. Sociologist Kenneth Eckhardt reported for the Membership Committee. He reported that the membership of the OVSS currently stands at 795. Frank Westie reported for the Development Committee. His report indicated that the Council had approved the appointment of student members to standing committees. In addition, he reported that the Development Committee would be circulating questionnaires to the membership of the OVSS concerning actions the Society should take concerning major issues in the larger society.

The first Business Meeting of the American Sociological Society, was held in the Stevens Hotel in Chicago, Illinois, at 1:15 P.M. on December 29, 1946. President of the Society Carl C. Taylor opened the meeting by announcing an informal meeting for 5:00 P.M. at which the discussion would center around questions concerning the relations of the Society to international organizations such as the United Nations Educational Scientific and Cultural Organization and any other matters which the group might wish to discuss. The Secretary announced the names of the members of the Nominating Committee appointed by the incoming President and also the membership of the Resolutions Committee appointed by Taylor. The Chairman explained that the purpose of the meeting was to provide for an opportunity for a relatively full discussion of matters affecting the welfare of the Society and that it was the intention to dispose of the routine business matters as quickly as possible in order that time would be available for full discussion of other matters.

The first Business Meeting of the American Sociological Society as called to order at 11:00 a.m. on August 31, 1953, by president A.W. Stouffer. The reports of the Secretary and of the first two meetings of the Council were accepted save for one additional action taken by the Council which provides for an increase in the part-time salary of the Executive Officer. The report of the Editor was accepted and a further announcement made of a special issue of the "American Sociological Review" to be devoted to research on small groups. Manuscripts and suggestions are invited from the membership. These should be sent to the Editor before March 1st. The report from the Executive Officer was read and accepted. In a discussion of the work of the Committee on Training and Professional Standards. Finally, various suggestions and comments were made regarding the annual programs of the Society. Among other matters it was pro- posed that the time of each paper be scheduled to permit listeners to go from one session to another with some assurance of hearing de- sired papers. It was also suggested that more attention on the program might be paid to such topics as teaching and experimental sociology. It was finally suggested that one paper, previously circulated to the membership, might be presented for open discussion.

The article offers information about the constitution and by-laws of the National Association for Research in Science Teaching (NARST) in the U.S. The purpose of the association is to promote research in science education and to disseminate the findings of research. The membership of the association is formed by members and life members. The president of the association is considered to be the chairman of the executive committee and shall have general charge of the affairs of NARST and preside at all business meetings.

The report submitted includes the minutes of all meetings of the Executive Committee held within the year. The minutes of the first meeting of the 1935 Executive Committee were printed in the Proceedings of the 1934 annual session of the American Economic Association. The second meeting of the Executive Committee of the Association for the year 1935 was held at the Brookings Institution, Washington D.C., on March 16, 1935. The Committee has given careful consideration to the various issues involved, and submits recommendations to the Executive Committee. The third meeting of the 1935 Executive Committee was held at the Hotel New Yorker in New York City on December 26. The members exercised their votes to choose representatives for various posts of the Association. The fourth meeting of the 1935 Executive Committee was held at the Hotel New Yorker on December 28, 1935.

The article presents a report of the secretary of American Economic Association (AEA) for the period ending December 14, 1929. Minutes of the first meeting of the 1929 AEA Executive Committee has been reported by the secretary. The office of the secretary has been occupied with the ordinary routine of the AEA, details of which are of small interest to the membership, but which bulk rather large during the course of a year. Proceedings of the last annual meeting were edited and published as a supplement to the March 1930 issue of the journal "Review of Social Sciences Abstract." Arrangements have been completed with the List-Gesellschaft, by which members of the association may secure publications of that organization at reduced rates. The detailed announcement of conditions will be published later. The cooperation with the Poflak Foundation and the Adelphi Publishing Co. was continued and circulars announcing the reduced rates were mailed to members of the association. The secretary attended the meeting of secretaries of the constituent societies of American Council of Learned Societies at which the practice and procedure of the various learned societies were discussed.

The first business meeting of American Economic Association (AEA) was held at the Hotel Washington, on December 28, 1929, at 9:00 a.m., with the association's president presiding the meeting. Minutes of this meeting were read and approved. The earnest attention of members of AEA is directed to the need of enlarging the circulation of a new journal "Social Sciences Abstracts." It is hoped that members of the association interested in scholarly research will use their influence in securing new subscribers. The journal is published at far less than cost, additional grants of aid cannot be expected after the present subsidy is exhausted unless there be a conviction that the journal is serving a wide constituency. The establishment of a journal of this character is a difficult project, and there are gaps which need to be filled. The earnest attention of members of the association is directed to the need of enlarging the circulation of this new journal. It is hoped that members of AEA interested in scholarly research will use their influence in securing new subscribers.

Flood read the Report of the Tellers showing the results of the mail ballot for officers for the year ending with the 1963 Annual Business Meeting. The article presents the proceedings of the 40th Annual CEC (Council for Exceptional Children) Convention in Columbus, Ohio on April 24-28, 1962. The program of the convention has been planned to focus attention on major problems and issues within the total field of special education. The author presents the highlight and overview of the CEC business meetings and schedule of various workshops and symposia.

This article presents information on the Constitution of the American Sociological Society. The Constitution is effective from January 1, 1942. As per the Constitution, the objects of the Society shall be to stimulate and improve research, instruction and discussion, and to encourage cooperative relations among persons engaged in the scientific study of society. Any person interested in the objects of the Society shall be eligible to membership upon an application to the Secretary of the Society. The forms of membership and the privileges and dues of members are set forth in By-Laws, Article I of the Constitution. The officers of the Society shall be a President, a First Vice-President, a Second Vice-President, a Secretary, and a Treasurer. The President, First Vice- President and Second Vice-President shall be elected by the membership. The Secretary and Treasurer shall be selected by the Executive Committee and approved by the Society. The term of all officers shall be one year. The President of the Society shall preside at all business meetings of the Society. He shall be Chairman of the Executive Committee and shall perform all duties assigned to him by the Society and the Executive Committee.

The annual meeting of the Rural Sociological Society (RSS) was called to order by president James H. Copp. Members present included Murray A. Straus, Charles L. Cleland, Glenn V. Fuguitt, Rabel J. Burdge, Harold R. Capener, Thomas R. Ford, Kenneth P. Wilkinson, W. Keith Warner, Wade H. Andrews, Frederick C. Fliegel, Glenn C. McCann, and Howard M. Sauer. The Council moved, seconded, and passed that one dispenses with the reading of the minutes from the January 1972 Council meeting. Fifteen of the first 16 reports listed in the business meeting were discussed and accepted by the Council. A report by Straus on the AAAS Council was discussed and accepted at the Council meeting. The Council moved, seconded, and passed a few actions. The Publications Committee review recent recommendations of the Development Committee and others to consider ways of meeting currently unmet communication needs of the RSS. Specific reference was made to the function of the newsletter and the fastest and best outlet for the Bulletin Index.

Executive Committee Meetings were held on August 28, 1962 at 5:00 p.m., on August 29, 1962 at 8:00 a.m., and on August 30, 1962 at 8:00 a.m. Business Meetings were held on August 29, 1962 at 4:00 p.m. and August 31, 1962 at 10:45 a.m. Council Meeting was held on August 30, 1962 at 5 p.m. The Executive Committee Meeting on August 28, 1962 discussed appointments to standing committees under the proposed revised constitution. After further discussion of the agenda for Executive Committee meetings and business sessions, committee President Harold F. Kaufman announced that the Executive Committee would hold informal discussions with officers of the European Society for Rural Sociology the same evening to discuss an international rural sociological association. The meeting was adjourned. The Executive Committee Meeting on August 29, 1962 asked the opinion of other members of the committee with regard to the agenda at the business meetings and the procedures to be followed at the opening session. The program for the dinner meeting was also reviewed.

The article reports on the second business meeting of the executive committee of American Sociological Society, which was held on December 30, 1948. Minutes of the first business meeting of the society were read and approved. Minutes of the third and fourth meetings of the executive committee were read and approved including the resolution of the Committee on Statistics, presented by the committee's Chairman, P. K. Whelpton. Sociologist Talcott Parsons reported his appointment of the Committee on Nominations for 1949. Parsons reported upon the new role of the Committee on Contributed Papers, which now becomes the Committee on Papers for the annual meeting and becomes the channel through which members wishing to present papers at the annual meeting may express their desires to the Program Committee. The Secretary-Treasurer of the committee, Ernest R. Mowrer, reported a registration of a record 771 persons at the present annual meeting and expressed his appreciation for the generous co-operation of members of the society in the conduct of its affairs. The president of the committee, E. Franklin Frazier, expressed his appreciation for the honor the society bestowed upon him in making him its chief executive for the year.

The 1958 American Association for Public Opinion Research Proceedings Conference was held from May 8 to May 11, 1958 at the Edgewater Beach Hotel in Chicago, Illinois. The program, apart from the business meetings, included eight formal sessions, ten round table sessions, and two general sessions-the Presidential Address and the review session of "The Academic Mind". President Stephan's paper appears elsewhere in this issue of "Public Opinion Quarterly".

The article presents a report from the Committee to Study Annual Meetings, a committee of American Sociological Association. The Committee submitted its report to the Council in time for its spring meeting, May 15-16, 1971. The report covers many aspects of the Annual Meeting and includes numerous recommendations, several of which would require constitutional revision. One of the recommendations recommends to establish new rules to govern submission and selection of papers, which would require that papers and abstracts be submitted eight months before the first day of the Annual Meeting. Another recommendation recommends to establish rules for the conduct of business meetings, including agenda, quorum, rights to speak and vote, and similar matters. It also suggests to develop plans for workshops and new activities to increase the participation of members in the Annual Meeting. The report was discussed for several hours by the Council. It is available to interested members, who may obtain it by writing to the Executive Office.

Three special problems have been considered in 1962 by committees of the Section on Social Psychology—criteria for membership, the Section's participation in the annual meetings, and the certification of social psychologists. Last year the American Sociological Association's Council proposed that Sections consider admitting to membership all persons holding Associate, Active, or Fellow status in the Association itself. The Section on Social Psychology presently admits to membership persons who have voting membership in the Association and who say they have a major interest in social psychology. Discussions of this topic in the Section's committees have not been completed. Following the pattern begun in 1931, the Section has participated in planning the annual meetings. First, the Section's chairman was asked to select a person who would organize and chair the meetings at which contributed papers are read. Second, the Section has scheduled a business meeting on the first day of the sessions in Washington.

Following the recommendations of 1956's Committee on Marriage and Divorce Statistics, the 1957's Committee, in consultation with the presidents of the regional societies, elected its auxiliary members. Nominees from the Midwest and Southwestern Sociological Societies were unable to accept because of other commitments or interests. It is hoped that next year's committee will enlist the aid of two members of these societies. Two motions were brought before the Committee, (1) That the Committee prepare a full report on the feasibility of a 1960 Census test designed to test the completeness and accuracy of registration of marriages and divorces in the registration area states. Also that his report be submitted to the Council well in advance of the Business Meeting so that they might reconsider their action upon the proposal heretofore. (2) That the Committee prepare a resolution directed to marriage and divorce statistics in particular, but so worded as to affirm the position of the membership of the American Sociological Society on the question of race-or-color as a statistical item in all broadly designed programs.

The article reports on the first business meeting of the executive committee of American Sociological Society, which was held at Congress Hotel in Chicago, Illinois, on December 29, 1948. The meeting was presided over by sociologist E. Franklin Frazier. Frazier called upon sociologist Ellsworth Faris to read a statement memorializing the late sociologist Arthur J. Todd. Upon the conclusion of this reading, the Secretary read names of sociologists Eduard Benes, T.W. Cape and C.A. Fisher who also died during the year 1948, whereupon members rose in honor of the deceased. The Secretary read minutes of the first meeting of the Executive Committee. Faris moved the approval of actions of the Executive Committee reported in minutes. Sociologist Stuart Chapin seconded the motion. The Society approved it by unanimous vote. The Secretary read minutes of the second meeting of the Executive Committee. P. K. Whelpton moved their approval with Talcott Parsons seconding the motion. The Society approved of them. Reports by the Secretary, Treasurer and Managing Editor were also presented in the meeting.
