The paper discusses the so far unnoticed relation between Miguel de Cervantes' Don Quixote and the life and works of Spanish novelist Francisco Umbral. In spite of having written numerous texts on canonical Spanish authors, Umbral actually paid limited attention to Cervantes. The purpose of the paper is to establish the few yet significant affinities that Umbral expressed towards Cervantes and the main character of his novel. In order to demonstrate this complex link, the paper compares the character of Alonso Quijano to Umbral as a public figure himself. In both cases, there is a constant negotiation between fact and fiction, which leads us to problematize, according to Ian Watt, the concept of "myth" as a paradigm of modern individualism. The second part of the paper examines the metaphors of history that Umbral discovers throughout his reading of Don Quixote. Finally, the third section reflects on the similarities between Quijano and Umbral as both heroes and polemicists. Conclusions show that Umbral's interpretation is symptomatic of a shared perspective of Miguel de Cervantes' novel among late 20th century Spanish writers. [ABSTRACT FROM AUTHOR]

"There is no such Revival. Around the Philosophical Disquisitions on Alienation in the late Twentieth Century". The following paper proposes to give arguments to relativize the extensive account that the concept of alienation lost theoretical attention in the field of philosophy during the eighties of the last century, and that a revival of the study of the concept occurred in the nineties. The conclusion is that there was no such loss of attention, but that furthermore, the presumed premises in the discussion concerning alienation from the nineties up to the present were delineated during the eighties. This conclusion has two supporters: the type of approach regarding alienation carried out by analytical Marxism and the philosophical incursions into the concept in the context of North American sociology. Based on this, the text offers a systematization of the history of the philosophical study of the concept in two sections or stages. And it concerns itself with two -and not three- stages because, for what was argued, philosophy did not stop talking about alienation in the eighties, although it did so to a much lesser extent than before (specifically, during the sixties and seventies, considered the boom in the philosophical treatment of alienation). The Seris are an indigenous group that inhabits the central coast of Sonora, Mexico, identified historically as hunter-gatherers and fishers. They were educated under the rural schools program implemented by the federal government in the 1920s. From a regional perspective, this paper explores the scope of this cultural/educational policy to elucidate the factors that led to its implementation, arguing that the rural education aimed at indigenous peoples was determined through negotiations by intermediaries; in this case, ranchers, teachers, local merchants and members of religious associations who sought to adjust the educational programs to this community's existing cultural conditions. During the neoliberal period, the State reconfigured its way of acting in diverse spaces of the society. In that context, the enactment of the Decreto de Desregulación Económica 2284 de 1991 had a deep impact in the Argentinian rural sector. Because of that, we analyze the problematization process of the issue by different agents; the position took by the State materialized in the text of the Decree; and some reactions that it aroused, based in the classic contributions of Oszlak and O'Donnell. In this manner, we deepen our understanding of the strategies and forms of communication that are articulated in the process of adopting a public policy. In methodological terms, we reviewed the content of some discourses published in specialized newspapers between 1990 and 1991 and we apply discourse analysis techniques on the original Decree and two company's advertising. This paper concludes that even when a favorable position about agrarian deregulation had consensus between hegemonic agents, the intensity of the public policy transcended its expectations, empowering profound economic, social and political transformations. The objective of this paper is to analyze the situation of the Portuguese daily press during the last years of the authoritarian regime of the Estado Novo, deposed in 1974, by identifying the opportunities and constraints placed upon the press industry. To this end, we will explore external forces (or macro-environmental elements) that influenced the production and reception of newspapers. We will focus specifically on political, economic, and technological forces. With this, we hope to contribute to a deeper understanding of the Portuguese news-paper industry in a time in which large economic and financial groups purchased many newspapers. This article analyses the experience of a small group of Chilean communists exiled in Mexico in 1948 due to a new law at the time called Ley por la Defensa Permanente de la Democracia (Law for the Permanent Defense of Democracy) that banned Communist Party activities. In their host country, these militants organized international meetings, published books and pamphlets, gave interviews to mass media and held other political activities, while the Cold War began to penetrate Latin America. For this paper, archives and newspapers from Mexico, Chile, and Guatemala were reviewed. Among the main results of this study is the analysis of a recursive policy of exclusion of dissidents by the Chilean State. Additionally, this research questions the way in which the processes implemented during that time in history have been evaluated. [ABSTRACT FROM AUTHOR]

This paper focuses on the analysis of a specific type of intimacy that developed among couples in relationships during the first half of the 20th Century in Mexican society. First, the analysis traces the presence of the romantic love complex through some of the sociocultural discourses and norms on women, the family and love during the said period, as well as the ways in which freedom in mate selection developed. These elements provide the context in which one specific type of intimate life was likely to unfold between couples, and which was characterized, among other things, by the projection of an anticipated future, a mystical union between the couple, a weak presence of eroticism in sexual life, and probably a low-level of emotional communication. Addressing current social problems of the European continent such as nationalism, cannot be considered without setting them in the proper context, analyzing the processes that have characterized the history and formation of European societies. In this regard, this paper gathers and analyses the contribution of different authors to describe one of the military events that characterized the twentieth century: the wars in the Balkan area. Understanding the same approach implies understanding the multi-causal analysis of conflicts, given mainly by ethnic and religious conditions, as well as by the no less important political, economic, historical and international factors. Also, the analysis of events can advance critical thinking, due to the understanding of international pressures that acted as catalysts of the wars. The fragmentation of the former Yugoslavia resulted in countries that are not out of the economic crisis experienced for years, so nationalistic feelings are shaping the scene of the “Yugonostalgia”. This paper represents a contribution to the knowledge about the experience of the Japanese community in rural areas of Argentina, particularly Buenos Aires (state) across the first half of the 20th century. With the objective of updating knowledge about this subject, a comparison was made between communities in peri-urban agricultural colonies: La Capilla, located in Florencio Varela, and Justo José de Urquiza, La Plata. We also focus on the origins, incursions, productive profiles, and the level of participation of Argentine and/or Japanese entities that influenced how each community developed, as well as successful companies and migrant settlement. The aim of this article is to analyze César Calvo's Las tres mitades de Ino M oxoj otros brujos de la Amazonia in order to rethink how the Amazonian universe (with its beliefs, myths, and knowledge) participates in the construction of Peruvian identity', assuming a notion of identity that is defined by heterogeneity. We propose a reading of Calvo's novel in the frame of Amazonian indigenism, which creates tensions with other literary formulations of the Andean utopia. The paper also looks into how the invention of an ethnographic narrator allows the intersection of diverse sociocultural universes in the novel. [ABSTRACT FROM AUTHOR]

This paper focuses on different urban and architectural projects, as viewed by the local press during Lencinas' administrations, a member of the Radical political party in the Mendoza province who was active from 1918 to 1930. Among the corpus of projects, we focus specifically on public spaces and housing for the low-income population, which became a significant point of attention in the first decade of the 20th century. The political change brought about by the arrival to power of nontraditional, underrepresented groups had an impact on different cultural fields in Mendoza. Lencina's arrival to power fostered social transformations that benefited the low-income social strata that had been neglected by previous governing elites. Among other changes, the new leaders implemented laws that favored the working class, such as retirement for public employees, and the 8-hour work day. These shifts in the political sphere had an impact on the architectural and spatial spheres. In this paper we systematically trace articles published in the contemporary local press in order to establish relationships between some of these projects and the populist political ideology of these governments. This paper analyzes the ideology of the National Socialist Movement (MNS) and its leader, referring to Nazism, with regard to anti-Judaism. Compared to the decisive and explicit Nazi judeophobia, the Chilean Movement, although inspired by the first, developed a less intense, volatile and poorly mobilizing anti-Jewish public discourse. The paper is organized in two parts: the first review the extreme and mobilizing nature of Nazi anti-Semitism, from their accommodations and fluctuations; the second and more extensive, outlines the Chilean case, considering the Chilean nationalist tradition, the family and ideological background of the "Leader", the characteristics of MNS and its relations with Nazism. Contrary to conventional wisdom, the Production Code was not an imposition of the Catholic Church. The forces that implanted the code were more numerous and powerful, and its main objective was to maintain its hegemony over society at a time when it was weakening. One of the main keys to the defense of economic and ideological status quo was the creation of primary frameworks that would serve to interpret social problems in a univocal way. In this paper I treat the establishment of the code from the perspective of the analysis of these frames. [ABSTRACT FROM AUTHOR]

In this paper we address the positions taken by two Catholic magazines, Criterio and Esquiú, referring to the review of past and the prosecution of human rights violations between 1981 and 1985. In their interventions is possible to trace political perspectives, interpretations of specific events and different conceptions of the link between religion and politics in the post-dictatorship scenario. In this sense, and bearing in mind that these were Catholic magazines we wonder up to what extent their interventions were permeated by a widespread reconciliatory speech that invoked the hierarchy of the Church and bishops, politicians and military leaders used to claim political decision to close the review of past. We understand that Catholic publications, apart from responding to business logics and cultivating certain links with the readers, are immersed in a power configuration that includes the Catholic hierarchy, and this "hermeneutic pole" should be considered when analyzing their positions. The article analyzes the interpretations of the mobilizations and shaping of Catholic crowds in Argentina during the first half of the twentieth century. First, the text identifies the performative effects of the "classical paradigm" of secularization. Secondly, the article proposes relocating the contributions of the political approach, conceived in the context of the 1980s, in a broader explanatory framework, open to recent contributions of social and cultural history. To this end, the paper proposes a model based on the concept of crowd with the aim of discussing different dimensions of the phenomenon, highlighting its multifaceted nature. [ABSTRACT FROM AUTHOR]

The term bioethics has been highly spread in the scientific society since its appearance in the middle of the 20th century. It is being assumed by scientists and intellectuals of different knowledge branches who have worked to clarify its heterogeneous approaches which lead the themes, proposals and concerns of different academic circles. The present paper has as objective to make an analysis of the features of the development of bioethics in Latin America, as well as the problems it is facing today, for which theoretical methods as the analysissynthesis and inductive-deductive were used. In addition, empirical methods such as content analysis, documental bibliographic research were reviewed to get a closed approach to the principal criteria that on this topic are debated today in our context. The present paper analyzes the features of a dominant area in the international art circuit since the late eighties and during the nineties, which could be considered as a discursive unity built around the notion of global art. Turned into a curatorial paradigm, the idea of global art was envisioned as an approach that would transcend the asymmetric relationship between central and peripheral countries. This article aims to explore the main features of this discourse, its potential and its limits. We will do so by studying the case of the first international art exhibition of so-called "global art", the exhibition Les Magiciens de la Terre, curated by the French critic Jean-Hubert Martin in 1989. We will observe in an articulated analysis of the curatorial text and the selective criteria of the expositors, the traces of "orientalist" discourse which have conditioned the origin of a series of exposition which circulated productions from peripheral countries in central spaces of the transnational cultural space. This paper analyzes the central role played by Argentinian modernista writer Enrique Rodriguez Larreta in the vindication of the Castilian cultural heritage in early 20thcentury Argentina. As part of the wave of hispanophile sentiment produced by the Spanish-American War and the debates on identity linked to the celebration of Argentina's Independence Centenary, Larreta aims to create a new Argentinian identity of Castilian filiation based on the Spanish cultural heritage epitomized by Golden Age. This profoundly conservative aesthetic project finds expression in his successful historic novel La gloria de don Ramiro, conceived as an archaist textual simulacrum that reconstructs the historical reality of Phillip II's reign. The establishment of the Brazilian republic triggered political agents within the religious sphere to analyze the 1891 Constitution. The Protestant political insertion increased and one may trace the catalyzing elements of its political activities, even though most segments kept aloof from politics. They merely manifested themselves when religious issues on religious freedom were involved. The 1950 political context brought to the fore new concerns on the religious polarization. Foregrounded on the conflict theory of Lewis Coser, current paper discusses the construction of these two subjects that heralded the social and religious projects of the republican period. Unlike most Latin-American countries where collective bargaining is decentralized at the firm level, in Argentina -as well as in Brasil-, collective bargaining is centralized and carried out by a single union per activity branch. However, in Argentina these branch unions articulate themselves with a union-based representation in the shop-floor, the so called “internal commissions". The first two Peronist governments (1946-1955) are a crucial period in the development of these organisms. In this paper we study the conflicts related to the internal commissions that arose in these years in the metallurgical and the shoe industries and we analyze the rules and regulations governing the internal commissions fixed in the collective labor agreements of 1954 and the tensions that emerged in their negotiation. This paper takes very briefly on six decades of the history of psychology in the city of La Plata (Argentina), from the creation of the Pedagogic Department in the National University, in 1906, until the coup d'état of 1966, that put an end to the expansion of psychological studies that had started in 1958, after the creation of the psychology program. In that period, psychology would go through different phases, marked by oppositions such us “positivist naturalism"/ “anti-positivist humanism", “theoretical training" / “professional training", “scientific psychology" / “psychoanalytic psychology", etc. The goal of this work is to make an account of what happened at the time, giving as much importance to the individual actors as to the institutional and political factors that were present in the context. The methods are the traditional ones for history (mainly de gathering of oral, documentary and bibliographic sources. However, they have been interpreted from a critical perspective. Diachronic research has often made use of metalinguistic remarks made by "prestigious" speakers as a way to reconstruct past stages of a given language. The question arises as to what point these remarks can be considered objective. This issue is addressed here by paying attention to the time span between 1940 and 1960 and to Emilio Lorenzo's remarks about the evolution of Sp. o sea. Lorenzo's intuitions can be (dis)confirmed by checking them against the rae CORDE corpus. Due to the development of the ante-predicative foundations of propositional truth, Alejandro Vigo sustains that Heidegger's turn in the thirties was a gradual deepening of structures already present in Being and Time. This paper will discuss this hypothesis, referring to the first part of The Fundamental Concepts of Metaphysics. In this part, Heidegger analyses the moods, explicitly linked to the ante-predicative foundations, but not studied by Vigo. The article shows deep changes in the development of the first part of this course, associated with innovative changes in the fundamental mood, in the definition of mood, and in the very conception of philosophy. COLOMBIAN architecture , *CITIES & towns , *URBAN planning , *MODERN architecture , *ARCHITECTS -- History , *TWENTIETH century , *HISTORIOGRAPHY - Abstract
This article evaluates the historiography built especially from architecture after the Academia Colombiana de Historia (the Colombian Academy of History) ceased its interest in gathering cities history at the end of the 1930s. To do this, a repertoire of authors constituted by some of the most important architects of the twentieth century will be used. They will consider not only the physical aspects of cities, but also their backgrounds. In this sense, this paper seeks to contribute to the understanding of the current urban history and, in a very partial way, to the urban and architectural history, although the latter correspond to another text for length reasons. It is also understood that the intellectual production in these areas is still dominated by architects or research centers in which professionals have a significant interference. This paper presents evidence on the controversial trip of José Juan Tablada to Japan in 1900. Most scholarship studying the book of chronicles En el país del sol (1919) refers to the lack of evidence of José Juan Tablada's trip to Yokohama. Until now there was no concrete evidence to prove his travel, beyond the book mentioned and some watercolors. As a result of a search at the National Archives in San Francisco among the documents that record the arrival of travelers, I found that passenger twenty-one was, indeed, Tablada, who traveled back from Yokohama on December 5, 1900 to arrive in San Francisco on December 22 aboard the ship “America Maru". This was a crucial trip for Tablada, which marked a watershed moment in his artistic creation and reaffirmed his intellectual passion for the land of the sun. [ABSTRACT FROM AUTHOR]

This paper is concerned with the industries established in the second half of the twentieth century, along Avenida Rancho Boyeros, as an expression of the industrial heritage of the Modern Movement in Cuba. The theme, scarcely addressed in the literature, was a motivation for the development of this inquiry whose results can help in the formation of a national public awareness that values the industrial heritage and its local significance. For the development of this work numerous documentary sources were consulted, both bibliographic and archival. Interviews were also conducted as well as in situ observations, combining empirical and theoretical methods for processing and discussing the results. The findings allowed the identification of modern industries along the axis of Rancho Boyeros in the second half of the twentieth century, its authors and its heritage values, which can serve as an important reference for its recognition and protection. In this paper we address the academic curriculum in architecture during the postwar period in Spain. The autarkical regime established in those years implied the isolation of Spanish architecture regarding international cultural trends. Simultaneously, the new political regime turned its back on the modern architecture of the previous decade, associated to some extent with the Republic. Alternatively, it promoted an architecture that inquired into the historical styles of the past. In this context, we take a look at the training received by two architects from Alicante at the Architecture School of Madrid during those years (1942-1953): Francisco Muñoz Llorens and Juan Antonio García Solera. Through their drawings and experiences, as well as based on specialized journal reviews, we can attain a better understanding of the academic curriculum followed by the Spanish architecture students of that period. This essay proposes an alternative narrative of the financial crisis that fifteen years ago occasioned the homelessness of thousands of mortgagors. Much has been said on this subject at this time. The Corte Constitucional, Consejo de Estado, Corte Suprema de Justicia, academics, constitucionalist, economist and debtor associations have examined the causes, consequences and effectiveness of the strategies from the government to solve the problem. Specifically, this paper was derived from the analysis of the experience of judges and magistrates who attended the judicial process of the obligations of UPAC. These judges refused the ordering the termination of court proceedings given by the Corte Constitucional being aware of the precarious situation of housing debtors. Consequently, many borrowers lost their homes despite the protection committed by the high Court, but why the judges refused to apply these judgments? [ABSTRACT FROM AUTHOR]

A decision conflict is present when a person wants and, simultaneously, not wants to follow an action course. This paper describes firstly the double decision conflict on the physicist Werner Heisenberg: Conflict regarding decisions of going into exile or to remain in the Nazi Germany, and with regard to the degree of scientific collaboration with the Nazi regime to create an atomic bomb. Secondly, discusses the fact that on the summer of 1945 while Oppenheimer was celebrated by his success in coordinating the Manhattan project, which made possible the atomic destruction of Hiroshima and Nagasaki, Heisenberg was in detention for his scientific collaboration with the Nazi regime even when the collaboration was parsimonious and limited. Finally, the Author discusses the ethical and practical problem of the relation between science and power: when scientists forced to serve power are judged lately according to victories and defeats of such power that personally are not imputed to them. The aim of this paper is to review the work done by the Chilean urban institutions between 1965 and 1976, and to highlight the main ideas that guided the formulation of urban solutions in the most significant projects carried out in that period. The conceptual approach of urban projects evolved from the proposal for the San BorjaDevelopment, perhaps the most representative and important of all, to the evaluation criteria for the International Competition in 1972, whose winningprojectwas never built. This work highlights perhaps the most mature stage set in 1971, with the proposal of a set of urban renewal master plans, which contain not only a physical, but also a socialdimension, with the alleged incorporation of social housing in a process of urban consolidation of the central areas of the city of Santiago. This paper analyses the articles written by Enrique Pichon-Rivière and Ana Pampliega de Quiroga for the magazine Primera Plana, between 1966 and 1967. We have specially focused on the articles that try to situate the subjective effects of socio-economic and cultural modernization of the moment. In this regard, we have been interested in showing that these writings reflect the tension of a time in which the traditional ways of living and thinking coexisted with discourses and practices that questioned them. Furthermore, and considering the political situation of the moment in which these works were published, we went through some articles on this topic. We notice a stand in favour of the validity of the democratic system. This standpoint confronted with the media campaign led by the magazine itself, which sought to create the necessary consensus for the military coup of June 1966. [ABSTRACT FROM AUTHOR]

The Moon is a celestial body of huge importance in human culture and has been considered as a world heritage. However, this concept has been in doubt due to the fact that the nations that had the possibility to explore this natural satellite have considered ways of appropriating it. This concern led to the creation in 1979 within the United Nations of a juridical regime that regulated the activities of States in the Moon. Article 11, of these rules established an innovative regime that guarantied the equitable access of all countries to the resources allocated in the Moon. This paper explains the context and principles that inspired this agreement, as well as its qualities and defects and describes some proposals in order to improve it. [ABSTRACT FROM AUTHOR]

The present paper offers a few notes on the impact of North-American films in Latin American society in the 1920's and 1930s, based on Latin- American stories produced during that period. The analysis will be guided mainly by the notions of mimetic desire (Girard) and cinema situation (Mauerhofer), as well as by the updated motif of the double (and its "realist" substitute, the doublé), in such a context. This paper begins with a brief review of some antecedents that led to the current configuration of the world, particularly about what happened to the idea of nation and nation-state and the revolution of the general values in the postwar years and its rapid erosion in recent decades. Then it analizes the constitution of nation-states in the postcolonial world and the dream of modernity. It continues with an analysis of the transition from the field of "national" science in the nation-state regime to the delocalized research networks of the current phase. Subsequently it refers to the new global governance and the emerging forms of scientific and technical research. It concludes with some reflections on what is needed in the future in order to achieve a form of research that responds to the real and not cosmetic challenge of the co-design of knowledge, through the different existing borders in our unequal world, in real processes of co-construction. This paper seeks to emphasize the relevance of analyzing the exchanges between local and foreign counterparts. Latin American cultural history, cultural studies as well as architecture and urbanism histories contribute to discuss dependentists analyses on center--periphery relations. Those research lines enable a more productive approach on international circulation of ideas, technicians and urban models as well as international exchanges. The theoretical approach is articulated with a previous research that analyzes the struggle to define diagnoses of Buenos Aires city problems between 1983 and 1992. Those diagnosis are developed by various networks of local professional and technician, related in multiple ways with Spanish peers. [ABSTRACT FROM AUTHOR]

The present paper develops a few hypotheses regarding the traffic of material culture in Latin America and its impact, both in the field con anthropologic knowledge and in the artistic vanguards of the first half of the twentieth century. The circulation networks that supported the exchange of images and objects between ethnographers and institutions that supported their research allow for the reconstruction of the itineraries followed by those objects, the footprints of those trajectories in the construction of knowledge, the demarcation of disciplinary fields and the transgression of epistemological frontiers, associated to the emergence of new aesthetic objects and sciences such as anthropology. Colombia has been a political space where democracy and repression seem to walk on the same path. That is why it is relevant to question how occurred the students' movement called la Séptima Papeleta o Todavía Podemos salvar a Colombia at the end of the 1980s where come together different kinds of violence such as drugs dealers terrorism, illegal armed groups actions, state corruption and murdering of political leaders and citizens. On this scenario appears the question faced on this paper: was there any kind of state repression (control, restriction or rejection against the free exercise of first rank rights and civil freedoms), against the actions developed by the students' movement that established the basis for the 1991 constitutional reform? This paper discusses the health discipline projects promulgated by the provincial government and its relationship with the funerary practices of Mendoza society in the late nineteenth century, and in turn of the transformations that occurred in these practices influence the process of secularization. It will be aproach in a cultural historical perspective and based on epochal sources such as municipal and notarial digests. While it can be inferred that much of the testators were adept at Catholicism can see certain indicators of that process, and also that the regulations were partly fulfilled by the society. This paper presents the results of collective work focused on the construction of cultural mapping in the field of religion within the framework of a national research project called La formación de las ofertas culturales y sus públicos en México Siglo XX: genealogías, cartografías y prácticas culturales (FOCYP) conducted during 2001-2003 in the city of Oaxaca. The project was divided into four historical periods; the territory was delimited from data provided by the Instituto Nacional de Estadística Geografía e Informática (INEGI); and field work was employed across the observation unit to collect data and then record them in physical and electronic records that were fed into a previously constructed information system. The work involved the preparation of 5 maps and the results of the investigation showed the transformation of the religious field in the city of Oaxaca during the twentieth century, the privileged presence of Catholic churches along with the sharp rise in non-Catholic Christian churches that made possible seeing that, at least in quantity, the Catholic offer has been overcome. The above results provide an opportunity to reflect on the construction of new religious identities and their cultural implications. [ABSTRACT FROM AUTHOR]

Throughout the 20th century, the Basque nationalist movement imitated other movements that took place in other stateless nations around the World, in order to achieve their own cultural and political independence. Because of that, Basque nationalism (either moderate or radical and revolutionary) observed with great interest the process of independence in African nations and their fight to recover their ancestral cultures. On the other hand, the fact that Spain (the greatest enemy of Basque nationalism) had some colonies in Africa contributed to create a feeling of sympathy between Basque nationalism and some cultural and political movements in Africa. In this paper I analyze the relationship between Basque nationalism and the movements for African independence, in both cultural and political contexts. I pay special attention to differences between the PNV and ETA. [ABSTRACT FROM AUTHOR]

Sabino Arana was the founder of Basque Nationalism and set up the main symbols of the Basque Country. From his death in 1903, Arana himself became an essential symbol of Basque Nationalism, due to the mythification of his figure, carried out by his disciples and followers. This paper analyses the cult to Sabino Arana within Basque Nationalism from 1903 to the present, focusing in particular in its heyday during the Spanish Second Republic and its continuity in exile during Franco's Dictatorship. Arana is a very controversial symbol, exalted by Basque Nationalists and, in contrast, disparaged by non-Basque Nationalists, who have never considered him the real Father of the Basque Nation. An intense process of state development, which generated social intervention and new capacities to produce public policies, took place since the forties in Argentina. This phenomenon was accompanied by trends towards an increasing centralization of the political power in the Executive branch of the government. Within this context, this paper attempts to explore these processes from a perspective based on a provincial jurisdiction, constructing an account that locates the history of this political entity within the more comprehensive story of the structuring of the Interventionist State. In order to achieve this purpose, the history of one provincial health department and its relationships with the Federal State organizations are analyzed, trying to unravel the reactions that the provincial state elaborated to the process of centralization of social policies, which accompanied the emergence of Peronism.
