Access to adequate and reliable electricity is paramount for the adaptation and resilience of typhoon-prone coastal communities, particularly in the face of intensifying challenges posed by climate change. Climate-related extreme weather events, such as typhoons and their consequent flooding and storm surges, exert significant pressure on electricity systems in these vulnerable regions, affecting every aspect from generation to transmission, distribution, and end-user utilization. Therefore, urgent action is required to fortify these communities with electric systems that are resilient enough to withstand such meteorological extremes. This review paper examines the far-reaching impacts of extreme weather events on electricity systems and showcases illuminating case studies that highlight innovative strategies to bolster these systems against such extremes. The review emphasizes the pivotal role of meticulous energy planning, strong support from local governments, and the significance of infrastructure hardening in building resilient energy systems. Coal-fired electricity generation accounts for more than 10 Gt, or roughly 30 %, of global CO 2 emissions, with the majority of coal-fired generation capacity located in developing countries. It is possible to significantly reduce emissions from older, expensive and inefficient coal plants at less than US$10/tCO 2 e. However, in the absence of suitable business models and financing options, accelerated coal decommissioning may not transpire. Several business models have been tested, such as policy-based closure, buyout, and repurposing, and swapping for renewables. Features of different models can be combined to develop hybrid models. This paper develops typologies for alternative business models so that the available options can be clearly understood and compared. The paper also discusses the potential merits and drawbacks of each model. Rather than offering definitive answers on a suitable approach for coal transition. the paper aims to collate the experience thus far and highlight questions that require further examination. For decades, countries, states, and municipalities have established energy policies to address local air pollution and global climate change goals. The thousands of policies and measures enacted globally take various forms but are aimed at different sectors of the economy. These policies are the result of a complicated process of analysis, budgeting, management, and politics. Still, greenhouse gas emissions have continued to rise globally. Good models remain rare that bridge the gap between high level aspirations and implementation. The U.S. state of Colorado offers an example over the last two years for bridging the aspiration and implementation gap. Higher education institutions are among the many public and private sector entities that have committed to long-term sustainability goals in response to the threat of climate change. A key challenge for these institutions is establishing a commitment to make targeted investments in renewable energy technologies in support of emissions reduction goals. Such strategies require a vision to simultaneously coordinate strategic investments in renewable energy technologies with tactical operational decisions to achieve the desired benefits. In this paper, we formulate and solve a least-cost renewable energy capacity investment planning model to determine pathways to achieve emissions reduction strategies. Specifically, we apply our model to Rutgers University to evaluate its target of 100 % carbon neutrality. Using these insights, we share recommendations on how these strategies can be executed. This research serves as a springboard for administrators to assess and deploy their emissions reduction strategies, while ensuring system and financial constraints are satisfied. The shift to widely distributed forms of energy generation and storage, requiring increased interconnectivity to geographically balance supply with distributed demand for electricity, creates a more complex electrical network – the 'Internet of Energy'. A growing array of threats now impact the resilience of the electrical network including digitalisation, cybersecurity, technological changes of the power system, and the potential for climate change to expose the system to more extreme weather events. Whether distributed and renewable electricity systems will be more resilient through multiple pathways and redundancy, or less resilient due to greater cybersecurity risks than a conventional centralised electricity system, is the key focus of this paper. Extreme weather events and associated damages to the electricity system are increasing. Actions are being taken to enhance resilience, but the pace of these enhancements do not meet the challenges faced by communities. This paper reviews federal funding programs that support community resilience efforts for electricity resilience, provides case studies, and highlights opportunities to reduce electricity system vulnerabilities including increasing awareness of federal funding opportunities, and adopting hazard-based design standards. This paper analyzes global and regional energy and CO 2 trends and concludes: 1) Domestic U.S. policies alone will not insulate the U.S. from the impacts of climate change; 2) The U.S. should triage climate change as a global threat by focusing on regions where CO 2 emissions are most acute; and 3) The U.S. civilian nuclear enterprise should be elevated in U.S. energy and climate policy in order to meet global climate and national security objectives. This paper describes management practices of a model resilient electric utility that can serve as a framework for advancing planning and preparation for extreme weather and climate hazards. The framework focuses on practices grouped into eight domains progressing through five levels of maturity. For each domain, a discussion of resilience management practices is provided along with examples.
