The climate change policy debate and ensuing discussions about industrial energy use and carbon emissions have highlighted the need to: (a) aggregate engineering information to a level relevant for economic policy analysis while maintaining sufficient detail so that results are meaningful for industry decision makers, (b) properly represent an industry’s capital vintage structure to better understand inertia associated with changes in aggregate industrial emissions profiles, and (c) identify policy instruments that leverage an industry’s potential for technological change such that carbon emissions can be noticeably reduced. This paper presents an econometric analysis of energy use and emissions profiles of the US Pulp and Paper Industry and uses the resulting set of equations to specify a dynamic model for the analysis of select climate change policies. Scenarios of cost of carbon, energy tax, and investment-led policies indicate that a combination of cost of carbon and investment-led policies can achieve the desired result of rapidly improving overall efficiency of the industry and promoting changes in fuel mix, which together can result in drastic reductions of carbon emissions. • Climate adaptation policy in a large river basin is explored. • Empirical study of science and policy interactions during actual reforms. • Interviews with senior research policy professionals reveal dynamics of policy formulation. • Proposes legally prescribed procedures for utilising science in environmental policy formulation. Climate change has many disruptive consequences, particularly in large river basins experiencing drying trends and declining water availability. With pressure for more adaptive policies, understanding how institutions governing water are adapting to climate risks has broad international relevance. This paper examines the challenges of climate risk assessments in Australia's Murray Darling Basin, an economically and culturally important basin where national legislation mandates a Basin Plan based on the best available science. However, despite repeated scientific warnings about a drying climate, the current Basin Plan does not reduce estimates of water resources available, and its climate risk management relies on a bricolage of policy mechanisms, which appear insufficient for the magnitude of predicted changes. This paper outlines the findings of original research exploring why this occurred. It draws on interviews with 30 senior public policy professionals and researchers with deep experience in climate and water policy. The interview data indicate that minimising political risks were the principal reasons for abandoning proposed reductions in entitlements and for relying on historical averages for estimating water availability. As the reform process evolved, decisions about water-planning techniques became increasingly politicised, and the adoption of explicit climate adaptation measures became problematic. As a result, the Basin Plan neither reflects the broad scientific consensus about climate change nor makes specific allowances for declining water availability. Climate risks are downplayed while concerns about levels of scientific uncertainties appear overstated. Importantly, lessons emerge from this examination that could contribute to the revisions of the Plan, scheduled for 2026. More generally, the research finds that proactive climate adaptation policies for large river basins require sustained and well-designed institutional reforms, particularly the adoption of legally prescribed procedures for utilising science - and accounting for its use - in controversial environmental reforms. Abstract Improving rural household energy efficiency is an important policy issue for climate change mitigation in China. A better understanding of the factors affecting farmers' energy-efficient appliance use behavior can help policymakers design more effective policies. This paper explores the effect of farmers' risk preferences and loss aversion on their energy-efficient appliance use behavior in rural China. Using unique data from a survey and a paired lottery experiment completed by 235 rural household heads in the Dazu District of China, this study finds that the farmers' risk preferences and loss aversion have significant effects on their energy-efficient appliance use behavior. The more risk-averse farmers are less likely to buy or use energy-efficient appliances. The farmers who are more loss averse are more willing to purchase and more likely to use durable energy-efficient appliances. In addition, the farmers' demographic factors (age, gender, education, and family location), their perceptions of climate change adaptation and their trust attitudes have significant effects on their energy-efficient appliance use behavior. This paper contributes to the emerging literature that relates risk preferences and loss aversion in experiments to farmers' energy-efficient appliance use behavior. Abstract: A number of empirical methods have been developed to study China's sectoral carbon emissions (CSCE). Measuring these emissions is important for climate change mitigation. While several articles have reviewed specific methods, few attempts conduct a systematic analysis of all the major research methods. In total 807 papers were published on CSCE research between 1997 and 2017. The primary source of literature for this analysis was taken from the Web of Science database. Based on a bibliometric analysis using knowledge mapping with the software CiteSpace, the review identified five common families of methods: 1) environmentally-extended input-output analysis (EE-IOA), 2) index decomposition analysis (IDA), 3) econometrics, 4) carbon emission control efficiency evaluation and 5) simulation. The research revealed the main trends in each family of methods and has visualized this research into ten research clusters. In addition, the paper provides a direct comparison of all methods. Abstract This paper analyses climate science as a discourse to reveal how it enables and constrains climate change negotiations and action. Focusing on long-term outcomes projected in the Intergovernmental Panel on Climate Change's Fifth Assessment Report and the World Bank's "Turn Down the Heat" reports, this paper examines processes of discourse structuration and institutionalization to identify the dominant discourses which frame climate action. We trace the dominant discourses identified in the scientific reports – Survivalism, Ecological Modernisation and Economic Rationalism – through the Paris Agreement and selected Leader Statements and Intended Nationally Determined Contributions from COP21. From the 24 states included in this analysis, Papua New Guinea (PNG) is developed as a case study to investigate the hybridity and institutionalization of discourses. Even though PNG's rhetoric and commitments at COP21 express Survivalism, the state's policy frameworks rarely move beyond solutions found in Economic Rationalism and Ecological Modernisation. This suggests that states strategically adopt hybrid discourses drawn from climate science in line with their positionality, political economy and interests. Understanding how discourses drawn from climate science manifest in national policies has significant implications not only for how science is communicated at the international level but also for understanding different state positions in the global climate governance regime. • The research community will play a key role in the post-2020 UNFCCC framework. • GHG inventories must follow a rigid set of rules established by the UNFCCC and IPCC. • To be policy relevant, the research community should understand these set of rules. • The research and reporting communities should facilitate estimates comparability. Greenhouse gas (GHG) emission inventories represent the link between national and international political actions on climate change, and climate and environmental sciences. Inventory agencies need to include, in national GHG inventories, emission and removal estimates based on scientific data following specific reporting guidance under the United Nation Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, using the methodologies defined in the Intergovernmental Panel on Climate Change (IPCC) Guidelines. Often however, research communities and inventory agencies have approached the problem of climate change from different angles and by using terminologies, metrics, rules and approaches that do not always match. This is particularly true dealing with "Land Use, Land-Use Change and Forestry" (LULUCF), the most challenging among the inventory sectors to deal with, mainly because of high level of complexity of its carbon dynamics and the difficulties in disaggregating the fluxes between those caused by natural and anthropogenic processes. In this paper, we facilitate the understanding by research communities of the current (UNFCCC) and future (under the Paris Agreement) reporting requirements, and we identify the main issues and topics that should be considered when targeting improvement of the GHG inventory. In relation to these topics, we describe where and how the research community can contribute to producing useful inputs, data, methods and solutions for inventory agencies and policy makers, on the basis of available literature. There is an expectation that the insurance sector should be leading business efforts in responding to climate change due to their inherent exposure to increasing risks. However, insurance companies normally operate on a one year time horizon - underwriting risks through policies which change each year to reflect new knowledge of these risks. The ClimateWise principles is a voluntary initiative of the insurance sector that was launched in 2007 to provide a basis for insurance companies to engage with climate change risks. This paper introduces the ClimateWise initiative and explores progress made since its launch. The paper presents new knowledge on whether this voluntary initiative provides a useful structure for the insurance sector in responding to the challenge of climate change. It finds that while the insurance sector has engaged with climate change, there is much more to do and we welcome the recent changes to ClimateWise that more accurately reflect this. The paper concludes that ClimateWise has been a useful initiative for the insurance companies and as a potential benchmark for the sector it offers some value. • English-only searches for African climate change science introduce language-bias. • Non-English literature is poorly represented on Web of Science and Scopus. • Google Scholar incorporates a non-English voice, important for global assessments. • Supporting non-English authors may improve the global uptake of their work. • English-language research translated into local languages may encourage local use. Disregarding research not published in English may pose a risk to finding solutions for urgent global concerns, such as biodiversity loss, or climate change. To assess the extent of this 'missing voice', we compared the representation of 22 languages in scientific publications on climate change in Africa, indexed by widely used databases. Between 87 % and 95 % of publications were in English, with a small, but noteworthy, number in languages of the former European colonisers of Africa. We then assessed undergraduate monographs, master's dissertations, doctoral theses, and peer-reviewed papers derived from the doctoral theses, that are about Lusophone Africa and written in Portuguese, and found this research largely not accessible in English on online databases. If the goal of researchers, practitioners and policy makers is to obtain climate change information on, or present solutions for, individual developing countries, cultures, or localised issues, then searching in English may exclude local, context specific knowledge. This may prevent global assessments from being truly global, or locally down-scalable, by biasing science towards a single world view that marginalises key local stakeholders. [ABSTRACT FROM AUTHOR]

It was 100 years ago (on August 7, 1920), that the comprehensive mathematical foundations of climate change research, written by a Serbian researcher, Milutin Milankovitch, were published. A later interpreter and developer of his results, Georg (in Hungarian: György) Bacsák (Pozsony/Pressburg/Bratislava, June 5, 1870 - Fonyód, March 4, 1970) was born 150 years ago and died at the age of one hundred, half a century ago. In this commemorative paper we look back to special circumstances in revealing the secrets of ice ages that had puzzled scientists for at least several centuries. Recently, after 100 years, the Milankovitch theory, including related short-term forcings (ranging from interannual, multidecadal to millennial timescales) has not only been confirmed, but its climate forcing mechanism has also been identified and proposed. • Assessment framework reveals progress in climate action planning in BC, Canada. • City differences clear: Victoria and Vancouver ahead of Surrey in sustainable paths. • Partnerships have been critical for supporting engagement in climate action. • Conditioning cities to report climate action progress has set a successful standard. • Feedback through self-assessment needed to identify most effective climate actions. To transition to a more sustainable and low-carbon economy, a series of local governments in British Columbia, Canada, are implementing climate action and innovation. This is largely in response to a need for societal changes in current development paths. However, there has been a lack of studies assessing the effectiveness of these actions and whether these municipalities are on track to meet their targets. This paper tests a newly developed assessment framework to evaluate local government actions and to better understand city-wide community development paths in three major cities in British Columbia—Vancouver, Victoria and Surrey. This assessment reveals notable progress in their transitions to sustainable pathways in areas such as agenda setting and strategy, plan formulation and implementation, and these sometimes result in transformative actions. Nonetheless, a gap between these actions and their performance reveals that local governments from this study are failing to properly address the current climate emergency. In particular, the municipalities lack processes for evaluating their progress in changing their current paths. This reduces their capacity to identify best practices to improve the effectiveness of climate actions and also hinders their ability to act on feedback and make adjustments to meet their stated goals and targets. Although it is increasingly recognized that scientific knowledge about climate change needs to be framed and conveyed in ways that resonate with people's livelihoods to motivate societal change, these insights are often neglected in discussions about science-policy interactions. Drawing on empirical studies from Norwegian renewable primary industries, this paper presents a novel conceptual framework for culturally sensitive boundary work for climate change transformation. Our framework combines boundary work theory with cultural theory and examine the production of and engagement with knowledge in innovation and development processes in agriculture, aquaculture and fisheries from three case studies in Norway. The innovation processes are analyzed across four dimensions: degrees of knowledge integration, degrees of participation, learning and negotiation over boundaries. By combining this with an analysis of the actors' way of life according to cultural theory, we are able to compare different configurations of boundary work with ways of life. We find that in innovation processes with egalitarian users there is a high level of knowledge integration, learning and participation, while there is a greater need for dedicated boundary workers in processes with individualist users. We argue that the framework can inform the design and implementation of deliberate coproduction of knowledge for transformation among actors that adheres to different ways of life. This paper explores the emergence of a global climate change mitigation regime through an analysis of the language employed in international science-policy reports. We assume that a global climate regime can only operate effectively on the basis of a shared understanding of climate change which is itself based on a shared language of governance. We therefore carried out an in-depth thematic and metaphor analysis of 63 policy documents published between 1992 and 2012. Results show that global climate science-policy discourses universalise the myriad impacts of a changing climate into a single dichotomous impacted/not-impacted scenario and aim to govern this world according to economic principles of cost–benefit analysis. These discourses use metaphors that draw on narrative structures prevalent in the wider culture to produce and legitimate a reductionist representation of climate change. This representation undermines public understanding of and engagement with climate change by marginalising subordinate policy framings which do not align with the prevailing dichotomous framing. The types of documents we analyse in this paper represent important sources for journalists reporting on climate change. • We present a multi-disciplinary collaborative approach for developing a regional scale climate adaptation plan with the health and wellbeing sector. • This includes an innovative engagement and policy mapping strategy. • We demonstrate the application of this approach for developing climate change adaptation plan for health and wellbeing sector in Queensland, Australia. • We find that direct engagement between various key stakeholders is a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The science of climate change and its impacts on health makes it clear that human health and wellbeing will be increasingly negatively impacted as a result of climate change. The health and wellbeing sector must respond to these growing pressures in order to continue to provide safe, quality care. Adaptation and mitigation policies need to be developed at different scales, including at a regional government level. Numerous challenges exist; for example, the necessity for collaboration between multiple agencies across scales, the tailoring of policies to the health issues specific to regions, and constraints on existing regional and local resources and adaptive capacities, to name a few. This paper presents a multi-disciplinary collaborative approach used to develop a regional scale climate adaptation plan with the health sector. Starting from a scientific understanding of climate change impact on the health sector in Queensland, Australia, the approach used an innovative engagement strategy to a) better understand awareness of relevant stakeholders about current and future climate change impact on the health of the population and on service provision, b) identify on-ground barriers to effective adaptation faced by the sector stakeholders, c) identify opportunities and benefits which would arise from adaptation, and d) identify what conditions or support stakeholders required to overcome those barriers, take advantage of opportunities, and achieve benefits from adaptation. Analysis of these findings guided the development of specific policy directions for the sector. We found direct engagement between various key stakeholders such as health service providers (e.g. hospitals), critical infrastructure providers, academics, local government authorities, and sub-sectors such as aged care and early childhood care facilities, was a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The resulting policy, grounded in the reality and experience of health and wellbeing sector stakeholders, reflects their insights and concerns, and served to develop a level of sectoral 'ownership' (not 'top-down' imposition) which will be important for its successful ongoing development and implementation. Climate classifications based on temperature and precipitation measurements are increasingly being used for environmental and climate change studies. Using three classification methods (Köppen, Extended Köppen, and Holdridge) and one observational dataset for present climate (CRU, Climate Research Unit), we show that GCMs have bridged the gap that led to the emergence of RCMs thirty years ago, as GCMs can now provide global climate classifications whose accuracy and precision are comparable to those of regional outputs of the RCMs. Projections of high-resolution GCMs for future climates under the assumptions of three Representative Concentration Pathways (RCP26, RCP45 and RCP85) can therefore be used as a primary source for climate change and global warming studies at high resolution. This paper provides comprehensive, model-derived climate classifications for the entire planet, using RCMs and two GCMs for present and future climate-change scenarios, and discusses how well the models actually represent the climates of the world when compared with reference, ground validation data. It turns out that both GCMs and RCMs appear still limited to provide practical estimates of the world climates even for present climate conditions. The modeling of precipitation remains the Achilles' heel of models and thus of multidimensional indices, which are very sensitive to this variable. The conclusion is that model outputs at regional scale need to be taken with extreme caution without venturing into informing policies presenting potentially large societal impacts. • Air conditioning is expected to be a major adaptation option for households. • Thermal insulation requires dedicated, well-designed, properly enforced policies. • More frequent hot days and urbanization will shape adaptive behaviours in OECD countries. • Demographic, household characteristics, income, and wealth also play a major role. • Well-designed and communicated climate policies reduce reliance on air conditioning. Adjustments in the final use of energy are a critical margin of adaptation for maintaining indoor thermal comfort. This paper explores how households have been adopting air conditioning and thermal insulation to cope with different climatic conditions, and how climatic factors interact with socio-economic, demographic, and household characteristics across eight OECD countries. Changes in the cumulative number of hot and cold days over the year, urbanization, demographics and household characteristics, including attitudes towards energy efficiency, strongly affect those two margins of adaptation, along with income. If the historically-observed adaptation behaviour is maintained also under future socio-economic pathways and climate scenarios, the impact of global warming and income on air conditioning adoption will be reinforced by urbanization trends, which on the contrary will make it more difficult to improve building thermal insulation. • Personal and social norms in favor of contribution to the Paris Agreement influence PEB. • These norms partially mediate the influence of personal involvement (Paris Agreement) on PEB. • These norms partially mediate the influence of environmental values on PEB. • These norms are largely better predictors of PEB than more abstract norms. This paper examines the impact of climate targets which have been adapted to individuals' behavior based on global political events. As the global climate targets of the Paris Agreement are largely supported by society, we investigate the potential of these targets to lead to personal and social norms concerning individual contributions to the Paris Agreement´s climate goals. We assume that these norms mediate the influence of personal involvement in the Paris agreement and of environmental values on greenhouse gas avoiding decisions. Also, we expect that these norms predict greenhouse gas avoiding behavior, rather than norms related to climate change. The research is based on a laboratory study with students conducted in December 2017 in Germany (n = 226). The main results show for the students surveyed in the research that norms in favor of contribution to the Paris Agreement substantially influence objective carbon offsetting, as well as consumption of local food and green electricity; and these norms partially mediate the influence of personal involvement in the Paris Agreement and of environmental values on decision-making. Abstract: This paper applies a behavioral economics model of cigarette addiction to the issue of fossil fuel usage and climate change. Both problems involve consumption of a currently beneficial product that causes detrimental effects in the distant future and for which current reductions in usage induces an adjustment cost. The paper argues that because fossil fuel control requires solving an international public goods problem as well as an addiction-like problem, breaking it will be more challenging. Using insights from the model, it also suggests that fossil fuel addiction, like cigarette addiction, may generate a long period of time in which people express sincere desire to convert to clean energy, but accomplish little to achieve that outcome. Finally the paper examines the history of the international anti-smoking campaign to draw insights for the campaign against global climate change. The analogy suggests that policies to reduce the present cost of non-carbon energy sources to induce voluntary adjustments in energy usage, or, policies that induce cleaner usage of fossil fuels, or geo-engineering policies that work to reverse the warming effects of higher CO2 concentrations, may be more viable than policies that raise the cost of current fossil fuel consumption. Abstract: This paper examines how the claim of a two degrees dangerous limit to climate change is represented in the public sphere. The cultural circuits model is used to frame a discourse analysis and content analysis of UK news media, popular science books and advocacy literature. This analysis is supported with perspectives gleaned from semi-structured interviews with a range of expert actors. The results show that news reports largely ignore the two degree limit and where it is mentioned it is validated through invocation of anonymous expert knowledge. Discourses which do recognise uncertainties surrounding definitions of dangerous change still support the two degree limit. Primary sources show a rejection of the two degree limit as a division between safe and dangerous climate change. Arguments made by advocates that the concept at least allows the public to debate complex climate science is not supported by the manner in which the limit is constructed in public discourses. The results demonstrate that public representations of the two degree limit idea have not evolved, despite developments in climate science casting doubt on the veracity of the two degree limit. The paper concludes that framing climate policy within the two degree metric is not delivering the hoped for emission reductions and it may therefore be appropriate for public discourses to recognise the role of non-scientific factors in defining how much climate change is dangerous. Abstract Economic inequality reduces the political space for addressing climate change, by producing fear-based populism. Only when the safety, social status, and livelihoods of all members of society are assured will voluntary, democratic decisions be possible to reverse climate change and fairly mitigate its effects. Socio-environmental and climate justice, commoning, and decolonization are pre-conditions for participatory, responsible governance that both signals and assists the development of equitable socio-political systems. Degrowth movements, when they explicitly prioritize equity, can help to focus activism for climate justice and sustainable livelihoods. This paper overviews the theoretical grounding for these arguments, drawing from the work of ecofeminist and Indigenous writers. Indigenous (and also ecofeminist) praxis is grounded in activists' leadership for commoning and resistance to extraction, the fossil fuel economy, and commodified property rights. Abstract: In the past several decades, decision makers in the United States have increasingly called upon publicly funded science to provide “usable” information for policy making, whether in the case of acid rain, famine prevention or climate change policy. As demands for usability become more prevalent for publicly accountable scientific programs, there is a need to better understand opportunities and constraints to science use in order to inform policy design and implementation. Motivated by recent critique of the decision support function of the US Global Change Research Program, this paper seeks to address this issue by specifically examining the production and use of climate science. It reviews empirical evidence from the rich scholarship focused on climate science use, particularly seasonal climate forecasts, to identify factors that constrain or foster usability. It finds, first, that climate science usability is a function both of the context of potential use and of the process of scientific knowledge production itself. Second, nearly every case of successful use of climate knowledge involved some kind of iteration between knowledge producers and users. The paper argues that, rather than an automatic outcome of the call for the production of usable science, iterativity is the result of the action of specific actors and organizations who ‘own’ the task of building the conditions and mechanisms fostering its creation. Several different types of institutional arrangements can accomplish this task, depending on the needs and resources available. While not all of the factors that enhance usability of science for decision making are within the realm of the scientific enterprise itself, many do offer opportunities for improvement. Science policy mechanisms such as the level of flexibility afforded to research projects and the metrics used to evaluate the outcomes of research investment can be critical to providing the necessary foundation for iterativity and production of usable science to occur. Abstract Knowledge about the environmental impact of alcohol is limited and as an effect alcohol is often excluded from environmental studies of diets or included in incomplete ways. This paper describes the climate impact of beer, wine and liquor by using life cycle assessment. The climate impact is quantified per litre of specific alcoholic beverages and per total amount of alcohol consumed based on self-reported data of 50 000 individuals from 2009 within two population-based cohorts in Sweden. The results show that alcoholic beverages generate greenhouse gas (GHG) emissions in the range of 0.73–2.38 kg carbon dioxide equivalents (CO 2 e) per litre. Alcohol consumption in the population studied generates on average 52 kg CO 2 e per person and year. Within the 10% of the population with the highest intake of alcohol GHG emissions are up to 202 kg CO 2 e per person and year. Consumption of wine is responsible for the largest share of GHG emissions from alcoholic beverages (61%) followed by beer (33%), while liquor and strong wine account for a smaller share (6%). Alcohol consumption among men generates 90% higher GHG emissions than among women. Alcohol consumption and in consequence alcohol-related emissions are decreasing with increasing age of men and women. Our results indicate that alcohol consumption in Swedish men and women is responsible for an average of 3% of total diet-related GHG emissions and in sub-populations with the highest consumption up to 6–11%. Limiting alcohol could be an effective option to reduce the climate impact of diets, especially among men. Growing globalisation and climate change are challenging the sustainability of our societies. It is now clear that climate change and its devastating impacts cannot be resolved by new technology or governance alone. They require a broader, cultural shift. As a result, the role of human beings' ‘inner dimensions’ and related transformations is attracting increased attention from researchers. Recent advances in neuroscience suggest for instance that mindfulness can open new pathways towards sustainability. However, the role of mindfulness in climate adaptation has been largely ignored. This paper is the first exploratory empirical investigation into linking individuals' intrinsic mindfulness (as opposed to outside mindfulness interventions) to pro- and reactive climate adaptation. Based on a survey of citizens at risk from severe climate events, we explore if, and how individual mindfulness is correlated with climate adaptation at different scales. The results show that individual mindfulness coincides with higher motivation to take climate adaptation actions or to support them, especially actions that are ‘other-focused’ or support pro-environmental behaviour. Mindfulness may also corroborate the acknowledgement of climate change and associated risk perception, and it may steer people away from fatalistic attitudes. Abstract: This paper is concerned with the mathematical modelling of complex interactions between plant species in a harsh environment such as in the arctic. The aim of the paper is to consider whether interactions between the species change in character as environments change. For example, if the effect of climate change is to make harsh climates more benign, will this imply changes in the way species interact and affect biodiversity? We consider the interaction of two species of grass. Our model is constructed based on the notion of a summer season when the plants grow, followed by a winter season when there is no growth but when the plants are subject to the effects of events such as winter storms. Our aim is to investigate changes when the summer season is lengthened, when the climate becomes more benign, when the susceptibility of plants to damage as a result of storms is increased, and when the intensity (and number) of winter storms is varied. Abstract: The present paper describes a frame-based approach to situated-decision-making on climate change. Building on the multidisciplinary literature on the relationship between frames and decision-making, it argues that decision-makers may gain from making frames more explicit and using them for generating different visions about the central issues. Frames act as organizing principles that shape in a “hidden” and taken-for-granted way how people conceptualize an issue. Science-related issues, such as climate change, are often linked to only a few frames, which consistently appear across different policy areas. Indeed, it appears that there are some very contrasting ways in which climate change may be framed. These frames can be characterized in terms of a simple framework that highlights specific interpretations of climate issues. A second framework clarifies the built-in frames of decision tools. Using Thompson''s two basic dimensions of decision, it identifies the main uncertainties that should be considered in developing a decision strategy. The paper characterizes four types of decision strategy, focusing on (1) computation, (2) compromise, (3) judgment, or (4) inspiration, and links each strategy to the appropriate methods and tools, as well as the appropriate social structures. Our experiences show that the frame-based guide can work as an eye-opener for decision-makers, particularly where it demonstrates how to add more perspectives to the decision. Abstract: For the last two decades, European climate policy has focused almost exclusively on mitigation of climate change. It was only well after the turn of the century, with impacts of climate change increasingly being observed, that adaptation was added to the policy agenda and EU Member States started to develop National Adaptation Strategies (NASs). This paper reviews seven National Adaptation Strategies that were either formally adopted or under development by Member States at the end of 2008. The strategies are analysed under the following six themes. Firstly, the factors motivating and facilitating the development of a national adaptation strategy. Secondly, the scientific and technical support needed for the development and implementation of such a strategy. Thirdly, the role of the strategy in information, communication and awareness-raising of the adaptation issue. Fourthly, new or existing forms of multi-level governance to implement the proposed actions. Fifthly, how the strategy addresses integration and coordination with other policy domains. Finally, how the strategy suggests the implementation and how the strategy is evaluated. The paper notes that the role of National Adaptation Strategies in the wider governance of adaptation differs between countries but clearly benchmarks a new political commitment to adaptation at national policy levels. However, we also find that in most cases approaches for implementing and evaluating the strategies are yet to be defined. The paper concludes that even though the strategies show great resemblance in terms of topics, methods and approaches, there are many institutional challenges, including multi-level governance and policy integration issues, which can act as considerable barriers in future policy implementation. Abstract: This paper develops definitions of adaptation and successful adaptation to climate change, with a view to evaluating adaptations. There is little consensus on the definition of adapting to climate change in existing debates or on the criteria by which adaptation actions can be deemed successful or sustainable. In this paper, a variant of the Delphi technique is used to elicit expert opinion on a definition of successful adaptation to climate change. Through an iterative process, expert respondents coalesced around a definition based on risk and vulnerability and agreed that a transparent and acceptable definition should reflect impacts on sustainability. According to the final definition, agreed by the Delphi panel, successful adaptation is any adjustment that reduces the risks associated with climate change, or vulnerability to climate change impacts, to a predetermined level, without compromising economic, social, and environmental sustainability. • Climate concern at all identity levels but rather masked at social identity level. • Expression of concern varies depending on appraised severity and identity salience. • Contradictory statements reveal tension between avoiding and facing climate concern. • Qualitative approaches more likely to uncover hidden concern than quantitative ones. • Quantitative approach likely to falsely assume no climate concern exists. There is growing acknowledgement of the need for both quantitative and qualitative methods to unravel complex human-environment interactions and inform a more advanced move towards global sustainability. Nonetheless, qualitative methods still play an understated role in climate and ocean change research. One important reason for this are continuing tendencies in the natural sciences to value 'hard' and value-free quantitative approaches over 'soft' and value-laden qualitative approaches. This paper argues that to overcome such methodological reservations, it is necessary to inform not only about the key characteristics of qualitative research but also – and this has received little attention – about the concrete empirical insights that can be gained from qualitative as opposed to quantitative data, despite sharing the same research focus. The environmental literature still lacks relevant examples from fieldwork that explain in detail how exactly decisive information is elicited from specific qualitative datasets, thereby illustrating how qualitative approaches matter. This paper seeks to help fill this gap by demonstrating to sceptical quantitative researchers the necessity and added value of integrating qualitative data in global environmental change research and highlighting impeding factors. This is done by presenting empirical findings about climate and ocean change adaptation in Norwegian coastal fisheries and elucidating how different qualitative interview techniques reveal that fishers who initially state that they do not worry about climate change actually do worry, and vice versa. Self-categorisation theory from social psychology is used to better explain such contradictory statements. Detecting salient but masked climate concern and understanding the reasons behind it are crucial for avoiding misleading conclusions and effectively tailoring adaptation strategies to the requirements of specific audiences. Abstract: Climate change exerts influence on the globe over relatively long temporal and at broad spatial scales. However, at the local scale in which communities undertake their daily activities, changes in land-use may result in changes that accumulate and manifest more quickly in the landscape. In this paper we set out a methodology for identifying social–ecological system (SES) vulnerabilities in the landscape with respect to freshwater resources for Arctic communities. A multiple-scale approach is used at regional and watershed scales and is demonstrated for the Seward Peninsula region, Alaska and the Fish River watershed on Seward Peninsula but may be applied elsewhere. The approach includes change in permafrost distribution as an important effect of climate change, and change in mining activity as an important land-use effect. Vulnerability in the SES is identified as a consequence of spatially coinciding values. The resulting patterns of vulnerability highlight the interaction between changes, which act on slower temporal scales (e.g., permafrost distribution) and changes which act more quickly (e.g., downstream aggregation of mining activity). These results are discussed in the context of using the integration approach outlined in this paper to better enable communities’ responses to change at local scales in such a way that they are both adaptive and resilient. Abstract: If solar variability affects human culture it most likely does so by changing the climate in which the culture operates. Variations in the solar radiative input to the Earth’s atmosphere have often been suggested as a cause of such climate change on time scales from decades to tens of millennia. In the last 20 years there has been enormous progress in our knowledge of the many fields of research that impinge on this problem; the history of the solar output, the effect of solar variability on the Earth’s mean climate and its regional patterns, the history of the Earth’s climate and the history of mankind and human culture. This new knowledge encourages revisiting the question asked in the title of this talk. Several important historical events have been reliably related to climate change including the Little Ice Age in northern Europe and the collapse of the Classical Mayan civilization in the 9th century AD. In the first section of this paper we discus these historical events and review the evidence that they were caused by changes in the solar output. Perhaps the most important event in the history of mankind was the development of agricultural societies. This began to occur almost 12,000 years ago when the climate changed from the Pleistocene to the modern climate of the Holocene. Abstract: The restricted definition of “climate change” used by the Framework Convention on Climate Change (FCCC) has profoundly affected the science, politics, and policy processes associated with the international response to the climate issue. Specifically, the FCCC definition has contributed to the gridlock and ineffectiveness of the global response to the challenge of climate change. This paper argues that the consequences of misdefining “climate change” create a bias against adaptation policies and set the stage for the politicization of climate science. The paper discusses options for bringing science, policy and politics in line with a more appropriate definition of climate change such as the more comprehensive perspective used by the Intergovernmental Panel on Climate Change. Abstract: This paper examines contemporary national scale responses to tropical storm risk in a small island in the Caribbean to derive lessons for adapting to climate change. There is little empirical evidence to guide national planners on how to adapt to climate change, and less still on how to build on past adaptation experiences. The paper investigates the construction of institutional resilience and the process of adaptation to tropical storm risk by the Cayman Islands’ Government from 1988 to 2002. It explains the roles of persuasion, exposure and collective action as key components in developing the ability to buffer external disturbance using models of institutional economics and social resilience concepts. The study finds that self-efficacy, strong local and international support networks, combined with a willingness to act collectively and to learn from mistakes appear to have increased the resilience of the Cayman Islands’ Government to tropical storm risk. The lessons learned from building resilience to storm risk can contribute to the creation of national level adaptive capacity to climate change, but climate change has to be prioritised before these lessons can be transferred. Abstract: Climate is an important input to many human activities. Climate affects heating and cooling requirements, health, clothing and nutritional needs as well as recreational activities. As such, it is to be expected that individuals will have a preference for particular types of climate. This paper analyses a panel of 67 countries attempting to explain differences in self-reported levels of happiness by reference to, amongst other things, temperature and precipitation. Various indices are used for each of these variables, including means, extremes and the number of hot, cold, wet and dry months. Using a panel-corrected least squares approach, the paper demonstrates that, even when controlling for a range of other factors, climate variables have a highly significant effect on country-wide self-reported levels of happiness. On the basis of these results, it is determined that differential patterns of anthropogenically induced climate change might alter dramatically the distribution of happiness between nations, with some countries moving towards a preferred climate and others moving further away. We find that high-latitude countries included in our dataset might benefit from temperature changes. In this paper, the interplay between the biodiversity and climate change regimes is examined in the context of a case study. An understanding of how the regimes interact is crucial to their successful operation, since it provides insight into how policy options might be drawn up to create synergy rather than conflict among the respective regimes’ objectives. Despite the increasing importance of the study of regime interplay, due to its potential influence on regime effectiveness, there is limited understanding of why regimes interact and how their interplay may affect their successful operation, since few empirical studies have been conducted in this area. By analysing the causes of the regime interplay and the potential effects thereof, this paper draws policy implications regarding how the interacting regimes might be better co-ordinated to create synergy. Any discussion of the benefits of greenhouse gas (GHG) mitigation measures should take into consideration the full range of possible climate change outcomes, including impacts that remain highly uncertain, like surprises and other climate irreversibilities. Real-world coupling between complex systems can cause them to exhibit new collective behaviours that are not clearly demonstrable by models that do not include such coupling. Through examples from ocean circulation and atmosphere–biosphere interactions, this paper demonstrates that external forcings such as increases in GHG concentrations can push complex systems from one equilibrium state to another, with non-linear abrupt change as a possible consequence. Furthermore, the harder and faster a system is perturbed, the higher the likelihood of such surprises—a conclusion that has significant bearing on the assessment of the potential benefits of the timing and stringency of GHG abatement measures. The paper by Scafetta entitled “High resolution coherence analysis between planetary and climate oscillations”, May 2016 claims coherence between planetary movements and the global temperature anomaly. The claim is based on data analysis using the canonical covariance analysis (CCA) estimator for the magnitude squared coherence (MSC). It assumes a model with a predetermined number of sinusoids for the climate data. The results are highly dependent on this prior assumption, and may therefore be criticized for being based on the opposite of a null hypothesis. More importantly, since values of key parameters in the CCA method are not given, some experiments have been performed using the software of the original authors of the CCA estimator. In the context of climate adaptation planning there are relationships between adaptation drivers and adaptation measures, which makes the selection and implementation of the adaptation measures a challenging task. This challenge may be addressed by: structuring the adaptation problem using a multiple perspective adaptation framework; and applying a context specific precedence grammar logic for selecting and evaluating adaptation measures. Precedence grammar logic is a set of rule based algorithms (grammar) that are based on the relationships in a local adaptation context. This paper demonstrates the application of a context specific precedence grammar logic in an adaptation context in Can Tho, Vietnam. Adaptation pathways comprising flood adaptation measures (i.e. dike heightening) for this case were generated using rule based algorithms based on the relationships between the drivers and the adaptation measures. In recent years, climate extreme events have caused increasing direct economic and social losses in the arid region of northwestern China. Based on daily temperature and precipitation data from 1960 to 2010, this paper discussed the linear trend and abrupt changes of climate indices. The general evolution was obtained by the empirical orthogonal function (EOF), the Mann-Kendall test, and the distribution-free cumulative sum chart (CUSUM) test. The results are as follows: (1) climate showed a warming trend at annual and seasonal scale, with all temperature indices exhibiting statistically significant changes. The warm indices have increased, with 1.37%days/decade of warm days (TX90p), 0.17 °C/decade of warmest days (TXx) and 1.97 days/decade of warm spell duration indicator (WSDI), respectively. The cold indices have decreased, with − 1.89%days/decade, 0.65 °C/decade and − 0.66 days/decade for cold nights (TN10p), coldest nights (TNn) and cold spell duration indicator (CSDI), respectively. The precipitation indices have also increased significantly, coupled with the changes of magnitude (max 1-day precipitation amount (RX1day)), frequency (rain day (R0.1)), and duration (consecutive dry days (CDD)). (2) Abrupt changes of the annual regional precipitation indices and the minimum temperature indices were observed around 1986, and that of the maximum temperature indices were observed in 1996. (3) The EOF1 indicated the overall coherent distribution for the whole study area, and its principal component (PC1) was also observed, showing a significant linear trend with an abrupt change, which were in accordance with the regional observation results. EOF2 and EOF3 show contrasts between the southern and northern study areas, and between the eastern and western study areas, respectively, whereas no significant tendency was observed for their PCs. Hence, the climate indices have changed significantly, with linear trends and abrupt changes noted for all climate indices, which will have serious impacts on water resources and ecological environment in the arid region of China. What drives the development of climate policy? Brazil, China, and India have all changed their climate policies since 2000, and single-case analyses of climate policymaking have found that all three countries have had climate coalitions working to promote climate policies. To what extent have such advocacy coalitions been able to influence national policies for climate-change mitigation, and what can explain this? Employing a new approach that combines the advocacy coalition framework (ACF) with insights from comparative environmental politics and the literature on policy windows, this paper identifies why external parameters like political economy and institutional structures are crucial for explaining the climate advocacy coalitions’ ability to seize policy windows and influence policy development. We find that the coalitions adjust their policy strategies to the influence-opportunity structures in each political context—resulting in confrontation in Brazil, cooperation in China, and a complementary role in India. Climate change adaptation now occupies central stage on the agenda of most environmental initiatives in Africa. Our current understanding on the state of adaptation is limited, however, both globally and in Africa in particular. This study examines the status of adaptation in the Sahel by reviewing the primary peer review literature that reports concrete climate change adaptation actions. Based on an analysis of 70 peer review papers that document 414 discrete adaptations, we create a snap shot of adaptations developed between 1975 and 2015, and also calculate the percentages of adaptation. The results show that from a country to country perspective, Kenya has the highest number of reported adaptation actions (75 or 18.1%). The percentages indicate that the adaptive capacity of the entire study area is generally low for all the countries being that the highest country-level percentage is recorded in Kenya and it is 18%. Regionally, West Africa has more adaptation actions (261 or 63%) when compared to other regions of the Sahel. Regional level percentages suggest a higher level of adaptation at the regional level being that the percentage falls within the high scale range. The most commonly used adaptation actions reported are income diversification and water harnessing respectively. When categorized, technically related adaptation actions dominate the adaptation charts. The decade 2008–2016 recorded the highest number of adaptations (65.2%). Adaptation actions are also reported to be triggered by climatic and non-climatic drivers which both record high frequencies but the climatic drivers (98%) of adaptation are slightly dominant relative to the non-climatic drivers (95%). These results should be viewed as proxies of climate change adaptation as much information may be found in grey literature and non-peer review national communications which are left out here because of their relative low standardization and acceptability due to the absence of peer review. • Smallholder producers in Bolivia already experience the impact of climate change. • Climate change is confounded by other stressors, including market volatility. • Resilience to climate and market crises is compromised by existing vulnerabilities. • Vulnerabilities are produced through past development pathways. • A political ecology of resilience historicizes the double exposure. Climate change is already affecting rural communities along the high Andean plateau, but it is just one of many stresses that Andean people experience on a regular basis. This paper examines the experiences of quinoa farmers in Southwestern Bolivia as they faced the overlapping crises of protracted drought and market disruption in 2017. Drawing on political ecologies of resilience, this paper argues that the ability of rural people to cope with this double exposure was already compromised by ecological and social vulnerabilities produced through the development trajectories of the previous two decades. These development strategies generated three overlapping processes: 1) neoliberal entanglements involving specialization in quinoa production, marketization, and individualization of livelihoods in ways that undermined collective action; 2) new relationships of debt that tied households to monetized response paths and undermined flexibility; and 3) the degradation of soils through extensification, overproduction, and industrialization of quinoa production. This paper argues that while climate and market disruptions are not to be dismissed, we must historicize the double exposure to also ask how resilience and vulnerability to such challenges are generated in the first place. Since the Global Warming Potential (GWP) was first presented in the Intergovernmental Panel on Climate Change (IPCC) First Assessment Report, the metric has been scrutinized and alternative metrics have been suggested. The IPCC Fifth Assessment Report gives a scientific assessment of the main recent findings from climate metrics research and provides the most up-to-date values for a subset of metrics and time horizons. The objectives of this paper are to perform a systematic review of available midpoint metrics (i.e. using an indicator situated in the middle of the cause-effect chain from emissions to climate change) for well-mixed greenhouse gases and near-term climate forcers based on the current literature, to provide recommendations for the development and use of characterization factors for climate change in life cycle assessment (LCA), and to identify research needs. This work is part of the ‘Global Guidance on Environmental Life Cycle Impact Assessment’ project held by the UNEP/SETAC Life Cycle Initiative and is intended to support a consensus finding workshop. In an LCA context, it can make sense to use several complementary metrics that serve different purposes, and from there get an understanding about the robustness of the LCA study to different perspectives and metrics. We propose a step-by-step approach to test the sensitivity of LCA results to different modelling choices and provide recommendations for specific issues such as the consideration of climate-carbon feedbacks and the inclusion of pollutants with cooling effects (negative metric values). International climate funds play a key role in supporting the adaptation policies of Small Island Developing States (SIDS) to climate change by reducing their vulnerability. The mechanism of contributions established at national level under the Paris Agreement of 2015 lays the foundations to help international donors better understand each country's climate needs. With this in mind, this paper aims to provide some policy suggestions emerging from the analysis of the impact some variables have on reducing vulnerability. To this end, we consider the vulnerability index of 33 SIDS countries in terms of adaptation and mitigation policies. Based on the data availability, we use the panel-corrected standard errors estimator in time span from 2010 to 2014, taking into account the spatial heterogeneity of vulnerability. Our findings display that foreign aid and social development variables are crucial to promoting adequate and balanced responses to climate change. Therefore, we can confirm the effectiveness of external funds in reducing vulnerability. Domestic resources alone do not appear able to help SIDS due to endogenous limits of countries beneficiaries. • French people have limited knowledge about climate change but worry about it. • They prefer green investments or regulations to a tax and dividend. • Distributive effects and lack of alternatives prevent carbon tax acceptance. • Improving knowledge is predicted to increase ecological attitudes and concern. • Unlike in the US, partisanship does not interact with education to shape perceptions. This paper aims to assess the prospects for French climate policies after the Yellow Vests crisis halted the planned increase in the carbon tax. From a large representative survey, we elicit knowledge, perceptions and values over climate change, we examine opinions relative to carbon taxation, and we assess support for other climate policies. Specific attention is given to the link between perceptions of climate change and attitudes towards policies. The paper also studies in detail the determinants of attitudes in terms of political and socio-demographic variables. Among many results, we find limited knowledge but high concern for climate change. We also document a large rejection of the carbon tax but majority support for stricter norms and green investments, and reveal the rationales behind these preferences. Our study entails policy recommendations, such as an information campaign on climate change. Indeed, we find that climate awareness increases support for climate policies but no evidence for the formation of opinions through partisan cues as in the US, suggesting that better access to science could foster support for climate policies. The industries are one of the major factors leading the impacts of global climate change. Their participation in the global process of climate mitigation and adaptation is fundamental, since these large greenhouse gas emitters and their investors could take action to change the path towards a low carbon economy. Nevertheless, surprisingly, no study has found in the literature on climate risk management by the world's largest emitters. This paper presents the context in which companies are asked to disclose to interested parties and potential investors not only shallow questions about sustainability, but also information on climate change and climate risks. Therefore, the main objective is, among others, to investigate the relationship between emission intensity and the number of climate projects implemented. The paper focused on the world's 100 largest GHG emitters, identified by a Carbon Disclosure Project (CDP) classification list. It was developed an analysis based on their CDP reports for the period 2015 to 2017. The results showed that the level of disclosure of climate risks is low, with an average score of only 31% in 100. By 2017, 11.1% had not implemented any mitigation project to reduce the impact on climate change. The sample companies realize that their business is more severely threatened by climate regulations than the market and physical risks. The survey found that companies are investing more in energy efficiency as an effective way to reduce emissions. Evidence shows that the number of projects implemented is not related to the intensity of emissions, size, power of the shareholders and the country of origin of the company, but its profitability. World leaders signed the Paris Agreement in 2015 to keep global temperatures well below 2 °C. This Paris Agreement will facilitate achieving Sustainable Development Goal-13 (Climate Action) by 2030. However, without collective action, it is quite impossible to achieve the terms of this agreement. In this regard, the mass media can contribute to making people aware of the subsequent effect of climate change at all levels. The mass media, as a source of information, might play a significant role in raising public awareness and understanding of climate sciences. This paper examines the influence of the mass media on awareness, attitudes and knowledge of climate change, which may lead to environmentally friendly behaviour. This paper employs structural equation modelling to examine the relationship among the studied variables. The results reveal that the mass media influences awareness, attitudes and knowledge of climate change. This study also finds mediating effects of awareness, attitudes and knowledge of climate change between the mass media and environmentally friendly behaviour. The results imply that the mass media contributes to creating awareness, enhancing understating and shaping favourable attitudes towards climate change. Detecting and tracking extreme events in gridded climatological data is a challenging problem on several fronts: algorithms, scalability, and I/O. Successful detection of these events will give climate scientists an alternate view of the behavior of different climatological variables, leading to enhanced scientific understanding of the impacts of events such as heat and cold waves, and on a larger scale, the El Niño Southern Oscillation. Recent advances in computing power and research in data sciences enabled us to look at this problem with a different perspective from what was previously possible. In this paper we present our computationally efficient algorithms for anomalous cluster detection on climate change big data. We provide results on detection and tracking of surface temperature and geopotential height anomalies, a trend analysis, and a study of relationships between the variables. Climate change present a range of equity issues for human being, but operating the equity principle within emission allocation scheme to various parties has raised multiple challenges. Although more than 40 schemes have been suggested in the literatures, there is little consistency in the way that baselines, scope, coverage and other key parameters have been compared or discussed. In this paper, we reviewed 41 schemes used in the literature so far and compared the cumulative allowances of main countries under various schemes in a consistent framework. Two cases are considered, i.e. only energy and industry related CO 2 and all Kyoto GHGs. Besides the allowances, carbon Gini coefficient in the global perspective and the reduction tradeoffs between country groups are further quantitatively discussed. It is demonstrated that the full ranges of countries’ allowances are quite large resulting from different equity considerations and implement methods behind different effort-sharing schemes. Energy consumption is necessary for the delivery of human development by supporting access to basic needs, services and infrastructure. Given prevailing technologies and the high degree of inertia in practical rates of decarbonisation, growth in energy consumption from rising global living standards may drive consequent greenhouse gas emissions (GHG). In this paper the ‘development as usual’ GHG emissions impact of achieving high levels of life expectancy, access to basic needs and continued economic growth are projected to the mid-century using historical elasticities of development and energy consumption in 3 regions – Africa, Centrally Planned Asia, and South Asia. The results suggest that long life expectancy and high levels of access to basic needs are achievable at lower levels of emissions than continued economic growth, but will consume a substantial share of the global budget associated with a 2 °C climate goal. In this paper, the occurrence rate of caisson sliding of a vertical breakwater during a storm and the probabilistic distribution of the individual sliding distances are derived as functions of such important design variables as water depth, significant wave height, and caisson width. The expressions for various representative sliding distances such as the significant sliding distance are also derived. The derived statistical characteristics of individual sliding distances are then used for calculating the first passage probability of an allowable individual sliding distance during a storm. A method is also proposed to calculate the time-dependent first passage probability for the case where wave climate and mean water depth change with time. Finally, tentative design criteria for the allowable individual sliding distance are proposed. The proposed method is applied to fictitious breakwaters in different water depths near the Port of Hitachinaka in Japan. The time-dependent first passage probability is calculated for the next 50 years in which the wave height may increase due to climate change. The first passage probability increases as time elapses, as the water depth increases, and as the allowable individual sliding distance decreases. Comparison with a previous study that uses a performance-based design method shows that the allowable first passage probability should be in the range between 0.05 and 0.09. For the proposed method to be used in a practical design, however, more detailed study should be made to determine the allowable values of individual sliding distance, first passage probability, and representative sliding distance, by comparing with current design methods.
