Since the disaster at Bhopal, new legislation and the growing interest of grassroots organizations in environmental issues are a promising antidote to bureaucratic apathy.

This article reports on the failure of a legislation that would establish special courts for environmental cases to gain governmental support in India. The novel legal response to environmental crime was shaped by the former Chief Justice P.N. Bhagwati, who hoped that the new courts would make it easier for injured parties to receive compensation and restitution.
