A widely recognized theme of construction economics suggests that the cost of construction per square meter increases as building height rises. However, over a number of years, research conducted regarding the height and cost issue has established a classic relationship between the two factors which can be represented by a U-shaped curve. This paper describes the study of the height-cost relationship of high-rise residential buildings in Shanghai in terms of the total construction cost and elemental costs while considering the context and commonality of buildings. This research was developed as an extension of the previous work, which examined data for buildings in Hong Kong. Initial findings indicate that the curves illustrating the relationships between height and cost of residential buildings in Shanghai and Hong Kong exhibit different profiles. The dissimilarities indicate that different sets of criteria should be applied in the judgment of height that affects cost in different locations. In terms of elemental costs, the findings suggest that there are differences in the way these costs react to changes in the building height. [ABSTRACT FROM AUTHOR]

The private sector has long been involved in delivering public sector projects, whether its role has been as a partner or just as a contractor for the government. Over recent years the interest in adopting public private partnerships (PPPs) has increased internationally. Many research studies have presented positive reasons for the governments and the private sector to welcome this form of procurement, rather than continue adopting the traditional options. This paper aims to explore and compare the key drivers for adopting PPP in China and the Hong Kong Special Administrative Region (referred to as Hong Kong from here onwards). An empirical questionnaire survey was conducted in both of these administrative systems and survey respondents were invited to rate their perceptions on the importance of 15 different drivers identified. Eighty-seven completed survey questionnaires were returned for analysis. The findings indicated that respondents from China rated economy-related drivers higher, whereas Hong Kong respondents tended to rate efficiency-related drivers higher. China’s demand for more public infrastructure and services has imposed great pressure on the government’s budget, and therefore economic drivers were rated higher. On the other hand, with adequate financial reserve in hand and budget surplus over recent years, Hong Kong has tended to prefer paying for projects upfront, and hence efficiency was regarded more significantly. Among the 15 drivers, both of the respondents from China and Hong Kong selected, “provide an integrated solution (for public infrastructure/services)” and “solve the problem of public sector budget restraint” to be within the top three drivers. Despite the general agreement on the ranking pattern, the results of independent two-sample t-test showed that China and Hong Kong shared very different views on the driver “reduce the total project cost.” This driver was ranked rather high by the mainland Chinese respondents, but much lower by the Hong Kong respondents. In infrastructure development through public-private partnerships (PPPs), governments worldwide often preset the concession period to a fixed length and then invite the private sector to bid on other aspects of the project. This practice has potential economic, financial, and social problems as shown in a case study of Hong Kong tunnel projects. To overcome these problems, this paper has proposed a win–win concession period determination methodology, in which PPPs are addressed as a principal-agent maximization problem. Both deterministic and simulation-based methods are provided to determine the concession period, with detailed step-by-step procedures. These methods take into consideration the financial characteristics of PPPs and the construction and operation requirements. In particular, the simulation-based approach combines the critical path method and Monte Carlo simulation technique in an effort to quantify construction and market risks for informed decision making. Furthermore, some issues related to the proposed methodology also have been discussed. These issues include (1) factors in determining a reasonable rate of return to the concessionaire’s equity investment; (2) advantages and disadvantages of rate of return regulation; (3) concession period as a tender evaluation criterion; (4) efficiency check of the concessionaire’s cost performance; (5) workable pricing mechanism; and (6) a practical approach to establishing statistical construction cost/duration distributions. The increasing awareness of environmental impacts from construction wastes has led to the development of waste management as an important function of construction project management. Various approaches for managing construction wastes have been developed in the existing research works and practices, and these works can be grouped largely into three areas: waste classification, waste management strategies (avoiding waste, reducing waste, reusing waste, and recycling waste), and waste disposal technologies. Nevertheless, these approaches give less attention to the management of the waste handling process on construction sites. In fact, construction wastes pass through a number of processes from generation to final disposal, and proper flow of these processes can improve waste management effectiveness. This paper examines the waste handling process during construction through mapping six cases selected in Hong Kong construction, with the assistance of the free-flow mapping presentation technique. The examination leads to developing a waste management mapping model (WMMM), which incorporates the good operations embodied in the existing practices. The WMMM provides an alterative tool assisting in planning waste management procedures on construction sites. The methodology of discrete-event simulation provides a promising alternative solution to designing and analyzing dynamic, complicated, and interactive construction systems. In this paper, an attempt is made to extend the previous work of simplifying construction simulation by delving into the fundamental approaches for discrete-event simulation. A new simplified discrete-event simulation approach (SDESA) is presented through extracting the constructive features from the existing event/activity-based simulation methods; both the algorithm and the model structure of simulation are streamlined such that simulating construction systems is made as easy as applying the critical path method (CPM). Two applications based on real road construction projects in Hong Kong serve as case studies to illustrate the methodology of simulation modeling with SDESA and reveal the simplicity and effectiveness of SDESA in modeling complex construction systems and achieving the preset objectives of such modeling. They are a granular base-course construction system featuring both cyclic and linear processes and an asphalt paving construction system with complicated technological/logical constraints. As a general-purpose method for construction planning, SDESA enables practitioners to deal with what the CPM-based network analysis method fails to solve by offering discrete-event simulation capabilities. Furthermore, the SDESA can potentially be adapted to special-purpose simulation tools to tackle large and complicated construction systems of practical size that have yet to find convenient solutions with existing simulation methods. A considerable amount of solid wastes is generated every year from construction and demolition (C&D) activities in Hong Kong. The C&D waste can be classified into inert and noninert wastes, in which the inert waste is normally disposed of in public fills as reclamation materials and the noninert waste is dumped at landfills. Under the current waste generation trend, all landfills and public fills in Hong Kong will be used up within a few years. To tackle this problem, in December of 2005, the Hong Kong Government implemented the Construction Waste Disposal Charging Scheme (CWDCS) to provide financial incentives to C&D waste generators to reduce waste and encourage reuse and recycling. This paper presents the results of a study to explore the perceptions of the Hong Kong construction participants toward the CWDCS after three years of implementation. The study was conducted by a survey with follow-up interviews to experienced professionals in the building industry. The results revealed no consensus view among the construction participants on C&D waste reduction, especially regarding on-site waste sorting and recycling. The findings also revealed that 40% of the survey respondents believed that waste reduction is less than 5% after CWDCS was implemented. The interviewees expressed that some waste generation was unavoidable, although a waste disposal charge has been imposed. In addition, 30% of survey respondents agreed that the cost of CWDCS was not high enough to raise awareness about waste management on construction sites. [ABSTRACT FROM AUTHOR]

Given a changing competition environment, strategic management has become of essential importance to construction firms. Effective strategy enables construction firms to match their activities to the changing environment and achieve superior performance in competition. Therefore, there is a need for studying contractors' competitive strategies. This paper does that in relation to the Hong Kong construction industry. The impact of competition environment on contractor performance, and the relationship between competitive strategy and performance are examined by a questionnaire survey. The findings show that competition environment has a great impact on contractor performance, and four generic competitive strategies have been applied by contractors. Contractors can indeed be classified into four groups according to their different strategic orientations: prospectors, analyzers, defenders, and reactors. Selecting an appropriate competition strategy in bidding is the ambition of most contractors. The multiple requirements of clients encourage contractors to consider other strategies to deliver additional benefits besides offering a low-price bid. Offering low bids will reduce contractors' profits and potentially make development less attractive. Contractors need to understand their specific resources that generate competitive advantage and accordingly develop strategies to win contracts. This paper reports the findings from a recent survey on competition strategies in the Hong Kong construction industry. Thirteen typical bidding strategies, their used frequency in bidding, and their effectiveness for winning contracts of different types and between different groups of contractors are studied. Appropriate training can only be developed if training needs for specific skills are carefully identified. This paper, further to an aggregate model developed previously, aims to forecast the occupational share of the aggregate manpower demand for the construction industry of Hong Kong. The forecast, based on existing manpower statistics, is divided into two levels: broad occupations and detailed occupations. The broad occupational demand forecasting model is formulated using a time-series regression analysis to derive the relationship between the occupational share and the construction output cycle, technology, and various work-mix variables; whereas exponential smoothing technique is used to forecast the share of detailed occupations. This occupational demand estimation can provide solid information to facilitate manpower planning. It enables the policymakers to foresee the trends of occupational manpower demand and formulate policies and training and retraining programs tailored to deal effectively with the industry’s human resource requirements in this critical sector of the economy. Although the study focuses on developing models for the Hong Kong construction labor market, the adopted methodology can be applied in other labor markets to develop such models for manpower planning. Private finance initiative (PFI) has emerged to be a viable strategy for governments to transfer financial risks in public projects to the private sector. It does not only help tap the efficiency and finances of the private sector but it also promises to deliver better public services to the community. Despite these obvious incentives, there is still a low PFI diffusion in Hong Kong. Based on this understanding, we have undertaken this exploratory study, which is probably the first of its kind, to investigate the PFI’s financial issues from the perspective of financial suppliers. This study was intended to identify factors that may affect the perception of the supplier side and to explore ways to facilitate their participation in PFI projects. The findings suggest that respondents had low level of understanding and knowledge of the PFI and they perceived that PFI public projects had an average risk and performance. The crucial problem of construction debris is of increasing concern in Hong Kong. In the construction industry, the electrical and mechanical (E&M) installations in the infrastructure, for example, buildings, tunnels, or dams, are some of the major and usually complex components. Difficulty in coordinating the various trades affects productivity in general, and has a major impact on the quantity of construction debris. By identifying the sources of waste at each stage of E&M engineering work, some of the construction debris can be eliminated at the source during production. This paper investigates the critical production shortcomings in the E&M sector in Hong Kong. The study is based on a survey that includes a preliminary questionnaire survey, brainstorming exercises with a focus group, structured interviews with experienced frontline supervisors, and a second focus group exercise to test findings and proposed measures. The principal findings are that “poor coordination” and “design changes and/or errors” are major contributors to variations or change orders and rework, which in turn result in a high volume of construction debris. The results also indicate that construction debris can be minimized in the E&M sector of the construction industry, if the material wastes from incidental work are reduced and also controlled better in a new work process flow pattern through recommended construction project management improvements for reducing critical production shortcomings. The adversarial nature of the construction industry contributes to the germination and manifestation of construction disputes. Negotiation between the disputants is most often the first attempt in getting disputes resolved. During negotiation, personality characteristics of the disputants affect their behavior and thus the outcomes. Understanding the negotiating behaviors and negotiation outcomes is therefore of both academic and practical value. This paper reports such a study conducted with construction professionals in Hong Kong. The Rahim Organizational Conflict Inventory-II was used to measure the negotiating styles of construction professionals. Taxonomies of negotiation outcomes were developed through a principal component factor analysis. Three functional and four dysfunctional negotiation outcomes were identified. Based on these results, the relationships between the negotiating styles and negotiation outcomes were examined by the use of the multiple regression analyses. The findings suggested that the use of obliging, dominating, and avoiding styles are less influential in achieving functional negotiation outcomes. However, integrating negotiating styles is found to be useful to achieve functional outcomes and the use of comprising styles is a practical approach in resolving dispute. The construction industry is a very competitive high-risk business. Many problems, such as little cooperation, lack of trust, and ineffective communication resulting in adversarial relationships between contracting parties, are facing the construction industry. Partnering is perhaps one of the most innovative developments in delivering a project efficiently and reducing construction disputes. It provides a sound basis for a “win-win” climate and synergistic teamwork. Project partnering in the Hong Kong construction industry has gained in popularity since 1994. A number of potential factors contributing to partnering success have emerged and deserve further study. This paper presents a review of the development of the partnering concept in general and identifies critical success factors for partnering projects from the Hong Kong perspective in particular. Through a postal questionnaire survey geared toward project participants with hands-on partnering experience, the opinions of various parties—clients, consultants, and contractors were sought and evaluated in relation to partnering success factors. The relationship between the perception of partnering success and a set of success factors hypothesized in the study was derived using factor analysis and multiple regression. The results indicated that certain requirements must be met for partnering to succeed. In particular, the establishment and communication of a conflict resolution strategy, a willingness to share resources among project participants, a clear definition of responsibilities, a commitment to a win-win attitude, and regular monitoring of partnering process were believed to be the significant underlying factors for partnering success. This paper focuses on the topic of data collection as appropriate for the productivity study of ready mixed concrete placing methods. Classification and description of various concrete placing methods are given. The normally available quality control (QC) records for 462 concrete pours from five ongoing Hong Kong building construction projects were captured into a database, representing a total of 6,833 truckmixer trips out of two major concrete plants in Hong Kong. By querying the database, the placing rates for particular placing methods were established, and validated by comparison with existing industry benchmarks. One promising observation is that in general the Hong Kong construction sites may now be more efficient in processing truckmixers than they were a decade ago. The normal concreting QC records, routinely accumulated on site in a mandatory and standardized fashion, include the timing and quantity data as needed because of the time-sensitive nature of freshly mixed concrete. Data of this type is a better and more convenient alternative to collection by direct observation and measurement. The concreting placing rates for the various placing methods derived from the database are found to be potentially of direct value for assisting concrete plant and site managers in estimating the progress of work and attaining better coordination in concrete supply and placing between concrete suppliers and site contractors. They also serve as performance yardsticks for benchmarking the state of the Hong Kong concreting industry as time goes by and indeed, and most usefully, for comparison with other large cities if similar records are obtained for processing from those cities. This paper examines the success factors for the implementation of ISO9000 in the Hong Kong construction industry. The critical factors for construction contractors to successfully implement ISO9000 were identified. An analytic hierarchy process model was then developed to determine the relative importance among those factors. The findings showed that the top management commitment is the most critical factor for the successful ISO9000 implementation, whilst the common goal, teamworking, education and training, and the cultural changes are also the important factors. The concession period is one of the critical factors in the arrangement of a build-operate-transfer contract. For infrastructure that has major strategic, economic, and social effects, the concession period should balance the interests among the private investors, the government, and the users. However, existing research has more frequently discussed economic benefits rather than social welfare. In this regard, this paper proposes an improved model based on the traditional concession model by taking into account the case that the government might lower the service price in the posttransfer period to increase social welfare. This paper also introduces the optimal pricing methods for both concession and posttransfer period. The proposed methodology suggests a narrower concession interval, which helps improve the negotiation efficiency between the government and the private investor to a certain extent. The application of the proposed model is demonstrated by a case study of Western Harbor Tunnel in Hong Kong, and the outcome shows that a significant improvement was made when taking into account social welfare. The accident record of the repair, maintenance, minor alteration, and addition (RMAA) sector has been alarmingly high; however, research in the RMAA sector remains limited. Unsafe behavior is considered one of the key causes of accidents. Thus, the organizational factors that influence individual safety behavior at work continue to be the focus of many studies. The safety climate, which reflects the true priority of safety in an organization, has drawn much attention. Safety climate measurement helps to identify areas for safety improvement. The current study aims to identify safety climate factors in the RMAA sector. A questionnaire survey was conducted in the RMAA sector in Hong Kong. Data were randomly split into the calibration and the validation samples. The RMAA safety climate factors were determined by exploratory factor analysis on the calibration sample. Three safety climate factors of the RMAA works were identified: (1) management commitment to occupational health and safety (OHS) and employee involvement, (2) application of safety rules and work practices, and (3) responsibility for health and safety. Confirmatory factor analysis (CFA) was then conducted on the validation sample. The CFA model showed satisfactory goodness of fit, reliability, and validity. The suggested RMAA safety climate factors can be utilized by construction industry practitioners in developed economies to measure the safety climate of their RMAA projects, thereby enhancing the safety of RMAA works. Knowledge sharing among construction team members is important for improving project performance and successful project delivery. This study aims to develop an integrative understanding of factors affecting individual knowledge-sharing intention in construction teams in Hong Kong. Based on the widely accepted theory of planned behavior (TPB), a comprehensive research model and corresponding hypotheses were developed. To test the research model and hypotheses, a questionnaire survey was conducted to collect data from professionals working in construction companies in Hong Kong. Then the data were analyzed by the statistic technique of structural equation modeling (SEM). The results indicate that professionals' knowledge-sharing intention is mainly determined by their attitude toward and perceived behavioral control over knowledge sharing, but weakly influenced by subjective norms regarding knowledge sharing. The research findings also reveal that professionals' attitude toward knowledge sharing is positively influenced by perceptions of knowledge self-efficacy and feedback, while it has no significant relationships with perceptions of economic reward and enhanced personal relationship. In addition, the results show that information and communication technology (ICT) support has a significant effect on professionals' perceived behavioral control over knowledge sharing. This study is one of the first to use the existing theory of social psychology to examine knowledge-sharing behavior in the construction sector. It provides a new direction for studying knowledge sharing in the construction industry. Based on the research findings, several implications are suggested for construction companies to manage professionals' knowledge-sharing behavior in construction teams. Ten years after the start of a major business ethics campaign spearheaded by the Hong Kong Ethics Development Centre and the Hong Kong Housing Department in 2001, the relationships were examined between different methods of communicating the corporate code of ethics within a particular organization and the attitudes of the employees toward that code. An attitude survey was employed to identify the relationships. Some communication methods were more effective in influencing employee attitudes than others. Use of informal communication channels together with formal sources of information were generally more highly valued by employees. Employees considered that they received less ethics-related information than they actually needed irrespective of whether the channel of communication was formal or informal. A corporate code of ethics must be communicated in the correct manner if it is to influence the ethical behavior of employees. [ABSTRACT FROM AUTHOR]

To better manage and forecast the demand for labor in the construction industry, a mathematical model is developed using a distributed lag model and labor multiplier approach. The model is tested using economic statistics and manpower data derived from Hong Kong construction projects. Forecasting the supply of labor in the construction industry is pivotal to long-term economic growth. A labor supply model using a stock-flow approach was developed in this research for use in the construction industry. The model was tested using Hong Kong census statistics and data derived from interviews with 3,000 randomly selected construction workers. The findings were determined using a stock-flow model, which enabled the determination of future aging distribution trends and workforce supply for specific trade types. Following the recent economic boom in Mainland China (ML), the Chinese construction industry has undergone continuous expansion. As a result, many construction companies in Hong Kong (HK) have expanded their business into ML. Necessary strategic changes in the direction of company business have led to an increasing number of HK expatriate construction professionals working in ML (HKE-CP-M). Due to the dynamic nature of the construction industry, it has long been recognized that HK construction professionals (HK-CPs) are a highly stressed group. Conducting work in an unfamiliar environment can cause HKE-CP-Ms stress. Hence, this study aims to explore and identify the various types of expatriate stressors that cause HKE-CP-Ms stress. To achieve this aim, six standardized focus groups were held: four expatriate groups comprised of HKE-CP-Ms working in Beijing, Shanghai, Guangzhou, and Macau, respectively; a repatriated HK-CP group; and a HK-CP group with no expatriate work experience. The expatriate stressors addressed by the focus groups fell into four main categories: interpersonal stressors, task stressors, organization stressors, and physical stressors. Based on the stressors identified by the expatriate groups, and a comparison of these with the stressors identified by the HK group, a stressors model was developed for HKE-CP-Ms. This model was designed to act as the first step in developing a stress management model for HKE-CP-Ms. [ABSTRACT FROM AUTHOR]

The construction industry has been recognized as a stressful industry, and a great deal of stress is placed on various construction professionals (CPs). However, due to the different 'values' among CPs in Hong Kong, susceptibility to stressors varies from individual to individual. People who grow up and live in different cultural environments have different values and this leads to different perceptions of stressors. This study aims to investigate the impact of Chinese values on the stressors of CPs in Hong Kong, one of the main cities in China. To achieve this aim, factor analysis, Pearson correlation analysis, and structural equation modeling were applied based on the survey data collected from CPs in Hong Kong. Four types of Chinese values and eight stressors are identified. The results reveal that: (1) social conventions value alleviate role ambiguity and poor workgroup relationship; (2) value of disciplined work ethos triggers work overload, although it alleviate poor workgroup relationship and work underload; (3) value of conservative personality alleviates work overload; (4) interpersonal integration value has indirect impacts on the various stressors; and (5) the objective poor working environment stressor has significant impact on the poor workgroup relationships and role ambiguity of individual CPs. Construction workers (CWs) are the key and indispensable contributors to every construction project. Their psychological feelings greatly influence their behaviors and safety performance. To improve CWs' safety performance in dangerous working environment, the current research aims to identify the various stressors affecting two types of stress of CWs (i.e., job stress and emotional stress) and to explore the impacts of the two types of stress on CW injury incidents in Hong Kong. Eleven stressors were identified through factor analysis: work overload, role ambiguity, lack of autonomy, unfair reward and treatment, appropriate safety equipment, optimism, interrole conflict, poor workgroup relationship, lack of feedback, poor physical environment, and unsafe environment. The results of correlation and regression analyses reveal that (1) among the two types of stress identified, injury incident of CWs was found to be affected by emotional stress only, (2) emotional stress is predicted by work overload, interrole conflict, poor physical environment, unfair reward and treatment, and appropriate safety equipments, and (3) poor workgroup relationship, work overload, and interrole conflict predict job stress of CWs. Individual contractors exhibit different bidding behaviors when confronted with a given set of project decision environment factors, i.e., heterogeneity in the population of contractors. In examining the tenability of the bidder homogeneity assumption, a linear mixed modeling approach is applied to two data sets obtained from Hong Kong and Singapore contractors via a bidding experiment. Two linear mixed models were developed by relating the contractors’ mark-up decision to four project decision environment factors, namely, (1) market conditions; (2) number of bidders; (3) project type; and (4) project size. The results show that not only is there a significant heterogeneity between the Hong Kong and the Singapore contractors in terms of both their preferences (intercepts) and responses (slopes) to the project decision environment factors that affect their mark-up decision, but also that the individual Hong Kong and Singapore contractors have different degrees of sensitivity toward the project decision environment factors (which is reflected in the varying individual-specific intercepts and slopes). Although various factors have been identified as important for accomplishing successful stakeholder management, few studies appear to have undertaken a comparative analysis of practitioners’ views on the relative importance of critical success factors (CSFs) for stakeholder management in construction projects. In an attempt to fill this research gap, a questionnaire survey was conducted in Hong Kong to collect the opinions of construction practitioners regarding the relative importance of CSFs for stakeholder management. Findings from this study show that all 15 selected CSFs are regarded as critical by most respondents for the success of stakeholder management in construction projects. The factor regarding social responsibilities is considered most important for managing stakeholders. Although correlations between CSFs and types of projects and organizations were statistically significant, these were not particularly strong. Also, even though there is a general consensus on the rankings of the CSFs among different respondents, the detailed pairwise comparisons actually show the existence of a few differences in perceptions on the relative importance of the CSFs. Therefore, the working priorities of project managers for managing stakeholders are context specific, depending on the nature, client sector, and cost of the project, and also on their organizations and management levels in the organization. This research focuses on contracting firms within the construction sector. It characterizes and evaluates the composition of organizational culture using four culture types (clan, adhocracy, market, and hierarchy), the strategic approach for knowledge flow, and the success of knowledge management (KM) systems at different hierarchical levels of contracting organizations (project and parent organization level). Responses from managers of local or overseas contracting firms operating in Hong Kong were collected using a carefully constructed questionnaire survey that was distributed through electronic mail. The organizational value is analyzed in terms of the four cultural models. Clan culture is found to be the most popular at both project and organization levels, which means that the culture of contracting firms very much depends on honest communication, respect for people, trust, and cohesive relationships. On the other hand, hierarchy culture, which focuses on stability and continuity, and analysis and control, seems to be the least favored at both levels. Another significant finding was that the two main KM strategies for knowledge flow, codification and personalization, were employed at both project and organization levels in equal proportion. This indicates that successful KM efforts at both enterprise levels utilize a hybrid and balanced approach for their knowledge flow, and that they complement each other. The findings also revealed that knowledge management system success factors emphasize the support of the management level. The results show that KM is critical and beneficial as indicated by 64% at the project and 74% at the organization level. The expectation is higher for organizations as they are the organizational memories in which experiences of past projects are archived and connected. Understanding these factors and the relationships among them has been demonstrated to be critical in order to increase the chances of success or to help with making decisions when applying KM. This research resorted to the use of construction operations simulation modeling to investigate the cost efficiency of waste-handling practices on the Kai Tak Airport demolition project in Hong Kong. By modeling the site operation of sieving and stockpiling broken concrete, the well-established construction simulation methodology of CYCLONE was contrasted with the newly developed simplified discrete event simulation approach (SDESA). Further, the SDESA model was readily extended to include (1) raw demolition waste collecting and sorting; (2) broken concrete sieving and stockpiling; (3) steel bar recycling; and (4) debris disposal at the landfill. The production rate derived from simulation was indicative of a close match between the simulation model and the actual site system. The resulting simulation model provided a basis for evaluating the cost efficiency of actual site operations and alternative resource provision scenarios being postulated. Through computer simulation, the actual site operation was found smooth and efficient with utilization rates for resources of different types ranging from 79 to 99%. In addition, the cost–time reduction ratios were calculated for four alternatives of resource provisions in comparison with the original base case. The research findings suggested that provided the project budget had satisfied the higher cash flow requirement, doubling the resource provision on site would potentially cut the project duration by half and not increase the total direct cost. Project goals expressed in terms of time, cost, and quality requirements are seldom disputed. However, it is not easy to ensure that the defined goals will be implemented by all parties involved in the implementation process as goal commitment is one of the key variables in project success and participant satisfaction in construction projects. In order to ensure professional commitment in the management process and optimize construction performance in the complex situation, it is necessary to identify the moderate variables and clarify the interactions among affective commitment, job performance, and job satisfaction of construction professionals. A questionnaire survey was conducted in Hong Kong. Both correlation analysis and hierarchical regression models were applied. The results revealed that both job acceptance/contribution and specificity/teamwork are moderate variables influencing the relationships between affective commitment and job performance and between job performance and job satisfaction. A series of conditional relationships is revealed in detail in this study and some suggestions, such as formal briefing sessions, regular formal meeting, and value engineering workshop, are recommended. A construction project is mostly initiated by the needs of the client. In order to satisfy the client’s requirements in terms of time, cost, and quality, various procurement methods are recommended for selection to increase the chance of success for the complex sequence of activities. Design-build (D&B) integrates design and construction to overcome some of the hurdles inherent in the traditional design-bid-build method. It has been extensively used worldwide and its distinctive features are claimed to deal with the problems of the traditional design-bid-build method. An investigation into the determinants of successful D&B projects can therefore help set a benchmark study for industry practitioners to compare their project performance. To better indicate the success level of D&B projects, the writers developed a project success index for D&B projects in the Hong Kong context, which is assessed by the key project performance indicators of time, cost, quality, and functionality. Multiple regression analysis is then applied to show that the project nature, the effective project management action, and the adoption of innovative management approaches are the critical success factors for D&B projects. The identification of success criteria can furnish project participants with indicators to attain success for their D&B projects for benchmarking and control purposes. Because of the characteristics of decentralization and mobility in the construction industry, safety culture is crucially important. A comprehensive safety climate questionnaire survey was conducted with all sites and employees of a leading construction company and its subcontractors in Hong Kong. In total, 4,719 records were returned from 54 sites. By means of factor analysis, a 15-factor structure that defines the dimensions of the safety climate has been extracted. Compared with previous research studies, the roles and influences of fellow workers, and safety resources on the safety climate are emphasized. The results also confirm the feasibility of exploring common factors of the safety climate in the construction industry. Through further analysis, logistic regression was used to explore the relationship between the safety climate and personal characteristics. Statistically significant relationships were found between safety climate and personal characteristics, including gender, marital status, education level, number of family members to support, safety knowledge, drinking habits, direct employer, and individual safety behavior. This research is a case study and the results are derived from the data of one company, but the methodology of this research may be useful as a model for further research, and the findings may provide useful information for construction managers and safety practitioners in the construction industry to improve their safety culture. Construction delays are common in civil engineering projects in Hong Kong, inevitably resulting in contractual claims and increased project cost. This study was aimed, first, at gathering the perceptions of civil construction practitioners on how significant are the causes of delay; and, second, investigating whether the suggestions as stated in the report of the Construction Industry Review Committee (the Committee comprises members with good standing and knowledge in the construction and related fields as well as those from other professions who are responsible for examining the current state of the construction industry in terms of its output quantity, the quality of work, its environmental friendliness, site safety, its workforce and the system of supervision) are applicable to and effective at mitigating the corresponding delays with reference to a ranking order established using the mean score method. The extent of the differences in perception among the different respondent groups on these two issues was also examined using the rank agreement factor (RAF), percentage agreement (PA), and percentage disagreement (PD). The differences in the perceptions of the respondents on the significance of delays and the actual causes of delays for the six projects studied were also examined. The results of the study showed that the respondents tended to admit their own faults as shown in the top ten significant causes of delay. A strong consensus was found between the client and consultant groups on the significance of the various causes of delay (PA=74%) and the effectiveness of mitigation measures (PA=67%) compared with the other pairs of groups. The consultant and contractor groups held extremely different perceptions regarding the significance of various delay causes (RAF=4.9 and PD=32%) and the effectiveness of corresponding mitigation measures (RAF=6.2 and PD=47%). It is believed that the findings can provide much more insight for the construction practitioners as well as the researchers and thus help to improve the productivity and overall performance of civil construction projects in Hong Kong. Newly developed approaches for construction simulation have been used to model the one-plant-multisite ready mixed concrete (RMC) production system, validated by real-life operations data in Hong Kong. HKCONSIM—a computer system for simulation modeling and analysis of Hong Kong’s RMC production operations was developed in-house. The system is suitable for the resource provision planning and the production planning of a RMC plant, so as to meet given demands at a number of sites for concrete over a working day. The emphasis of the simulation modeling is on the interactions of multiple sites with the plant, and the objective is to improve the supply service levels and the utilization of plant resources. One significant improvement achieved via the research is that to simulate the RMC production operations with HKCONSIM does not require familiarity by the user with any software-specific terminology and modeling schematics, in contrast with existing simulation methods; the process of constructing a simulation model is reduced to specifying the attributes for each pour and site and providing the plant and truckmixer resources available on self-explanatory on-screen forms. Therefore, by experimenting on a HKCONSIM produced model the user, being a practitioner in the concreting industry, can readily study complicated relationships between the pattern of demand for concrete, the resources available to the system, and the service levels achieved together with the utilization levels achieved for the resources involved. With the surge of increasingly complex and fast-track construction projects, disputes are inevitable. Skills in dispute resolution should be part of the tool kit of any practitioner in a managerial position. The perceived shortcomings of litigation and arbitration, with their concomitant rise in costs, delays, and adversarial relationships, have encouraged the rapid growth of alternative disputeresolution processes, namely, conciliation, mediation, adjudication, and other hybrid processes that have been widely used and well received by the Hong Kong construction industry. For example, mediation is now an integral part of most conditions of contracts published by the government of the Hong Kong Special Administration Region. However, the last decade evidenced the incorporation of increasingly complex dispute-resolution clauses in construction contracts, typically involving several alternative dispute resolution (ADR) techniques and arbitration arranged in sequential tiers. These dispute-resolution procedures render the supposedly more economic and speedy ADR process ineffective. In this study, a hierarchical model is developed to organize attributes of ADR processes. This presentation fits with the use of analytical hierarchy process methodology by a panel of experts to prioritize ADR process attributes. The top-ranked attributes identified as critical include, among others, preservation of relationships, enforceability, neutrality, and consensus. The experts also suggested means to establish these attributes. By focusing on these critical attributes, the dispute-resolution process can be kept simple and effective. [ABSTRACT FROM AUTHOR]
