This paper examines the relationship between cultural variation and forest management practices in the New World tropics by presenting results from a survey conducted in indigenous and colonist communities in a settlement frontier of Panama. Statistical analyses, focused specifically on differences between the economic base, forest use, and management practices of indigenous and colonist households, are presented. The findings reveal that there are no significant differences between the indigenous and colonist households in this respect; furthermore, differences that exist among the sample households appear to be linked to access to market and not to cultural variations.

A survey of Amerindian households in the Honduran rain forest was done to test hypotheses about the effects of household variables on deforestation and identify policies to lower neotropical deforestation. The results suggest that: 1. (a) the relation between income or age and deforestation resembles an inverted U; 2. (b) fallow lands and illness had a positive link to deforestation; 3. (c) household residence duration and size, education, off-farm income, credit, wealth, and rice yields reduced clearance.

Recent growth in many African countries has been accompanied by rapid urbanization, which could have major impacts on rural livelihoods. This paper examines patterns of rural livelihoods and poverty in Ghana based on the proximity of rural areas to cities of different sizes. The paper finds that many rural households in the areas close to cities have shifted their primary employment from agriculture to nonagriculture, especially in the more urbanized South. This trend strengthens over time. This appears to take place in contrast to the traditional model of rural livelihood diversification, with some family members working in agriculture and some in nonagriculture. Although cities have created market demand for agriculture, proximity to cities does not seem to influence agricultural intensification in terms of modern input use, possibly due to agricultural markets being relatively integrated in Ghana. Proximity to cities has implications for rural households being less poor and becoming middle class even after controlling for being a nonfarm household in rural areas.

Summary This paper estimates the causal effect of maternal participation in adult literacy programs on child mortality in rural Ghana, taking into account the possible endogeneity of program participation and endogenous program placement. Adult literacy program participation has a substantial impact on child mortality and is also cost-effective in reducing child mortality. The combined results of this paper point toward the potentially important role of adult literacy programs in promoting child health in Ghana through the acquisition of health knowledge by participants—in stark contrast with the decreased attention toward such programs in the developing world in recent years.

Summary This paper reports on the socio-economic effects and coping mechanisms of farm households affected by super typhoon Imbudo in San Mariano, Isabela, the Philippines. Estimations of economic losses are given based on 150 interviews among the rural population. The relative loss per crop as part of the annual household income for yellow corn, banana, and rice were 64%, 24%, and 27%, respectively. Unexpectedly, most farm households did not change their agricultural strategies and continued with “business as usual” (78%). The main explanation for this lack of adaptation is found in the cultural and societal structure of farm households and their traders. This paper concludes with a short-term and long-term vulnerability and resilience analysis for the households, the socio-agricultural system, and the ecological system.

This paper examines the relationship between chronic poverty and violent conflict. Three types of potential linkage are examined: (a) long-term conflict causes chronic poverty, (b) chronic poverty causes violent conflict (grievance-based analysis), (c) resource wealth (rather than chronic poverty) causes violent conflict (greed-based analysis). Research to date has analyzed poverty-war linkages but chronic poverty has not been a focus. It is hypothesized that long-term conflict is likely to be a “driver” and “maintainer” of chronic poverty but a relationship in the opposite direction is less likely i.e., the chronically poor are less likely to ferment violent conflict than the transiently poor. The paper highlights the fact that current knowledge on poverty–conflict links is contested and further research is required on chronic poverty and war.

Viewing chronic poverty in terms of extended duration, severity and multidimensional deprivation, this paper uses existing literature to draw attention to those people in India for whom poverty is intractable. Two sets of approaches are used: an area-based approach and an historically marginalized groups-based approach. The area-based approach maps the location of the chronically poor by identifying states and regions that have been especially vulnerable to poverty in terms of severity and multidimensionality. It focuses on drylands and forest-based regions. The historically marginalized groups approach draws attention to groups who have suffered multiple deprivations for long periods. Chronic poverty is disproportionately high among casual agricultural laborers, scheduled castes and scheduled tribes. In conclusion, the paper briefly reviews the factors that contribute to chronic poverty and the efficacy of policies to reduce such deprivation.

This paper empirically analyzes the growth/deforestation trajectories of El Salvador and Puerto Rico, two Latin American tropical developing countries which have witnessed widely different economic and forest scenarios since the early 1960s. Although both countries began the period with relatively abundant forest resources and similar levels of development, only Puerto Rico witnessed an increase in forest cover during this period. After briefly discussing each country's respective socioeconomic and land use changes, the paper empirically measures possible factors mediating these different deforestation outcomes. Empirical results presented here suggest that Puerto Rico's forest success has depended significantly on its rapid economic growth and development, in particular, its high levels of industrialization, social welfare provision, and domestic investment. Having successfully avoided the scarcity-induced forms of forest exploitation that have destroyed El Salvador's forests, Puerto Rico must now devote the considerable resources generated by this growth to protecting its forest cover from the negative effects of unrestricted urban and industrial development.

The paper assesses the impact of poor women's participation in income-generating projects on their knowledge, attitude, and practice of family planning in rural Bangladesh. By analyzing a 1992 national level household sample survey data collected from the female recipients of collateral-free loans of three relatively large rural development agencies in Bangladesh—the present study shows that the participation in income-generating projects by poor rural women has led to an increased level of contraceptive use and to a decreased level of desire for additional children. These effects are much higher than those of the corresponding levels for Bangladesh as a whole, indicating both the additional effect of income-generating projects as well as the effects of their population education components. Implications of these findings for inducing further increase in contraceptive use in Bangladesh are discussed in the paper.

Our paper analyses the patterns and factors that explain households’ responses to extreme environmental events (EEEs) in two case studies of indigenous communities in the Solomon Islands. We used the ethnographic approach to describe the case studies and carried out thematic analysis to disentangle the factors that explain such responses. The first case was that of a rural community from Ranogha Island in the Western Province that was hit by the Tsunami of April 2007; the second was of a community settled in an informal development on a flood-prone area in peri-urban Honiara that was hit by a flash flood in April 2014. Drawing from the villagers’ experiences, we found that aid and support from family and community, referred to by the respondents as the “wantok” system, was key to recovering from the disasters. Many respondents identified climate change as one leading factor that explained such catastrophic events. The social cooperation system, the government’s role in responding to catastrophes and household net worth were identified among the main components of household responses. These constitute an effective engine to build palliative and preventive responses against catastrophic events and climate change risks. In spite of the extreme poverty observed, and the lack of government assistance, we conclude that amenities obtained from the community (through the wantok system) and household net worth (including the availability of common pool resources) enabled them to cope with the catastrophes. These factors are critical for long-term adaptation to EEEs and climate change risks. The community responses analysed with thematic analysis showed to be consistent with the conceptualization led by a farm-household model, and the household net worth as a source of income appears to be the correct measure of wealth instead the level of income in these less monetarised communities. Learning from how these communities and households responded to such EEEs provides evidence on how other communities could successfully adapt to increasing climate change risks.

This paper examines an alternative channel, the relationship between piped water and access to liquefied petroleum gas (LPG) and children’s educational outcomes. Results based on the second round of the India Human Development Survey (2011–12) for rural India show that children aged 6–14 years, living in households that rely on free collection of water and cooking fuel, have lower mathematics scores and benefit from lower educational expenditures than children living in households that do not collect water and fuel. Moreover, gender inequality in this unpaid work burden also matters. In households where the burden of collection is disproportionately borne by women, child outcomes are significantly lower, particularly for boys. The endogeneity of choice to collect or purchase water and cooking fuel are modeled via Heckman selection and the entropy balancing method.

Climate variability has been shown to have adverse effects on morbidity and mortality. Less is known about its effects on psychological well-being, especially in developing countries with agriculture-based economies. In this paper, we test whether extreme temperature and precipitation in India have an effect on self-reported depression symptoms, cognitive and sleep difficulties, and ability to cope with and control life. We use time and geographic variation in weather and show that hot weather in the previous year worsens psychological well-being among rural, but not urban, Indian adults. We examine potential mechanisms and show that the effect is largely driven by hot temperatures during the agricultural season and could be partly attributed to a reduction in agricultural production. We further provide suggestive evidence that the effects of weather shocks could be mitigated with poverty reduction programs such as India’s National Rural Employment Guarantee Scheme. Poor mental health has been associated with low productivity and high healthcare expenditures and is a serious concern in India and many developing countries. The adverse impacts of climate change on rural, agriculture-based economies such as India are likely to increase over time. Given that nearly half of the global population lives in rural areas and is vulnerable to climate variability, understanding the effects of climate on psychological well-being and identifying potential resolutions is critical for insuring vulnerable populations and breaking the poverty cycle.

In this paper extending the size-productivity framework we examine the nature of relationship between city size and the deprivation index developed at a highly disaggregate level of urban centres (city/town) on the basis of dwelling conditions, basic amenities and assets in possession. Further, the demographic and economic characteristics in relation to the deprivation index and city size are analysed in detail. Very large cities are endowed with better living conditions and infrastructural facilities, displaying lower magnitude of the index though this relationship is not very strong, suggesting the importance of other variables such as income, location and the overall level of urbanisation, impacting on the index value. Large cities experience agglomeration economies but they do not benefit all sections of the population equally, which in turn does not necessarily bring in proportionate decline in the deprivation index with a rise in city size. Further, other demographic and economic variables are examined in relation to the deprivation index and city size. Findings show Further, there is no marked improvement in these other indicators of development with increase in as city size increases. Greater intervention is called for to provide support in terms of housing, sanitation and water, and for other indicators of development to improve.

We explore the relationship between natural disasters and income inequality in Sri Lanka as the first study of this nature for the country. The analysis uses a unique panel data set constructed for the purpose of this paper. It contains district inequality measures based on household income reported in six waves of the Household Income and Expenditure Survey of Sri Lanka during the period between 1990 and 2013, data on disaster affected population and other economic and social indicators. Employing a panel fixed effects estimator, we find that contemporaneous natural disasters and their immediate lags significantly and substantially decrease inequality in per adult equivalent household income as measured by the Theil index. Findings are robust across various inequality metrics, sub-samples and alternative estimators such as Ordinary Least Squares and System GMM. However, natural disasters do not affect household expenditure inequality. Either households behave as if they have a permanent income or all households reduce their expenditure proportionately irrespective of their income level in responding to natural disasters. Natural disasters decrease non-seasonal agricultural and non-agricultural income inequality but increase seasonal agricultural income inequality. Income of richer households is mainly derived from non-agricultural sources such as manufacturing and business activities and non-seasonal agricultural activities. Poorer households have a higher share of agricultural income.

This paper explores patterns of exit from agriculture in rural Bangladesh by utilizing nationally representative repeat cross-section and pseudo-panel survey data. Our analysis focuses at the rural household level where we focus on three types of households: (a) “pure” agriculture households in which all workers are employed only in agriculture; (b) “mixed” households in which some members remain in the farm sector and others pursue nonfarm activities, and (c) rural “nonfarm” households who are exclusively dependent on non-agricultural employment. We find that non-farm orientation has increased over the 2000 to 2013 period, and that nonfarm households rely more on salaried employment and less on unpaid work. Pseudo-panel data based on age-cohort of household heads from the Labor Force Survey (LFS) of 2000 and 2013 also shows a notable increase in mixed households formed by diversification of activities of formerly farm-only households. Employment patterns of younger households are changing especially rapidly: the share of mixed households among households with heads age 15–30 years increased from 17% to 30% in this period. Proximity to urban areas also is associated with a rapid shift in household employment patterns over time. In areas less than 2.5 kms from cities, the share of pure farm households fell from 46.5 to 30.3 percent of households, while the share of mixed households rose from 14.8 to 33.7 percent. Overall, our findings confirm a process of transformation involving a shift from predominantly agriculture employment to increased non-farm employment. We find that the structural transformation considered does not necessarily involve large-scale permanent migration to cities. Rather, much of the shift out of agriculture occurs within rural areas with especially rapid change happening in areas of close proximity to cities.

Summary The Indian National Rural Employment Guarantee Scheme (NREGS) is one of the world's largest public works programs aimed at reducing poverty. NREGS guarantees up to a hundred days of employment in public works to rural households that demand work under the program. This is one of the first papers to analyze the impact of NREGS on household wellbeing by focusing on household consumption using national-level data. By focusing on consumption, I am able to assess whether and how household use the program to improve their living standards. I exploit the cross-district rollout of the program to analyze the causal effect on household consumption. Using the Consumption Expenditure Survey data from the National Sample Survey Organization, I conduct a difference-in-difference analysis where the treatment group consists of households in 184 early implementation districts and the control group consists of households in 209 late implementation districts. I find that the program significantly increased household per capita consumption between 6.5% and 10%. For the marginalized caste group, the program increased consumption by around 12%. Therefore, historical and ongoing discrimination along with other barriers to entry have not prevented this group from benefiting from the program. I further assess the impact on household budget allocation by focusing on various consumption categories. I find that households move toward the higher caloric and more nutritional items, like protein. Finally, for households with children there was significantly greater spending on “child goods” like milk, while in households without children spending on alcohol increased.

Summary Recurrent food insecurity in the highlands of Central America has been exacerbated by the recent convergence of a coffee leaf rust outbreak that began defoliating crops in 2011 and a drought that started in 2014. In the context of these multiple challenges, this paper explores how seasonal hunger is related to smallholder organizational affiliation, farm and farmer characteristics, and post-hazard household-level coping strategies. The study integrates qualitative research, hydro-climatic data analysis, and a survey of 368 households completed in 2014. A number of household capacities correlate significantly with shorter periods of seasonal hunger: households with larger farms, with off-farm employment, and that produce more than half of their food, maintain more fruit trees, and harvest more coffee reported fewer lean months. We find evidence consistent with path dependence in how households cope with a sequence of environmental hazards, as the reported use of less preferred coping responses to past events (e.g., Hurricane Mitch and the 2009 drought) tended to correlate with their continued use after subsequent hazards. A comparison of coping responses of households affiliated with a farmer-to-farmer institution promoting subsistence-oriented production with those affiliated with cooperatives prioritizing sustainable coffee exports shows that farmer institutions were not strongly correlated with the number of lean months or coping mechanisms.

The paper sets out to explore the possibility that citizen-led surveys provide a better coverage of populations and specifically of hard-to-reach poorer areas than the international standardized household surveys which are the basis for many of the estimates used in assessing progress toward meeting the MDGs and will be for the SDGs. This hypothesis is based on the argument that, the local volunteer enumerators of citizen-led surveys are likely to be more sensitive to the specificities of local population distribution and (recent) changes than those centrally trained; and may be more effective at reaching hard-to reach groups such as those nomadic groups and those in urban slums. To test the hypothesis, the results of UWEZO (meaning “capability”) surveys have been compared at a regional level with those of contemporaneous DHS surveys in Kenya, Tanzania, and Uganda for estimates of access to water and electricity. Overall, at national level, we find that UWEZO estimates for access to clean water were lower at a statistically significant level than those of DHS and these differences were statistically significant at the 0.01% level; in particular, the DHS values were much higher in regions where there are high concentrations of nomads and of urban slums, implying that the UWEZO surveys “catch” more poverty. The suggestion therefore is that citizen surveys such as UWEZO provide better, and more accurate, coverage of the poorest of the poor. Using the lowest estimate of the percentage “missing” in urban slums and extrapolating to all developing countries, there are an estimated 369 million missing from the sampling frames of standardized household surveys worldwide. This has important implications for the “Leave no one behind” appeal of the UN Secretary General and for the UN’s “Data Revolution”. Some suggestions are made about how to progress improved population estimates.

Summary In this paper, we have examined the fertility transition across countries in four different income categories from social, economic, political and population policy perspectives. We examine whether and how social, economic, political and population policy factors contribute to the decline in fertility rates in countries with different income levels, and our findings suggest that these factors can have very different effects on fertility rates in these countries. Political freedom is found to play a role in shaping people’s perceptions of fertility and has different effects on fertility for countries in different income categories. Worsening political freedom in Upper Middle-income countries exerts downward pressure on fertility rates, while it contributes a positive effect to fertility rates in Lower Middle- and Low-income countries. Urbanization, if implemented successfully, can be an effective approach to further reduce the fertility rate for countries with lower income levels and higher rural populations. Population policies, measured by the contraception prevalence rate, have been found to be effective in reducing the TFR in Upper Middle-income, Lower Middle-income and Low-income countries. From the intra-country analysis, population policies are confirmed to be the main tool used by China and Bangladesh to cut down their TFR. Human capital is confirmed to be one of the most important determinants in explaining the decline in fertility rates across all income categories. The significant policy implication of these findings for policy makers in those Lower Middle-income and Low-income countries is to invest more in education which can have a notable impact on people’s perceptions of fertility, and eventually this could help to effectively reduce their fertility levels in a more natural way than could be achieved by aggressive population policies.

The aim of this paper is to identify the factors that influence the probability of adopting LPG as the main cooking fuel in Ghana using household level data gleaned from last two nationwide household surveys (GLSS 5 & GLSS 6). Using a flexible semi-parametric specification, the following were uncovered. First, we find socioeconomic and demographic factors such as income, education, access to urban infrastructure, and location of household, as key drivers of households’ choice of LPG as main cooking energy source. Again the influences of these factors are stable across time, and with a strong price effect. The evidence shows that urban households with better socioeconomic and demographic factors are likely to adopt LPG as the main cooking fuel relative to households in rural areas and also urban households with poor socioeconomic and demographic factors. Finally, we observe that the imposition of fully parametric structure (functional form) prior to estimation on factors such as age of household head, income, and household size as done in the literature is inappropriate, at least in the case of Ghana and tend to bias the marginal effects. There is strong evidence of variations in the response rate of LPG adoption over the domains of income, household size, and the age of the household head. The results suggest a policy dichotomy between rural and urban dwellers for it to be effective.

While obesity across rural India has doubled in the last decade, research explaining such an unprecedented change is sparse. This paper shows that the rise in the incidence of rural obesity is associated with the process of structural transformation, especially within rural spaces. As the distance to nearby towns from the villages has reduced, urban proximity not only leads to improved livelihoods but also a change in dietary practices and access to processed food. Combining the rural sample of India’s latest National Family Health Survey (2015–16) with the estimates for town distance from the village clusters, we show that an additional kilometer of reduction in rural–urban distance increases the risk of obesity among women by 0.06 percent. Our estimates imply that for every kilometer of reduction in rural–urban proximity 3000 rural women become at-risk for obesity. Heterogeneity analysis shows that this burden is higher in towns with a population of over 50,000. We also find that the risk has increased disproportionately among the lower socio-economic classes. Similarly, states at a more mature stage of structural transformation face higher risk of obesity. Finally, we find that higher dietary diversity reduces the influence of urban growth on rural obesity. Our findings underscore the looming dual burden of malnutrition among developing countries and suggest that nutrition policies that promote diet diversity could be a panacea.

Crop choice, including the conservation of traditional crops and the uptake of novel ones, is a central issue in agricultural development. This paper examines differences between male and female farmers’ motivations for growing diverse crop portfolios in Papua New Guinea, a highly agro-biodiverse context facing rapid social change. Q methodology, a mixed qualitative-quantitative approach, is used to examine how alignment with different viewpoints related to crop diversity differs across male and female farmers. We show that, of five distinct ‘types’ of farmers identified with regards to crop diversity choices, all include both men and women, and three of five groups show no significant gender-related differences. However, there are also some significant gender differences. A large proportion of women farmers associate with being highly motivated by crop marketing, whereas male farmers are more likely to favor agricultural diversity due to tradition or status motivations. Overall, strict gendering of crops does not appear highly salient. The results confirm earlier work in the region on women’s roles in marketing but contrast to those on crop gendering. Altogether, they underline the complexity of gender and identity in agricultural choices. The results also have implications for the targeting and implementation of crop conservation and promotion policies and programs, including those aiming for improved nutrition or agricultural development.

Illegal economic activities are not only associated with higher levels of violent crime, they may also increase unforeseen risks and cause other negative unintended consequences for populations. This paper investigates the causal effects of illegal gold mining on malaria incidence. For this purpose, I employ unique Colombian satellite data with the location of illegal gold mines matched to municipal governmental health reports on the number of malaria cases. To identify causal effects, I use preexisting geochemical gold anomalies as an instrumental variable for illegal gold production. I find positive and large effects of illegal gold mining on malaria incidence. My estimates suggest that when an area containing illegal gold mines increases by 1 hectare, the annual parasite index for malaria increases by 1.04 cases per 100,000 inhabitants.

A large body of research on India’s rapid economic growth since 1991 also documents increasing regional disparities. In this paper, we use unsaturated night light data to challenge this dominant narrative of unequal growth. For 520 districts spanning a 15 year period (1996–2010), we find overwhelming evidence of absolute convergence. Dividing districts further into rural and urban areas, we also show that this catching-up can be attributed mainly to faster growth in rural areas. Geographically disadvantaged districts - those further away from the coast, with lower agricultural suitability, and more rugged terrain also grew faster. The convergence results are not associated with major infrastructure and education initiatives that overlapped with the period of analysis, and also hold for alternative measures of night-lights that cover a longer period of time (1992–2013).

Marginality refers to a position at the margins of social, political, economic, ecological, and biophysical systems. The paper applies this concept to the case of Ethiopia. Marginality hotspots are mapped by overlaying seven different indicators using Geographic Information System software. Results show that people in the South-West and in the North are most marginalized. Overlaying marginality hotspots with a map of agro-ecological belts shows that a large share of marginality hotspots is located in areas with low agricultural potential. Marginality is not bound to specific ethnic groups but ethnic fractionalization is significantly lower in marginality hotspots than in other areas.

The potential impacts of extractive industries on local food security are difficult to predict. On the one hand, resource extraction may generate more employment opportunities, provide farmers with better market access and increase fiscal transfers to resource-producing regions. On the other hand, mineral production may contribute to the marginalization of poor smallholders by encouraging land grabs, environmental degradation and structural labor market shifts. Combining geocoded survey data from the Demographic Health Survey and Afrobarometer with information on the control rights of gold, diamond and copper mines in Sub-Saharan Africa, this paper is the first attempt to systematically test the effect of mining activities on local populations’ access to food. Results from logistic models using individual mines as level of analysis suggest that the impact of mineral extraction on food security is gender- and ownership-specific. Mining operations decrease food availability among women in a substantial way, while – at the same time – showing no significant or even a positive effect on men’s access to food. Our instrumental variable models further reveal that particularly multinational mining companies are linked to increased food insecurity, while domestic firms are not. Finally, our fixed effects estimates demonstrate that mining is also related to poorer nutritional diversity. Relying on detailed information on children’s food consumption patterns from the Demographic Health Survey, we find that children living in districts hosting multinational mining firms eat a less diverse diet compared to other districts.

‘Making agriculture work for nutrition’ is a widespread belief. The evidence base on the positive impacts of agricultural interventions on nutrition, however, is scarce. This paper revisits the relationships between agriculture and child nutrition through the impacts of foreign aid earmarked to agriculture on the prevalence of child stunting using a sample of 90 developing countries observed between 2002 and 2014. We find evidence for a moderate effect of agricultural aid on child stunting. Among agricultural aid, we find that aid inflows supporting agricultural education, research and services, agricultural water, and agricultural policy are effective towards child stunting reductions. Food aid is most effective at reducing child stunting. Last, we find that agricultural and food aid inflows are particularly effective in conflict settings.

This paper examines whether offering landless forest-adjacent communities options to grow appropriate food crops inside forest reserves during early stages of reforestation programmes increases incomes of low-income households and conserve forests. We consider the forest cover and household welfare impacts of a unique incentive scheme in Kenya known as the Plantation Establishment and Livelihood Improvement Scheme (PELIS). PELIS seeks to deepen community participation in forestry, and improve the livelihoods of adjacent communities. Using cross sectional data collected from 22 Community Forest Associations and 406 households, we use propensity score matching methods to evaluate the mean impact of the scheme on forest cover and household welfare. We also assess the heterogeneous impacts of the scheme on household welfare using an endogenous quantile treatment effects model. The results show that on average, PELIS has a significant and positive impact on the welfare of participating households (estimated between 15.09% and 28.14%) and on forest cover (between 5.53% and 7.94%). However, the scheme cannot be defended on equity grounds as it has inequitable distributional impacts on household welfare. The scheme raises welfare of groups other than the poorest and marginalized sections of the community. Our observations from the field blame elite capture for this outcome.

Recognizing that for policy purposes it is important to learn in what ways households that are poor differ from households that have a more adequate income and recognizing that these differences may be cause or consequence of low economic status, this paper compiles a ‘poverty profile’ of rural Botswana. The data are taken from the Rural Income Distribution Survey conducted in 1975 by the Central Statistical Office of the Government of Botswana - a sample of 950 randomly selected households in 20 rural areas. The survey data enable the authors to determine how close each household comes to meeting its basic requirements. The paper begins by explaining the derivation of ‘poverty income ratios’; it then relates the PIRs to the demographic characteristics of households, their education, location and asset holdings. There follows a description of differences in time use and sources of income among the five poverty ratio groups. The authors conclude with a discussion of the implications for policies aimed at the alleviation of poverty.

This paper reviews the literature on the socio-economic determinants of child welfare. Cross-sectional evidence is first analysed. The relevant literature is subdivided into four groups of studies depending on the main factors influencing child welfare: demographic; related to family circumstances; related to health care and sanitation; and economic. The very few time-series studies on this subject are then examined. While the existing literature does not allow definitive conclusions to be drawn on the predominance or relative importance of these four sets of factors, this paper identifies three related research areas for which particularly severe gaps seem to emerge and for which additional investigation appears necessary. These are: over-time studies, studies for low-income, high-mortality countries of Africa, for middle-income countries and for high-income, high-mortality countries, and studies measuring impact on the basis of indicators of welfare other than infant mortality rates.

Summary Through addressing the motivations behind rural households’ livelihood diversification, this paper examines the effect of the Sloping Land Conversion Program (SLCP) on livelihood diversification using a longitudinal household survey data set spanning the overall implementation of the SLCP. Our results show that the SLCP works as a valid external policy intervention to increase rural livelihood diversification. In addition, the findings demonstrate that the implementation of the SLCP has had heterogeneous effects on livelihood diversification across different rural income groups. The lower income group was more affected by the program in terms of income diversification.

In June 2011, the Ethiopian government launched a Community-Based Health Insurance scheme. By December 2012, enrollment reached 45.5%. This paper examines uptake. Socioeconomic status does not inhibit uptake and food-insecure households are more likely to enroll. Chronic diseases and self-assessed health status do not induce enrollment, while past expenditure does. A relative novelty is the identification of quality of care. Both the availability of equipment and waiting time to see medical professionals substantially influences enrollment. Focus-groups raise concerns about providers favoring uninsured households. Nevertheless, almost all insured households want to renew and majority of uninsured want to enroll.

Summary This paper analyzes the impact of India’s National Rural Employment Guarantee Scheme (NREGS) on poor rural households. In particular, we study the impact of the program on food security, savings, and health outcomes. We have a panel data of 1,064 households from 198 villages of Andhra Pradesh, over two years. In the early stage of the program, several households that applied for work were denied employment due to shortage of work. We exploit this exogenous variation to calculate triple-difference estimates of the impact of the program. Our results indicate that the NREGS significantly increased the monthly per capita expenditure on food and non-food consumables. The program also improved food security by a significant reduction in the number of meals foregone by households per week. The program raised the probability of holding savings and reduced the incidence of depression among rural households.
