Industrial development has greatly promoted China's economic growth. Under the dual pressure of resources and the environment, high-quality economic development has become an inevitable requirement of China's new era. Under the new development pattern of the Yangtze River Economic Belt, which is 'to step up conservation of the Yangtze River and stop its over-development,' it is of great significance to explore the transmission mechanism of the impact of environmental regulations on the economic belt's high-quality economic development. Based on the panel data of 108 cities in the Yangtze River Economic Belt from 2005 to 2019, this paper constructed an index system of high-quality economic development and verified the mediation effect of environmental regulations on its high-quality economic development by using the mediation effect model. Intermediate variables, including technological input and industrial structure, were used. In addition, the dynamic threshold model was used to verify the impact of environmental regulations on high-quality economic development under different threshold variable levels. The results found that: (1) The results of the mediation effect test showed that both technological input and industrial structure had a partial mediation effect in the impact of environmental regulations on high quality economic development. Environmental regulations helped to improve the level of technological input and optimize the adjustment of industrial structure, which in turn had a positive impact on the quality of economic development. (2) The results of the threshold model showed that when technological input and industrial structure were the threshold variables of environmental regulations, environmental regulations had a threshold effect on high quality economic development. In regions with high technology input and a backward industrial structure, environmental regulations could better promote high quality economic development. (3) The results of the heterogeneity of the threshold effects showed that a temporal heterogeneity existed in the threshold effects of technology input and industrial structure variables and that factors such as the policy orientation of technological inputs and the rigidity of industrial structure affected the implementation effect of environmental regulation policies. Based on the above conclusions, the following policy recommendations are put forward: (1) Formulate differentiated environmental regulation policies and promote the effective implementation of environmental regulation policies. (2) Improve the level of technological input and provide new impetus for high-quality economic development. (3) Optimize industrial structure, and accelerate the green development and transformation of industries. (4) Clarify the mechanism of environmental compensation and special governance, and promote the synergistic development of regional economy and environmental regulations. [ABSTRACT FROM AUTHOR]

Economic agglomeration is an objective law that economic operations must follow to achieve an efficient state, and it is also an important driving force for China' s economy to transform from high-speed growth to high-quality development. Public health is a major event related to the national economy and the people' s livelihood, especially urban public health, which has long been the focus of all sectors of society. With the further promotion of economic agglomeration, the characteristics of urban public health in China are also undergoing profound transformation. It is an urgent and important research topic to explore whether and how the goal of 'going healthy in agglomeration' can be achieved from the perspective of urban scale. Based on the panel data of 283 cities in China from 2003 to 2020, this paper used the generalized spatial panel two-stage least squares method (GS2SLS) to explore the impact of economic agglomeration on urban public health and its mechanisms, and especially examined the heterogeneous impact of the coordinated and adaptive agglomeration mode and matching unbalanced agglomeration mode on urban public health. The research results showed that: ① There was a significant positive spatial effect of urban public health in China. While the public health of one city was constantly affecting neighboring cities, it was also increasingly affected by the same nature of neighboring cities. ② At the national level, the promoting effect of economic agglomeration on public health was far greater than the inhibition effect, which demonstrated significant promotion characteristics of economic agglomeration on urban public health, and realized the goal of 'going healthy in agglomeration.' ③ The heterogeneity analysis of regional and city levels showed that economic agglomeration still had a significant promoting effect on urban public health, but the promoting effect decreased from the eastern region to the central region to the western region, and from first-tier cities to second-tier cities to third-tier cities, which exactly corresponded to the spatial characteristics of economic agglomeration. Once again, it showed that the development path of 'going healthy in agglomeration' had practical feasibility. ④ Heterogeneity analysis of the agglomeration mode showed that the coordinated and adaptive agglomeration mode was more conducive to improving urban public health than the matching unbalanced agglomeration mode, and it was easier to achieve the win-win goal of economic growth and public health governance. ⑤ The mechanism test showed that economic agglomeration could improve urban public health in at least three ways: promoting income improvement, boosting ecological environment governance, and correcting the mismatch of public health resources. Therefore, to further improve China′s urban public health, we should build a collaborative and efficient public health linkage mechanism, consolidate and expand the foundation and scale of economic agglomeration, promote the transformation of economic agglomeration mode and quality change, and create a coordinated and balanced development pattern of economic agglomeration so as to fully release the health promotion effect of economic agglomeration. In the context of economic transformation, it is of great theoretical and practical significance to explore the impact of land capitalization on real economic growth. Different from the homogenized understanding of land capitalization, this paper proposes that case of land capitalization can be divided into moderate and excessive ones. Following this view, this paper first theoretically analyzes the impact of different degrees of land capitalization on the real economy, then makes an empirical study based on the micro data of Chinese industrial enterprises, and finally analyzes the current risks and reasons of excessive land capitalization in China. The results show that the degree of land capitalization and the real economy present an inverted U‑shaped relationship. Excessive capitalization exceeding the limit will promote the rise of total factor costs, thereby inhibiting the growth of the real economy. Judging from the inverted U-shaped turning point estimated by empirical data, the current urban economy is already facing a serious problem of excessive land capitalization in China, which may harm the real economy and affect the growth prospects of the Chinese economy. Further analysis shows that Chinese‑style decentralization may be the institutional reason for the excessive deepening of land capitalization. This paper provides important policy implications: Land capitalization is a double‑edged sword, and the key to gaining benefits and avoiding harm is to control the degree of capitalization. China must carry out the coordinated reform of performance appraisal, land market and land tax system to correct excessive land capitalization. In order to achieve high‑quality development and the transformation and upgrading of the real economy, China should take the initiative to change the support mode of land capitalization, reform the expenditure structure of land capital gains, and increase the expenditure on new infrastructure, science and education, and people's livelihood. Promoting the industrial transformation and upgrading of resource-based cities is an important condition for solving the dilemma of widening economic development differences and serious destruction of ecological resources between regions, and to achieve regional coordinated development strategy. From the new perspective of factor mismatch, this article discussed the economic transformation of resource-based cities. In theory, a growth model describing the factor input of resource-based cities was constructed, and the influence mechanism of factor mismatch on urban output efficiency, environmental efficiency and energy efficiency was investigated. In the empirical aspect, based on the panel data from 2005 to 2018 and using the improved Directional Distance Function (DDF), this article calculated the transformation efficiency of 114 resource-based cities in China from the five dimensions of labor, capital and energy input, expected output and non-expected output, and then tested the exact impact of factor mismatch on the transformation of resource-based cities. The results showed that whether it was over-allocation or under-allocation, factor mismatch had a significant inhibitory effect on the economic transformation efficiency of resource-based cities, and the inhibitory effect of labor mismatch was particularly obvious; after dealing with endogenous problems, changing analysis samples, replacing explained variables, and changing regression methods, the research conclusions still had strong robustness. Transformation efficiency was further decomposed in the three directions of output growth, energy consumption and environmental friendliness. It was found that the mismatch of various factors would hinder the improvement of energy efficiency and environmental efficiency, but different from labor mismatch and energy mismatch, the negative impact of capital mismatch on output efficiency was insignificant. According to the classification of resource-based cities in different geographical regions, it was found that the impact of factor mismatch on transformation efficiency would be significantly different in different geographic regions. Based on the problems in the transformation of resource-based cities, this article puts forward policy suggestions from the three levels of country, city and industry, and emphasizes the importance of improving the allocation efficiency of labor factor. This paper not only provides a new insight into the explanation of the transformation dilemma faced by resource-based cities, but also provides useful reference for strategy formulation and policy adjustment to promote the high-quality development of resource-based cities in the new era.
