When a website is not accessible for users with disabilities, there is a cost imposed on that user. This study quantifies the time disparity experienced by blind users when they encounter web accessibility barriers. The resulting data illustrates a significant reason why web accessibility is imperative, by highlighting and measuring the cost of inaccessibility through the lens of the inequity that accessibility barriers place on the time of users with disabilities in both personal and business settings. This data is needed for policymakers who are creating new regulations or statutes, as well as for informing future technical standards for web accessibility. [ABSTRACT FROM AUTHOR]

U.S. academic libraries exist in an unusual space, as they are both providers of access to computers, the Internet, and databases and electronic products, and producers of electronic content through digital repositories and electronic journals. They are part of larger organizations, yet the other parts of these larger organizations are not libraries or even library-related. In addition, there are factors -- beyond merely decision-making processes -- that make accessibility a far more fraught concern for academic libraries. U.S. academic libraries are also influenced by the policies of new media content creators that maximize their profits through streaming on their own platforms. Further, academic libraries have taken on new roles related to information access, including the collation and distribution of electronic materials through campus digital repositories of preprints, theses, and other works created by faculty, staff, and students. Moreover, in some cases, libraries have stepped into the role of publisher, particularly with respect to open-access electronic journals. For people with disabilities, accessibility in all of these facets is essential for their ability to be equal users of the library. These various roles of academic libraries create a distinct set of legal, technological, and ethical pressures related to ensuring accessibility for individuals with disabilities, which will be explored in this article, along with the potential for academic libraries to become leaders in accessibility in libraries and in broader society. Purpose -- This chapter introduces the role that libraries have played in the struggle for equity and access for people with disabilities. It explores the historical evolution of the library and its service to patrons with disabilities and the significance that the now dominant role of the Internet and digital library resources hold in the realm of equal access to information and resources. Methodology/approach -- We introduce the three sections in this book beginning with libraries and their service and engagement of patrons with disabilities, continuing with a discussion of the accessibility of digital library resources, and concluding with a discussion of international laws and policies that relate to libraries and digital inclusion. Findings -- The Internet and related information and communication technologies have offered libraries around the world many new opportunities to support and extend their activities to support accessibility and inclusion of people with disabilities. The structure of this book and its case studies provide inspiration for libraries and librarians that seek to expand the inclusion of their libraries and the communities that they support. Originality/value -- This chapter introduces a book that is intended to provide best practices and innovative ideas to share amongst libraries, while publicizing the contributions of libraries in promoting social inclusion of and social justice for people with disabilities to those in the library community, and helping libraries to better articulate their contributions in these areas to disability groups, funders, policymakers, and other parts of their communities. Purpose -- This chapter explores the historical and evolving relationship between human rights, social justice, and library support of these efforts through physical and digital access, as well as relevant legal frameworks. Methodology/approach -- We explore the connection between libraries, technology, human rights, and social justice. The human rights and social justice functions of libraries are descriptive of what libraries have become in the age of the Internet. Many aspects of the information and communication capabilities that are provided through Internet access have been leveraged to promote human rights and social justice throughout the world. Findings -- There is practical evidence through case studies and survey results that libraries have primarily embraced this direction through offering many individuals without Internet access or technology experience a place of physical access, education, and an ongoing atmosphere of inclusion and accessibility as society embraces an increasingly digital future. This focus on rights and justice exists within varying legal structures related to people with disabilities and to values of rights and justice. Many libraries have also created programs and services that are targeted toward online equity for people with disabilities. This proactive response regarding digital accessibility is indicative of the likelihood that there is an inclusive future for libraries and their services to the broadest of their communities. Social implications -- Highlighting this role and a motto of access for all will enable libraries to expand their significant contributions to human rights and social justice that extend beyond the traditional physical infrastructure and space of libraries. The article presents a study which examines the usability of multi-touch tablet computer by adults with down syndrome for work-related tasks. It states that usability testing methodology was used during the investigation. Results show that adults with down syndrome can use multi-touch devices effectively for workplace-related tasks, formal computer training can influence the performance of the participant, and that password usability remains a challenge for Down syndrome patients.

The article presents a reprint of the article "Retrofitting Accessibility: The Legal Inequality of After-the- Fact Online Access for Persons with Disabilities in the United States," by Brian Wentz, Paul T. Jaeger, and Jonathan Lazar, which appeared in the Volume 16, Number 11 of the November 2011 issue of the online journal "First Monday." It mentions the unequal accessibility of the technological innovations for people with disabilities and suggests to transform the disability rights laws.

The article presents a study on the usability and accessibility of job application web sites used by blind people. Participants include 16 blind users who are trying to apply online. Results showed the most common problems encountered by blind users while using such sites, which include confusing layout, searching for jobs link, and labeling problem. The study suggested the importance of ensuring the accessibility and usability of online applications sites for people with disabilities.

Despite the significant advantages that access to information and communication technology has made to many of our lives, the related benefits, opportunities and even equalizing effect of this technology are often not accessible or only partially accessible to a growing portion of the global population. Current disability rights laws which are supposed to exist for the protection and well-being of individuals with disabilities are often too close to the heart of the problem, as they can actually promote a separate but unequal online environment. If current U.S. laws were revised to encourage born-accessible technology and there was consistent enforcement of such laws, the online experience of millions of individuals with disabilities could be drastically improved. This article examines the aspects of the current laws that perpetuate a separate but unequal online environment, discussing past and current examples of such inequity. It also contrasts the structure of current U.S. disability rights laws with other civil rights legislation and offers a set of policy recommendations that could have a positive impact on accessibility. The article focuses on e-mail applications and evaluation of their usability by blind users. E-mail serves as an important tool for communication nowadays, but blind users using screen readers like System Acess to access websites can get barriers of accessibility and usability. To evaluate these problems, seven e-mail applications like Gmail and Yahoo Mail Classic were tested by 15 blind users. On basis of feedback, some changes to the testing process and questions were implemented.

With the widespread use of and increasing reliance on Web-based banking and financial systems by many consumers and businesses today, it is important to ensure that banking and financial systems provide equitable and full access for individuals who are blind. There is currently little publicly available research on the topic of blind users and accessible Web-based banking and financial systems, apart from anecdotal commentary and experiences. Recognizing this lack of concrete data and the critical need to ensure equitable access to these systems, we began an exploratory study to investigate the accessibility issues within banking and financial systems. The results of our survey comprise the first formal, peer-reviewed research that documents the state of accessibility problems on banking and finance systems and provides insights and future research suggestions that could improve the user experience of these systems for individuals who are blind. Cardiac Cine Magnetic Resonance (CMR) Imaging has made a significant paradigm shift in medical imaging technology, thanks to its capability of acquiring high spatial and temporal resolution images of different structures within the heart that can be used for reconstructing patient-specific ventricular computational models. In this work, we describe the development of dynamic patient-specific right ventricle (RV) models associated with normal subjects and abnormal RV patients to be subsequently used to assess RV function based on motion and kinematic analysis. We first constructed static RV models using segmentation masks of cardiac chambers generated from our accurate, memory-efficient deep neural architecture - CondenseUNet - featuring both a learned group structure and a regularized weight-pruner to estimate the motion of the right ventricle. In our study, we use a deep learning-based deformable network that takes 3D input volumes and outputs a motion field which is then used to generate isosurface meshes of the cardiac geometry at all cardiac frames by propagating the end-diastole (ED) isosurface mesh using the reconstructed motion field. The proposed model was trained and tested on the Automated Cardiac Diagnosis Challenge (ACDC) dataset featuring 150 cine cardiac MRI patient datasets. The isosurface meshes generated using the proposed pipeline were compared to those obtained using motion propagation via traditional non-rigid registration based on several performance metrics, including Dice score and mean absolute distance (MAD).

Patient-specific left ventricle (LV) myocardial models have the potential to be used in a variety of clinical scenarios for improved diagnosis and treatment plans. Cine cardiac magnetic resonance (MR) imaging provides high resolution images to reconstruct patient-specific geometric models of the LV myocardium. With the advent of deep learning, accurate segmentation of cardiac chambers from cine cardiac MR images and unsupervised learning for image registration for cardiac motion estimation on a large number of image datasets is attainable. Here, we propose a deep leaning-based framework for the development of patient-specific geometric models of LV myocardium from cine cardiac MR images, using the Automated Cardiac Diagnosis Challenge (ACDC) dataset. We use the deformation field estimated from the VoxelMorph-based convolutional neural network (CNN) to propagate the isosurface mesh and volume mesh of the end-diastole (ED) frame to the subsequent frames of the cardiac cycle. We assess the CNN-based propagated models against segmented models at each cardiac phase, as well as models propagated using another traditional nonrigid image registration technique. Additionally, we generate dynamic LV myocardial volume meshes at all phases of the cardiac cycle using the log barrier-based mesh warping (LBWARP) method and compare them with the CNN-propagated volume meshes.

In this work, we describe an unsupervised deep learning framework featuring a Laplacian-based operator as smoothing loss for deformable registration of 3D cine cardiac magnetic resonance (CMR) images. Before registration, the input 3D images are corrected for slice misalignment by segmenting the left ventricle (LV) blood-pool, LV myocardium and right ventricle (RV) blood-pool using a U-Net model and aligning the 2D slices along the center of the LV blood-pool. We conducted experiments using the Automated Cardiac Diagnosis Challenge (ACDC) dataset. We used the registration deformation field to warp the manually segmented LV blood-pool, LV myocardium and RV blood-pool labels from end-diastole (ED) frame to the other frames in the cardiac cycle. We achieved a mean Dice score of 94.84%, 85.22% and 84.36%, and Hausdorff distance (HD) of 2.74 mm, 5.88 mm and 9.04 mm, for the LV blood-pool, LV myocardium and RV blood-pool, respectively. We also introduce a pipeline to estimate patient tractography using the proposed CNN-based cardiac motion estimation.

Estimating and visualizing myocardial active stress wave patterns is crucial to understanding the mechanical activity of the heart and provides a potential non-invasive method to assess myocardial function. These patterns can be reconstructed by analyzing 2D and/or 3D tissue displacement data acquired using medical imaging. Here we describe an application that utilizes a 3D finite element formulation to reconstruct active stress from displacement data. As a proof of concept, a simple cubic mesh was used to represent a myocardial tissue "sample" consisting of a 10 × 10 × 10 lattice of nodes featuring different fiber directions that rotate with depth, mimicking cardiac transverse isotropy. In the forward model, tissue deformation was generated using a test wave with active stresses that mimic the myocardial contractile forces. The generated deformation field was used as input to an inverse model designed to reconstruct the original active stress distribution. We numerically simulated malfunctioning tissue regions (experiencing limited contractility and hence active stress) within the healthy tissue. We also assessed model sensitivity by adding noise to the deformation field generated using the forward model. The difference image between the original and reconstructed active stress distribution suggests that the model accurately estimates active stress from tissue deformation data with a high signal-to-noise ratio.
