Bu tez Osmanlı Balkanları'ndaki çeşitli kentsel gelişim örneklerini inceleyerek, kentsel değişim ve yeni şehirlerin tesisi bağlamında belirli bir Osmanlı modelinin mevcut olduğunu ortaya koymayı amaçlamaktadır. Çalışma, yeniden kurulan veya baştan inşa edilen dört kentin morfolojisi üzerine odaklanarak, Osmanlılar'ın fethedilen bölgelerdeki kentsel alanın düzenlenmesinde kullandıkları yöntemlerde belli bir normatif örüntü olduğu sonucuna varır. Osmanlı merkezî yönetimi ve Balkanlar'daki yarı-özerk akıncı uc beyleri, mevcut kent merkezlerini müstahkem bölgelerden dışarıya taşımak için bilinçli bir girişimde bulunarak, Balkanlar'daki Bizans-Slav şehirlerinin tevârüs etmiş mevcut mekânsal düzenini değiştirmek için belli bir plan izlemişlerdir. Mekânsal düzenin mimarî hâmilik yoluyla değişimi konusu uzun bir evrimsel yol izler ve şüphesiz Osmanlı devletinden daha eskidir. Osmanlı kent planında mekânsal düzenin kolonizatörleri olarak kullanılan T-biçimli ve çok işlevli imaret/zaviyeler, Osmanlı Bitinyası'nda ortaya çıkmış ve sonrasında da Balkanlar'a aktarılmış önemli bir yeniliktir. This dissertation examines several cases of urban development in the Ottoman Balkans aiming to demonstrate the existence of an established Ottoman model for urban modification and creation of new towns. Focusing on the morphology of four towns rebuilt or established from scratch the dissertation finds a normative pattern in the methods applied by the Ottomans in reclaiming urban space in the conquered territories. The Ottoman central power and the semi-autonomous border raider commanders in the Balkans applied a program for changing of the inherited spatial in order in the Byzantino-Slavic cities in the Balkans through a conscious attempt for shifting of the existing urban core away of the fortified parts. The concept for changing of the spatial order through architectural patronage has followed a long evolutionary path and certainly predates the Ottoman state. The T-shaped multifunctional imaret/zaviyes used in the Ottoman urban program as colonizers of urban space constitute the important novelty that came into being in Ottoman Bithynia and was subsequently transferred to the Balkans. 432

Uzun bir seri tapu tahrir defterleri ışığı altmda Osmanlı Yukarı Trakya' daki gelişmente olan birbirinden farklı üç tip şehircilik ve demografik inkişat açıklanmaktadır. Birinci tip Filibe şehri temsil etmektedir. Bu şehrin tarihi gelişimi Osmanlı idaresinin yoğun kolonizasyon çabaları Balkanlar'daki geleneksel şehirciliğin nasıl etkilendiğim ortaya koymaktadır. İkici tip Tatar Pazarcık şehri temsil etmektedir. Bu Osmanlılar tarafından yeni kuruluş bir şehrin misali olup, bunun şenlendirmesinde de merkezi idarenin rolü muazzam. Araştırmamızın üçüncü tip Osmanlı şehri İstanimaka'dan temsil edilmektedir. Bu şehrin Osmalılardan önceki dönemde kalmış ve gelişmiş bir merkez olup, fakat dönem boyunca fatihlerin stratejik planlarının dışında kalmaktadır. Bnun için de İstanimaka'nm demografik gelişiminde devletin rolü her zaman düşük olunduğu ortaya çıkmaktadır. Seen through the data provided by the Ottoman tax and population censuses {tahrir defterleri) the research illustrates three different types of urban development and demographic trends in the Ottoman Upper Thrace. The first type, representative of which was the city of Filibe, points pre- Ottoman settlements, which as a consequence of the policy of the central Ottoman administration, have been recreated and repopulated with Turkish colonists from Asia Minor. The central authority played a crucial role in the demographic processes there. The second type, Tatar Pazarcık, is an example of newly founded Ottoman city in the development of which the state also took active part. The third type, istamimaka, represents settlement from the medieval Balkan period, which stayed out of the strategic interest of the Ottoman government, having minor state interference in the natural demographic processes. This research introduces a novel geo-spatial sampling model to overcome a major difficulty in historical economic geography of Bulgarian lands during a crucial period: immediately before and after the de facto independence of the territory from the Ottoman Empire in the second half of the nineteenth century. At its core it seeks to investigate the research question how the Bulgarian independence affected agricultural production in two regions (centered around the cities of Plovdiv and Ruse) of today's Bulgaria, for which there are conflicting yet empirically unsubstantiated claims concerning the economic impact of the political independence.
