Policy classifies and shapes people/subjects in particular kinds of ways. Focusing on the context of Health and Physical Education (HPE), this paper analyses policy documents from Australia, the United States of America (USA) and Wales. We pay particular attention to how learners are represented within and across the three policy documents, and we apply Bacchi's 'What's the Problem Represented to be?' approach to guide the analysis. For us, problematization is a fruitful and positive process that enables educators to engage with a critical dialogue regarding the policies they are expected to enact. Our analysis highlighted that common across the policies were overlapping discourses of idealism, neoliberalism, healthism, and individualism, which serve to reinforce deficit language and a focus on what learners 'lack'. The problem of 'learner as lacking' is represented within the policies via at least three subject positions: 'the sedentary learner', 'the un-educated learner' and 'the naïve learner'. The findings suggest that the three policies were producing an ideal and perhaps impossible learner (subject) whilst at the same time representing the learner as a problem that the policy could 'fix'. This paper is important because it: (i) demonstrates how certain discourses and voices are amplified and silenced within curriculum policy documents and policy work more broadly; (ii) makes educational and health politics visible; and (iii) creates space for the profession to develop greater critical consciousness related to policy. In terms of future directions, we urge curriculum policy writers and other stakeholders to carefully consider how learners are categorised, represented and governed in and through policy. If curriculum policies, by their very nature, need to produce problems – in this case, the (im)possible subject - we invite educators to engage in critical conversations regarding the policies they are expected to enact. Widening participation in England has been framed around two primary needs; raising attainment and raising aspiration. Whilst aspiration is complex, policy definitions often frame it in narrow economic terms and see access to higher education as primarily about developing a workforce, the underlying logic being that to improve social mobility that individuals need to "aim higher". Pre-entry work with under-represented groups therefore has tended to adopt a deficit of aspiration approach. There has been extensive critique of the deficit model yet "raising aspirations" still endures in both national and institutional policy. Drawing on sixteen semi-structured interviews with widening participation practitioners in England, this paper considers the alignment between policy and practice. It explores the more complex and nuanced view of aspiration held by practitioners and how this more closely aligns with the theory of possible selves. This paper argues that there are two key issues; a disjuncture between policy and practice and a gap in understanding of the structural issues associated with aspiration. The paper argues that the solution involves a radical rethink of policy that returns to a focus on helping individuals to realise their own individual aspirations and more clearly acknowledges the structural constraints shaping the formation, vocalisation and realisation of aspirations. The aim of this paper is to examine key change vectors shaping the undergraduate curriculum in the third decade of the twenty-first century. The paper begins by outlining selected definitions, foundational theories and conceptual frameworks underpinning this analysis of the undergraduate curriculum and its influences. Three key external forces shaping the undergraduate curriculum are examined: universalization; national policy and legislative frameworks; and the influence of technology as disruptor and enabler. While some of these socio-political, economic and geopolitical forces are longstanding and familiar, a number of influential factors that have gained prominence in the last 10 years, including the disruptive influence of technology, new approaches to curriculum design in the form of micro-credentialing, and changing expectations of the undergraduate curriculum. The paper calls for a conceptually robust, long-term approach to examining the various factors shaping the undergraduate curriculum, with a particular focus on macro-level factors external to an institution. Marketization is the development of quasi-markets on the systemic level, which promote choice, competition, accountability, and devolution in public schooling. Marketing is a strategy that individual school leaders employ to respond to these logics. This paper argues that education marketization has led to an increase in school-based marketing within the Australian public school system. The eight public school principals we report on here, perceived marketing as a key technique in shaping school choice but paradoxically, felt that they shouldn't have to market to prospective families. In addition, some participants no longer felt like they operated as public schools, but rather, existed somewhere in the "grey zone" between public and private. We use Bateson's concept of the double bind to argue that marketization is creating a system of performative pressures for public school principals that contradict with their ethical values and beliefs. This double bind is not representative of a simple contradiction of individual conflict, but of school leaders caught up in an ongoing system of marketization that produces conflicting definitions of "publicness" and understanding of what public schools are and ought to be. Intercultural education in Australia has been positioned in Statebased official curriculum and education policy as developing understanding between diverse cultural groups. However, cultivating such understanding far more complex in practice than policy and curriculum directives can capture. In Australia, eruptions of intercultural tensions has an ongoing and complex history. This paper examines the challenges for teachers' intercultural practice in one Australian public school setting. Reporting on a single-site ethnography drawing on Lefebvre's production of space. I conceptualise teachers' intercultural work as a praxis of difference, this paper problematises the way intercultural education is often taken up in tokenistic ways and advocates for reimagining intercultural education as a challenge of practice. I argue that an examination of the conditions that produce complex relations between diverse cultural groups in particular spaces is a productive starting point for developing intercultural understanding as a rational praxis of difference. Background: This paper presents a counter-narrative to the long-held belief that Physical Education (PE) is impermeable to change. Transforming and enacting curriculum is incredibly challenging and sometimes impossible but if teachers have particular resources available to them over time, this makes 'radical reform more, rather than less likely' [Kirk, D. 2009. Physical Education Futures. London: Routledge]. Purpose: This paper addresses the on-going and pervasive issue of sustainable curriculum transformation and enactment in PE. More specifically, the purpose of this research is to examine the source, nature and purpose of resources that made curriculum transformation and enactment possible in one school. Data collection and analysis: As part of an exemplary case study, 7 Secondary PE teachers and one Principal from an Australian Secondary school engaged in the process of curriculum transformation and enactment. Data consisted of semi-structured individuals (3) and paired interviews (6) and field notes. We drew upon the notion of 'contextual dimensions' and 'activity layers' to support the analysis. Findings suggest that the teachers were supported by resources that spanned different contextual dimensions (situated, material, external contexts and professional culture) and layers of activity. The most valued resources identified by the teachers were (i) structural and networked support; (ii) sustained leadership; (iii) a clear vision for PE in their school; (iv) professional learning; (v) time. Conclusion: The findings suggest that while changes in policy do not necessarily prompt change in practice, particular kinds of policy are necessary if the change is to be viewed as possible and worthwhile by teachers. In this study, a layered policy landscape acted as a catalyst for the teachers to reimagine what PE could look like in their school. Moving from vision to action, it was the interplay of resources across the contextual dimensions and activity layers that the teachers drew on to support curriculum transformation and enactment. This paper analyses the fracturing of civic and moral virtue within curricular policies pertaining to Citizenship in England since the late 1990s. A longstanding aim of education and schooling, the teaching of citizenship gained a more secure base in the English curriculum with the introduction of Citizenship as a statutory subject for 11–16 years olds from 2002, which owed a great deal to the Report of the Advisory Group on Education for Citizenship and the Teaching of Democracy in Schools (Crick Report). The report drew intimate connections between civic virtue, moral virtue, and personal character. These connections have become seriously fractured over the years since the Crick Report. In charting this fracturing, the paper will examine how the character-influenced direction taken in the early/mid-2000s was replaced by, at first, a more general emphasis on British Values before morphing into a more specific, though no less problematic, concentration on Fundamental British Values. While character education has gained significant policy attention in England over the last six years, the civic dimensions have been at best underplayed, with little connection to education for citizenship. It is argued that without greater clarity and consistency about how the moral – including moral virtues – intersects with the civic in contemporary Britain, official curricular policy (whether for Citizenship education, character education or more generally) will restrict rather than encourage the education of young citizens who are informed, wise, responsible and active participants in their communities. This paper addresses a problem that greatly complicates the implementation of dialogic educational approaches in schools: the dilemma between driving children's talk towards normatively accepted conceptions and, at the same time, avoiding the introduction of these normative conceptions into the dialogue by the teacher. I argue that this dilemma is in fact the expression of an unarticulated theoretical tension between teleology and dialogicity in Vygotsky's theory, which is the foundation, together with Bakhtin's work, for many dialogic approaches to education. This paper describes this tension in Vygotsky's theory and presents a type of talk that enables the articulation of teleology and dialogicity at a practical level: conceptually driven inquiry. In this type of talk, children form meaning spontaneously in conditions of dialogicity, but under the influence of a higher-generality meaning that the child simultaneously forms non-spontaneously – through intellectual imitation. In newly multilingual communities, where the language of education can no longer be assumed to be the home language of students, debates around language education policy can reflect broader sociocultural and political assumptions. As Ireland has become increasingly diverse in recent decades, the core compulsory status of the Irish language has emerged as one of the most contested aspects of the national curriculum. Informed by the field of language ideology, this paper draws on the responses to a public consultation on exemptions from the study of Irish. The findings point to a deeply entrenched polarisation of opinion regarding the relationship between identity and language, with some evidence of ethnocentric beliefs. However, the analysis also offered a number of nuanced and counterintuitive perspectives as to how minority languages might be positioned to contribute to a more open and inclusive educational environment. Classroom music teachers in England design their own music curricula for Key Stage 3 (11 − 14 year olds, 6th – 8th Grades). These curricula are designed in a context where policymakers define, regulate and legitimate curriculum formulations. This study traced curriculum development in England, where government has validated a policy driven approach. It explored programs of study, which music teachers in England design as summaries of musical learning for Key Stage 3. The research consisted of documentary analysis in a two-phase study of 13 secondary (high) schools in the English midlands, exploring musical knowledge for musical learning, which is analyzed utilizing qualitative and quantitative methodologies. The paper concludes with a discussion which explores the impacts of music education policy on classroom practices, and presents a proposed model which captures this interaction. Although the contexts, structures and administrations of early childhood education (ECE) may differ internationally, effective pedagogical leadership remains an essential component in supporting young children's development and learning. This paper reports on a comparative study which considered ECE in two different settings, Finland and Florida, providing insight into teachers' perspectives on the characteristics of pedagogical leadership. This study sought to investigate and compare the perspectives of ECE teachers and directors in Finland and Florida via their discourses about teachers' pedagogical leadership. The goal was to provide an overview of the ECE teachers' and directors' discourses in each location, in order to allow comparison and a better understanding of the influence of aspects including locational contexts, curricular guidelines and teacher preparation on the ECE teachers' and directors' perspectives. A comparative case study design was used. The data consisted of semi-structured focus group interviews and individual interviews with ECE teachers and centre directors in Finland and in Florida. Data from the two locations were first analysed separately to identify the main discourses; secondly, discourses were compared collectively to reveal major themes. The analysis indicated a similar conceptualisation of distributed pedagogical leadership. However, differences were identified in teachers' expectations of independence in instructional decisions, and the extension of pedagogical leadership practices within and beyond the ECE centres. The analysis of discourses led to the identification of three major themes, which generated implications for teacher preparation, curriculum development and implementation, and ECE programme directions. The study enables a more comprehensible conceptualisation of teachers' pedagogical leadership as it emerged from teachers' and directors' discourses across two locations. Pedagogical leadership is recognised as an indicator of high-quality pedagogy in early childhood education and the findings highlight the need to continuously support and strengthen teachers' pedagogical leadership. Curriculum policy and enactment in early childhood education is a political phenomenon that plays out in particular cultural contexts. Comparative lenses to curriculum articulate locally constructed and implicit knowledge to external audiences. In doing so, global commonalities and tensions may become explicit. This paper interrogates curricular documents in Greece and New Zealand using selected questions from Joseph's (2011a) heuristic of 'curriculum as culture'. We do this through writing letters to each other that share our local knowledge and experiences and raise further questions. Although New Zealand and Greece are geographically and culturally two worlds apart, their curricular practices share certain discourses and have both been influenced by international trends. Schools are central in sustaining and extending values in society and therefore in shaping future society. While the global trend of education digitalization, commonly is presented as a depoliticized project of improvement, this paper seeks to uncover the values of the digital school as expressed in the strategy for the digitalization of the Norwegian education system. Inspired by Bacchi's'WPR approach, the findings reveal that digitalization involves establishing a problem and a solution through discourses or narratives of education, working life, and the future.Given this problem representation and sociotechnical imaginary of the future, the school's main goal becomes to provide digitally competent future citizen-workers. The educational ideal of The Nordic model, and ideas of humanism and solidarity are not emphasized. Set against a context where care for the person, others, and the world in which we live receives increasing attention in the policy and practice nexus, this paper sets out to explore how 'care' is understood and reflected in Irish educational legislation, policies, circulars and curricula. The importance of focusing on care has been further accentuated during the COVID-19 pandemic. Each source was searched systematically and following application of inclusion criteria, 616 documents were included in the sample, legislation (n = 39), policies (n = 49), active circulars (n = 179), archived circulars (n = 249) and curriculum specifications (n = 100). Thirteen per cent of the documents included in the review reflected some discussion of care. Thematic analysis of these documents identified that 'care' tended to be understood and reflected in five main interrelated ways: (1) care for the individual child and the related duty of care schools/teachers have for children; (2) supporting students to care for themselves and for others; (3) care presented in terms of 'pastoral care' or intertwined with 'well-being'; (4) care presented from the perspective of care for the environment and finally; and (5) care presented from a structural perspective regarding care supports within the school. Some considerations and challenges are presented in terms of supporting schools to navigate these different and at times diverging policy, legislative and curriculum contexts with regards conditions for implementation of care in education. The history of Australian mass schooling has seen contestations over school and curriculum purposes, zig-zagging across conservative and progressive directions. In this paper, we examine how possibilities for students to have 'voice', 'participation' and 'leadership' in their learning are currently limited in Australia. Policy framings, we argue, dampen potentials for connecting young people's democratic and activist impulses – manifest, in our example, in the Schools Strike for Climate movement – with curriculum activity that responds to local-global challenges such as the viral-ecological crisis. We propose an activist curriculum praxis wherein young people undertake action-research – in collaboration with diverse community actors, teachers and academics – on problems that matter for local-global future life with others. Since local-global emergencies are emergent, curriculum must build citizen-capacities to work together, apprenticing to problems that matter for social futures, creating emergently needed knowledge-in-action. The Covid-19 pandemic has not only brought about sociocultural, psychological and economic challenges, but also educational problems that have entailed radical policy changes to allow universities and colleges to fulfil their role. Before the pandemic, the majority of university courses were designed for face-to-face settings; but under the social distancing policies since Covid-19, institutions have had to react quickly, revising their teaching and assessment policies to ensure that education continues for all students and accommodate the new remote reality of education. This paper provides a review of the changes in educational assessment and grading policies of universities around the world in response to the Covid-19 pandemic, where five key themes were identified: covid-19 binary grading system, revised regulations governing the final degree award, relaxed academic progression policies, revised extension, deferral and exceptional circumstances policies, and mark adjustments. This paper critically examines articulations of relationality present in education policy texts that shape particular discursive representations of relationality between students, teachers and curriculum. The policy texts of Australian state and territory education departments are considered as a set of discursive statements to illustrate how concepts such as relationality are deployed in policy as floating signifiers. Without deep contextualisation, concepts like relationality are instead potentially co-opted and corrupted. We contend that through its uptake, relationality has become a handy catch-all in educational policy discourses, while remaining a sliding signifier, free from a more productive affective potentiality. Instead, we argue that relationality should be centred in education policymaking as part of a commitment to recentre teaching and learning at the heart of schooling through a more authentic, dialogic relational pedagogy. As a result of international neoliberal and neoconservative trends, the status of the arts has been devalued in secondary school curricula. This paper examines why the arts are not considered core educational knowledge in pedagogic discourse arising from the New Right policy agenda. In a case study analysis of Swedish educational policy debates, curriculum codes and their underlying principles of recontextualization are weighed as they bear on the arts. Discursive positionings and socio-political networking between political standpoints and stakeholders have been analysed based on official Swedish documents associated with the legislative process of curriculum revision. Our findings show how justifications of arts education clash with coding orientations arising from a strong classification between what is presumed to be valuable and non-valuable knowledge, which in turn is due to an underlying principle of visibility. While advocates argue that artistic practices promote transversal competences and have intangible benefits, this same argument unwittingly strengthens the non-autonomous status of the arts. The illegitimacy of the arts also stems from the belief that they are only marginally related to visible market values. Taken together, the arts are not considered core knowledge because of their perceived relative unimportance for higher academic learning or vocational competence. [ABSTRACT FROM AUTHOR]

This article applies a current example of curriculum reform to investigate mechanisms driving the push for international comparative assessment of social and emotional skills in contemporary education. Using a combination of bibliometric and content analysis the article identifies key sources in the recent Norwegian curriculum reform. The article considers how understanding and measurability of social and emotional skills is negotiated in policy documents and the cited knowledge base. Nine international sources are identified in the policy documents underlying the reform. Arguments from these sources are compared with arguments in policy documents to demonstrate overlap and potential misalignment. The final curriculum is found to be in non-alignment with the knowledge base that supports of a broad understanding of social and emotional skills and the measurement of such skills in schools. Drawing on critical realism the authors argue that Norwegian policymakers have rejected the global push for comparative assessment. They have drawn a red line to prevent social and emotional skills from becoming part of students' subject competence and to protect students from standardized assessment of such skills in schools. A general shift towards competency-based curricula has meant that, for quite some time, skills including critical thinking have been central considerations in educational policy reform internationally. However, what happens at the policy level is only one aspect of change: gaining a deep understanding of how new curricula are approached and interpreted in practice, at the classroom level, is crucial. This study sought to explore connections between policy, practice and professional learning in the context of a critical thinking policy. The aim was to investigate teachers' perspectives to address the following research questions: What are teachers' perceptions and knowledge base of critical thinking? And how, and to what extent, do teachers incorporate critical thinking into their classroom practices? The study employed a collective case study approach. Participants were a sample of six teachers (three beginning and three experienced teachers) in Singapore. Data collection involved teacher interviews, lesson observations and the gathering of students' work. The data were analysed qualitatively. Through in-depth analysis of data, four major themes emerged, which characterised the teachers' perceptions, knowledge and classroom practices of critical thinking in relation to the policy context: (i) gaps in teacher knowledge; (ii) contextual factors shaping teacher knowledge; (iii) teacher knowledge shaping practice; and (iv) contextual factors shaping practice. This study offers, from the perspectives of teachers, insight into the connections between policy, teacher practice and professional learning, and points to systemic and contextual factors that can represent barriers and enablers to the enactment of a critical thinking policy. More broadly, it deepens the understanding of factors that may shape policy enactment at the classroom level, highlighting the crucial role played by teacher knowledge in effecting educational change. This study critically examines the K-12 curriculum reform in the Philippines and suggests ways on how it can move forward. Specifically, three recent curriculum guides (i.e., science, mathematics, and English) were analysed to determine how they fit with the Education 4.0 milieu. Using a curriculum analysis matrix, the findings indicate that these curricula may require conceptual and pedagogical refinements, particularly in the area of constructive alignment, technology integration, and specificity of its components. Potential implementation challenges in terms of instructional delivery, assessment, lesson preparation, school-based initiatives, and commitment of teachers and school leaders to curriculum reform were also discussed. This article aims to problematise the discourses of inclusive education by analysing the experiences of disabled people in the Portuguese regular school system. Individual interviews and focus group, held in different areas of the country, exposed the main debates, contradictions and continuities between policies and practices coming from irreconcilable paradigms. These barriers to learning and participation were traced at the organizational, curricular, and pedagogical levels, and at the socialization with peers, suggesting a political, temporal and contextual transversality of an individualizing and disabling gaze, with immediate and long-term discriminatory, segregating and excluding effects on the lives of disabled people. These experiences could be the basis for recognizing the ubiquity of exclusion in school as we know it, and for creating solidarity and democratic educational communities where these barriers are systematically denatured and eliminated. English as a medium of instruction (MOI) has become an important tool for universities to produce knowledgeable and skilled graduates. In Bangladesh, public and private universities remain distant in terms of policies related to MOI. The current study was undertaken to reach a tangible conclusion that would reflect "what should be the MOI in Higher Education Institutes (HEIs), Bangladesh." This qualitative study involved seven senior university teachers with more than 15 years of teaching experience. Data were analyzed using discourse analysis. Findings show that the participants prefer the Bangla language as MOI to produce knowledgeable graduates, who would contribute to the growth of the nation. However, the authors strongly suggest the implementation of a bilingual curriculum in which instruction is delivered in both English and Bangla to impart knowledge to the students. It is also suggested that a national language-in-education policy be implemented, rather than the existing alien programs, to enrich students' knowledge acquisition. [ABSTRACT FROM AUTHOR]

The aim of the present article is to provide an overview of the current state of affairs regarding foreign language education and bilingual education in the different parts of Belgium. In a brief historical contextualisation, we explain how language education in Belgium has been shaped by the country's political and economic history, which has led to legal constraints concerning the language(s) of instruction as well as foreign language education. A paradoxical situation has now emerged: on the one hand, an apparently straightforward organisation of language education according to a 'one community – one language' principle; on the other hand, a complex and heterogeneous reality with respect to the organisation of the school system in general and language education in particular. We illustrate the present situation with figures from the different language communities (Dutch-, French-, and German-speaking) on (a) foreign languages learned at school in regular settings, and (b) alternatives to the regular framework that bypass the constrictive legislation, such as CLIL. The data reveal the intricate make-up of language education in Belgium, reflecting a tailor-made approach taken by each of the three official language communities. [ABSTRACT FROM AUTHOR]

The academic literature pertaining to the discipline of international education acknowledges that the International Baccalaureate (IB) programme is expanding globally. Given the growing influence of the IB on international schooling, our study seeks to map the field of IB research drawing on a systematic review of 295 documents published from January 1967 through August 2018. Specifically, we conducted a bibliographic coupling analysis on the identified sample of IB-related literature. The results allowed us to unveil the most influential articles, academic outlets, and scholars along with some rankings, networks of collaborators, and bundles of contributions to the specialised literature. Our review uncovered three main research clusters that have formed in the IB field, including "growing the IB brand", "student success for the IB", and "the international identity of the IB". This bibliographic analysis is important for both offering insight into the intellectual structure of the field and assisting with the identification of new research directions within the IB domain that warrant further scholarly consideration. This study examines how access to the academic curriculum creates patterns of inequality in Australian schools. Examining students' access to the academic curriculum gives an indication of how schooling is structured to support students in pursuing higher education opportunities. To date, little research attention has been given to the opportunities schools offer students to access the academic curriculum in order to enter university. Using administrative data on students and schools, we find that there are fewer average curriculum subjects, and less complexity in the subjects offered, in schools with low levels of socio-educational advantage. We argue that curriculum differentiation across schools is a systemic constraint that students in schools with higher levels of socio-educational disadvantage face in progressing to university because these schools are less able to provide students with access to core academic curriculum subjects in the final year of secondary school. Previous research has highlighted the social differences reflected in both educational access and outcomes due to the marketisation of schools and policies of school choice. Our findings indeed demonstrate that there are relationships between access to the academic curriculum, school socio-educational advantage and the social composition of schools, and these factors have important educational policy implications. Today's media generally depicts negative or biased images of multicultural or ethnic groups based on certain symbols and semantics. Given these characteristics, it is important to provide an educational experience in which adolescents critically reflect on how the media presents distorted images of ethnic groups, especially migrants. Thus, the present study used a media criticism-based approach for designing critical multicultural instruction in social studies curricula. In the sample lesson plans, the cultivation of critical multicultural citizenship is presented as one of the instructional goals, after which the problems and issues regarding how the media depicts ethnic groups are discussed. Next, exploratory activities are conducted wherein the students analyse, interpret and critically evaluate various media texts. It is hoped that this study can be used as a reference for schools aiming to foster students' ability to critically analyse media texts, especially those that present ethnic groups in a negative light.
