The article considers regulation on bank capital and reserve requirements created by the Basel Committee on Banking Supervision, the international organization of banking industry regulatory agencies. Rules which would require large banks deemed "too large to fail," meaning their failure could create a financial crisis, to have a larger percentage of bank capital than smaller financial institutions and much more than their previous requirements are discussed.
