The 23rd EUROCALL conference was held in Cyprus from the 24th to the 27th of August 2016. The theme of the conference this year was "CALL Communities and Culture." It offered a unique opportunity to hear from real-world CALL practitioners on how they practice CALL in their communities, and how the CALL culture has developed in local and global contexts. Since 1999, the Bologna Process has advocated towards a new teaching paradigm, the so-called student-centred approach to learning, as well as towards more coherence of the higher education system across Europe. This paper explores how co-creation of course contents and learning activities, for and with students, may be implemented to sustain a student-centred evolution of teaching. Located at the crossroads between action-research based method and case study, our co-creation initiative strives for the enhancement of the student's learning experience. Using statistical and qualitative data, this paper investigates how a 3-years-long course redesign with the support of co-creating students has induced significant effects on the curriculum, on the members of the pedagogical team and on the student cohort. Consequently, we suggest that in most higher education systems, student-staff partnership through co-creation is a highly adaptive process that may improve multiple dimensions of teaching and learning in a studentcentred way.

Technical, economical, and social changes place great demands on the qualification of professional forces in all areas of the national economy. The decisive foundations for these qualifications are built in vocational education. Vocational education is an investment in the future and one of the decisive pillars of the prosperity of every state in the future horizon of competitiveness. From that follows that the topic of professional dual education is becoming more and more relevant in all countries of the world. Economic experts at the moment state, that overall unemployment among young people is higher compared to other years, and at the same time, there is a lack of qualified personnel for professional positions in various work areas. Many states see the solution to this problem in the implementation of dual education, so individual countries have begun to take the necessary measures. The advantages of adapting curricula to the demands of the economy and business are obvious and transparent, so the public and private sectors, as well as non-profit and non-governmental organizations support this agenda. The article analyzes the elements of dual education in individual European countries with a special focus on dual education in Slovakia. A meaningful motivating factor for its qualitative rise can be the comparison of the vocational education system in individual European countries. [For the full proceedings, see ED654100.]

The present study explored whether the use of Virtual Reality (VR) technology can help lower public speaking anxiety in the L2. To this end, we conducted an exploratory effect-of-instruction study using a one-group pre-test/post-test design with nine learners of English as an L2. The results from the post-test show that using VR in combination with peer feedback offers an interesting gateway to reducing public speaking anxiety. The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. These "Proceedings" are from the Commission of International Adult Education's (CIAE) 2021 International Pre-Conference. This year's "Proceedings" contain 17 papers from 37 authors, representing CIAE's usual diversity of authors and topics. Researcher and research sites include Belgium, Belize, Burkina Faso, Canada, China, Germany, Ghana, Italy, Nigeria, Norway, Serbia, and the United States. Not surprisingly, a major theme explored is the impact of COVID-19 on learners in a variety of settings, including school teachers, communities, parents, and higher education. A second major theme concerns digital resources and addressing the digital divide. Some papers address practices and research methods that enhance adult learning and others explore professional development, workplace learning, and cultural aspects of learning. Concordance-based Data-Driven Learning (DDL) aims to help second language learners infer language usage rules from language usage regularities. A number of DDL pedagogical treatments have focussed on phraseological units such as collocations, widely recognised as a central component of second language learning. This study evaluates DDL effects from an emic perspective, reflecting the learners' perceived usefulness of the approach, as opposed to etic perspectives, representing changes in language competence as a result of the approach. It compares a group of Chinese learners and a group of Belgian learners of Italian as a Second Language/ Foreign Language (SL/FL). The findings indicate that the Belgian students seem to have gained familiarity with the approach faster than the Chinese, though the latter seems to perceive greater long-term benefits of the approach, and are more favourable to future mobile phone applications. The study aims to shed light on possible learner-related differences in DDL treatments and on the insightfulness of emic data in assessing DDL effects. [For the complete proceedings, see ED600837.]

The research consisted in having an Actionbound mobile hunt for A1 learners of Dutch designed by a group of language Student Teachers (STs) within the framework of a second year course on foreign language teaching. The game was then implemented with two groups of fifth grade primary school pupils during their visit of the Hergé Museum in Louvain-la-Neuve, Belgium. These two steps allowed our multidisciplinary research team to analyse the use of the app from the perspective of not only the players but also the creators of the game. Research data was collected throughout the study via questionnaires, observations, and a focus group. A qualitative analysis of the STs' data allowed us to establish their digital profiles, thereby situating each of them in the digital integration process. The results suggest that integrating technology and content when designing a pedagogical activity is a complex task. Support and guidance from teacher trainers could therefore be recommended in order to propose a pertinent integration of technologies in the language classroom. Papers on cataloging which were presented at the 1986 International Federation of Library Associations (IFLA) conference include: (1) "Cataloging of Government Documents in the Age of Automation" (Chong Y. Yoon, United States), which discusses the use of MARC (Machine-Readable Cataloging) formats to integrate government documents into the traditional library catalog and thereby provide better access for users; (2) "Bilingual Automated Cataloguing in Belgium" (Josiane F. D. Roelants, Belgium), which summarizes the bilingual automated cataloging process at the Royal Library Albert I of Belgium; (3) "No-Main-Entry Principle in the Cataloging Rules--The Historical Background of the Nippon Cataloging Rules (NCR)" (Tadayoshi Takawashi, Tsutomu Shihota, and Zensei Oshiro, Japan), which traces the historical development of the no-main-entry principle in Japan, describes how it came to be adopted in NCR1977, and estimates its value in the age of the computer catalog; and (4) "Harmonization of the ISBDs (International Standard Bibliographic Descriptions)" (Ross Bourne, United Kingdom, and Lucia Rather, United States), which discusses the review and modification of the ISBDs that was initiated in 1980. A key design issue for tutorial CALL is that controlled practice activities need to engage learners in meaningful L2 processing, so that any knowledge developed in such practice may transfer to meaningful L2 use in complex skills. Furthermore, activities for controlled practice ideally engender intrinsic motivation, so that learners are willing to practise and remediate problems outside of the classroom. This paper reports on an experimental and design-focused study that tackled these challenges by means of mini-games embedded in a mystery story read in class. Results show that intensive receptive practice helped learners to develop knowledge that was accurate and quickly retrievable on tests of near transfer, and that practice also transferred to more complex written productive tasks, as well as--to a smaller extent--to spoken productive tasks. We make suggestions for future design on the basis of the spoken productive language test used in this study. In this paper the methodological steps taken in the conception of a new mobile application (app) are introduced. This app, called VISP (Videos for Speaking), is easily accessible and manageable, and is aimed at helping students of English as a Foreign Language (EFL) to improve their idiomaticity in their oral production. In order to do so, the app invites the user to make the Audio-Description (AD) of a clip, as part of a communicative task. This paper gives an account of the processes followed after creating and testing VISP, until arriving at the conception of its second version, VISP 2.0. This was accomplished by carrying out several empirical tests to evaluate the app and the learning outcomes it contributes to achieve. The data obtained to date have led to the proposal of some pedagogical guidelines that can be applied to a Mobile-Assisted Language Learning (MALL) app in order to make it enjoyable and, above all, effective. This paper reports on the potential of Oral Elicited Imitation (OEI) as a format for output practice, building on an analysis of picture-matching and spoken data collected from 36 university-level learners of German as a second language (L2) in a web-based assessment task inspired by Input Processing (VanPatten, 2004). The design and development of OEI for output practice faces two key challenges: learners must be engaged in meaningful language processing rather than in mere repetition of oral stimuli, and the task must eventually provide individualized and qualitative corrective feedback that helps learners to notice gaps between their interlanguage and the target language. Results show that learners attended to meaning and that a commercially available speech recognition tool was able to transcribe learner speech remarkably well. The Erasmus+ TeCoLa project (2016-2019) aims to develop and test innovative gamified telecollaboration approaches for secondary schools that address issues of learning diversity in intercultural and Content Integrated Language Learning (CLIL) and teaching. Authentic task-based transnational interactions among peers from different socio-cultural, educational and language backgrounds are at the very heart of the learning process, using telecollaboration as a way to communicate and collaborate. In this paper we will shortly describe the project's foci and will elaborate on the teacher training programme that has been designed on the basis of the teachers' needs and on a sound conceptualisation of telecollaboration tasks that are useful, enjoyable, and meaningful. Government regulations require businesses to improve their processes and products/services in a green and sustainable manner. For being environmentally friendly, businesses should invest more on eco-innovation practices. Firms eco-innovate to promote eco-efficiency and sustainability. This paper evaluates the eco-innovation performance of Organisation for Economic Co-operation and Development (OECD) countries with data envelopment analysis (DEA). Data were gathered from the world bank database and global innovation index report. Findings show that for most OECD countries, energy use and ecological sustainability are more important than other inputs and outputs for enhancing eco-innovation. The report of AROMA project (AROMA project consortium, 2018) summarizes a detailed study performed within project partner countries (Belgium, Czech Republic, Greece, Malta, Romania, Spain and Sweden) aimed at identifying the training needs connected with augmented reality technology (AR) and entrepreneurial skills and mapping an awareness about the AR technology. For the project, the research also serves as a first step to identify gaps that need to be addressed to offer a holistic syllabus integrating AR with selected skills and competencies. Analysis of the applicability of a learning technology requires evaluating how the affordances of the technology respond to the users' needs. We examine affordances of a digital learning environment. We concentrate on organizational and socio-interactional affordances, which are based on technological affordances. The analysis shows how organizational and socio-interactional affordances emerge from the use of technological affordances. We offer an analytical understanding of the dynamics of various kinds of affordances and how they can be assessed to help educators to better understand how the learning process and the use of affordances can be facilitated and supported. In this study, we extend prior research in the role of school climate in civic education by exploring the relationship between immigrant students' experiences of bullying and their attitudes toward their countries of settlement. Using the 2016 IEA International Civic and Citizenship Education Study, we employ a multiple regression analysis with country fixed effects to this large-scale assessment, finding that first-generation immigrants who experience a positive school climate were likely to report nearly as positive an attitude about the nation as native-born students. However, this positive outlook is negated by the abusive experiences some students encounter in schools, suggesting the critical role of schools as bridges--or barriers--in the national attachment of immigrant students to their countries of settlement.

For several years, the University of MONS (UMONS) has been organising a trip to a Flemish city, either Leuven, Ghent, or Antwerp, for the students on the Masters programmes at the Faculty of Engineering who attend Dutch courses. This project has been combining blended learning and task-based learning for several years, but for the most recent edition (March 2014), a new aspect was added, namely the incorporation of mobile web devices and social media. This new approach was warmly welcomed by the students. The trip became a more personal, more lively and more authentic experience. Moving away from the traditional pen and paper based learning reduced the "school experience" and raised the students' awareness of social presence (Kehrwald, 2008). This led to much more spontaneous language production during face-to-face interactions with locals and real-time computer-mediated conversations. It also encouraged some competition and led to spontaneous input from the students, and created a new kind of supervision for the teachers. In this paper, the principles which were taken into account to develop the project, as well as the different phases of the project, are presented. This first experience with social media was a successful experiment that should now be integrated in a broader context so it can be used for other language programmes or projects. This paper discusses the success factors and pitfalls in development of e-content for languages. The factors discussed draw on several years of experience in developing and implementing 95% distance courses for Dutch as a second language in the adult education sector in Flanders and on PhD research at VUB. The CEFR [Common European Framework of Reference for Languages] provides language centres with a profound pedagogical framework necessary when developing language courses. The 10 success factors and 5 pitfalls in the development of e-content for languages discussed in this text comprise practical guidelines, which can affect the process of creating qualitative e-content for languages positively.

This study explores the potential of a feedback environment using simple string-based pattern matching technology for the provision of automated corrective feedback on cohesion problems. Thirty-eight high-frequent problems, including non-target like use of connectives and co-references were addressed providing both direct and indirect feedback. Advanced students of German as a foreign language (L2) (n = 36) received this feedback on summary writing in three subsequent sessions. Their revision activities were analysed for a ratio per 100 words and success rate, and their attitudes towards the feedback were investigated using questionnaires. The results show that automated feedback based on pattern matching has the potential to remedy over- and under-use of connectives and co-reference devices. Furthermore, although participants preferred direct feedback, the revision rate was higher with indirect metacognitive feedback providing grammar explanations. This paper explores the PISA [Programme for International Student Assessment] achievement of twenty countries in light of some of their demographic differences. SES [student socioeconomic status], nuclear family, gender, home language, and native status were predictive of achievement for every country. Demographics accounted for as little as 8 percent to as much as 22 percent of individual score variance depending on the country and subject. Being male was almost a universal advantage in math, but was a far greater disadvantage in reading for every country. The relative performance of some countries changed when scores were adjusted for demographic differences; however, the Asian countries and Finland remained on top. Instructional strategies related to countries performing above expectations were explored.

Due to the increasing internationalisation of higher education, universities must ensure the professional development of their teaching staff in English-Medium Instruction (EMI). Nevertheless, very few universities have the means to invest in teacher training and offer their teachers the opportunity to develop the competences that will ensure best practice in teaching and learning. In order to find a low-cost and flexible solution, two universities, Universidad de Cadiz (Spain) and the Université Libre de Bruxelles (Belgium) piloted an online tandem teacher training programme in 2014-2015. This programme was designed to help teachers face the challenges and opportunities of the multilingual and multicultural learning space (Lauridsen & Lillemose, 2015). Teacher training institutions use different strategies to develop future teachers' technology competences. However, it remains unclear which of these strategies are related to pre-service teachers' technology competences. Consequently, the main aim of this study is to identify which strategies of the SQD-model are related to pre-service teachers' competence to help students to use technology in the class and to design a technology-rich learning environment. A survey was administered to 931 final-year pre-service teachers in Flanders (Dutch-speaking part of Belgium). The results of the multivariate regression analysis with a multilevel design indicate that especially the strategies 'reflecting on technology', 'collaboration with peers' and 'scaffolding authentic technology experiences' help pre-service teachers to develop better competences to integrate technology in the class.

This study takes a closer look at French-speaking MOOC participants of diverse levels of countrywide development and draws comparisons on the basis of sociodemographic variables, access conditions, academic antecedents, and satisfaction. Results show some important differences between learners from low-income and emerging developing countries compared to learners originating from developed countries, particularly regarding gender, age, occupation, prior experience with MOOCs and perception of self-efficacy, participants from developing countries having more prior experience with distance courses and an higher self-efficacy towards distance learning. However, learners' satisfaction with courses did not differentiate on the basis of countrywide development level. Because of these different profiles MOOCs creators who want to promote accessibility to higher education in developing countries should focus on specific needs.

Both additive and proportional reasoning are types of quantitative analogical (QA) reasoning. We investigated the development and nature of primary school children's QA reasoning by offering two missing-value word problems to 3rd to 6th graders. In one problem, ratios between given numbers were integer, in the other ratios were non-integer. These word problems were written in the Greek alphabet, and thus totally incomprehensible to the children. QA answers considerably increased with age. Younger children more frequently chose additive relations, whereas older children chose more proportional relations. The nature of the ratios between the given numbers also affected the answers, particularly in 5th grade. [For the complete proceedings, see ED597799.]

This study examined 10 elementary school teachers' narratives of their teaching experiences to determine the political aspects of that development, particularly the processes of control, power, dominance, conflict and ideology that interacted with the teacher's developing sense of the working conditions necessary for proper job performance. Data were collected using cumulative biographical interviews, participant observation in classrooms, and document analysis. Through different cycles of interpretive close reading, fragments in the career stories with political relevance were analyzed. The resulting data were compared to develop a categorization of the interests in terms of working conditions and a conceptual scheme to unravel the political meaning of the professional biographies. Professional interests that teachers worked for in their professional behavior were categorized as material, organizational, social, cultural-ideological, and self-interests. The analysis showed that every situation in which a teacher becomes conscious about its micropolitical aspects can be conceptualized in terms of the perceived power position: the subjective perception of one's position on a continuum of power-powerlessness. This continuum depends upon the teacher establishing the working conditions perceived necessary for proper job performance. The perceived power position is operationalized by three aspects of that position: the experiential, related to job satisfaction; the operational, related to ability to change the situation; and knowledge, related to political acuteness. There is substantial empirical evidence showing the impact of the type of numbers in the solution of problems with a multiplicative structure. The theory of the intuitive models of arithmetic operations is today the most plausible theoretical account for these findings. In an attempt to contribute to a better understanding of the effects of number type, a study was carried out in which student-generated word problems were used as data to test a series of predictions derived from the theory of the intuitive models. Subjects were 107 12-year-olds, 107 15-year-olds, and 99 elementary student teachers in Belgium. Results concerning the influence of the type of number sentence on performance are reviewed and the congruence of the generated problems with the primitive models are discussed. Several findings of this study support the theory of Fischbein et al. (1985) that the selection of an operation for solving multiplication problems is mediated by primitive intuitive models of the arithmetic operation. (Author/MKR)

The main aim of this project was to understand teachers' professional development by reconstructing their career experiences. The study examined the ways in which 10 experienced primary school teachers from 4 different Flemish schools experienced their careers, focusing on the personal perception and the subjective meaning of these experiences. Data were analyzed in two steps: (1) vertical analysis, which imposed a fixed structure to each teacher's data concerning formal career, professional biography, professional self, and subjective educational theory; and (2) horizontal analysis, which identified commonalities, differences, and patterns among the data from all respondents. The analysis examined teachers' self-image, self-esteem, job motivation, task perception, and future perspective. Recurring themes included teachers' perceived vulnerability and their need to cope with the limitations of their impact on pupils' results. The paper concludes that the study showed the usefulness of the biographical perspective for a better understanding of why teachers act the way they do. However, teachers' stimulated reflection on their career and personal development did not automatically change or improve their teaching practice. (Contains 51 references.) (JDD)

During the last decade in Belgium and the Netherlands, comprehensive reform of primary education emanated from central policy. In both countries the national authorities set up a program to encourage and facilitate the new primary school concept. This paper reports on 25 schools in the Netherlands and 52 in Belgium that acquired special funding and assistance. Research was based on the assumption that the school's response manifests itself in three ways: in the nature of the implementation agenda; in specially arranged structures to conduct the implementation activities; and in steering the flow of implementation work. Data were collected from interviews, questionnaires, observation, and document analysis. Respondents included principals and staff, external change facilitators, school inspectors, and policy makers. The first part provides an overview of national policy at the local school level, with attention to school/national policy interaction. Part 2 outlines and illustrates a profile of steering functions--direction/concept clarification, directional pressure, assistance/support, and latitude definition. The concept of implementation as an intervention in the ongoing school organizational processes is examined in part 3, which describes the local concerns generated by comprehensive mandates for change. Part 4 accounts for differences in the two national repertoires of policy inducements and addresses the question of how a central policy program presents itself locally. A profile of policy inducements from the school's perspective is articulated. Two figures are included. (29 references) (LMI)

This paper examines issues of special needs advocacy in an international context and describes BRUSH (Brussels Support for the Handicapped), an advocacy organization in Brussels, Belgium. The possibility that advocacy is a culturally determined concept is raised. BRUSH is a group of families from the international community of Brussels who provide advocacy services for English speaking handicapped individuals and their families in the area. The group has surveyed the community, sponsored conferences, and increased its international emphasis. A data collection project utilizing multiple methods (interviews, questionnaires, and document analysis) and multiple sources (national advocacy groups and international groups of parents or professionals) was conducted. Respondents (N=36) were multicultural, multilingual, and multinational and favored advocacy programs primarily for family members and parents. When asked about the nature of international advocacy respondents differed as to its adversarial nature but agreed that fluency in both the maternal and environmental languages is important. The survey also identified the issue of culturally appropriate vocabulary for efforts in international advocacy. Specific issues identified included the confusion over an international definition of advocacy and the high mobility of community members. Includes 18 references. (DB)

The present study examined an international sample of adults from the Survey of Adult Skills administered by the Program for the International Assessment of Adult Competencies (PIAAC; Organisation for Economic Co-operation and Development, 2009) to assess (1) how specific individual and country-level characteristics predict adult readiness to learn, and (2) how readiness to learn predicts adult skills in literacy, numeracy, and problem-solving in technology-rich environments. Multilevel modeling showed that education and hours worked positively predicted readiness to learn, while age negatively predicted it, and men showed high levels of readiness to learn than women. At the individual level, a positive relationship between readiness to learn and skill proficiency was observed, while at the country level a negative relationship occurred. This "readiness to learn paradox" is discussed in terms of cultural differences in learning environments.

One of the major goals of the Second Education International (EI) Conference on Higher Education and Research was to strengthen EI's position as the representative global organization of teachers and research workers, and to develop the role of these unions. Papers in this volume cover major issues and challenges in the international education arena for these populations. Highlighted themes throughout the conference include free access to higher education for those meeting relevant entry criteria; priority of public funding for universities, colleges, and research institutions; institutional autonomy and academic freedom for the aforementioned institutions; and representation of staff on all key decision-making bodies within these institutions. Support for higher education and research personnel in developing countries is emphasized. In the context of large-scale primary and secondary school innovation projects in Belgium and the Netherlands, this paper examines the adaptation and construction of a version of the SoC-Questionnaire (SoC-Q) for Teachers. The SoC-Q was adapted from the Concerns-Based Adoption Model designed to identify teachers' concerns about an innovation. The paper also presents findings, discusses the use of questionnaires in large-scale projects, and describes ongoing research. Factor analysis of the questionnaire provides several subscales: awareness, personal/informational, consequences for pupils, management, collaboration, and refocusing based on experiences with pupils. These subscales provide a basis for comparing the findings of the original and adapted SoC-Q's. Teacher profiles derived from this questionnaire illustrate how these data are used within the framework of large-scale projects and allow the formulation of some general conclusions concerning innovation implementation. The study assumes such projects are influenced by five characteristics: the innovation itself, innovation policy, school organization, interventions/strategies, and teachers. These characteristics are used to develop semistructured interviews analyzed in conjunction with SoC-Q's. Five tables focus on the SoC-Q. Nine figures provide data on the development of teachers' concerns during innovations and implementation factors. Three appendixes provide an overview of the subscales, followup data, and an analysis of a first interview. (PB)

These three papers were presented at a symposium on human resource development (HRD) in selected nations moderated by Alan Mumford at the 1996 conference of the Academy of Human Resource Development. "Perspectives of United States Expatriates in the Netherlands, Belgium, and France on Expatriation and the Role of Their Sponsoring Organizations" (Jean Rowe McFarland) reveals the perceptions of expatriate employees in these countries through a study conducted through in-depth interviews. Themes emerging from this interpretive study suggest that expatriates feel unprepared, misunderstood, and forgotten and that organizations, not the expatriates, are primarily responsible for expatriate failures. "The Need for an Indigenous Approach to Management Development in Bangladesh" (Gary N. McLean) reports on two descriptive studies that addressed the applicability of Western management theory and practices in Bangladesh. The studies showed the following: Bangladeshi believe finances, quality, and growth, supported by culture, quality practices, and management contribute to organizational excellence; and Bangladesh is highly collectivistic, highly feminine, with medium-to-high power distance, and medium-to-high uncertainty avoidance. "The Future of HRD" (Jan Streumer et al.) examines which organizational and technological and training developments will become crucial in the coming years, and what consequences they will bring to HRD. This study tested a model (developed by A. Lewis and R. Mayer) that simulates the comprehension processes used when solving compare problems. The basis of the "consistency hypothesis" model is that young students and even adults are more likely to make comprehension errors when the order of the terms in the relational statement of the problem is not consistent with the preferred order. Subjects, 19 university students and 15 third-grade students, were administered a series of 1-step compare problems and had their eye movements recorded in 2 separate experiments. Results indicated that the model was supported by the data from the third graders but not supported by the data from the adults. This paper describes a training program which was designed to train teachers how to use computer applications such as database management systems and spreadsheets in their classrooms; how to modify applications according to their teaching practices; and how to learn from their experiences in using computer applications in the classroom. A group of 14 secondary science teachers participated in the program, which lasted for 25 days and included 10 days of training in computer science literacy and 13 days working in groups to develop software for teaching science and integrating the computer as a tool in their classroom practices. The training was also intended to help teachers recognize their own underlying theoretical constructs and to choose appropriate software that would mirror those constructs. In their efforts to accomplish these goals, teachers paid particular attention to their own learning processes, and to their role as manager of an educational environment. Also discussed is the "accompanying" role of the training of trainers during the development process, including the management of teachers' affective and cognitive resistance to changes in their practices required by the use of new media. This paper reviews critically four studies on teacher thinking as conducted at the Center for Instructional Psychology, University of Leuven, Belgium. The four empirical studies were: (1) a process analysis of teaching; (2) subjective problems of student teachers while teaching; (3) context variables during lesson planning; and (4) post-interactive reflections of teachers. The critiques present discussions on the following elements of the studies: (1) data from the literature; (2) data from the descriptive-empirical research; (3) research methodology used in the study; and (4) results. Included in the discussion are analyses of the cognitive processes of teachers in the pre-active (planning) phase, the interactive phase; and the post-interactive phase of teaching a unit of study. A discussion is presented of results of the four studies grouped into categories: (1) substantial results; (2) methodological questions; and (3) theoretical value of the studies. This paper questions the practical application of the audiovisual method in FL instruction in Belgian secondary schools. Some of the reasons for the lack of success of the audiolingual method are given as: the large size of the classes; the young age and poor motivation of the students; the small number of weekly hours devoted to FL instruction; and the poor preparation of the professors. An eclectic method is proposed which incorporates: (1) the use of the FL as much as possible; (2) the active use of the mind, from the Direct Method; and (3) the use of drills, exercises, composition practice, etc., from the grammatical method. In addition, to insure the method's success, class sizes must be reduced; the aural-oral period must last several months; weekly instruction hours must be increased; and traditional methods such as dictation and translation must be used to insure the development of spelling and comprehension skills. It is hoped that this active and intensive method will give students a firm foundation with emphasis on the spoken language. (Author/AM)

The effects of large-scale improvement projects and the trend toward decentralization on the principal's role in primary and secondary schools in Belgium are explored in this paper. Particular focuses are on the ways in which sociopolitical change influences the nature of school-level leadership and on strategies that principals use in response to government-mandated decentralization efforts. Within the turbulent policy environment of the Belgium educational system, decision making must always be justified. A review of three studies of primary schools involved in reform projects examines two areas of decision making and justification: the organization of linkages with external and internal support structures. Findings indicate that local factors, particularly the principal, shape the nature and quality of change. Variability is therefore natural and inherent in the educational system. The local capacity to organize internal support and local willingness to work productively with external support are important factors for the success of innovative efforts. The recommendation is made for collaboration between the leadership team and a local council to develop internal and external support structures and an assessment center. Because local policy and changes in policy are the result of interaction between many events and activities, the history of critical decisions within a school and their impacts on the improvement process must be examined to obtain information about the underlying justification process.
