1. Budget Decision Making by Administrative and Academic Leaders in Pennsylvania Community Colleges

- Abstract
This quantitative, exploratory study examined the budget decisions made by administrative leaders and academic leaders at 15 Pennsylvania community colleges as measured by the Budget Criteria Instrument (BDCI). Sixty-two leaders ranked 15 budget criteria items on the 4-point Likert scale used by the BDCI and the responses were analyzed based on leadership role and institutional revenue. The mean and frequency of the 15 budget criteria for the two groups of leaders indicate that Number of Students Affected is the most relevant criteria when making budget decisions. External-Community Political Pressures was the least relevant budget criteria for both groups of leaders. Chi-square analysis indicated there was a statistically significance difference between the responses of administrative leaders and academic leaders when rating the relevancy of National and Regional Curricular Trends when making budget decisions. Academic leaders' responses indicated that National and Regional Curricular Trends is more relevant when making budget decisions when compared to administrative leaders' responses. The other 14 budget criteria measured by the BDCI showed no statistically significant difference between the responses of administrative leaders and academic leaders on the BDCI. To analyze responses on the BDCI based on institutional revenue, the Pennsylvania community colleges were separated into four groups based on revenue amounts. When analyzing responses using Chi-square based on the institutional revenue of the respondents' place of employment, there were no statistically significant differences.
