This study aims to examine the relationship between school principals' 21st century skills and their strategic leadership according to teachers' opinions. In this quantitative research, a descriptive model that describes the situation was used. The study was conducted in Ankara, and 424 teachers joined the study. To get data from teachers, two scales were used: 21st Century Educational Administrators' Skills Scale and Strategic Leadership Scale. In order to determine the level of school principals' 21st century skills and their strategic leadership, descriptive analysis was used as well as Pearson Correlation Analysis and Regression analysis. There were significant positive relationships between all dimensions of educational administrators' 21st century skills and strategic leadership behaviors. Besides, education managers' 21st century skills were found to be a significant predictor of their strategic leadership behaviors. As a result of the research, it was revealed that information literacy, technology literacy, accountability, leadership and responsibility were significant predictors of managerial leadership behavior. School administrators need to increase their levels of knowledge literacy, technological literacy, accountability, leadership, and responsibility skills in order to improve their managerial leadership behaviors.

The phenomenon of disability is accepted as an indispensable fact of contemporary societies, and studies in this field are of increasing importance. This concept, as a social concept, is handled with great sensitivity at both national and local levels and solutions are sought. While focusing on this critical issue, resorting to concrete data is an inevitable necessity in scientific research. As a matter of fact, according to the Disabled and Elderly Statistical Bulletin (April 2023) published by the Ministry of Family and Social Services, the total number of disabled individuals throughout Turkey was determined to be 2,511,950. Similarly, according to the statistics presented by the Department of Research, Development and Statistics on June 24, 2020, it was determined that the number of disabled individuals living in Konya was 65,273. At this point, throughout Turkey and specifically in the city of Konya, the existence and importance of disabled individuals is accepted as a fundamental parameter in shaping public policies and social services. In this context, activities for disabled individuals are considered a priority issue in strategic planning processes and are handled carefully. The purpose of this study is to analyze in depth the implementation and realization level of the strategic goals and targets determined for the disabled, based on the current strategic plan of Konya Metropolitan Municipality for the 2020-2024 period. This analysis, which will be carried out through annual activity reports, will not only reveal how successfully the strategic goals determined by the municipality have been achieved, but will also evaluate the effectiveness of the efforts made to facilitate the lives of disabled individuals. Within the scope of this research, qualitative research method was adopted and document analysis was used as the data collection technique. In this process, the 2020-2024 strategic plan and annual activity reports for 2020, 2021 and 2022 were examined and comprehensive information was obtained. According to the results of the research, analysis of activity reports revealed that there are differences in the realization levels of strategic goals for disabled people. While it indicates that some targets have been successfully exceeded, it has been observed that some have not been reached to the expected level. Market socialism emerged theoretically in the early 20th century with the socialist calculation debates and underwent significant transformations, influencing the reforms in Eastern Bloc countries in the 1980s. The practices and theoretical evolution in socialist countries over time indicate a gradual decrease in the emphasis on central planning in market socialism, particularly transitioning to fragmented and enterprise-based planning after the 1970s. Concurrently, strategic planning, which became widespread in developed capitalist countries during the same period, bears similarities to the planning approach in market socialism. The shift from centralized planning to a decentralized planning approach based on macro-level programs and decisions made at the institutional/local levels constitutes a fundamental element of market socialism and strategic planning. Both strategic planning and market socialism gained prominence after the 1970s, riding on the trend of decentralization in planning, which has been influential in different economic systems. This study delves into the theoretical development of market socialism and prominent practices in socialist countries to illustrate the intersectionality in the field of planning between capitalist and socialist countries, while also examining the relationship between strategic planning and market socialism. In recent years, many techniques and methods have been developed in Management Accounting, leading to a distinction in the literature between traditional management accounting and strategic management accounting. The purpose of this study is to conduct a content analysis of graduate theses and articles conducted in the field of management accounting. As part of the study, theses published between 201-2023 in the YÖK national thesis center and articles accessible from the Google Scholar search engine were examined, regardless of the distinction between traditional management accounting and strategic management accounting. The data obtained were classified in an Excel environment, and the findings of the theses and articles were compared and contrasted in terms of content. As a result of the research, it was determined that the most studies in theses and articles were conducted by male authors; the case study technique was preferred more in theses and the survey technique was preferred more in articles; the universities where the most studies were conducted were Muğla Sıtkı Koçman, Manisa Celal Bayar, and Marmara University; and strategic management accounting topics were predominant. Strategic plans are more participatory, more responsive, more integrated and more empowering when compared to the traditional plans. It has been nearly 20 years since the Financial Management and Control Law in Turkey required public institutions, including municipalities, to prepare strategic plans and to apply strategic management techniques. It has been observed that most of the metropolitan municipalities in Turkey just conduct surveys in the preparation process of strategic plans without organising workshops with the participation of various stakeholders. It seems that through surveys the legal requirement of ensuring the participation of stakeholders in the preparation process is met. It is considered that the local authorities in Turkey need to revise their approach to the strategic planning process in terms of good principles of governance, especially participation.

Studies have been conducted to determine the nature of the relationship between strategic planning and competitive advantage, with some studies presenting that strategic planning has an impact on the organisation's competitive advantage, while other studies present that strategic planning has no impact on competitive advantage. Therefore, this research was conducted to settle this existing inconclusive debate by including a contingency variable as a mediator of this relationship using data collected from management employees of TAZARA. The research study contributes to the literature by determining the mediating effect of productivity on the relationship between strategic planning (SP) and competitive advantage. Reliability, model fit and validity were tested using factor analysis, principal component analysis and regression analysis using Jamovi software. The results of the study show that there is a positive significant relationship between strategic planning (SP) and competitive advantage, and also between productivity and competitive advantage. Productivity was found to partially mediate the relationship between strategic planning and competitive advantage. The results of this study would help decision makers to focus more on productivity when implementing strategic planning in order to survive this tense, fierce competition of the 21st century. Replication of this study in other industries is recommended. Future studies should also include other moderating and/or mediating variables.

Corporate governance is an approach that encourages companies to take into account the interests of all stakeholders, make decisions that are transparent, accountable, and performance-oriented. Effective corporate governance is critically important for enhancing company performance, securing a competitive advantage, and achieving sustainable growth. In this context, the board of directors emerges as a crucial corporate governance mechanism that leads the strategic management of the company, aims to gain the trust of its stakeholders, and fulfills its responsibilities towards all stakeholders. For the board of directors to successfully fulfill its duties and responsibilities, its members must have a broad range of experience and knowledge, as well as expertise in sectoral and financial areas. The most effective way to ensure that individuals with these characteristics are included in the board of directors is to have them serve on committees affiliated with the board of directors. This approach helps the board of directors' members to play an active role in the company's decision-making processes, thereby contributing to the positive impact of corporate governance practices on company performance. Additionally, serving on committees provides board members with a deeper understanding of the company's operations and strategic objectives. On the other hand, the additional workload brought on by serving on committees may hinder board members from focusing sufficiently on their primary duties, slowing down the decision-making process. It may also cause board members to neglect their other duties and fail to provide adequate oversight and supervision in other important areas of the company. This study analyzes the data of 139 non-financial companies listed on Borsa Istanbul in Turkey to investigate the impact of board members serving on committees on firm performance. The results indicate that the proportion of board members serving on committees has a negative impact on firm performance. This finding reveals that board members face increased responsibilities and workload when assigned to committees, which adversely affects firm performance. It also indicates that board members may deviate from their primary duties due to their committee assignments and struggle to contribute adequately to firm management. Therefore, it is recommended that companies carefully plan and adopt a balanced approach to the role of board members in committees while determining effective corporate governance practices. Today, municipalities are key institutions about ensuring local development. In addition, municipalities play a leading role in the institutionalization of democracy, closest to the public, where the central government can share its power and authority. In this study, the issue of women has been sought in the strategic plans of the municipalities. With the development first of traditional media and then of internet technologies and online social networks, previously "surveilling" organizations have become "also surveilled". This change in the structure of surveillance has caused businesses to attach more importance to business ethics and social responsibility practices in order to have and maintain a positive reputation (image) in the eyes of the public, albeit only with the concern of profitability. Globalization, which has become increasingly widespread and influential in various domains, continues to be a determining actor in the new world order and its fundamental foundations. The concept of public service and its relevant theories and developments in Turkish public administration have also been affected by this process. Turkish public administration, particularly influenced by the changes and transformations in developed countries and guided by global actors, has become integrated into the process of change and transformation in the field of governance. In this article, the conceptual framework related to public service is outlined, followed by information on liberalization, localization of services, privatization, and the new understanding of public service in the context of change and transformation. The education issue of the village and the villager became a serious problem in the first period of the Republic. In Turkey, where the literacy rate was low compared to the population, it was planned to increase the literacy rate in rural areas through village institutes at that time. Ideas of village institutes go back to the "trainer project". The first trainer course was opened in Eskişehir Çifteler in 1937, and the first practices were implemented in the form of training the village youth who did their military service as corporals or sergeants and assigning them as trainers in their own villages. In the first period of the Republic, when there were not enough teachers, it was a laborious task for existing teachers to go to villages and teach. Village institutes are based on the idea of training teachers who will work voluntarily and selflessly in their own villages. Village institutes were officially established in 1940 under the auspices of President İsmet İnönü, with the work of Minister of National Education Hasan Ali Yücel and İsmail Hakkı Tonguç. In village institutes, students were also given education on literacy, basic knowledge, and livelihoods of the region (agriculture, beekeeping, poultry farming, etc.) outside of formal education. Village institutes are a unique education-teaching model that includes the regulation of education in Turkey according to rural conditions and emerged in Turkey's conditions. In this study, the process of emergence and closure of village institutes has been examined. One of the problems that emerged in rapidly growing cities is urban transport. Besides traffic congestion, this problem is a threat to the sustainability of the environment and urban mobility. Due to the incapability of traditional urban transport plans, they started to be replaced by Sustainable Urban Mobility Plans (SUMP). This study mentions the new emerging planning approach, reveals the theoretical framework of the subject; then, discusses the current situation of urban transport planning in Turkey. The study analyses the objectives of the Istanbul SUMP, the first plan implemented in Turkey, through MAXQDA software in terms of essential features of the SUMP approach. The concept of strategy reaches its philosophical goal when combined with the concept of planning. It is a concept that started in the world in the 1960s, but developed and became widespread in terms of content and scope, influenced by the social, economic and political change and transformation structure of the 1980s. The strategic planning approach, which has been legalized to be implemented in all public institutions and organizations in the 21st century in our country, is essentially the way of life of Mustafa Kemal Atatürk. In the first years of the Republic, Atatürk's principles and decisions for the economy, cultural life and environment coincide with the strategic planning approach that all countries of the world are trying to implement today. The dynamic capabilities framework can better explain the ability of firms to gain and maintain a sustainable competitive advantage, especially in environments where change is rapid, then the resource-based view and competitive forces approach, and present its arguments more clearly. The aim of this study is to examine the development process of dynamic capabilities in the 25 years from the first year when the concept of dynamic capabilities was discussed in the strategic management literature, together with the changes in their dimensions, and to identify the gaps that have not been empirically studied in the field. In this study, the dynamic capabilities literature is examined in two periods. The first period (1997–2012) in which the dynamic capabilities view emerged, its dimensions were conceptualized and shaped around two mainstreams. In the second period, the two mainstreams converge within the framework of dynamic capabilities framework, and concepts and dimensions become clear. In addition, dynamic capabilities have become the dominant framework of the strategic management literature, with increasing empirical studies. It is expected that this study will contribute to the field in terms of explaining the historical development of the dynamic capabilities framework and determining the trends that affect the evolution of concepts and subdimensions during the development process. The study also aims to clarify the framework’s position in the strategic management literature in the minds of the reader with recent studies, as well as identifying the gaps that need to be tested with empirical studies in the field, suggesting them to the reader. Coopetition can be defined as businesses competing and cooperating at the same time in to create value. Since the juxtaposition of competition and cooperation is logically contradictory, coopetitive relationship is paradoxical. In this new competitive relationship, rivals cannot be defined as either "friend" or "enemy". Although the coopetitive strategy gives very effective results especially in technology-based sectors where R&D and new product development activities are intense, it is a very difficult and unstable relationship to maintain due to its paradoxical structure. In a coopetitive relationship, both positive and negative emotions are experienced at the same time, such as doing business together and fearing that the competitor will learn important business secrets, which causes managers to feel stuck between conflicting demands. If the partners do not have the skills to manage their tension, the coopetition can turn into a complete lose/lose situation. In other words, the success of coopetition depends on managing the "paradoxical tension". Although the interest in the coopetition strategy in the international literature is increasing day by day, it can be said that the studies in the national literature are still in the infant stage. The study analysed Turkey and China’s Ministry of National Education’s strategic plans and examined the similar and different sides of the two plans. Turkey’s strategic plan contains 2019-2023; China’s contains 2016-2020 years. Both two plans are for 5 years. Turkey’s plan is third, but China’s is thirteenth. The two plans have vision. The vision of Turkish education plan is individual-communal oriented, that is, an education system that raises healthy, happy and values focus individuals and communals ready for life. Chinese vision focuses on the country as a whole, which makes progress in Chinese overall education power and international influence, promotes China into a powerful country with abundant human resource and lay a solid foundation to achieve the long-term goal of Chinese education modernization. The two countries share many common ground on how to build education systems for the future, which will be the reliable basis for the understanding and coorperating of each other. In this research there are several suggestions for researchers. Turkish and Chinese strategic planning is compared. The researchers can compare another countries’ planning in next research or various compares can be made. A different research can be conducted to interview or survey with teachers and/or administrators about strategic planning process and applications.

At the present day, managing performance and transformation has become more important than ever for organizations. Perhaps the most important step in managing performance and transformation is efficiency determining the direction of the organization. Strategic planning approach is one of the methods used in determining the directions of organizations. In this research, the phases of creating the 2021-2025 Strategic Plan of Kayseri Transportation Inc., which aims to be the leading institution in its sector, the methods used in these phases and the results of the application of the methods are conveyed. Kayseri Transportation Inc. 2021-2025 Strategic Plan has been created taking into account the EFQM 2020 Model. This enabled the research to be carried out using well-founded approaches such as stakeholder analysis, PESTLE analysis, SWOT analysis, and TOWS analysis. With the study, it was aimed to create the strategic plan that will enable to realize its purpose and reach its vision of Kayseri Transportation Inc. Thus, the strategies of the organization were determined. It is thought that the research carried out is a guide in determining the direction for organizations that adopt the EFQM Model as a corporate governance model and want to achieve outstanding performance results.
