Les projets de colonisation de la Mitidja à partir du début des années 1840 constituent une étape importante de la redéfinition de la propriété foncière et de sa fonction dans l’Algérie coloniale. Les archives de la Commission parlementaire de colonisation, instaurée en 1842, illustrent notamment le poids croissant de la logique d’exclusion envers les colonisés, à l’opposé des prétentions antérieures à une domination pacifique par le commerce et la communauté d’intérêts. En but aux projets alternatifs de socialistes utopiques et du général Bugeaud, en partie ignorées par le gouvernement, ses conclusions sont cependant un moment clé dans l’élaboration d’une raison juridique coloniale qui cherche, au-delà de la diversité des expériences, à définir une politique coloniale liant le régime d’exception envers les colonisés et le recours à la propriété européenne, tout en dessinant les contours nouveaux d’un interventionnisme d’État en faveur des colons. Projects of colonization of the Mitidja at the beginning of the 1840’s constituted an important stage in the debates on the redefinition of land property in colonial Algeria. The archives of the parliamentary Commission of colonization, established in 1842, illustrate the growing influence of the policy of exclusion of the natives, against the ideal of a peaceful domination through the action of trade and common interest. Although its conclusions were confronted by the alternative projects coming as well from the left-wing as from the right – e.g. from general Bugeaud; to some extend even ignored by the Government, it represented a substantial step in the elaboration of a colonial juridical reason, which aimed to institute a proper coherence beyond the diversity of experiences on the ground and sought to combine a regime of exception for the natives and the appeal to the European real estate. It contributed in the same time to forge a new interventionist policy in favour of European property owners. شكلت المشاريع الاستعمارية لمنطقة سهل متيجة في بداية أربعينيات القرن التاسع عشر خطوة هامة في إعادة تعريف وتحديد ملكية الأراضي ووظيفتها في الجزائر الاستعمارية. يوضح، أرشيف اللجنة البرلمانية للاستعمار، والتي أنشئت في عام 1842، على وجه الخصوص، الأهمية المتزايدة لمنطق الإقصاء تجاه المستعمرين - بفتح الميم -، خلافا لمزاعم سابقة لهيمنة سلمية من خلال التجارة ومجتمع المصالح. من أجل مشاريع بديلة عن تلك التي قدمها اشتراكيين طوباويين والجنرال بيجو، وعلى الرغم من تجاهلها جزئيا من قبل الحكومة، إلا أن استنتاجاتها تعتبر لحظة حاسمة في تطوير معنى قانوني استعماري يسعى ليس فقط إلى الوصول إلى تنوع الخبرات، وإنما إلى تحديد السياسة الاستعمارية التي تربط بين حالة الطوارئ والمستعمرين - بفتح الميم - واستخدام الملكية الأوروبية، من خلال قوننة ورسم معالم جديدة لتدخل الدولة لصالح المستوطنين .

International audience; In North African countries, irrigation considerably increases production. Given the run-down condition of irrigation equipment, the rehabilitation and modernization of irrigation schemes is a topical question. In addition, some irrigation projects are currently being implemented thus requiring investments, and judicious decisions have to be taken. At the same time farms in North Africa are increasingly confronted with environmental constraints and held accountable for environmental practices. This article proposes an approach to simultaneously take into account the technical, agricultural, economic and environmental objectives at the farm level, considered to be a relevant decision unit. Such indicators enable pertinent comparisons of different water management strategies in private, public and mixed systems. A method is proposed for the calculation of performance indicators from the plot to the farm level. The indicators enable the performance of irrigated systems to be compared in terms of both effectiveness and efficiency. A graphic representation of the indicators enables the synthetic analysis of the results for a given farm thereby making it possible to highlight the weakness of the production system. The method is applied to two farms in the Gharb area in Morocco and two farms in the Mitidja plain in Algeria.; L’irrigation au Maghreb engendre une forte croissance de la production. La réhabilitation et la modernisation des périmètres irrigués est un sujet d’actualité étant donné les sérieux problèmes liés au défaut d’équipement. Différents projets d’irrigation voient le jour requérant à la fois des investissements coûteux et l’adoption de judicieuses options de la part des décideurs. Dans ce contexte, des indicateurs de performance sont nécessaires aux gestionnaires de l’eau. Ces indicateurs permettent de comparer de fac ¸on pertinente des stratégies de gestion de l’eau dans des régions différentes. L’approche proposée ici rend possible la comparaison entre système privé, système public et système mixte concernant l’accession à la ressource en eau. Ces indicateurs de performance sont analysés selon quatre points de vue : hydraulique, agricole, économique et environnemental. Une méthode est proposée pour calculer ces indicateurs depuis la parcelle jusqu’à l’exploitation. Ces indicateurs caractérisent les performances des systèmes irrigués à la fois en termes d’efficacité et d’efficience. Une représentation graphique de ces indicateurs donne lieu à une analyse synthétique pour une exploitation donnée. Il est alors possible de mettre en évidence l’origine de la faiblesse d’un système de production. Une application est ensuite proposée sur deux exploitations du Gharb au Maroc et deux exploitations de la plaine de la Mitidja en Algérie.

For about ten years, deep socio-economic changes have occured in the Mitidja region, and the population has been completely renewed. Agriculture must face with problems of colonial cultures reconversion ; industry has broken into the plain so that industrial employment exceeds the agricultural one. Such an economic evolution has set serious problems ; the industrial development has been achieved to the detriment of rural occupations, with the reduction of agricultural lands, and the forsaking of the country. The rural habitat has lost its role. It would be more especially difficult to resolve the problems of spatial planning as the growth of Alger City threatens the region and unbalances the space of Mitidja., Mutin Georges.
