Current soil‐ and land degradation seriously challenge our societies; it contributes to climate change, loss of biodiversity and loss of agricultural productions. Yet, soils are also seen as a major part of the solution, if maintained or restored to provide ecosystem services. Climate‐smart sustainable management of soils can provide options for soil health maintenance and restoration. In the European Union, the resource management and sustainability challenge are addressed in the Green Deal that, among other goals, aspires towards a healthy climate‐resilient agricultural sector that will produce sufficient products without damaging ecosystems and contribute to better biodiversity and mitigate climate change. The European Joint Programme (EJP) SOIL was set up to contribute to these goals by developing knowledge, tools and an integrated research community to foster climate‐smart sustainable agricultural soil management that provides a diversity of ecosystem service, such as adapting to and mitigating climate change, allowing sustainable food production, and sustaining soil biodiversity. This paper provides an overview of the potential of climate‐smart sustainable soil management research to the targets of the Green Deal that are related to soils most directly. The EJP SOIL EU‐wide consultation (interviews and questionnaires) and literature analysis (national and international reports and papers) done in the first year (2020–2021) generated a wealth of data. This data showed that there are specific manners to do research that are essential for it to be effective and efficient and that can actively contribute to the Green Deal targets. We concluded that research needs to be: (i) interdisciplinary, (ii) long‐term, (iii) multi‐scaled, from plot to landscape, (iv) evaluating trade‐offs of selected management options for ecosystem services and (v) co‐constructed with key stakeholders. Research on climate‐smart sustainable soil management should be developed (1) on plot scale when mobilizing soil processes and on landscape scale when addressing sediment and water connectivity and biodiversity management; and (2) address the enabling conditions through good governance, social acceptance and viable economic conditions. The reductions of climate change and greenhouse gas emissions are an essential objective of the European Union (EU) to achieving the reduction target by 20% by 2020. Along with energy consumption and agriculture, trade has a diverse impact on climate change. International trade usually negatively affects the environment, while the influence of intra-industry trade is more favourable. The paper investigates the impact of energy use, agriculture, and intraindustry trade on environmental pollution in EU countries using panel data for the period 2000-2014. The research frames the theoretical hypothesis that describing the relationship between agricultural intra-industry trade and climate change. The assumptions are confirmed by panel fixed effects, and Generalized Method of Moment (GMM) estimations, and the panel cointegration test. The empirical results have supported by the literature, and all variables used in this study are stationary applying panel unit root test. Results show that agricultural intra-industry trade, renewable energy is negatively correlated with climate change, confirming the less pollutant hypothesis, while economic growth and agricultural productivity induce environmental problems. This study confirms the theoretical hypotheses explaining the effect of intra-industry trade for agricultural products as well as the impacts of renewable energy use, agricultural land productivity, and economic growth on CO2 emissions. • An index of Sustainable Agriculture for the EU-28 over the period 2005–2014 is computed. • A Granger-causality test for panel data is implemented. • A negative bidirectional relationship between climate change and agricultural yields is verified. • A negative bidirectional relationship between climate change and sustainable agriculture is identified. • Conventional agriculture negatively affects sustainable agriculture. Agriculture and climate change are characterized by a complex cause-effect relationship. The agricultural sector generates significant quantities of gas emissions that affect climate. The rise in the concentration of greenhouse gases in the atmosphere, the increase in temperatures as well as changes in the precipitation regime have repercussions on the volume, quality and stability of the agricultural and zoo technical production, but also on the natural environment in which agriculture is practiced. Based on the above, the purpose of the paper is twofold. Firstly, through the Wroclaw Taxonomic Method, we construct a composite indicator, called the Index of Sustainable Agriculture (ISA), and analyse 28 countries that have joined the European Union from 1 July 2013 to today (EU-28) over the period 2005–2014, according to 16 variables. Secondly, the Granger-causality test for panel data is implemented in order to verify the causal relationship among the ISA, climate change and agricultural production. In other words, we test which of the three analyzed variables turns out to be the cause variable and which, instead, turns out to be the effect variable. Furthermore, we test if there is a bidirectional causality among the variables. This analysis provides a wide overview on how European countries rank according to the ISA and its three crucial pillars, i.e. environmental, economic and social. Moreover, important causality relationships among the ISA, climate changes (approximated by mean annual temperature and mean annual precipitation and provided by the Climate Research Unit (CRU) Time-Series (TS) Version 3.22 of the University of East Anglia) and agricultural production (approximated by wheat and spelt yields and provided by EUROSTAT) are identified. In particular, the following hypotheses are verified: 1) there is a negative bidirectional relationship between climate change and agricultural yields; 2) there is a negative bidirectional causal relationship between climate change and sustainable agriculture; 3) conventional agriculture negatively affects sustainable agriculture. This paper analyses an area of climate governance which is currently undergoing fast developments on the EU and international level: land use and in particular, agricultural land use. Despite all recent developments, current climate policies in the EU as a whole, but particularly land use policies, prove to be of little use in achieving the ambitious temperature limit set out in Article 2 Paragraph 1 of the Paris Agreement. The Paris Agreement limits global warming to a maximum of 1.5 to 1.8 degrees Celsius. Climate protection law is the basis for the energy transition, which consists at the moment of transforming the electricity sector. Agriculture has not really been integrated yet. In addition, climate governance vastly ignores the fact that different environmental issues (like biodiversity loss, soil degradation and disrupted nitrogen and phosphorus cycles) are interlinked, and that rebound and shifting effects occur. This paper contributes to the literature on the trade liberalization – climate change nexus by investigating the impact of the current free trade agenda of the European Union (EU) on the effectiveness of a possible greenhouse gas (GHG) reduction policy for its agricultural sector. For the analysis we implement scenarios with a carbon tax on non-CO 2 emissions and trade liberalization both individually and combined in CAPRI, a global partial equilibrium model for agriculture. Scenario results indicate that the simulated trade liberalization by itself has only modest effects on agricultural GHG emissions by 2030. Pricing agricultural non-CO 2 emissions in the EU triggers the adoption of mitigation technologies, which contributes to emission reductions. Emission leakage, however, partially offsets the EU emission savings as production increases in less emission-efficient regions in the world. The combination of agricultural trade liberalization and carbon pricing increases emission leakage and, therefore, further undermines global mitigation gains. Our results hinge on the key assumptions that future trade agreements between non-EU countries are not considered and that the climate actions are limited to the EU only. Despite these limitations we conclude that, from a global GHG mitigation perspective, trade agreements should address emission leakage, for instance by being conditional on participating nations adopting measures directed towards GHG mitigation. This paper shows how the adoption of the EU strategy for the Danube will affect agriculture in areas along the river and the main objectives of the strategy for agriculture. Among the Danube's states, Romania has the largest area in the Danube basin, Danube strategy aims at a macro-regional development and is also an action plan for the river areas and neighboring countries. The people from the Danube delta have a way of life unchanged for centuries and agriculture remains a vital sector for the Danube region. Farmers will need support for adopting and maintaining systems and agricultural practices that will contribute to achieving the strategy's objectives for the environment and climate changes. Abstract: Local authorities are important actors to mitigate climate change. They can implement policies which can reduce emissions of greenhouse gases in sectors like transport, waste, agriculture and land use, land use change and forestry (LULUCF). They can also implement policies which can increase carbon dioxide removals. The European Union Emissions Trading Scheme (EU ETS) is one of the most important initiatives to reduce carbon dioxide emissions in the EU. It is a cap and trade scheme encompassing almost half of the European-wide carbon dioxide emissions. However, carbon dioxide removals and sectors associated with local authorities’ responsibilities are not included in the EU ETS. The main objective of this paper is to propose an original cap and trade system, called LETS, designed to involve local authorities. The LETS was then tested and applied to all the local authorities in the mainland of Portugal covering emissions and removals of a single greenhouse gas (carbon dioxide) in the LULUCF and the transport sectors. The system proved to have the necessary conditions to be implemented and adaptable to other country contexts. [Copyright &y& Elsevier]

The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them. The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU’s Member States are responsible for implementing EU policy: thus, the UK’s Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road-fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic. Abstract: Changes in rural areas, such as depopulation and land abandonment, but also intensification and loss of biodiversity, usually proceed very slowly yet are often irreversible. A scenario study (called EURURALIS) was carried out by Wageningen University and Research Centre in combination with the Netherlands Environmental Assessment Agency (MNP) to stimulate the strategic discussion among both national policy makers and policy makers at the European Union level on the future of Europe''s rural areas and the role of policy instruments. After a review of previous scenario studies, the choice was made to elaborate strategic scenarios, built on a 2×2 matrix, where the axes represent the most critical uncertainties. The four scenarios were structured along two axes: (1) ranging from increasing globalisation to a world of regional economic and cultural blocks and (2) ranging from a future of lean governments to a future with ambitious government regulation. The storylines were inspired by earlier work such as the emission scenarios of the Intergovernmental Panel on Climate Change (SRES), the GEO-3 scenarios and scenarios of the Netherlands Bureau for Economic Policy Analysis (CPB). The current scenario study includes the 25 EU member states and had a time horizon up to 2030. The scenarios were quantified with a chain of models, ranging from global models to a spatially explicit model, which simulated land use on a 1km× 1km grid for the whole EU. The scenarios and their outcomes are presented by means of a CD. This paper describes the steps taken, proceeding from the general aim of the study on to the scenario set-up and then to the actual storylines and quantification of the scenarios. Innovation in agriculture occurs in response to the requirements of increasing the competitiveness of the agricultural sector, given the intensification of social and political pressures on combating the climate changes effects and ensuring food safety. Through innovation in agriculture is seeking for new solutions to increase the performance of economic entities in this domain and also to ensure sustainable development of the agricultural domain. The conducted research involved, first, a theoretical approach based on reviewing the specialized literature, which allowed, later, devising an empirical study on the relationship innovation - performance in agriculture, at the European Union level (EU-28). To answer the research question, in the study there were used the following data analysis methods: multiple linear regression analysis, correlation analysis, comparative analysis. The main results of the study show that, in most countries, agriculture has recorded performance gains. The highest levels of performance were recorded in those countries characterized by a high rate of investment in research - development and education of agricultural entrepreneurs. From the analysis of statistical relationships between indicators appears a positive influence of innovation on the performance of agriculture. Also, the results show that improving the economic performance is inversely related to the improvement of the environmental performance of agricultural entities, whereas the adoption of measures to minimize the consumptions of inputs does not ensure economic performance as it should be.
