Abstract Cities do play significant roles in tackling global environmental changes. Decoupling economic growth from environmental pressures is critical for global sustainable development, however, few studies pay attention to the decoupling analysis at city level. This paper conducts a comparative study of the decoupling performance of economic output from CO 2 emissions between Beijing and Shanghai, the top two cities in China. In this paper, the decoupling trends and the decoupling effects are explored from a sectoral perspective, by combining the Tapio decoupling elasticity and the logarithmic mean Divisia index (LMDI) model. The results show that Beijing and Shanghai both experienced weak decoupling in construction, expansive negative decoupling in transport, expansive coupling in trade, and weak decoupling in others over the period 2000–2015. Moreover, agriculture appeared strong decoupling in Beijing, and recessive decoupling in Shanghai; industry showed strong decoupling in Beijing, and weak decoupling in Shanghai. The decoupling effects showed different magnitudes and patterns in industrial sectors between Beijing and Shanghai. Overall, per-capita GDP and population growth inhibited the decoupling, while energy intensity, industrial share, energy mix accelerated the decoupling process. To achieve the Chinese government's CO 2 emissions reduction target and build a carbon trading market in the Pearl River Delta (PRD) region, an initial allocation of CO 2 emissions quotas among cities in this region is fundamental. Different from the previous CO 2 emissions quotas allocation methods, this paper uses the maximum deviation method (MDM) to allocate CO 2 emissions quotas in the PRD region by taking the imbalanced development of different cities into consideration. Three principles including equality (represented by a population indicator), efficiency (represented by a GDP indicator) and feasibility (represented by a historical CO 2 emissions indicator) are considered in the method. The results reveal that the allocations derived by the MDM are more balanced than those derived using either single indicator approach or the information entropy method, and more closer to the development targets of Guangdong province. The more balanced allocations will be conducive to stimulating the development of under-developed cities and narrowing the gap between developed and under-developed cities, thus help to achieve the sustainable development in the PRD region. This paper helps to enrich the emissions quotas allocation methods and provides a new equitable method for policy makers to allocate emissions quotas under imbalanced development circumstances. Electric vehicles seem to offer a great potential for sustainable transport development. The Swedish pioneer project GreenCharge Southeast is designed as a cooperative action research approach that aims to explore a roadmap for a fossil-free transport system by 2030 with a focus on electric vehicles. In the first paper of this tandem publication, the authors propose a new generic process model embedding the Framework of Strategic Sustainable Development. The purpose of applying it in an action-research mode as described in this paper was twofold: (i) to develop a vision for sustainable regional transport and a coarse roadmap towards that vision, and, while doing so, (ii) get additional empirical experiences to inform the development of the new generic process model. Experts from many sectors and organizations involved in the GreenCharge project provided vital information and reviewed all planning perspectives presented in Paper 1 in two sequential multi-stakeholder seminars. The results include a sustainable vision for electric vehicle systems in southeast Sweden within a sustainable regional transport system within a sustainable global society, as well as an initial development plan towards such a vision for the transport sector. The vision is framed by the universal sustainability principles, and the development plan is informed by the strategic guidelines, of the above-mentioned framework. Among other things, the vision and plan imply a shift to renewable energy and a more optimized use of areas and thus a new type of spatial planning. For example, the vision and plan implies a lower built-in demand for transport, more integrated traffic modes, and more multi-functional use of areas for energy and transport infrastructures, for example. Some inherent benefits of electric vehicles are highlighted in the vision and plan, including near-zero local emissions and flexibility as regards primary energy sources. The vision and plan also imply improved governance for more effective cross-sector collaboration to ensure coordinated development within the transport sector and between the transportation sector and other relevant sectors. Meanwhile, the new generic process model was refined and is ready to be applied and further tested in the GreenCharge project and in other projects within the transport sector as well as other sectors. The study confirmed that the new generic process model suggested in support of sustainable transport system and community development is helpful for giving diverse stakeholders, with various specialties and perspectives, a way of working that is goal-oriented and builds on effective, iterative learning loops and co-creation. This paper argues that many past studies have only been concerned with efficiency and not with the efficiency achievement ratio, whereas information on Baltic Sea countries' energy or environmental efficiency has always been based on studies that focus on different research objectives, but do not include all the Baltic Sea countries. Hence, the main aim of this paper is to analyze the impact of the achievement ratios for energy consumption and carbon dioxide emissions on both energy consumption and carbon dioxide emissions by including all Baltic Sea countries as a case study and constructing new static and dynamic efficiency indices. The study's results show that the 2008 Global Financial Crisis resulted in low achievement ratios for energy consumption and carbon dioxide emissions, and the conclusion is that since a lot of attention has been paid to staving off an economic downturn, the Global Financial Crisis may in fact have stalled actions to combat carbon dioxide emissions and energy over-consumption. This process could also reduce short-lived climate pollutant (SLCP) emissions, including black carbon and methane. They have relatively short atmospheric lifetimes but have large radiative forcing and impact human health. Therefore, reducing SLCPs can improve air pollution and help mitigate climate change. Costa Rica was one of the first countries to have a decarbonization plan, and many others have stated their goal to reach net-zero emissions by around mid-century. However, reducing SLCP emissions as an economy decarbonizes is not guaranteed, and few examples in the literature have assessed how decarbonization impacts SLCPs. This paper estimates the SLCP emission reductions from Costa Rica's decarbonization plan. Through a value chain analysis and the identification of implementation barriers, the paper also evaluates which policy instruments can advance SLCP mitigation in multiple sectors, creating implementation synergy. We find that mitigation measures, by 2050, in the transport, agricultural, solid waste, and industrial sectors avoid 25.2 kt of black carbon emissions (23 times the 2018 emissions) and 2167 kt of methane (15 times the 2018 emissions). However, the country faces financial and governance challenges in each sector that will need overcoming to implement the intended mitigation measures. This paper develops and applies a Sustainability Ranking of Airports Index to benchmark the performance of airports across multiple factors. The index is a composite indicator with 5 dimensions and 25 indicators. The dimensions are airport services and quality, energy consumption and generation, carbon dioxide emissions and mitigation planning, environmental management and biodiversity, and atmosphere and low emission transport. The index is applied to a sample of 9 airports that take place among the busiest and best airports in the world based on passenger traffic and passenger satisfaction. Data is mined from Corporate Sustainability Reports and related sources. Amsterdam Schiphol, Frankfurt, Munich, Istanbul Atatürk, and London Heathrow airports are the top 5 airports in the sample. The linear regression between the results of the index and annual passenger traffic is found to be 0.1942. The results can be used to benchmark progress in decoupling airport operations from greater environmental impact. The paper provides recommendations for the 5 dimensions of the index based on best practices from the airports in the sample. The index is useful to allow airport managers to coordinate strategies for the sustainable development of energy, water, and environment systems in airports and lift-off towards more sustainable airport practices. Abstract Urban consumption patterns and lifestyles are increasingly important for the sustainability of cities today and in the future. However, considerations of consumption issues, social norms, behaviour and lifestyles within current urban sustainability research and practices are limited. Much untapped potential for the reduction of the environmental footprint of cities exists in combined production and consumption-based approaches, particularly in the "demand" areas of mobility, housing, food, and waste. To change unsustainable consumption and production patterns in cities, research needs to be transdisciplinary, actively involving stakeholders through co-creation processes. This paper builds on the premise that the perspectives and approaches of Sustainable Consumption and Production (SCP) for cities require the involvement of non-traditional stakeholders that are generally not included in urban planning processes such as social change initiatives, citizen groups and informal sector representatives. We present a transdisciplinary research and engagement framework to understand and advance the transition to sustainable SCP patterns and lifestyles in cities. This transdisciplinary approach to SCP transformations in cities combines co-creation, participatory visioning processes and back-casting methods, participatory urban governance and institutional change, and higher-order learning from small-scale community initiatives. We illustrate our conceptual framework through three empirical case studies in cities which take an integrative approach to lowering ecological footprints and carbon emissions. Abstract Whilst higher education institutions are often being referred as sustainability change agents, employees of such organizations have an essential role towards promoting low-carbon practices amongst students, who are also influenced by the attitudes and behaviours of teachers. For this, employees of higher education institutions need to properly understand their personal carbon emissions along with reduction mechanisms, in order to instil such knowledge and skills to students. However, previous studies focused principally on estimating carbon emissions of higher education institutions to set reduction targets, rather than emphasizing on the human factor related to reduction of greenhouse gases. Furthermore, limited studies have been undertaken to estimate the carbon footprint of employees of higher education institutions. Taking cognizance of these gaps, this paper investigates the perceptions and behaviour pertaining to personal carbon emissions of employees of higher education institutions through answering different research questions, in order to conceptualize a carbon management framework. To achieve this purpose, a survey was conducted in different higher education institutions in Mauritius and involved 440 employees. Results revealed that carbon emissions of this target group are influenced by demographic factors and nature of activities. In addition, the average carbon footprint of participating employees was found to be approximately two times higher than the per-capita carbon footprint of the inhabitants of the island. These findings also mean that more efforts are needed at different levels in order to better engage employees of higher education institutions to reduce their personal carbon footprints. Abstract With a greater awareness of responsibility for the environment and the need to sustain profitability in a competitive market, reverse logistics has become a key part of supply chain management. This paper therefore seeks to consider the designing and planning of a green forward and reverse logistics network, through a mixed integer linear programming model. The model is applied to a multi-stage, multi-product, and multi-objective problem whereby the first objective is to minimize the cost of operations, processes, transportation, and fixed costs of the establishment. The second objective is to minimize the amount of CO 2 emissions based on the gram unit, while the third is to optimize the number of machines in the production line. For validation, the model is applied to the home appliance industry through several test problems. In terms of the solution methodology, an epsilon-constraint method is developed as the area of optimization in order to obtain a set of Pareto solutions. Finally, sensitivity analysis is conducted to understand the effects of changes in the demand, cost, and rate of return of the used product, on the objective function values. Sustainable development efforts aimed at substantial reduction of carbon dioxide emissions focused research activities in this field, among others, on a partial or full replacement of Portland cement by environmental more friendly alternatives. Calcined gypsum can be considered as one of possible options in that respect. However, although the environmental impact is an important issue, gypsum was analyzed only rarely and sufficiently accurate data are still missing. In this paper, a carbon footprint analysis of two types of gypsum ranging from cradle to gate according to ISO 14067 is presented. The inventory data based on primary data obtained from the producers of natural gypsum and flue gas desulfurization gypsum in the Czech Republic are completed by the emission factors obtained from the literature survey. The results of the carbon footprint analysis show that the carbon dioxide emissions related to the manufacturing of calcined gypsum from flue gas desulfurization gypsum are 105.3 kg of carbon dioxide/t, i.e., 25.2% lower than for the application of natural gypsum. Calcination is identified as the most harmful process from the point of view of carbon dioxide generation for both raw materials; it is responsible for 55% and 72% of total carbon dioxide emissions for natural gypsum and flue gas desulfurization gypsum, respectively. Accurately estimating carbon dioxide (CO 2 ) abatement costs, and effectively identifying the factors impacting those costs, can improve the applicability and effectiveness of policy implementation. This paper proposes a new method to estimate CO 2 abatement costs (CAC) based on the directional distance function. The method theoretically decomposes CAC into carbon productivity and output elasticity of substitutions; this decomposition can identify the types of CAC. The method also investigates the effects of development mode selection on CAC, by selecting different directional vectors. Following the theoretical discussion, an empirical study is presented, focusing on high energy-consumption firms in the United States (U.S). The results were as follows. (1) In sustainable development mode, changes in the average CAC of all firms were caused both by carbon productivity and output elasticity of substitution. Carbon productivity dominated CAC differences among different firm types. (2) In general, the amelioration potential of firm technology and environmental management was gradually explored by firms during sample period; corresponding environmental regulatory strategies are needed for firms with different CAC characteristics. (3) Firms selecting different development modes will realize significant differences in CAC. Firms in the sustainable development mode had the highest CAC levels; however, this mode was best for achieving a win-win between economic benefits and environmental protection. Because industrial sector in China is energy-intensive, clarifying the main factors driving CO 2 emissions in this sector is of great importance for the carbon emission reduction and further sustainable development of China's economy. This paper combines production-theoretical decomposition analysis (PDA) and index decomposition analysis (IDA) to decompose China's industrial CO 2 emission changes into seven factors: energy mix change, potential energy intensity change, economic activity, energy usage efficiency, energy saving technology change, GDP technical efficiency, and GDP technology change. The main findings are as follows: (1) during 2000–2015, industrial CO 2 emissions increased 2.6560 times, economic activity was the largest contributor to increasing industrial CO 2 emissions but varied significantly across provinces. (2) GDP technology change and potential energy intensity change were the dominant contributors to industrial CO 2 mitigation. However, in several western provinces, potential energy intensity change played a positive role in increasing CO 2 emissions. Therefore, local governments should adopt effective measures to improve technology levels in western provinces. (3) Energy-saving technology change also led to a reduction in CO 2 emissions in most provinces, although its inhibiting effect was very small (annual average decrease rates were less than 3%). (4) Energy mix change, energy usage efficiency, and GDP technical efficiency played insignificant roles in affecting industrial CO 2 emissions and had mixed results across provinces. Climate change, environmental problems and consequent ecological damages due to excessive consumption of resources and to the continuing human population growth of more than 80,000,000 net increase per year, have damaged and continue to accelerate the devastation of numerous ecosystems. These changes have brought significant harm to humans and are imposing high costs on societal maintenance and development. In that context, low/no-fossil carbon transformations and improved material’s and energy efficiency are crucial elements for reconciling human activities with sustainable societal development, which is built upon vibrant and sustainable ecosystems. The urgently needed changes are bound to be difficult to make due to the perceived contradictions between low/no-fossil-carbon systems and sustainable and economically vibrant societies. This Special Volume (SV) is comprised of thirty-three articles, which mainly focus on investigations of low/no-fossil carbon transformations in countries, regions, industries and enterprises. Some authors provided insights of ways to proceed based upon new research and development (R&D), evaluations of specific low/no-fossil carbon technologies and lessons learned from policy simulations and analyses of potential post-fossil carbon societies. This SV introductory article contains an overview of the content of the articles divided into five topics: (a) low/no-fossil carbon transformations within industrial sectors, (b) regional planning and low/no-fossil carbon developments, (c) multi-regional, low/no-fossil carbon economies, (d) specific low-fossil carbon technologies, and (e) low/no-fossil carbon policy results. Given the extensive coverage of low/no-fossil carbon transformations, the papers on mechanisms and pathways are clearly the most important contributions of this SV. The researchers focused broadly on ways to address two objectives: (a) To characterize the main factors catalyzing high-fossil carbon development and (b) To accelerate the transition to low/no fossil carbon societies. Some authors focused upon new, low/no-fossil carbon development and planning in different countries and regions, while others focused upon ways to make changes within energy-intensive industries. Additionally, some authors reported on progress in the evaluation of the effectiveness of specific low/no-fossil-carbon technologies and in the design and implementation of low/no-fossil carbon policies. The findings and recommendations of the authors are positive and encouraging. However, it is clear, that there are many additional research, policy and educational challenges, which must be solved, to establish and support systems to guide and to monitor the transformations to sustainable, equitable, livable, low/post-fossil carbon societies. This paper addresses the sustainable development of Ultra-High Performance Fibre Reinforced Concrete (UHPFRC). In general, based on theoretical and practical points of views, two strategies are employed here: 1) optimized design of the UHPFRC matrix based on modified Andreasen & Andersen particle packing model and appropriate application of substitutive materials; 2) efficient improve the fibre efficiency based on an optimized casting method. The obtained experimental results show that by utilizing the improved packing model and appropriate substitutive materials, it is possible to design a dense UHPFRC skeleton with relatively low binder amount, and the embedded CO 2 emission of the designed UHPFRC matrix can be effectively reduced. Moreover, based on the adjustment of fresh UHPFRC flowing parameters (such as flowing direction, flowing distance), the fibres orientation can be controlled, and an optimized UHPFRC with better mechanical properties can be obtained. Additionally, when the particle packing model, substitutive materials and controlled casting method are well utilized together, an optimized UHPFRC with low environmental impacts and high materials efficiencies can be obtained, which could promote a cleaner construction production in the near future. As a low-cost, low-carbon, and clean renewable energy, hydropower is crucial to carbon emissions reduction and climate change mitigation. Compared with non-steady and highly volatile renewable energy, flexible hydropower can help secure the reliable operation of the grid. However, development cost increase, resettlement and environmental issues have recently hindered China's hydropower development. This paper first reviews the history and current status of hydropower development in China, integrates the economy-energy-environment system, the water-energy-food nexus, and socio-hydrology theory to analyze the complex influence mechanism of hydropower development, and identifies driving factors of hydropower development through a cost-benefit analysis. Then, the quantitative system dynamics (SD) model of hydropower development is constructed based on the interdisciplinary qualitative analysis. Combining incentive policies and technological progress, four scenarios are set. The multi-scenario prediction results and sensitivity analysis results of the SD model indicate that incentive policies can enhance the attractiveness of hydropower investment and significantly promote long-term stable hydropower development, while technological progress can improve the efficiency and carbon emissions reduction benefits of hydropower. Based on the comparative analysis of these results, specific policy recommendations for promoting sustainable development of green hydropower in China are proposed in terms of four aspects: the hydropower development concept, cooperation mechanism, policy mechanism, and technological progress. This paper examines the effects of environmental innovation on carbon dioxide emissions in the EU-27 countries between 1992 and 2014. We utilize the Generalized Method of Moments in a dynamic panel setting. Patent counts of environmental patent applications are used as indicator for environmental innovation. We find that environmental innovation did contribute to reductions of carbon dioxide emissions, while general innovative activity does not cause decreases in emissions. However, this effect is found to be comparatively small to the effects of increased economic activity.
