This paper presents a novel $\mathcal {H}_{2}$ filter design procedure to optimally split the Frequency Regulation (FR) signal between conventional and fast regulating Energy Storage System (ESS) assets, considering typical Communication Delays (CDs). The filter is then integrated into a previously validated FR model of the Ontario Power System (OPS) including Battery and Flywheel ESSs, which is used to analyze the impact of these ESSs, CDs, and limited regulation capacity in the FR process in a real system. The proposed methodology to split the FR signal is also compared with the existing FR process, with the results showing that the proposed $\mathcal {H}_{2}$ filter design and signal splitting strategy can improve the FR process performance significantly, in terms of reducing the Area Control Error (ACE) signal, and thus reduce the need for regulation capacity. The share of inverter-connected renewable energy resources (RESs) is increasing in the grid, with these resources partially displacing conventional synchronous generators. This has resulted in increased variability of active power supply, reduced overall inertia, and increased spatial heterogeneity of inertia, leading to faster system frequency dynamics along with larger and more frequent frequency control events. These effects are expected to become increasingly more important in power system control in next-generation grids, which may conceivably be made up entirely of RESs. To mitigate these challenges, a fast, area-based hierarchical control strategy is proposed. This scheme partitions the power system into small areas, estimates local power imbalances, and corrects them by utilizing local inverter-based resources (IBRs). In cases where sufficient resources are not available locally, power is preferentially sourced from electrically close neighbours using an iterative distributed optimization scheme which preserves information privacy between areas. The proposed frequency control architecture can be retrofit onto existing control systems, and allows for flexibility in the amount of model information available to the designer. The increasing integration of utility-scale renewable energy sources (RESs) brings emerging challenges to the classical problems of voltage control in transmission grids, including increased potential for voltage violations. To address this challenge, we present a novel measurement-based coordinated voltage control scheme that can enable fast participation of RESs. In this approach, RESs are coordinated with the traditional voltage control devices such as synchronous generators (SGs) and static var compensators (SVCs) to maintain all bus voltages within operational limits while respecting device power limits. The control scheme allows different priorities to be assigned to different control resources, and ensures that both voltage and reactive power constraints are met in steady-state whenever it is possible to do so. The controller design requires only an approximate model of the steady-state relationships between voltage and reactive power in the system, and in online operation, processes voltage and reactive power measurements to produce set-point updates for RESs, SVCs, and SGs; this feedback provides robustness against both model uncertainty and unmeasured disturbances. Secondary control strategies in hybrid ac/dc microgrids have been conventionally designed independently for each side of the microgrid, neglecting the interaction between the ac and dc sides due to the power transferred through the interlinking converter. This has a negative effect on the power sharing and dynamic response of the system. In this article, a novel distributed secondary control strategy for hybrid ac/dc-microgrids is presented which coordinates the control actions of the ac and dc sides. The proposed control scheme simultaneously regulates ac-voltage magnitude and frequency, as well as the dc-voltage magnitude, by including the interlinking converters in the control strategy via a distributed consensus approach. This improves the power-sharing accuracy and secondary control restoration of the variables in both ac and dc sides of the microgrid. Moreover, the proposed methodology avoids the circulating currents which are typically produced in systems with multiple interlinking converters. Several simulation and experimental tests, such as load impacts and plug-and-play capability, are presented to validate the performance of the proposed control strategy using a 24-kW hybrid ac/dc-microgrid laboratory prototype. Communication infrastructure (CI) in microgrids (MGs) allows for the application of different control architectures for the secondary control (SC) layer. The use of new SC architectures involving CI is motivated by the need to increase MG resilience and handle the intermittent nature of distributed generation units. The structure of SC is classified into three main categories, including centralized SC (CSC) with a CI, distributed SC (DISC) generally with a low-data-rate CI, and decentralized SC (DESC) with communication-free infrastructure. To meet the MGs’ operational constraints and optimize performance, control and communication must be utilized simultaneously in different control layers. In this survey, we review and classify all types of SC policies from CI-based methods to communication-free policies, including CSC, averaging-based DISC, consensus-based DISC methods, containment pinning consensus, event-triggered DISC, washout-filter-based DESC, and state-estimation-based DESC. Each structure is scrutinized from the viewpoint of the relevant literature. Challenges such as clock drifts, cyber-security threats, and the advantage of event-triggered approaches are presented. Fully decentralized approaches based on state-estimation and observation methods are also addressed. Although these approaches eliminate the need of any CI for the voltage and frequency restoration, during black start process or other functionalities related to the tertiary layer, a CI is required. Distributed control schemes have transformed frequency and voltage regulation into a local task in distributed generators (DGs) rather than by a central secondary controller. A distributed scheme is based on information shared among neighboring units; thus, the microgrid performance is affected by issues induced by the communication network. This paper presents a distributed predictive control applied to the secondary level of microgrids. The model used for prediction purposes is based on droop and power transfer equations; however, communication features, such as connectivity and latency, are also included, thus making the controller tolerant to electrical and communication failures. The proposed controller considers the frequency and voltage regulation control objectives and consensus over the real and reactive power contributions from each power unit in the microgrid. The experimental and simulation results show that the proposed scheme (i) responds properly to load variations, working within operating constraints, such as generation capacity and voltage range; (ii) maintains the control objectives when a power unit is disconnected and reconnected without any user updating in the controllers; and (iii) compensates for the effects of communication issues over the microgrid dynamics. This document is a summary of a report prepared by the IEEE PES Task Force (TF) on Microgrid Stability Definitions, Analysis, and Modeling, IEEE Power and Energy Society, Piscataway, NJ, USA, Tech. Rep. PES-TR66, Apr. 2018, which defines concepts and identifies relevant issues related to stability in microgrids. In this paper, definitions and classification of microgrid stability are presented and discussed, considering pertinent microgrid features such as voltage-frequency dependence, unbalancing, low inertia, and generation intermittency. A few examples are also presented, highlighting some of the stability classes defined in this paper. This paper presents a novel distributed control strategy for frequency control, congestion management, and optimal dispatch (OD) in isolated microgrids. The proposed strategy drives the distributed generators (DGs) within the microgrid to a dispatch that complies with the Karush–Kuhn–Tucker (KKT) conditions of a linear optimal power flow (OPF) formulation. The controller relies on local power and frequency measurements, information from neighboring DGs, and line-flow measurements transmitted through a communications network. Extensive simulations show a good performance of the controller against sudden changes in the load, congested lines and availability of DGs in the microgrid, and the ability to successfully drive the system to an optimal economic operation. In this paper, a model-based predictive control method is proposed for utilization of flexible resources such as battery energy storage systems and heating systems effectively to provide demand response in low-voltage distribution networks with solar photovoltaic. The contributions of this paper are twofold. First, a linear power flow method based on relaxation of branch power losses applicable to radial distribution networks is proposed and formulated. Second, a flexible resources controller that solves a multi-objective linear optimization problem in receding-horizon fashion is formulated taking into account system states, forecasts of generation, and loads. Using the proposed control algorithm, flexibility from network resources can be utilized for low-voltage network management with assurance of quality of service to the customers. Simulations are conducted for summer and winter cases on a simplified Danish low-voltage network using Matlab/Simulink to study the performance of the proposed control method. Compared to the methods in state of the art, the proposed linear power flow method is proven to be accurate for the calculation of network power flows. Simulation results also show that proposed flexible resources controller can meet the network control objectives while satisfying the network constraints and operation limits of the flexible resources. The DC Power Flow approximation has been widely used for decades in both industry and academia due to its computational speed and simplicity, but suffers from inaccuracy, in part due to the assumption of a lossless network. This paper presents a natural extension of the DC Power Flow to lossy networks. Our approach is based on reformulating the lossy active power flow equations into a novel fixed-point equation, and iterating this fixed-point mapping to generate a sequence of improving estimates for the active power flow solution. Each iteration requires the solution of a standard DC Power Flow problem with a modified vector of power injections. The first iteration returns the standard DC Power Flow, and one or two additional iterations yields a one or two order-of-magnitude improvement in accuracy. For radial networks, we give explicit conditions on the power flow data which guarantee that the active power flow equations possess a unique solution, and that our iteration converges exponentially and monotonically to this solution. Algebraic graph theory is a cornerstone in the study of electrical networks ranging from miniature integrated circuits to continental-scale power systems. Conversely, many fundamental results of algebraic graph theory were laid out by early electrical circuit analysts. In this paper, we survey some fundamental and historic as well as recent results on how algebraic graph theory informs electrical network analysis, dynamics, and design. In particular, we review the algebraic and spectral properties of graph adjacency, Laplacian, incidence, and resistance matrices and how they relate to the analysis, network reduction, and dynamics of certain classes of electrical networks. We study these relations for models of increasing complexity ranging from static resistive direct current (dc) circuits, over dynamic resistor..inductor..capacitor (RLC) circuits, to nonlinear alternating current (ac) power flow. We consider a graph-theoretic approach to the performance and robustness of a platoon of vehicles, in which each vehicle communicates with its $k$ -nearest neighbors. In particular, we quantify the platoon’s stability margin, robustness to disturbances (in terms of system \mathcal {H}_{\infty } norm), and maximum delay tolerance via graph-theoretic notions, such as nodal degrees and (grounded) Laplacian matrix eigenvalues. The results show that there is a trade-off between robustness to time delay and robustness to disturbances. Both first-order dynamics (reference velocity tracking) and second-order dynamics (controlling inter-vehicular distance) are analyzed in this direction. In this paper, we present new distributed controllers for secondary frequency and voltage control in islanded microgrids. Inspired by techniques from cooperative control, the proposed controllers use localized information and nearest-neighbor communication to collectively perform secondary control actions. The frequency controller rapidly regulates the microgrid frequency to its nominal value while maintaining active power sharing among the distributed generators. Tuning of the voltage controller provides a simple and intuitive tradeoff between the conflicting goals of voltage regulation and reactive power sharing. Our designs require no knowledge of the microgrid topology, impedances, or loads. The distributed architecture allows for flexibility and redundancy, eliminating the need for a central microgrid controller. We provide a voltage stability analysis and present extensive experimental results validating our designs, verifying robust performance under communication failure and during plug-and-play operation. This brief examines the behavior of DC circuits comprised of resistively interconnected constant-power devices (CPDs), as may arise in dc microgrids containing microsources and constant-power loads. We derive a sufficient condition for all operating points of the circuit to lie in a desirable set, where the average nodal voltage level is high, and nodal voltages are tightly clustered near one another. Our condition has the elegant physical interpretation that the ratio of resistive losses to total injected power should be small compared with a measure of network heterogeneity, as quantified by a ratio of conductance matrix eigenvalues. Perhaps surprisingly, the interplay between the circuit topology, branch conductances, and CPDs implicitly defines a nominal voltage level for the circuit, despite the explicit absence of voltage-regulated nodes.
