Emerging in the mid-2010s, the Foundational Economy has been heralded as ‘a compelling counter-project against neoliberalism’ and ‘an alternative pathway … [for] progressive political renewal’. Grounded in a review of cross-disciplinary debates, this paper introduces the concept of the Foundational Economy and places it in relation to heterodox geographic theories of socio-economic development such as the ‘social economy’ and ‘diverse economies’ literature. Whilst there are clear overlaps, the concept of the Foundational Economy can be distinguished through its commitment to (a) a zonal perspective; (b) a focus on maximalist social innovations; and (c) the reconstitution of citizenship. In radical combination, it is argued that the lens of the Foundational Economy facilitates ‘a trenchant critique and denaturalization of current conditions, in tandem with creative explorations of the political economy of alternatives’. The paper concludes by reflecting on current oversights and future research trajectories for Foundational Economy research.

This report, based on 42 interviews with workers, trade unionists and other stakeholders, examines the phenomena of low-paid and precarious work in Sheffield. It focuses on the factors driving the prevalence of such work (including the links with welfare reform), the experiences of workers in seven distinct employment sectors, as well as trade union responses to the challenges of organising in these areas. The report also includes a major addition of a postscript focused on the impacts of the Coronavirus pandemic and how this relates to the wider findings of the study.

This report considers productivity in the retail sector, with emphasis on Greater Manchester in particular. It includes an overview of the characteristics of the sector, covering components such as demographics, skills levels and earnings. As a significant component in the drive for higher levels of productivity skills levels amongst the staff in the retail sector are considered, with particular emphasis on career progression. The role of pay is considered along with recommendations to increase productivity in Greater Manchester. The report concludes with a summary of barriers to productivity in the retail sector, best practice interventions as well as an overview of the wider policy agenda.

The concept of localism and spatial delineation of the ‘city region’ have seen a renaissance as the de facto spatial political units of governance for economic development. One articulation of this has seen the creation of Cardiff Capital Region (CCR) to potentially enhance Wales’s poor economic performance and secure democratic forms of social cohesion. City regions have been vaunted as the ‘spatial imaginary’ for engendering economic development, but there are considerable state spatial restructuring tensions. The paper discusses these by following the development of city-regionalism in Wales and specifically the unfolding of the ‘elite-led’ CCR City-Deal.

This paper provides an overview and synthesis of debates pertaining to the development of city-regions and their applicability to the UK space economy. The purpose is to make links to advance both interna- tional academic debates and realpolitik policy knowledge concerns. The paper, firstly, traces the multifari- ous and at times disconnected academic discussions around the concepts of regionalism, city-regionalism and localism in the UK. Secondly, it considers the contemporary academic debates on the city-region, focusing in particular on those applicable to the current UK policy context. Given that city-regions are increasingly seen as the principal (and often unquestioned) consolidating spatial scale for economic and social development, the paper, thirdly, probes on the silent and missing aspects of the prescribed city-re- gion approach, connecting and contributing in turn to concerns with building inclusive-growth.

The CURIOS (Cultural Repositories and Information Systems) project has been working with community heritage groups to co-produce sustainable solutions for the production of heritage archives in digital form. This process has produced an opportunity for fascinating geographical research into the ways in which community heritage groups produce history from their own perspective. This paper will therefore begin to open up these ongoing processes to consider, through case study examples, the ways in which the production of digital archives alters the geography of community heritage production. A number of community heritage groups have been converting their ‘analogue’ collections into ‘digital’ forms and the paper will argue how this significantly alters the positionality of the archive. This will be shown by detailing the ways in which the processes of collection and preservation, conducted by community volunteers, take place. The paper will then move to consider the ways in which this historical material, representative of place, is presented back to a wider audience. In doing this, it will discuss the rationales and processes involved in these practices and how this relates to broader themes of research within geography. Whether for historical research or for theoretical positioning, geographers have, on a number of levels, engaged with archives. Yet, the digital archive has seen little attention especially in terms of thinking through the ways in which digital mediums alter perceptions of space and place.

This thesis considers the contemporary work of the museum in the post-industrial setting of Glasgow. It interprets and understands how the museum as a space gives voice to New Labour’s concepts of social inclusion and citizenship whilst being embroiled in the wider process of urban regeneration and city enhancement. This research has been conducted using a mixed methodology incorporating policy analysis, participant observation and interviews, engaging with policy documentation, museum professionals and museum users in its goal to understand how the museum has been and is positioned within society. In exploring how museums have sought to become more socially inclusive, the research examined four different programmes in detail. These included two outreach projects; one working with adult learners and the other with different religious groups in the city. The research has also followed the contribution of a group of volunteers and finally it has engaged with the on-going processes surrounding the building of the city’s latest museum. The research findings have highlighted a complex and entangled set of power relations in the attempts to articulate social inclusion policy through the museum. This suggests, building upon the work of Foucault, that the museum embraces a soft-disciplinary power in relation to citizens. Specific programmes of the museum service targeting social inclusion reveal the benefits the individual may enjoy through participating in cultural events from which they might otherwise feel excluded. Yet, the reach of such programmes question the extent to which they are able to address social inclusion in the city. Recent developments – the production of the city’s newest museum as part of the riverside regeneration in particular – reveal how the installation of the iconic museum is closely allied to the wider project of urban economic regeneration. The planning of the Riverside Museum, however, has been attentive to the social inclusion agenda, particularly through the questions of access. Finally, the research shows how the city’s dominant growth agenda has resulted in a changing role for curators, shifting their agency away from a more traditional practice in which they were key gatekeepers, coordinating what museums displayed and how they did so, and towards a role that reflects a more scrutinised form of managerial control.
