The purpose of this research is to explore in the literature, the definitions, descriptions and associations, related to the constructs: non-ecological behavior and non-sustainable consumption, in the last 20 years. Based on a narrative review, studies published between the years 2002-2022, in Spanish and English, were identified. 60 research studies were selected and examined through the creation of emerging categories that allow understanding and conceptualizing each construct. It is identified that they are multicausal and interdisciplinary constructs, which have been acquiring greater interest in scientific research due to their essential role and direct impact on the current ecological crisis. The contribution of environmental fiscal instruments (taxes and fees) used in Costa Rica to finance conversation activities on biodiversity is analyzed. The collection of fiscal income is estimated, as well as its distribution in the different projects in favor of the environment. These tax revenues have contributed to limitations and deficiencies in forest recovery and the protection of bodies of water, mostly located in rural areas, and have incorporated women and indigenous people in these economic and conservation activities. Thus, environmental fiscal policy has contributed moderately to the sustainable development of these rural territories, which makes it urgent for fiscal policy to identify new environmental fiscal instruments that redirect towards a resilient and inclusive development. The article addresses the need of an Ethical code for the mining worker as part of the environmental management the nickel industry carries out in Cuba. Environmental Ethics has a paramount role as a discipline of theoretical-practical knowledge in conception of a sustainable development. In the mining-metallurgical business field, perception is quite formed that legal regulations are adequate for good environmental practices, ignoring the paramount role of awareness, which, above all, it is based on moral and political aspects. In that way, it is appropriate to draft a deontological code for the mining worker that ensures, together with the legal aspects, the improvement in knowledge, skills, norms, principles and convictions that facilitate the ecological management of natural system linked with society. Critical analysis of public policies on environmental conservation, management, and tourism development in the protected natural areas of Ecuador to detect their dysfunctions, contradictions, and problems of applicability. A predominantly exploratory research methodology with a descriptive-analytical approach is used when studying and systematizing the different regulations, actions and guidelines existing and implemented by international and national organizations with competencies in environmental conservation and sustainable development. These are systematized and analyzed through the main documents of interest that include principles, strategic guidelines, and specific rules of application. Through primary and secondary sources, and internal documentation of various Administrations we have identified the most visible effects and impacts that these policies have generated in the protection and/or valorization of the natural heritage, as well as in the tourist development compatible with the conservation of these spaces, the generation of complementary income and economic diversification for local communities. We concluded that Ecuadorian regulations on the conservation of protected areas present notable points of collision and lack of coherence or coordination with tourism policies. This is the consequence of two main factors: the lack of a broad strategic vision and comprehensive territorial planning of these territories as sustainable tourist destinations and the lack of a framework for management, planning and collaborative planning between the different local agencies and agents that affect these spaces. BIOETHICISTS , *ENVIRONMENTAL reporting , *BIOETHICS , *CITIES & towns , *ENVIRONMENTAL degradation , *COEXISTENCE of species - Abstract
The present document develops a search for environmental postulates inherent in the epistemological body of bioethics, based on the founding writings of such field of study. Latin American bioethicists are incorporated into this initiative which by the end of the XX century, at the behest of the 1992 Earth Summit, promote bioethics committed to a new coexistence with ecosystems. The methodology involved a documentary review under the qualitative approach with a hermeneutic perspective, which included the implementation of programs for concurrency analysis of semantic fields. The review period covered the period between 1970 to 2017, during which there were important global reports on environmental issues. In conclusion, it was determined that in the field environmental bioethics, postulates are consolidated oriented to the defense of life in any of its biodiverse expressions; the interdependence of healthy people in harmony with healthy ecosystems; structuring environmental rules for the proper interrelationship between urban areas and forested areas; and the promotion of industrial production and consumption on a human scale, without affectation of natural environments. Electromobility is perceived worldwide as an ideal means of coping with the adverse effects of greenhouse gas emissions, which is why several countries are implementing measures to accelerate its development. In this context, Latin American countries are lagging behind other countries, mainly Asian and European, yet they are making great efforts to catch up, some faster than others. In this forum we focus specifically on the progress and next steps of the countries that make up the Pacific Alliance: Peru, Colombia, Mexico and Chile. [ABSTRACT FROM AUTHOR]

WASTE management , *ENVIRONMENTAL policy , *VEGETABLE oils , *SUSTAINABLE development , *ENVIRONMENTAL protection , *SOLID waste management ,TREATY on European Union (1992). Protocols, etc., 2007 December 13 - Abstract
Since its inception, the European Union has boosted the creation of a binding shared legal framework for the present Member States including Spain. In this context, the European Union has promoted the creation of a legal body aiming at protecting the environment which is one of its main goals. The inception of the First Environmental Action Programme in 1973 fostered the adoption of more than one hundred documents with regard to this field during the seventies. The Community has set many objectives in its environmental policy. These appear in the Article 191.1 of the Treaty on the Functioning of the European Union. The principle of integration of the environmental protection requirements into the definition and implementation of the Union’s policies and activities (article 11), “in particular with a view to promoting sustainable development” has been the pillar upholding different policies fostering an efficient use of resources. In the field of waste management the Directive 2008/98/EC of the European Parliament and of the Council on waste and repealing certain Directives in connection with the Union's Europe 2020 strategy, harmonizes the Union’s economic development with an efficient use of resources. Consequently, one of the most ambitious Union’s claims is preventing waste generation and if they are produced, its proper management, prioritizing the waste hierarchy established in the Article 4 of the Directive: prevention, preparing for re-use, recycling, other recovery, (e.g. energy recovery) and disposal. As will be discussed, wastes from edible vegetable oils produced in the HORECA channel can be transformed in other products. Due to its polluting potential and its market value, this option has to be a priority for the Member States that must ensure an effective and efficient management of this waste flow. Additionally, we will have the opportunity of analyzing the territorial competence under the scope of the article 12.5.c).2º of the Ley 22/2011 that regulates the optional activity of local councils regarding with non-hazardous commercial wastes. Notwithstanding, the national legal framework covers the local councils in order to compel the producers of these wastes to join the municipal management system, as long as this obligation is motivated and based on criteria of efficacy and efficiency on waste management. Public policies formulated to confront the ecological and social equity crises of development have had little impact. Recently, several disciplines have converged on the socioecosystem (ses) concept as an ideal theoretical framework for managing integrated social and natural systems for their sustainable development, and its rapid incorporation into environmental public policy is sought. A consultation was undertaken to gauge the expert opinion of Mexico's federal environment sector officials with regard to the ses approach and its potential as a new basis for public policy. The results demonstrate that although the experts are unfamiliar with the ses approach, they value the policy attributes which characterize it, indicating that if these were fully incorporated into current policies, they could help correct their deficiencies. A majority of experts consider the more integral ses approach offers advantages, and it is concluded that these key actors are receptive to the approach and its possible adoption. Petra Kelly (1947-1992) was a German politician and activist. Unwilling to compromise and focused on a radical, border-crossing approach to politics, she was a pioneer for ecology and human rights. She helped give substance to Green politics, through her own concept of "ecopeace", which combines ecology, pacifism, feminism and nonviolence. Even though she was inspired by certain movements and ideas, at the time her holistic thought could not be categorized, though now she is seen to have foreshadowed today's concept of sustainable development. RURAL development & the environment , *SUSTAINABLE development , *ENVIRONMENTAL policy , *ZONING , *NATURAL resources management , *GEOGRAPHIC information systems , *SOCIOCULTURAL factors - Abstract
The aim was to propose a development planning model validated in field conducive to the proper use of natural resources. Related to the methodology, a program of ecological land relying on geographic information systems, participatory workshops, field observations and semi-structured interviews was formulated. We found these results: The local development model proposed part of the foundations of sustainable development, participatory rural appraisal and territorial planning and seeking compatibility between the management of natural resources, productive activities, sociocultural characteristics, technical recommendations and the perceived needs of the population. The main limiting factors in this work are the little time to complete and required to monitor and assess the processes of self-management and the availability of economic resources to finance it. Thus, we can conclude that the contribution of this work, as a tool for planning and local development, seen as pillar for the construction of the proposed participation of stakeholders in the public, private and social sector, so that their visions combine the perspective of sustainable management natural resources in the same effort to decide local affairs. From critical and postcolonial theories, and under the methodology of Critical Discourse Analysis (ACD), this research presents a representation regime analysis (RR) of the environmental discourse in Colombia. The central argument of this article advocates the idea that the RR associated with the figure of protected areas and natural parks are strongly rooted in a colonizing conservationist logic of the wild nature, typical of the United States, which has its origin in eurocentric and anthropocentric structures, in relation with nature; and that evolves over time towards a discourse of the sustainable development, by which the use and control of nature is legitimized by means of transnational or empire capitals. - Abstract
Current management of ecotourism centers is based on intrinsic knowledge of natural and economic areas, cultural resources of local communities where tourism is developed. However, knowledge about the sustainability of these centers is far from complete, and the existence and use of indicators for diagnosis and evaluation to determine the distance to meet sustainability goals. This manuscript is a review of the use of tourism sustainability indicators in México and it attempts to analyze the information gaps; it also suggests implications for ecoturism activity for ecotourism activity. The article proposes that the construction of a system of indicators with generalities and specificities not only promotes the sustainable management of the destination, but also can be a means to dialogue among social actors involved. The settlement of Puerto de Boniato, in the region of Santiago de Cuba, presents a scenic site. Yet, in recent years the area's environmental qualities have deteriorated, especially those of its natural landscape, something which has affected the quality of life of the inhabitants as well as the influx of tourists to the existing recreation center. This study is based on a diagnosis and evaluation ofthe area's environmental qualities and the potential of its rural landscape for tourism, with a view to proposing a strategy for sustainable environmental management. It draws up a preliminary proposal for the environmental management of the settlement concerned and its surroundings. The preliminary design scheme proposed here has been based on a consideration of the concepts of environment, sustainability and environmental quality, with the aim of improving the quality of life of the settlement's rural inhabitants. In the United Nations conference on environment and development, signed the Convention on Biological Diversity, which obliges the signatory States to combat the extinction of species throughout the world. Its executive secretary said: "the services that nature offers us are free, but the man has a deep unconscious of what he represents their destruction [...] If humanity does not brake to the degradation of biodiversity, the legacy for future generations will be mortgaged [...] must have the courage to look our children in the eye and admit failure [...] admit that we continue losing biodiversity at an unprecedented pace, we are mortgaging their future". Words that initialed by premonitions future about the treatment of the extinction of a large part of the existing biodiversity, that if we do not a treatment, their destruction would speed up and we would be going against the new scheme of sustainable development. In this paper, I analyze and discuss from the perspective of social rights, environmental, and economic, compliance with subparagraphs (c) and (d) of article 10 of the said convention in the native communities of the Peruvian Amazon, an area of permanent armed con ict between the Peruvian State and the native communities. The work consists of six parts. The first explains the legal framework and jurisprudence; the second covers the methodology, and will draw attention to the method and the approach of hypotheses; the third the theoretical framework, the geographical framework and the gathering of information; The fourth on analysis and interpretation; in the fifth set out an analogy with some of the results of the European Union and countries of south America; in the sixth part formulates some conclusions and new perspectives for the future. Sustainable development has become daily routine for public administration when strategic planification is to be faced. Environmental policies have traditionally pretended to aim at sustainability, but the extent to which the latter has been universally assumed by institutions, justifies talking about sustainable development policies as such. In this piece of work we will try to analyze the origins and development of such policies in the concrete case of the Basque Country, given the fact that Spanish Constitution gives autonomous communities a prominent role in the management of sustainability. Therefore, we will attempt to describe and, above all, explain how those policies were set into public agenda and which are —and why—the most important features of their scope and objectives. The adoption of sustainable development as objective represents a global issue for developing countries and international organizations. In this new context, ensuring that environmental considerations are integrated into the development planning is being promoted strongly, as well as approaches adapted to implement these strategic interventions that are complementary to the environmental impact assessment (EIA). This article advocates the adoption of the Strategic Environmental Assessment (SEA) as a practical mechanism to make it operational environmental sustainability. It analyzes the current status of the development planning process and the EIA as a baseline for the proposed implementation of SEA in Mexico. Finally, the article proposes the reform of the General Law of Ecological Equilibrium and Environmental Protection to add the SEA as a tool of preventive environmental policy to assess the environmental impact of certain sectoral, regional, institutional and special programs referred in the Act Planning. The objective of this work was the application of the spatial planning and sustainable management of resources under the perspective of the city-region model. Spatial planning allows to balance the interests of the different sectors of the economy and in conjunction with sustainable development allow guarantying an equitable development between the diverse activities that support the regional economy and the required environmental protection. Application of spatial planning and geography information systems allowed defining the territorial characteristics, identifying potentialities for the better use and preservation of the resources in the urban-regional space. The main conclusions of the study are related to the limitations and opportunities that this model faces in practice. [ABSTRACT FROM AUTHOR]

The concept of the sustainable development represents a great advance in the scene that was marking an incisive dichotomy between conservation and use of the natural resources. Though even the real possibility of concretion is criticized in many situations, the fact is that the model of economicist development has now a , interés about the preservation of the nature. It allows today to put in the agendas of government the environmental topic as an aspect interdependent and correlated with the public economic, social policies and even of national safety, whwn the focus is the improvement of the quality of life of the communities. But it is not easy to harmonize interests that have been in opposite sides therefore time, more even if the contradictions and normative emptinesses derive from the same juridical frame that tries to regulate adequately this relation. For whom must make fulfill the law the doubt arises when the legal frame generates unjust situations that turn into ethical conflicts , even generate violation of fundamental rights of the communities seated in the protected areas or in its zone of influence; the present articule describe an example of this situation, working on the supposition that to identify the failings and contradictions constituted in the first step to find solutions valid and effective that allow to support the fragile balance between the conservation and the utilization of the environmental services. This study aims to assess the determinants for adoption of active environmental policies by countries in the region. It considers, as a reference, two indicators of international environmental policy: The number of ratified international treaties related to this matter and implementation of programs suggested by Agenda 21. The only important factors for evaluating whether the governments of the region are going to have more active policies in favor of environmental conservation seem to be the degree of human development (which measures growth in three dimensions: Education, life expectancy, and income levels) and demographic pressure. Political systems and the environmental status of countries do not seem to influence more active ecological policies. The results are robust for differing specifications. [ABSTRACT FROM AUTHOR]

The theory of market social economy appears neatly when dealing with environmental conservation and the search for the wellbeing of the underprivileged. These concepts have been used in various countries and today it is possible to see countries that carefully watch over their environment and have achieved significant social balance. Peru has not been alien to environmental and social concepts and for more than four decades has establishes organizations, designed policies and enacted laws to look at these issues. However, the outcomes have been limited. Among the reasons that explain the ineffectiveness of such regulations and institutions perhaps among the most important are the lack of effective oversight and control over economic agents, and an inefficient design of the ways to attain goals through regulations and institutions. For that reason, this paper proposes policy options to correct market outcomes and a way to build institutions that will allow to accomplish the desired goals. [ABSTRACT FROM AUTHOR]

The guidelines of the current national environmental policy emphasise the promotion and sustainable use of environmental goods and services. At the international level this issue has been discussed in the World Trade Organization due to the Doha Ministerial Declaration (2001). Furthermore, the topic is implicit in the present development agenda. The debate has revolved around reaching an agreement about the criterion and definitions of environmental goods and services for trade purposes. A restricted perspective about these items have prevailed the current discussion that excludes holistic approaches of the environmental economy. Goods and services related to biodiversity and ecosystems that may interest 'megadiverse' countries such as Colombia are not at the centre of the discussion. The absence of or a passive role in this debate entails the loss of benefits and opportunities for the sustainable use of natural resources which in turn is contradictory with the present environmental policy. In addition, the outcomes achieved at the WTO will have repercussions in other bilateral or regional trade agreements accorded by the country and the degree of autonomy over the control of strategic natural resources.
