Part of the radiation protection in Spain and Portugal is focused on the protection of workers, public and environment due to the influence of nuclear facilities present in their territory (Spanish case) or nearby. Radiation protection is in a process of continuous improvement, with the participation of nuclear facilities, companies and researchers in numerous research projects funded in Spain by the Nuclear Safety Council or other international organizations. This article presents some of the projects in which Spanish working groups have participated. In addition, specific examples of activities related to radiation protection and environmental radiological monitoring carried out in Spain in recent years are shown. The importance of the optimization principle implementation in ensuring the radiation protection of NPP personnel was emphasized. The potential of route optimization in reducing the dose load of the personnel of nuclear power plants and other nuclear facilities is shown. The paper considers the main directions of the authors’ development of the theory and algorithms of route optimization of work in inhomogeneous radiation fields during maintenance, repair, modernization, dismantling of NPP equipment, and elimination of the radiation accident consequences. The results of the computational experiments that were carried out with the “Uran” supercomputer of the IMM UB RAS for the checking of the developed algorithms are presented. The article provides an overview of the developed methods of route optimization of work using the dynamic programming method, including consideration of the constraints in the form of precedence conditions, which means the requirement to perform certain tasks only after the completion of others. Dijkstra’s method was used to solve the “dosimetrist’s problem”, where the optimal route for the dosimetrist’s movement is being constructed, including obstacles bypassing and visiting specified points in the room where it is necessary to perform work to determine the radiation environment characteristics such as measuring the radiation dose rate, taking samples, etc. The routing of movements with the non-additive aggregation of costs is considered. The content of the problem is shown on the example of the radiation accident consequences eliminating on a locality, where, as a result of radioactive fragments scattering, a system of emitting elements appears, which must be deactivated, i.e., dismantled or screened. This task must be carried out in consecutive cycles with a definite threshold level of personnel exposure per shift. The paper considers the problem of usage of different electrophysical sources of ionizing radiation (charged particles accelerators, X-ray tubes, sources of ultraviolet radiation, etc.), to improve the efficiency of technological lines and equipment used in various branches of industry, agriculture, control of spread of pathogens of epidemic infections, specific environmental problems, counter-terrorist measures.The deterrent in wider use of electrophysical radiation technologies is underdeveloped level of knowledge of mechanisms of radiation processes at the micro and nano levels. This is connected with the fact that the object, affected by electrophysical radiation technologies, is complex and is made up of different components, which respond differently to radiation. Significant distortions on the results of treatment are caused by the imposition of external boundary factors. These conditions are good reasons to explore further the effects of electrophysical radiation technologies on objects. The article considers the main directions of research and development prospects of electrophysical radiation technologies.It was shown that for the safe operation of nuclear facilities it is necessary to provide highly effective methods of diagnosis and assessment of the actual state of the equipment and facilities in operation. The process for determining non-compliance depends on the technical and legal findings of the IAEA Secretariat -the Agency s technical arm- and the political judgments made by the IAEA Board. However, the lack of an established definition of non-compliance makes the decisionmaking process one of the most challenging tasks faced by the IAEA, which has a statutory obligation to report non-compliance to the UN Security Council (UNSC) and the General Assembly. Since the IAEA was first established in 1957, the Agency s Board of Governors traditionally made its decisions based on a rule of consensus widely celebrated as the Spirit of Vienna. All previous safeguards violations were routinely reported as non-compliance by the IAEA to the UNSC (Iraq in 1991, Romania in 1992, and North Korea in 1993 and 1994). In the case of Iran, it took more than 2 years for the IAEA Board to reach a formal finding of non-compliance. This case study examines the IAEA s approach to determining non-compliance with NPT safeguards agreements, as exemplified by past experience with Iran, and addresses the following questions: How did the IAEA decide to find Iran in non-compliance and refer the case to the UNSC? Who were the primary actors involved and how did they seek to advance their positions? How did the internal politics of the IAEA and changing geopolitical circumstances shape the Agency s decisionmaking process?, Center for the Study of Weapons of Mass Destruction Case Study no. 6.

In addition to the ERFKA database, the system contains a presentation tool that enables data in the database to be presented graphically at the FTQ department, such as statistics on incidents, accidents, monthly reports, reports and more. The ERFKA-system fulfills its purpose in this context but for safety reasons it is only available for approximately 15 people. It results in that FTQ department always needs to be contacted to develop information to others in the facility which is time-consuming and complicated in a big organization like Forsmark. The thesis project was focused in creating openness in the ERFKA-system with regard to safety aspects in the facility. By simply making the information in ERFKA available for everyone at Forsmark, without having to contact the FTQ department, and simultaneously use the tools that already are available on the power plant was this project carried out. The first part was accomplished by interviews in an attempt to specify the information types that were desired to be available. In pursuit of this information, we interviewed those people who were most familiar with the experience feedback improvement and could have most influence on the results. The second part was carried out through developing an acceptable proposed solution for a connection model to present information on the Forsmark intra

This report presents an analysis undertaken by the Bureau of Economic and Business Research (BEBR) on the cost of electricity generated from newly constructed nuclear power plants. The financial pros and cons of nuclear power are measured against its chief fossil-fuel competitors—coal and natural gas. The results of the analysis suggest that new nuclear power would be more costly than that from either coal or natural gas, but that there are plausible scenarios under which nuclear power is less costly than either coal or natural gas. Particularly important issues bearing on the cost of nuclear power vis-a-vis coal and natural gas are the future prices of coal and natural gas, future regulations on carbon dioxide emissions, more stringent ambient air quality standards, and the cost of constructing (but not the cost of operating) new nuclear power plants.

India, which has not signed the Nuclear Nonproliferation Treaty (NPT) and does not have International Atomic Energy Agency safeguards on all of its nuclear material, exploded a "peaceful" nuclear device in 1974, convincing the world of the need for greater restrictions on nuclear trade. The United States created the Nuclear Suppliers Group (NSG) as a direct response to India's test, halted nuclear exports to India a few years later, and worked to convince other states to do the same. India tested nuclear weapons again in 1998. However, President Bush announced July 18, 2005, he would "work to achieve full civil nuclear energy cooperation with India" and would "also seek agreement from Congress to adjust U.S. laws and policies," in the context of a broader partnership with India. U.S. nuclear cooperation is governed by the Atomic Energy Act (AEA). P.L. 109-401, which President Bush signed into law on December 18, 2006, provides waivers of several provisions of the AEA (Sections 123 a. (2), 128, and 129). It requires that several steps occur before nuclear cooperation can proceed. On September 10, 2008, President Bush submitted to Congress a written determination that these requirements had been met. That same day, the President submitted the text of the proposed agreement, which had not yet been signed. The President also submitted a written determination (also required by the AEA) "that the performance of the proposed agreement will promote and will not constitute an unreasonable risk to, the common defense and security." In addition, President Bush submitted several documents, including classified and unclassified versions of a Nuclear Proliferation Assessment Statement, which is required by section 123 of the AEA. The Department of State also submitted a report required by P.L. 109-401 on various aspects of the agreement. We present a first effort to investigate 236U in the environment near a shutdown nuclear power plant far away from highly contaminated sites, by using accelerator mass spectrometry. The detection limit of about 1 pg 236U allowed us to identify a minimal increase of the 236U/238U isotopic ratio correlated to a peak of 137Cs in river sediments downstream of the nuclear power plant, and to detect anthropogenic 236U also upstream, where it is probably not related to the power plant but to global fallout. The 236U content shoved variations of the 236U/238U isotopic ratio in relation to the chemical-physical characteristics of the sediments. This demonstrates the potential of 236U as an environmental tracer, and as an indicator for releases from nuclear facilities.

Since the 9/11 attacks the United States has declared a policy to stop emerging threats before they become dangerous. President Bush has declared that Iran will not be allowed to develop nuclear weapons, and to prevent Iran from doing so, a number of strategies have been suggested. These strategies include making a diplomatic "Grand Bargain," building a system of containment and deterrence, and using military power to destroy Iran's nuclear infrastructure. In the case of using military power, air strikes are the most frequent recommendation, and the use of land power is largely ignored. If land power were used to destroy Iran's nuclear infrastructure, there are three major options that could be taken: an invasion and occupation, a strategic raid to destroy known nuclear facilities, and a special operations raid to destroy a single nuclear facility. Each ground option would rely on significant air and naval power to be successful. The invasion option is feasible, though with great effort, and it is the most suitable ground option because it provides a certainty of effect that no other course of action can match. However, the invasion option is not acceptable due to its high costs. The strategic raid option is marginally feasible, but the costs are not acceptable and it lacks significant advantage over the pure air option, thus rendering it only marginally suitable. The special operations raid is conditionally an acceptable course of action, but it is neither feasible nor suitable given the lack of intelligence the United States has about Iranian nuclear facilities and the limited effect a special operations raid would have on a large industrial target., The original document contains color images.

International Atomic Energy Agency (IAEA) inspections since 2003 have revealed two decades worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. Iran agreed in 2003 to suspend sensitive activities in negotiations with Germany, France, and the UK (EU-3), which broke down in August 2005. On September 24, 2005, the IAEA Board of Governors found Iran to be in noncompliance with its Nuclear Nonproliferation Treaty (NPT) safeguards agreement and reported Iran's case to the U.N. Security Council in February 2006. The Security Council called upon Iran to resuspend enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran continued enrichment activities and failed to meet the Security Council's request, even after the permanent members plus Germany (P-5+1) offered Iran a new proposal on June 6. The Security Council passed UNSCR 1696 on July 31, 2006, giving Iran a deadline of August 31 to comply. Iran still failed to suspend enrichment, which may prompt negotiations on sanctions. Congress has directed the Director of Central Intelligence (DCI) to submit to the Congressional leadership and intelligence committees an annual, unclassified report assessing the safety and security of the nuclear facilities and military forces in Russia. Congress has requested that each report include a discussion of the following: 1) The ability of the Russian Government to maintain its nuclear military forces. 2) The security arrangements at Russia's civilian and military nuclear facilities. 3) The reliability of controls and safety systems at Russia's civilian nuclear facilities. 4) The reliability of command and control systems and procedures of the nuclear military forces in Russia. This report is the fourth responding to this Congressional request. The report addresses facilities and forces of the Russian Ministry of Defense, the Federal Agency for Atomic Energy (formerly the Ministry of Atomic Energy), and other Russian institutes. It updates the February 2002 report to Congress. This paper has been prepared under the auspices of the National Intelligence Officer for Weapons of Mass Destruction and Proliferation.

This Note reviews trends in international terrorism and nuclear incidents abroad during the period 1980-1981. From the perspective of protecting U.S. nuclear and energy facilities from hostile attack, information on both of these aspects of terrorism is useful. Incidents of international terrorism, particularly those that require high levels of skill and organization, demonstrate the types of capabilities and weapons that adversaries might bring to bear against nuclear or other energy facilities. Overall trends in global terrorism may also lead to the creation of a climate that is conducive to nuclear and energy-related crime. More specifically, the record of nuclear-related incidents overseas provides valuable information about the possible motivations, capabilities, actions, and targets of potential adversaries of nuclear facilities in the United States. Between 1980 and 1981, incidents of international terrorism increased dramatically. There were 250 such incidents in 1980 and 326 in 1981, a nearly 100 percent increase over the previous two-year period. The number of incidents with fatalities also increased. Six basic tactics accounted for 95 percent of the total-incidents: bombings, assassinations, armed assaults, kidnappings, barricade and hostage situations, and hijackings. Diplomatic facilities continued to be a popular target for terrorist seizures. Diplomats are the most common target in incidents of international terrorism, and this trend is increasing. In 1980 and 1981, numerous incidents also were directed against nuclear facilities abroad by political terrorists, antinuclear extremists, and foreign governments. Section II analyzes incidents of international terrorism. Section III examines nuclear incidents abroad. Appendixes A and B provide, respectively, chronologies of significant international terrorist incidents and nuclear-related incidents abroad during 1980-1981., This report replaces ADE750878.
