This paper analyses the Chinese party-state's production of visual racism towards Uyghurs as a discursive foundation for its ethnic policy, as globally reproduced and disseminated by non-state actors. The paper draws from theoretical literature on the relationship between visual politics and affect, stressing the need for visual literacy to reflect on how images emotionally affect audiences' identities and insecurities. It focuses this analysis on education texts in China's post-2012 'de-extremification' and 're-education' campaigns, specifically on how images tell stories about life-or-death security issues that define Chinese identity. Chinese education about Uyghurs tends to frame Uyghur identities as racialised, culturally external existential threats to be defeated by state violence or teaching them to be Chinese. However, Uyghurs' own visibility strategies in global advocacy counter the party-state's imagery by centring their lives and experiences. The article shows how these strategies can be used as resources for teaching about Chinese politics and society.

In this paper, Teaching Expertise in Three Countries project is used as an example to show the significance and contribution of international comparative research and to think about the possible implications for policy in early childhood education. The project studied the development of expertise in preschool teaching in Japan, China, and the United States by employing 'video-cued multivocal ethnography' to explore how teaching expertise is defined in each of these countries and what processes help teachers acquire advanced teaching skills. This project has shown similarities and culturally specific notions, in what the participants have to say about characteristics of less and more experienced teachers. These research findings raise issues and challenges in early childhood education that resonate with the situation not only in the three countries but also possibly in other countries, such as problematizing the role of remembering and reflection in professional practice and the value of experience. International schools are commonly depicted in the academic literature and popular press as offering elite educational credentials to an elite, oftentimes international, student body. In this paper, I draw on a case study of a Canadian international school to argue that a new form of international school is emerging in China - one that offers a haven for domestic students from certain competitive and discriminatory features of the Chinese educational system. Fieldwork was conducted at a Canadian curriculum high school for Chinese citizens in Beijing. Most students at the school were internal migrants or children of China’s ‘new rich’ entrepreneurial class; that is, their families had economic resources but occupied precarious social positions in contemporary Chinese society. Analyses reveal that the international school offers a pathway to obtain baseline academic credentials in the absence of other opportunities for progress in the Chinese educational system. Together with evidence of dramatic growth in international schools and tracks in China, this case study suggests the emergence of a new type of international education programme that departs from a picture of international education as ‘elite’ in terms of student body, academic environment, and expected educational trajectories of graduates. This paper engages in a critical discussion of the key features delineated by the other authors in this Special Issue thus serving as an end-piece for the issue. In particular it touches on three significant concepts. Firstly, it reinforces the importance of context, particularly cultural context in the conduct of research in Confucian cultural settings. Second, as an illustration, it offers a critical perspective on the cultural assumptions that underpin the development of Chinese higher education. UNESCO's relatively high prestige across East Asia has spurred intensifying efforts by governments to use its imprimatur to legitimate official narratives of the past and visions of the future. This article focuses on China's use of UNESCO as an arena for competitive national 'branding' in the education field, especially relating to STEM and AI. We analyse the Chinese state's engagement with UNESCO's education work in the context of shifts in budgetary and political influence within the organisation, and of a growing 'securitisation' of education within China itself. We show how Chinese engagement with UNESCO's educational agenda reflects both domestic political considerations and the 'major country diplomacy' of Xi Jinping, as manifested in the 'Belt and Road Initiative' and intensifying strategic competition with the USA. We conclude by discussing the implications of rising Chinese influence within the organisation for UNESCO's capacity for articulating a coherent and consistently humanistic vision for education. At the global level, prominent narratives about improving the quality of early childhood education and care (ECEC) promote the recruitment of men into the profession. However, comparing across different policy and practice settings demonstrates contrasting expressions and experiences of how men contribute to ECEC. This article presents findings from a study in Edinburgh, Scotland and Tianjin, China. The study explored how male and female practitioners and children talk about gender and how gendered relationships and roles are 'performed' in practice settings. In the two contexts, national/regional policy aims to raise the number of men working in ECEC, but in both cases and in different ways the inclusion of men in ECEC reinforces cultural gender norms as much as interrupting them. This research points to the need for comparative research to include observation data and practitioners' and children's views to enhance understanding of how global discourses of ECEC are enacted in different contexts. In recent decades there has been an increasing number of parents opting for alternative forms of education worldwide. However, most studies on this phenomenon are conducted within Western contexts, while little is known about alternative education in China. This paper addresses this gap by providing an overview of alternative education in China over the past 20 years. This paper consists of four parts. First, we review the definition, categories, and development of alternative education in China. Second, we discuss three critical questions, namely (1) who is practising alternative education, (2) why do they choose alternative education, and (3) what is the legal status of alternative education in China? Subsequently, we develop a framework that enables us to situate different types of alternative education. Finally, we consider the phenomenon within a broader context and discuss the theoretical potential of further research into alternative education in China.

In the last three decades, a networked global system has emerged in the natural-science-based disciplines, sustained by collegial epistemic relations in universities. Nationally ordered and funded science has expanded alongside the global science system. The common global pool of papers, defined by bibliometric collections, nevertheless excludes large components of knowledge. In the global system, four tendencies are apparent: (1) rapid growth of papers, (2) diversification of scientific capacity to many more countries, (3) expansion of networked international and national collaboration as measured by co-authorship, (4) growing multi-polarity of capacity, outputs and quality, with the rise of China and several middle-sized national systems outside the Euro-American bloc. The paper critiques the interpretation of global science dominant in scientometrics, in which positivist data analyses are applied to performative national comparisons. It argues for a historical-synthetic explanation of the global system that combines data and theorisation, and accounts for relations of power.

This paper examines the outstanding performance of Shanghai, China on PISA 2009 and its effects on other national systems and within the global education policy field. The OECD's PISA is helping to create this field by constituting the globe as a commensurate space of school system performance. The effects of Shanghai's success are considered in three other national contexts: the USA, England and Australia. We combine (a) analysis of data from more than 30 research interviews with senior policy actors at the OECD, the IEA and within Australia and England; and (b) document analysis of policy speeches, commissioned research reports and media coverage from the three national contexts. Shanghai's performance in PISA 2009 produced a global ‘PISA-shock’ that has repositioned this system as a significant new ‘reference society’, shifting the global gaze in education from Finland to the ‘East’ at the beginning of the so-called ‘Asian century’. This paper opens with a critical analysis of a paradox in contemporary educational research in and about Confucian Heritage Culture (CHC): the assumption that national boundaries coincide with those of a distinct and homogeneous culture, which consistently renders a rather homogenous set of educational phenomena, and collides against a more widely accepted discourse – culture transcends geographical frontiers and is ever evolving in character. It is claimed that this paradox is due to the fact that a thin conception of CHC competes neck-and-neck with a thick conception of it. This paper also addresses the possibility of an ad hoc education research methodology in and about CHC and its compliance issues regarding the mainstream Western research dynamics and philosophy of science. Confucian elements relevant to CHC research rationale are discussed to argue that: first, research is inextricably a moral act insofar as free actors are involved in it; second, most sui generis methodological problems attached to CHC occur in the sphere of ethics; and, third, a research methodology that takes into account phenomenographic variation could be the best suited to ease emic–etic tensions inherent to CHC-based research. This paper addresses the influence of CHC on how the insider/outsider distinction is drawn and what consequences follow for the conduct of research. The paper outlines the methodological complexities faced by us whilst conducting our respective research projects in Hong Kong. In the studies reported in this paper we, the researchers, were insiders at one level as both of us have a degree of familiarity with Hong Kong being residents of the city. We were also insiders on a professional level in the contexts under study. However being ethnically non-Chinese positioned us as outsiders. Additionally, our Western-trained research selves accepted certain normative paradigms, whilst our own personal ethno-centricities tended to question these self-same paradigms. In sum, the research context for us assumed hues in accordance with the lens that we were using for viewing our data concurrently and concomitantly and this we argue has much to do with the research methodologies that we used in the studies. The paper explores the introduction in Tibet Autonomous Region (TAR) of the new Chinese curriculum for basic education. In contrast to many previous initiatives since 1949 the present reform attempts to change not only what is taught, and by whom, but fundamental notions of how learning is best facilitated. The paper considers the connections between the reform and current directions in international education policy, and seeks to explore the ways in which the values inherent within this approach to teaching and learning relate to the practices that characterise Chinese/Tibetan classrooms. It is suggested that the meaning attributed to education at the local level shapes profoundly the types of cultural production that can emerge from it. International and national reform efforts must be and are always mediated through such understandings. Since 1997, Hong Kong's reintegration with China has been founded on the principle of 'One Country, Two Systems', which serves to guarantee the sustainability of the capitalist system in Hong Kong under the rule of the socialist motherland. This paper is an intra-cultural and inter-regional comparative study of the curricula of two systems (socialist and capitalist) under one country, using the junior secondary History curricula in Shanghai and Hong Kong as a case study. In addition to tracing the differences and similarities, divergences and convergences in the junior secondary History curricula of the two systems, the paper also generates proposals for the future improvement of History education in both cities. The credit allocation system, a prevalent element of American higher education, is designed to further general education. This paper assesses the success of transferring this American component into a Chinese context. After a general discussion of higher education and credit systems in their American and Chinese environments, the paper presents a case study. It explores from both a cultural and pedagogic perspective the employment of the credit system at Shenzhen University in southern China. Cultural, environmental and structural factors contribute to the transfer's ineffectiveness. Without systemic and structural changes, the educational reforms discussed will be unlikely to accomplish their stated goals of active learning and individualistic curricula. In response to the recent heightened interethnic conflicts that were regarded as threatening national unity and stability, the Chinese government issued ‘ethnic solidarity education’ as a top-down, centrally administered mandate to be implemented ‘correctly’ and in a standardised way by schools throughout China. This paper examines the policy and practice of ethnic solidarity education against the broader, historical context of ethnic relations in China. Based on empirical data obtained through extensive fieldwork in selective Beijing public schools, this study concludes that ethnic solidarity education bears resemblance to multicultural education in the western educational discourse, yet retains special characteristics as an indigenous form of education in the unique Chinese context. Although various teaching and extracurricular activities involving ethnic elements are added to the school curriculum and applauded by the Chinese educators and policymakers as important signs of ethnic integration and cultural pluralism, they tend to focus on static cultural artefacts without touching upon the deeper levels of understandings on ethnicity and the majority–minority relations, and therefore cannot create a truly multicultural learning environment. This paper explores the major characteristics of school choice in the Chinese context. It highlights the involvement of cultural and economic capital, such as choice fees, donations, prize-winning certificates and awards in gaining school admission, as well as the use of social capital in the form of guanxi. The requirement for these resources in order to be successful in the positional competition for admission to key schools has greatly advantaged children from middle class families. Schools and local governments cash in on school choice fever in order to obtain significant economic returns. The current school choice process creates winners among some of the parties involved: school places for selected students, and additional funds for schools and local governments. Research on and with ethnic minority students is characterised by a growing international literature that privileges ‘liberal multiculturalism’ as a lens through which to understand their experiences, yet ethnic diversity is constructed and responded to in many societies that are not underpinned by liberal democratic values. In this paper we use Joppke's binary to show how researching ethnic minority students outside of a liberal democratic framework requires methodologies that enable researchers to see beyond the invisibility that is often attached to ethnic minorities. We show how invisibility (i.e. antidiscrimination) can also be further culturally constructed, confounding even more any broader multicultural project. We canvass four broad areas including the role of legally binding legislation that seeks to prohibit racism, the views of policymakers attempting to implement policy consistent with the legislation and the views of teachers about their roles in supporting ethnic minority students. In the post-Mao era, the Chinese government carried out a series of education reforms to modernise education provision. This paper explores two related aspects of these reforms through comparative case study research in three different school locations within the same region in China. The first focus is upon system reform initiated through decentralisation and financial diversification that encouraged local governments to use multiple channels to improve their education services and resource provision. The second dimension concerns the national reforms for quality improvement intended to transform the examination-oriented system into quality-oriented education. Based on the comparative data and analysis, the findings of this research suggest that improving student academic performance in the key state examinations remains the top priority for schools, local authorities, teachers, parents and students. The processes of decentralisation and the development of a competitive educational market have left schools competing for funds and for students in efforts to secure an advantageous position in the education market place. In contradiction with the national policy this has reaffirmed examination orientation within Chinese schools and, as demonstrated by the case study comparison, has resulted in an increasingly stratified education system. Personal and social education has become an important area of development in education in Hong Kong. Given that much of the literature on personal and social education is Anglo-American or European, what is the influence on the largely Chinese settings in Hong Kong? This paper will examine some of the debates of what constitutes personal and social education. The significance of competing contexts in the development of personal and social education will be analysed in detail. Comparisons will be made between Western and Chinese (especially Confucian) views on personal and social education. ABSTRACT As with colonial transition elsewhere, the language patterns in Hong Kong have changed with the return of sovereignty to China. Biglossia (whereby Hong Kong Cantonese and English predominate) is shifting to triglossia, as Putonghua, the official language of the People's Republic of China, has become increasingly important. This paper focuses on the impact of colonial transition and in particular the emergence of Putonghua and on the language subjects in the primary and secondary school curricula in Hong Kong. It argues that, whilst the rationale for promoting Putonghua is logical, tensions are evident in the school curricula, most notably in two areas. Firstly, the curricula were already heavily biased in favour of language subjects and, secondly, the necessary teaching expertise for Putonghua is not readily available. [ABSTRACT FROM AUTHOR]

The economic success of some of the countries within the East Asian region has generated a range of studies which have attempted to identify the sources of that growth. One strand within these analyses has focused on the critical role of schooling in the accumulation of human capital. This paper examines the role which education has played in the rapid development of the four 'Asian Tigers'; namely: Hong Kong, Taiwan, South Korea and Singapore. It is argued that whilst patterns of educational provision displayed some common features there were also significant differences in other areas such as the role of the state, sources of educational funding, the role of technical education and of the school curriculum. In this paper, we propose a possible correlation between bilingual education and social class. We investigate this assumption along four parameters: intergroup relationship, usefulness of the target language, first language proficiency and quality of program; we argue that the results differ depending on the social-economic background of the learners. When the four variables are applied to the bilingual program in Hong Kong, we find a similar situation, namely, that because of the different language learning environment, members from the lower social-economic background are less likely to learn successfully in a bilingual program than those from the higher social background. We also suspect that since 90% of the programs in our secondary education system are bilingual, learners from certain social groups may find themselves at a disadvantage when competing for equal educational opportunity. International comparative ethnographic studies of ECEC (Early Childhood Education and Care) are difficult to conduct but worth the effort. Comparative studies featuring thick description and polysemic interpretations can challenge taken-for-granted assumptions, expand the menu of the possible, expose the provincialism of national approaches, and illuminate the global circulation of ECEC practices and ideas. Based on reflections on four major comparative international studies I have led, in this paper I describe effective strategies for conducting comparative ethnographic research in ECEC settings, explicate the rationale for doing so, and provide examples of how this approach can impact research, practice, and policy. Issues I address include the rationale for selecting countries for comparison, the formation of a research team, and distributing interpretive voice and power.

China and the US have responded to the challenges of a knowledge-based society, technological advancement, and global competition by implementing educational reforms to impart skills or competencies required of 21st century students. This study compares the rationales, content, and curricula design of both countries' key competencies frameworks and explores the possibility of reciprocal learning. Although their frameworks have certain similarities, significant differences have arisen due to cultural factors. The Chinese framework follows the Confucian tradition, emphasising moral education, political inclinations, transferring general competencies to specific-subject ones, and integrating key competencies in the national curriculum. The US framework follows the pragmatic tradition, emphasising generic skills and economic needs. Some US states have attempted to revise curriculum standards or incorporate 21st century skills by identifying their alignment with Common Core State Standards. Both frameworks have deficiencies and face challenges in implementation, and they can learn from each other. [ABSTRACT FROM AUTHOR]

Recent research has focused either on the internationalisation of China's higher education (HE) as soft power, or on soft power with 'Chinese characteristics'. There is a paucity of research combining these two foci. This paper fills this gap by: (i) unravelling the meanings and features of the 'Chinese characteristics' embodied in the policies of President Xi Jinping's new regime that seeks to rejuvenate the 'civilisational state' through internationalising HE as soft power; (ii) analysing the implications and complications therein; and (iii) exploring the predicaments and paradoxes as China seeks to construct a Sino-centric world order alongside, if not atop, the Westphalian system. It demonstrates how the internationalisation of HE as soft power with 'Chinese characteristics': finds its legitimacy in a historico-cultural narrative; rides on the tide of the current global norms/practices; builds on national agenda/priorities; and is running into conflict with the West which is pursuing its own similar interests.

This paper examines the characteristics and status of China's primary school teachers and their ability, as members of the intelligentsia, to exert political influence in the formation of educational policy. It is concluded that, in periods when educational policy is of high concern, these teachers have little influence. (SJL)

Since the mid-1980s, a number of East Asian societies have consistently performed well in international tests, and their education systems have emerged as models of ‘best practice’, including Hong Kong, which has been extensively referenced by politicians and their advisers in England. In parallel, local dissatisfaction with the education system in Hong Kong has prompted major education reforms. This mismatch between the perceptions of the Hong Kong education system of the two policy communities is explored using documentary analysis and interviews with policymakers and other key stakeholders. We analyse the ways in which features of Hong Kong’s education system are reconstructed and projected in policymaking in England and argue that the referencing to Hong Kong in England is akin to a form of political theatre, reminiscent of a pantomime, with stereotyped villains, heroes and fairy godmothers, narratives of good conquering evil, and comical set-pieces. University partnerships have been a key dimension of higher education development. Based on documentary analysis and empirical data, this study compares two distinctive models of university partnership experienced by China, first as arecipientwith the Soviet Union in the 1950s and later as aproviderwith African countries in the 2000s. The different modalities of China’s university partnerships are analysed in the changing contexts of a shift from the political ideology of socialism to the current global context of neo-liberalism. The article looks critically at how Chinese universities have utilised their earlier experience of development under Soviet influence in their current approach to internationalisation, taking China’s on-going 20 + 20 University Partnership Scheme with less developed countries in Africa since 2010 as an example. The intention of this article is to reflect deeply on the policy implications of China’s experience in transforming its position from arecipientinto aproviderof university partnerships. Finally, the article also looks at the Confucian mission of the Chinese University 3.0 and the possibility of fostering multilateral university partnerships for international development in the context of globalisation. Since Hong Kong's retrocession, the government has endeavoured to strengthen local citizens' identification with the People's Republic of China – a project that acquired new impetus with the 2010 decision to introduce ‘Moral and National Education’ (MNE) as a compulsory school subject. In the face of strong local opposition, this policy was withdrawn in 2012, and implementation of MNE made optional. This article seeks to elucidate the background to the MNE controversy of 2012 by locating the emergence of a distinctive Hong Kong identity in its historical context, and analysing successive official attempts (before and after the 1997 retrocession) to use schooling for purposes of political socialisation. We argue that the school curriculum has projected and reflected a dual sense of identity: a ‘Chineseness’ located mainly in ethno-cultural qualities, and a ‘Hongkongeseness’ rooted in civic attributes. While reinforced by schooling, local civic consciousness has been intimately related to a tradition of public activism strongly evident since the 1970s, and further strengthened post-1997. China's recent education reforms are a result of selective policy borrowing from ‘the West’. Although comparativists have highlighted the importance of cultural context in policy borrowing in China, what remains relatively under-explored is the epistemological basis for cultural views that mediate policy transfer. This article argues that the dominant cultural factors (‘cultural scripts’) for teaching in China – students' respect for the teacher, student attention and discipline in class, and the importance of practice – find their genesis and justification in a Confucian worldview. Focussing on a Chinese classic text,Xueji(Record of Learning), this article elucidates the ancient Chinese views on the nature and transmission of knowledge and explains why the ‘teacher-dominated’ pedagogy is believed by many Chinese educators to be indispensable for ‘good’ teaching. An appreciation of the epistemological foundation of culture, it is argued, is salutary in enhancing our understanding of policy divergence across societies despite their apparent convergence of global/‘Western’ educational ideas and practices. The Chinese government is pouring resources into building vocational education at all levels of the Chinese educational system. Based on ethnographic fieldwork conducted in three vocational secondary schools in 2007–2012, this article compares rural and urban schools to highlight the persistent urban–rural divide in implementing vocational education, and to understand popular resistance to vocational education and its effects on students and families. Through observations of classroom practice and interviews with students, parents, teachers, and administrators, the authors investigate the paradox of why vocational education is growing rapidly in China, even though parents and students have deeply-held objections to this form of schooling. The influence of Confucian culture in Chinese Mainland China is reflected in the current situation and contextual trends of educational research content of educational thought of Confucianism, educational issues grounded on theoretical views of Confucianism, and the influence of the inclusiveness of Confucianism. In terms of research method, the current situation of educational research is reflected in empirical research whose methods value the construction of the metaphysical theoretical system, the guiding role of educational theories for educational reform practice, and research that enriches the literature. In terms of research value, the current situation of educational research is reflected in studies that focus on human nature, human relations, thoughts, willpower, emotion, human rights, and benevolence, as well as studies focusing on education that serves politics.
