Among all public buildings, on account of their educational purpose, school buildings have a major social responsibility. Therefore energy performance in this type of building is of great importance. The overall purpose of this research is to achieve a functional benchmarking, based on the real operation conditions of school buildings, by the exploitation of the results made public, through an intensive literature survey on energy consumptions in schools. The survey was made to gather data that is relative to energy consumption in school buildings, documented in the most diverse fields and units: global energy consumption values, electrical energy consumption; fuel consumption for heating, energy data consumption of schools expressed in annual cost per unit of heated/cooled surface area ($/m 2 ) or per unit of heated/cooled volume ($/m 3 ) or, finally, as the annual cost per student ($/student). The literature was analyzed to determine if a worldwide comparison among the published data could be established. The results suggest that when attempting to determine an energy benchmark some considerations should not be forgotten: standard indoor environmental conditions (IEC) for classrooms (set-point for indoor operative temperature of 20 °C in winter and 26 °C in summer as suggested in EN 15251:2007), electrical and heating consumption values should be kept separately, different education levels usually require different energy consumption values. A good way to normalize heating energy consumption is going through a climatic adjustment based on Heating Degree Days (HDD). For an impartial data comparison, based either on an operating rating or on a simulation carried out for reference conditions, benchmark reference values should be expressed in terms of billed energy data. Objectives Comprehensive smokefree laws, as recommended by the WHO Framework Convention of Tobacco Control (WHO FCTC), are the most effective tool to protect the population from secondhand smoke (SHS) and to ensure healthy environments. Studies evaluating how laws govern SHS protection are scarce. This study assessed the level of protection from SHS of laws from countries belonging to the WHO European Region. Methods A new methodology system was developed to evaluate the smokefree legislation according to the principles provided by the WHO guidelines for the correct implementation of Article 8 of the FCTC. For each law, six main sectors and 28 facilities were evaluated. Results Overall 68 laws from 48 countries from the WHO European Region were reviewed. 'Education' and 'Public transport' were the most protected sectors from SHS. Many WHO European laws do not provide protection from SHS across all public sectors. For example, 48.5% of general health facilities and 71.2% of restaurants are unprotected from SHS. The level of protection provided in the 28 facilities studied was low; many WHO European laws still allow smoking under certain conditions, permitting smoking in designated and/or ventilated areas. Conclusions Nine years after the adoption of the WHO FCTC there are still legal formulas in which smoking is allowed in several facilities, through the inclusion of separated areas, ventilated areas and other conditions. In the countryside, where intensive rural development and rising property values have been observed since the late 1970s, the preservation and meaning of traditional dwellings have emerged as crucial considerations in shaping Hong Kong's countryside conservation policy. The focus of this paper is on the conservation of temples, as we are drawn to these structures not only for their architectural merit but also for their role as public buildings within the countryside. Consequently, their cultural significance is heavily influenced by the stakeholders they are associated with, distinguishing them from other types of dwellings. This paper examines the coastal landscape of South Lantau, which includes several villages with distinct traditions that have undergone significant transformations since the 1960s. Located at the southwest edge of Hong Kong, Lantau Island had a rural lifestyle that was relatively undisturbed before WWII because of the difficulty in accessing the island. However, in response to the large people influx from China's mainland after 1949, the Hong Kong government introduced the Lantau Development Plan in 1953, mainly to open up new sources of freshwater resources for Hong Kong Island. The construction of South Lantau Road in 1955 and Shek Pik Reservoir in 1957 gradually led to the decline of agricultural activities in South Lantau and the population exodus of local villagers, resulting in a rupture to regional traditions. In multilineage communities such as the villages on South Lantau, worship of a common deity provides a vital source of social bonding, particularly for an area long beset by typhoons, piracy and banditry. Local people pray for safety and prosperity through collective rituals and celebratory activities. Therefore, temples are not only religious establishments but also embody the sense of social solidarity among villagers on South Lantau. Through the case study of three rural villages on South Lantau, this paper examines how temples play an important role in the continuity of the communal network amid repercussions from the postwar disruption of traditional rural life. Significantly, this pilot study also draws attention to the functions of temples in their historical context. It emphasises the importance of recognising and re-evaluating these buildings for cultural enhancement as part of community engagement. Purpose: The calculation of buildings' carbon footprint (CFP) is an important basis for formulating energy-saving and emission-reduction plans for building. As an important building type, there is currently no model that considers the time factor to accurately calculate the CFP of hospital building throughout their life cycle. This paper aims to establish a CFP calculation model that covers the life cycle of hospital building and considers time factor. Design/methodology/approach: On the basis of field and literature research, the basic framework is built using dynamic life cycle assessment (DLCA), and the gray prediction model is used to predict the future value. Finally, a CFP model covering the whole life cycle has been constructed and applied to a hospital building in China. Findings: The results applied to the case show that the CO2 emission in the operation stage of the hospital building is much higher than that in other stages, and the total CO2 emission in the dynamic and static analysis operation stage accounts for 83.66% and 79.03%, respectively; the difference of annual average emission of CO2 reached 28.33%. The research results show that DLCA is more accurate than traditional static life cycle assessment (LCA) when measuring long-term objects such as carbon emissions in the whole life cycle of hospital building. Originality/value: This research established a carbon emission calculation model that covers the life cycle of hospital building and considered time factor, which enriches the research on carbon emission of hospital building, a special and extensive public building, and dynamically quantifies the resource consumption of hospital building in the life cycle. This paper provided a certain reference for the green design, energy saving, emission reduction and efficient use of hospital building, obviously, the limitation is that this model is only applicable to hospital building. Currently, the management of public real estate stocks is one of the most challenging activities. In this case, facility management emerges as a strategic but complex discipline that requires a great amount of integrated and structured data and information of heterogeneous origin and nature. Starting from this premise, this paper focuses on how FM discipline can be supported by Building Information Modeling (BIM) and Geographic Information System (GIS) integrated methodologies and tools achieving high levels of effectiveness and efficiency in public building stock management. This led to the definition and development of a framework that mainly takes advantage of open-source tools (e.g., Quantum Geographic Information System—QGIS, and Dynamo) and non-proprietary data exchange formats like the COBie (Construction Operations Building Information Exchange) international standard. This methodological framework is capable of integrating different but strongly complementary tools, data, information, and expert knowledge for a multiscale approach. The methodology presented in this paper does not provide for an integral transfer of BIM data to the GIS platform but leads instead to an effective bidirectional integration between the two informative systems, by properly relating them and allowing for an easy switch from one system database to the other. The findings of experimental applications of the methodological approach to the former Macciotta pediatric hospital, a healthcare building owned by the University of Cagliari, are presented and discussed. Finally, the analysis about potentials and criticalities of the developed methodological framework aims to trigger the widest future development and dissemination of this research. In Italy, the number of buildings that have fallen into disuse is huge. Moreover, the normative and regulative framework promoting the public portfolio's re-use and revitalisation is still unclear and ambiguous. Nevertheless, over the past decade, these buildings have become fertile ground for innovation and creative experiences led by civic actors. The rise of this new category of civic actors plays an important role, both in terms of the institutional dynamics and the kind of initiatives and practices they undertake. Although they act in different manners, they share similar patterns of behaviour validated through an in-depth analysis. This research pinpointed that, regardless of the diverse operating contexts, institutional performances can be successful only if certain kinds of conditions are considered. This paper has a twofold aim: (i) to establish an analytical framework for analysing the emerging streamlined phenomenon of revitalisation processes in unused public buildings, (ii) and to critically discuss these processes, providing key insights into behaviour and institutional civic actors' performances, as well as the necessary conditions for successful revitalisation. By doing so, this paper aims to enhance our understanding of civic actors and their role in revitalisation processes, contributing to discussing and identifying crucial factors for achieving a successful outcome. As the global climate continues to change, lowering carbon emissions of public buildings (CEPB) is essential for reducing carbon emissions from the construction sector. Exploring the current status of the field is crucial to improving the effort to reduce CEPB. CiteSpace and VOSviewer are used in this research to visualize the literature on CEPB from the Web of Science Core Collection from 2002 to 2022, including an overview, collaborations, and keywords, as well as references. The paper then analyzes and reviews the research processes of CEPB in conjunction with the visualization results and the collation of information from the literature. The results show that the current research hotspots include (1) theoretical research and simulation modeling, (2) energy systems, (3) materials, (4) public building retrofitting, (5) the main factors that contribute to the reduction in CEPB. Architectural features and structures and digital technology are the frontiers of research in the field of CEPB. In general, there is still sufficient space to develop in the field. These findings intuitively encapsulate the valuable information and inherent value of a significant body of literature, which can help researchers quickly understand the field and provide some references. Background: Nature-based solutions (NBS) in urban areas offer an opportunity to improve environmental conditions and to reduce CO2 emissions towards establishing climate-neutral cities in the next few decades. Furthermore, the implementation of NBSs—vertical or horizontal green infrastructures on public facilities—could in particular improve both climate, including outdoor thermal conditions on a micro-scale (especially during the summer season) and the energy demand of buildings as well as save heating energy during the winter period. Results: On both selected buildings, extensive green roofs were implemented as an NBS intervention. The analysed data were obtained using the monitoring systems (from 2019 to 2022) installed on two public buildings in Novi Sad (Republic of Serbia) and Osijek (Republic of Croatia), with a focus on climate/bioclimate characteristics and thermal transmission capacities. Four automatic weather stations (AWS) were used for microclimate monitoring, along with the heat flow meter (HFM) method, to measure the alterations in the thermal transmittance (U value) of a flat concrete roof before and after energy refurbishment and the installation of a green roof. The outcomes of this study show that the air temperatures (Ta) and globe temperatures (Tg) near the green roof are lower by 0–3 °C for Ta and by 0–16.5 °C for Tg than the values captured by the AWSs at other locations. An even more interesting fact is that the green roof has a constant cooling potential during tropical nights, and based upon this research, the cooling value is around 2 °C for Tg (the Ta value is not distinct). The thermal transmittance results show that more savings can be achieved by applying a green roof with an 8 cm thick substrate: U values decreased by 50–69%, as measured by two different heat flux sensors. Conclusions: Nature-based solutions, such as the implementation of an extensive green roof, have positive effects on diverse aspects of urban environments and building energy savings, which are particularly evident in extreme seasons, both summer and winter. Applying the proposed monitoring and assessment system could help local communities in their efforts to reduce carbon-based emissions.
