The introduction of compulsory swimming classes in primary schools will pose a problem to many schools which do not have adequate funds and the necessary infrastructure. Schools lacking in funds find it impossible to construct and maintain a swimming pool, and the use of common pools may be unhealthy. Although the government has offered guidelines to every school, it is essential that it offers financial help for the building and maintenance of a swimming pool.

The new entrepreneurs of Russia want their children to learn English, hence, enroll their children in various schools in England. The number of Russian children joining British schools is increasing, and boarding and lodging facilities are being offered to them. Russian schools' core curriculum includes religion, education, art and sports, but Russian parents are keen to teach their children the fundamentals of Christianity and send them to British Catholic schools. The attraction of several Russians to British schools will result in their migration to Britain.

The British government has decided to reduce the funds for Section 11 of the Local Government Act which recommends the teaching of English as second language to refugee and ethnic minority children. This will prove to be a setback to many refugees from countries such as Somalia and Bosnia. The money was used for counselling courses, teaching English and providing support to these children and the cut in funds is being opposed by the Refugee Council.
