Technological developments throughout history bring the concept of digital transformation to the agenda today. The transformation in technology affects social and economic life. This study has been prepared to evaluate the effects of digital transformation on the economy. By making a methodological literature review, data on information and communication Technologies, R&D activities and high technology, which are one of the basic indicators of technology in the Turkish economy, were used. As a result, it is necessary to increase the production of high technology in our country and to carry out the necessary studies in this field. Thus, with the effect of digital transformation, it contributes positively to the economy.

Purpose: The article aims to identify links between attributes of organizational structure and knowledge management processes in high technology companies. Approach/Methodology/Design: The research was conducted in 100 Polish high-tech companies. Findings: The results show that high-tech enterprises carry out different number of sub-process of knowledge management in different combinations. Surveyed companies confirm that different structural features are needed depending on the phase/sub-process of knowledge management. It is recommended to redesign the organizational structure in such a way that it corresponds to the key knowledge management processes as much as possible. Flexibility was found to have the most supportive effect on five of the seven knowledge management sub-processes studied. Practical Implications: The results can serve as a guide for managers in improving the organizational structure for knowledge management needs. Originality/Value: The attributes of organizational structure supportive and inhibiting knowledge management processes for high-tech companies were identified., peer-reviewed

Our study estimates the effects of the European Monetary Union (EMU) on high-technology (HT) export and assesses the potential knowledge spillovers of such trade. Irrespective of the importance of the HT trade channel, none of the previous studies in the literature focus on the effects of a common currency on HT trade. Increasing trade in the HT sector may lead to more efficient use of resources and help countries to move towards a knowledge-based economy. Moreover, it may lead to higher overall growth. After considering multilateral resistances, pair fixed effects and bias correction in the preferred (three-way bias-corrected) model, EMU membership becomes negative and statistically non-significant for HT exports. Furthermore, our findings indicate that the effect of the EMU on HT exports is country-specific, which lends support to the notion of non-homogenous knowledge transfer and country-related knowledge-based economic development within the EMU.

In der Fahrzeugindustrie halten aktuell eine Reihe von Neuerungen Einzug. So sorgen neben dem Umstieg auf E‑Mobilität hochtechnologische Assistenzsysteme in Fahrzeugen für einschneidende Veränderungen. Eine weitere mit diesen neuen Systemen einhergehende Neuerung ist, dass Autos nun wie Smartphones mit regelmäßigen Updates versorgt werden. Der Hersteller Tesla behauptet sogar, seine Autos in Zukunft per Softwareupdate zum vollautonomen Fahrzeug upgraden zu können. Diese Entwicklung kann zu einer nicht nachhaltigen und risikoreichen Entwicklung der IT‑Security und der Umweltbilanz des Fahrzeugsektors führen. Today's automotive industry is changing rapidly. The slow movement toward electric mobility and highly technical assistant systems challenge old hierarchies. Another innovation associated with the latter is that cars now receive regular software updates, just like smartphones. Tesla even claims to be able to upgrade their cars to fully autonomous driving in the future. This could lead to an unsustainable and risky development of IT security and the environmental performance of the vehicle sector.

Federal programmes to support regional clusters in Russia were introduced several years ago. Today, they need updating and revision. A promising starting point for effective support for hi-tech and innovative clusters may be an evaluation of cluster performance aimed to understand whether further development and financing of cluster projects are required and whether the list of supported clusters should be extended or reduced. This article analyses the case of the Silicon Saxony innovation cluster (Germany), using the World Bank’s methodology for cluster competitiveness evaluation. Each analysis tool is provided with concrete data obtained for Germany and the Silicon Saxony cluster over the past ten years. Competitive clusters considered in the analysis are Minalogic in Grenoble (France) and Micro- and nanosystems in Catania (Italy). The results of employing the methodology are examined from the perspective of its possible use in evaluating the competitiveness of innovative clusters in the Russian Federation. Early recommendations on adapting the methodology are produced.

In the paper, the authors give a brief review of studies in the field of the neuroscience of consciousness in order to prove the following key point of the future human image: lifelong learning is the posthuman need. As well as new physical culture, which the authors have examined in the previous article, lifelong learning is the second key feature of the future human image. The authors have used the dialectical, scientific and formal logical methods of philosophy in order to fulfil the task. The novelty of the study is the substantiation of lifelong learning based on the neuroscience of consciousness, as well as the consideration of lifelong learning as a special culture that ensures the continuous development of the neural basis of consciousness. As a result of the study, the authors came to the following conclusions: а) lifelong learning is a special culture that provides continuous development of consciousness in ontogenesis; b) lifelong learning need as culture is due to dynamic neural basis of consciousness, which requires special conditions for full development in ontogenesis

9. Models of Co-working in the Downtown Toronto Innovation Districts

What is firstly considered here is whether co-working, the ‘Pooling’ of small to medium-sized businesses in specifically designed buildings housed within clusters is a significant new way of working. Second, whether the construct supports the economic growth of small to medium-sized firms. SMEs are a critical element of the internal fabric of clusters. 95% of businesses in London, UK are SMEs defined as firms with fewer than 250 employees. It is argued that co-working spaces increase cultural transference between firms and assists trust relationships to form. Trust and increased organisational-cultural understanding is particularly useful for cross-sector working. The inherent knowledge-building and innovation-focused pro-social environment of the construct grows in value as more people join its community of practice, evidence of Network Effects. Co-working is a site of cross-sector cultural negotiation where the incubation and acceleration of novel products, services or experiences is the aim. This is of interest to media firms who are beginning to blend content with technology, scholars interested in organisational culture and policy-makers. Co-working has become an international phenomenon therefore it’s worthy of study but has received little scholarly attention. The empirical basis is a three-year study ‘Organisational Culture of Public Service Media in the Digital Mediascapes: People, Values and Processes” (2015–2019)’ (Glowacki & Jackson) looking at the organisational culture of ten high technology clusters. 150 interviews, ‘city walkabouts’ and grey literature were collected (2016-18). The study aims to assist public service media to understand how to partner with other sectors in a media landscape influenced by high-end technology and network distribution. The element of the project offered here specifically looks at co-working which emerged as a significant organisational phenomenon within high technology clusters, the focus is on the City of Toronto.

Lietuviškame moksliniame diskurse ši tema aktuali todėl, kad iki šiol naujųjų technologijų apibrėžimui ir konkretizavimui skirta mažai dėmesio, nors tokia refleksija galėtų skatinti kokybiškai tikslesnį indėlį į socialinius technologijų tyrimus bei inovacijų, mokslo, švietimo politikos formavimą. Siekiant atskleisti empirinę šios problemos raišką, buvo atliktas dviejų dalių žvalgomasis tyrimas. Ekspertinių dokumentų analizė parodė, kaip juose kito naujųjų technologijų kiekybiniai apibrėžimai ir rodikliai XX a. 9–10 dešimtmečiais ir XXI a. pirmaisiais dešimtmečiais. Remiantis intensyviausiai į tyrimus ir plėtrą investuojančių įmonių korporatyvinių interneto svetainių turinio analize sudarytas sąrašas, nurodantis 2017 m. plėtotas naująsias technologijas šiose pagrindinėse srityse: farmacija ir biotechnologijos; programinės įrangos inžinerija; interneto technologijos; socialiniai tyrimai; elektronika; telekomunikacijos; transporto technologijos. This article addresses the two-fold problem faced by the researchers of emerging technologies. First, the problem of definition: which term is appropriate to define new technologies; and second, what principles and methods are appropriate to classify a certain technology as new or emerging. Locally, this problem is also relevant, because the definitions of new technologies and the actual technologies are rarely discussed by Lithuanian researchers. To fill this gap, exploratory research has been conducted to compare definitions and the technological content of new technologies in international policy documents and the corporate websites of global corporations leading in research and development investments. Focusing on the Organisation for Economic Co-operation and Development (OECD) and the European Commission (EC), a policy document analysis showed that the term high technology, which dominated the discourse in the 1980s and well into the 1990s, has since been eclipsed by innovations and sustainable development, moving from an economy-centered approach to a focus on the qualitative aspects of technology development and its social impact. Within policy documents, various quantitative variables are applied to measure technology development at the level of regions, states or specific technological fields, such as the intensity of investments in research and development or the fields in which explosive growths of worldwide patents occur. However, a variety of methodological implications limit the use of this data to map the emergence and the potential impact of more specific technologies, rather than wide fields of development. The website content of globally operating corporations known for being the leaders of business investment in R&D shows that the corporate discourse focuses on a rhetoric of progress and global impact as the main driving force of technological development. Commercially prospective technologies, as presented on corporate websites, emerged in the following seven technological fields in 2017: pharmaceutics and biotechnology, software engineering, web technologies, social research, electronic engineering, telecommunications, and transportation. This method offers the advantage of analyzing both specific technologies and the broader technological fields they belong to. Also, in contrast to policy documents, the list of new technologies in the corporate context offers several significant insights into the interdisciplinary nature of technological development and the contribution of the major technological fields to overall technological development. Overall, the list highlights the ties between micro- (individual level) and macro-level (society and state) technological impact, the interplay of visible (end-user products) and invisible (infrastructure) elements of technological systems. The results reflect the specifics of commercial settings, where new technologies are at a stage of development following fundamental scientific research and preceding mass production and distribution of innovations. The differences between technology discourse in policy documents and corporate communication are reflective of a wider split into expert and public discourse, characteristic of the different aims pursued by the respective agents. Findings about the definitions and classifications of new technologies presented in this article may be applied for policy-making in the areas of science, technology and innovation management, research of the social impact of technologies, and critical discussions of the ethical, legal, social and economic implications of technology development before their mass adoption.

Purpose: This study examined speech and language pathologists' (SLPs') perceptions and practices of communication partner training with high-tech speech generating devices (SGDs). Method: Fifteen SLPs were recruited throughout Sweden. The SLPs answered a study-specific questionnaire on communication partner training in relation to communication partners to children with severe cerebral palsy and intellectual disability. The results were analysed with descriptive statistics (closed-ended questions, responses on Likert scales) and content analysis (open-ended question) using ICF-CY. Results: Twelve SLPs completed the survey. Half had no or one training session with communication partners in the last year. One-third never used documents for goal-setting. Half seldom or never taught communication partner strategies. Three quarters only used verbal instructions. The main obstacles were environmental factors. Conclusions: This study contributes valuable knowledge about high-tech SGD interventions targeting communication partners. The high-tech SGD intervention may benefit from goal-setting, extended number of training sessions and a range of instructional approaches. Implications for Rehabilitation Speech and language pathologist (SLPs) reported that children with severe cerebral palsy and intellectual disability (SSPI) can benefit from speech generating device (SGD) communication. Communication partner strategies and goal-setting supports the development of communication with SGD. SLPs seldom taught stakeholder communication partner strategies and instruments for goal-setting. Because stakeholders may vary in their way of learning SLPs need to use a variety of instructional approaches. SLPs used few instructional approaches, typically verbal information.

RESUMO As informações e símbolos envolvendo produtos de alta tecnologia são comuns na literatura acadêmica e do mercado, sobre produtores e de consumidores. A tecnologia evoluiu rapidamente desde a revolução industrial, porém a usabilidade dos produtos não evoluiu tanto, frustrando consumidores. Esta pesquisa visou analisar, usando a lógica do comportamento do consumidor, suas relações com produtos de alta tecnologia e a evolução do encanto antes e durante a compra, passando pelas expectativas, avaliação, dissonância cognitiva e chegando a casos de raiva, retaliação e vingança. Foi construído um modelo analítico utilizando esses construtos. Com base nesse modelo, observou-se bom nível de correlação entre os construtos Dissonância Cognitiva e Raiva e entre os construtos Raiva e Retaliação/Vingança. A pesquisa demonstra que grande parcela dos consumidores possui a crença de que aparelhos sofisticados e modernos vão resolver seus problemas e são fáceis de usar. Entretanto, isto não acontecendo, surgem a frustração e raiva. ABSTRACT Information and symbols involving high technology products are common in the academic and market literature, on producers and consumers. Technology has evolved rapidly since the industrial revolution, but the usability of products has not evolved so much, frustrating consumers. This research aimed to analyze, using the logic of consumer behavior, its relations with high technology products and the evolution of the charm before and during the purchase, passing through expectations, evaluation, cognitive dissonance and getting to cases of anger, retaliation and revenge. An analytical model was constructed using these constructs. Based on this model, there was a good correlation between the constructs Cognitive Dissonance and Rage and between the constructs Rage and Retaliation/Revenge. Research shows that a large portion of consumers have the belief that sophisticated, modern handsets will solve their problems and are easy to use. However, when this does not happen, there is frustration and anger.

13. Investment in High Technologies and its Role for Enhancing the Competitiveness of the National Economy

High technology investments today are becoming a crucial factor for the development of national economies. This logically leads to exacerbating competition in attracting high-tech investors to individual countries or economic regions. The results of the implementation of high-tech investments have an impact on public sector management, which is increasingly focusing on updating incentive policies to attract new investments of this type. The purpose of the paper is to determine the impact of high technology investments on the competitiveness of the economy in general, and, in particular that of Bulgaria and, on this basis, to draw recommendations for improving the promotion policy toolkit to attract high-tech investments. The research is based on a literature review of post-2000 publications, secondary data research methods applied to high-tech investments in Bulgaria and expert interviews within the framework of a qualitative survey on the basis of which the results of the implementation of high technology investments at local and national level are identified and evaluated. Research results show that high technology investments lead to positive "direct" economic effects and "transfer" effects, which have a more pronounced social character. Direct effects include reducing operating costs, speeding up turnover through automation of core activities and the payment process, increasing profitability of production/logistics and return on investment, transfer of know-how, etc. The transfer effects concern predominantly the income levels, improving the environment, the image of the territorial unit, etc. The results of the analysis of investment practices in Bulgaria show a favorable impact of investments in high technologies on the competitiveness of the local and national economy. The theoretical dimensions and practical benefits of this study are complemented by recommendations for updating programs/measures to stimulate high-tech investment and improving policies to attract high-tech investors.

В статье рассматривается процесс наращивания в ОПК выпуска конкурентоспособной высокотехнологичной гражданской продукции на основе диверсификации. Показано, что интеграция наукоемкого потенциала оборонного комплекса и гражданской сферы ускорит переход к новой инновационной модели экономического развития и будет способствовать вхождению нашей экономики в высококонкурентный мировой рынок. На примере США и Китая анализируются выгоды и преимущества военногражданской интеграции. Описаны наиболее успешные практики диверсификации в нашей стране. Отмечается, что несмотря на предпринимаемые законодательные и организационные меры, формирующийся механизм диверсификации еще далек от совершенства. It is shown that the integration of the high-tech potential of the defense complex in the civilian sphere will accelerate the transition to a new innovative model of economic development and will facilitate the entry of our economy into a highly competitive world market. On the example of the USA and China, the benefits and advantages of civil-military integration are analyzed. The most successful diversification practices in our country were described. It is noted that, despite the legislative and organizational measures being taken, the emerging diversification mechanism is far from perfect. The work identifies the barriers and difficulties that still exist here, and also suggests steps to overcome them and further improve the manageability of the process of diversification of the complex in the interests of accelerating the innovative development of the domestic economy as a whole.

Введение: в статье анализируются точки зрения на понятие «преступления в сфере высоких технологий», выработанные отечественной наукой уголовного права и правоприменительной практикой, приводится авторское определение по-нятия «преступление в сфере высоких технологий», рассматривается общая кри-минологическая характеристика преступлений в сфере телекоммуникаций и ком-пьютерной информации, анализируется динамика преступлений на современном этапе, рассматриваются перспективы дальнейшего роста преступлений. Материалы и методы: нормативную основу исследования представляют: Конституция Российской Федерации и российское уголовное законодательство. Методологическую основу исследования представляет метод научного анализа сознания и имманентных, априорных структур человеческого существо-вания, общий диалектический метод научного познания, а также методы логиче-ской дедукции, индукции, познавательные методы и приемы наблюдения, срав-нительно-правового анализа, обобщения и описания. Результаты исследования: уточняют отдельные имеющиеся положения, относящиеся к преступлениям, совершенным в сфере высоких технологий, найден ответ на вопрос, почему имеющиеся научные достижения в отечественной криминалистике и уголовном праве, обилие новых идей, концепций, технологий, методик, криминалистических алгоритмов и программ расследования в борьбе с киберпреступностью недостаточно эффективны. Проанализирована ситуация на перспективу динамики развития куберпреступности в мировом пространстве. Приведена история возникновения преступлений в сфере компьютерных технологий. Проанализирован рост преступлений в сфере компьютерных технологий за последний год (по имеющимся в научном обозрении данным). Выводы и заключения: уточнены понятия «компьютерная информация» и «преступления в сфере высоких технологий», определена их взаимосвязь и взаи-мообусловленность, а также отличительные особенности. Показано уголовно-правовое и криминологическое значение понятия «преступления в сфере высоких технологий». Уточнена реальная динамика вышеописанных преступлений, объяснена высокая степень латентности преступности в сфере высоких технологий., Introduction: the article analyzes the provisions on the definition of the notion “crimes in the sphere of high technologies” developed by the domestic science of criminal law and the current practice of law enforcement, gives the author’s definition of the notion “crime in the high technologies sphere”, considers the general criminological characteristics of crimes in the telecommunications sphere and computer information, analyzes the dynamics of these crimes at the present stage, discusses the prospects for further growth of these offenses. After the Cold War, the defense industries found themselves at a crossroads. However, it seems that they are gaining new momentum, as new technologies such as robotics and artificial intelligence are enabling the development of autonomous, highly innovative and disruptive intelligent systems. Despite this new impetus, there are still doubts about where to invest limited financial resources to boost high-tech defense industries. In order to shed some light on the topic, we decided to conduct a systematic literature review by using the PRISMA protocol and content analysis. The results indicate that autonomous intelligent systems are being developed by the defense industry and categorized into three different modes—fully autonomous operations, partially autonomous operations, and smart autonomous decision-making. In addition, it is also important to note that, at a strategic level of war, there is limited room for automation given the need for human intervention. However, at the tactical level of war, there is a high probability of growth in industrial defense, since, at this level, structured decisions and complex analytical-cognitive tasks are carried out. A principal contribuição deste artigo é a construção de um indicador de valor adicionado, resultado da diferença entre as exportações de bens finais e as importações de partes e componentes. Tal indicador permite uma análise mais adequada, em termos de saldo comercial, de setores cada vez mais inseridos em processos de fragmentação produtiva. A principal conclusão é de que não há evidências fortes de que tais países estejam avançando para etapas mais a jusante das cadeias de valor nos setores de alta tecnologia, com exceção do setor de aeronaves (especialmente do Brasil). ABSTRACTPerformance and fragmentation of Mercosur high-tech industry. The objective of this paper is to evaluate the actual insertion of the Mercosur in the international trade of goods with high technology and the degree of progress along the technological chain. The main contribution of this paper is to construct an indicator of value added, results from the difference between exports of final goods and imports of parts and components. This indicator allows a more appropriate analysis in terms of trade balance, of sectors increasingly embedded in processes of production fragmentation. The main conclusion is that there is no strong evidence that such countries are moving towards more downstream stages of the value chains in high technology sectors, except for the aircraft industry (especially Brazil).

Cost cutting is one of the important issues in high technology healthcare goods such as heart stents, dental implants etc. Taking in view of the collaborating aspects in healthcare supply chain, we present the case of dental implants. From material procurement until the delivery end (patient) huge costs are involved which appear in different form from R & D to high technology manufacturing. Apart from the cost minimization, some sensitive areas seeking attention are core competency strength and degree of information transparency. In this paper; we present a few broad aspects of the entire supply chain for dental implants incorporating the prominent characteristics and issues. We also discuss how the collaboration and alliance formation helps in capturing value.

Cross-Strait economic activities are no longer unidirectional. The Taiwanese government opened the doors to Chinese investment in 2009. This paper addresses the following crucial question: What is the impact of Chinese investment on Taiwan's high-technology industrial development? Two further questions immediately follow: Will Chinese investment put Taiwanese industrial development at risk? Will an influx of Chinese investment lead to a turning point for Taiwanese industry? The paper first reviews Chinese investment in Taiwan under the framework of the Economic Cooperation Framework Agreement (ECFA) and then explains why we have chosen to focus here on the high-technology industry in Taiwan. It then outlines the main elements of Chinese outward foreign direct investment (OFDI) before seeking to answer the above research questions. Fieldwork for this paper was conducted from December 2014 to March 2016. Interviewees include Chinese investors, along with consultants from a Taiwanese institute created to promote industrial development.

However, in order to investigate the condition of those companies, support their growth and monitor the effects of the aid awarded to them, it is first necessary to properly identify the business entities belonging to that sector. To identify the entities belonging to the high-technology industry, it is necessary to perform a sequence of activities which form the procedural algorithm. Usefulness of the algorithm has been verified using the example of a group of Warsaw high-tech companies which were subject to investigation under the European project Warsaw Entrepreneurship Forum. The algorithm could be used as the basis for the implementation of an IT tool for the identification and description of high-tech businesses.

The information available on high technology in food industry is systematized. Different approaches to the development and integration of scientific knowledge are discussed. According to the European Institute for Food Processing (EU-IFP), there are three possible areas where a breakthrough in food science can occur: biotechnology (BIOTECH), nanotechnology (NANO), and information and communication technology (ICT). A transition is expected of high technology in food industry to convergent technologies in a combination with cognitive science (COGNITIVE). The four components of high technology are analyzed using food industry examples. We believe that the transfer of scientific knowledge into food industry can facilitate the technological development of the Russian agroindustrial complex.

Are more flexible fair use approaches, which require a test for determining whether new uses should be permitted, correlated with economic growth? Using the example of Singapore, we assess the extent to which fair use is related with growth in private copying technology and copyright markets. With reference to a differences-in-differences (DiD) methodology applied to the 2005 fair use amendments of the Singapore Copyright Act we test the law’s implications on private copying technology and copyright sectors in Singapore. The modifications of the Singapore Copyright Act were part of a set of changes of its Intellectual Property (IP) laws undertaken in the context of a Free Trade Agreement with the United States. Our findings seem to support the hypothesis that a more flexible fair use policy is correlated with faster growth rates in private copying technology industries. However, the counterfactual impact analysis did not support our second hypothesis, that flexible fair use policy would be correlated with higher growth in the copyright industries (indirectly via the growth of private copying technology industries). Thus, while the growth of copyright industries slowed down to a limited extent after 2005, the industrial group did not experience the degree of negative impact we expected. Moreover, this limited negative impact was offset by the positive impact of fair use policy correlated with higher growth in private copying technology industries. We caution that a counterfactual analysis cannot be used to attribute a causal relationship. It can only establish a correlation between a policy and a given outcome. Our findings must be read in this light. Further research, containing more comprehensive data sets and possibly also singling out international trade aspects, would benefit the debate on the interplay of copyright law and economic growth.

Ireland overcame many years of shortage and poverty, which historically urged the island. Thanks to a wide range of procedures, such as the following, Ireland transformed its economy. The increase of savings ratio, the propitious tax system adopted in order to assist multinational companies, a well disposed labour force and the successful technological development. This paper introduces an ‘infrastructural approach’ to the problems of de facto and cooperative standard-setting in high technology. It reviews recent case law in the area, and attempts to provide robust economic arguments for the maintenance of ‘open access’ rules over such standards. First, it begins by qualifying such resources as technological ‘infrastructure’ according to the work of Brett Frischmann and Peter Lee. Subsequently, game theoretical tools are applied to the problem of cooperative standard-setting to demonstrate how the ‘quasi-open access’ FRAND commitment can constrain strategic behaviour. A legal analysis — including an examination of recent case law about the availability of injunctions — then follows to demonstrate the optimal ‘negotiation framework’ for the latter commitment to become credible. Finally, the infrastructural approach is expanded to demonstrate how it can elucidate a number of current controversies in high technology markets, where the tension between private ownership and public use of technological infrastructure is at its sharpest.

Over recent decades, governments in industrializing countries have promoted policies to attract foreign investors, anticipating the benefits of technology transfer to host economies. During the 1990s, Costa Rica adopted an industrialization strategy based on attracting high-tech multinational companies (MNCs). Using an original survey of a sample of high-tech MNC subsidiaries, this article shows that the new wave of efficiency-seeking subsidiaries tend not to transfer knowledge to domestic firms even when they establish backward linkages with them. Instead, most of the knowledge transfer occurs between high-tech foreign subsidiaries. This has clear policy implications for host country governments.

This study aims to capture changes and priorities in product development activities over technology life-cycles. The product development activities are observed through the targets of performance maximising, cost reduction and customisation. Seven models of technology life-cycles are considered to keep track of technology changes over time by following patterns for product development activities. The empirical part of the study is based on analysing a high-tech infrastructure provider on four technology generations. This study depicts different trends of product development activities over technology life-cycles. Different technology generations can have positive and negative interactions which can be strategically beneficial. The managerial implications of this study include comprehensive insights of concurrent technology generations in the context of technology life-cycles which can be beneficial for companies product development planning.

PurposeThe purpose of this paper is to analyze the dynamics of China's health biotech clusters from an interregional perspective. By treating clustering as the result of firms' localization choices, the paper examines whether and why different types of firms agglomerate in the various locations.Design/methodology/approachThe paper employs a demographic approach that is inspired by the 2006 work of Romanelli and Feldman on cluster development in the USA. It categorizes China's clusters based on differences in the degree of policy support and the nature of the science base. Then, it draws a sample of 75 of China's most visible firms and analyses them in terms of entrepreneurial origin, their location and, if applicable, the location of their subsidiaries. By matching types of firms with types of clusters, the paper highlights some characteristics of China's regional development.FindingsStudies on China's high‐tech agglomerations unanimously complain about a lack of “creative buzz” compared to the vibrant clusters of for example, the Bay Area in the USA. The analysis indicates that the lack of a creative culture is associated with the anatomy of cluster development. China's clusters grow to a significant extent by attracting enterprise subsidiaries to their sites. The authors argue that these particular cluster anatomies are founded on China's capital market. As the capital market is not prepared to provide pre‐revenue firms with sufficient funds, firms have to earn revenue quickly in order to ensure their viability. Therefore, they concentrate on building up manufacturing capacity and exploiting given technologies. The main point is that local governments as major providers of financial support are instrumental in this process. The establishment of manufacturing subsidiaries in various locations rests on the rationale of collecting funds. This leads to the conclusion that national capital markets either reinforce or inhibit clustering depending on how much it allows the mobility of financial capital. Local government funds do not travel far. This has an impact on the firms' localization decisions and their business strategies, which, in turn, affects the “culture” inside the clusters.Research limitations/implicationsThis argument is based on a limited number of interviews conducted by the authors or other researchers. In order to corroborate the link between the capital market and local development trajectories, more evidence needs to be collected via interview surveys and other means to extract financial information.Originality/valueUnlike other research on Chinese clusters, this paper offers an interregional perspective based on a demographic approach. The argument is original in linking regional cluster dynamics with the national institutional set‐up.

High-tech clusters have become a popular strategy for city development around the world since 1980s. There are many factors that will influence the development of high-tech clusters. Researchers from a range of disciplines have researched to identify specific ingredients for success of high-tech clusters. However, their perspectives are more confined to the theoretical field, but have not solved the problem of the significance of these factors. This thesis tries to answer the following questions: to what extent those factors proposed by researchers influence the development of hi-tech clusters when compared to traditional industry clusters, and compared to different locations. The analysis mainly builds regression models of the influencing factors of high-tech clusters for both U.S. and China. There are also regression models built for traditional industry clusters which played a role as a control group in the research. The result of the regression analysis shows that in the U.S. venture capital is the most important factor in developing high-tech clusters, while in China, the most powerful factors are the academic institutes and government. Some recommendations are also provided to the planners in the U.S. and China at the end of this thesis.

(VF)Cet article étudie les différences de performance consécutives à l’introduction de trois types de bonus proposés aux dirigeants d’entreprises de haute technologie : ceux liés aux seuls critères financiers, ceux incorporant en plus des critères non financiers hors R&D et ceux incluant des critères non financiers dont la R&D. Les résultats obtenus sur un échantillon de 230 entreprises suggèrent que l’introduction de mesures de R&D dans les bonus est le choix le plus pertinent. De plus, il n’apparaît pas de différence de performance entre un bonus financier et un bonus introduisant des indicateurs non financiers excluant la R&D.(VA)This article investigates the performance impact of introducing three different types of CEO bonuses into high technology firms : bonus based on financial measures, bonuses based on financial and non financial measures excluding R&D and bonuses based on financial and non financial measures including R&D. The results, drawn from a sample of 230 firms, suggest that firms whose CEO bonus incorporates R&D measures perform better than firms which rely on other types of financial and non financial measures in defining the CEO bonus.

Basierend auf dem Foucault'schen Machtverständnis und auf postkolonialen Theorien zeigt dieser Artikel auf, wie Wissens und Machtungleichgewichte moderne interkulturelle Felder beeinflussen. Nach Foucault erfordert jeder Prozess des Wissenstransfers eine erneute Aushandlung von Macht. Diese Betrachtungsweise wird auf das indische Bangalore angewandt, eine Stadt, die oft als die IT Hauptstadt Indiens bezeichnet wird. Die Daten basieren auf ethnologischer Feldforschung; das Feld ist der Nebenstandort einer deutschen High-Tech Firma. Hochqualifizierte indische Arbeitskräfte in diesem Feld sind teilweise ermächtigt. Trotzdem halten sie sich in ihrer Arbeit bewusst zurück, um keine Ängste am deutschen Standort freizusetzen, von dem sie abhängig sind. Based on Foucauldian notions of power and postcolonial theory, this article shows how inequalities of knowledge and power influence modern cross-cultural field. According to Foucault, any process of transferring knowledge demands for renegotiation of power. Postcolonial theory asks whether those receiving knowledge are enabled through this process. These perspectives are applied to the Indian city of Bangalore, often called the Indian IT capital. Data is based on ethnographic fieldwork; the field is the Indian offshore site of a German high-tech company. In this field, highly qualified Indian employees are partly enabled, yet underperform consciously in order to not create fears at the German site which they are dependent upon.

Die Verfasserin legt Ergebnisse einer empirischen Untersuchung vor, die sich auf eine Befragung von 107 zwischen 1986 und 2007 gegründeten innovativen, forschungsintensiven kleinen und mittelständischen Unternehmen aus Brandenburg stützt. Aus geschlechtsspezifischer Sicht lassen sich die Untersuchungsergebnisse wie folgt zusammenfassen: (1) Gründerinnen gründen bevorzugt in den technologieorientierten Dienstleistungssektoren. (2) Gründerinnen sind überwiegend Natur- und Wirtschaftswissenschaftlerinnen. Sie verfügen sowohl zeitlich als auch in Bezug auf den Markt, die Führung und den Beruf über geringere Erfahrungen vor ihrer Unternehmensgründung als Männer. (3) Die von Frauen gegründeten Unternehmen sind Klein- und Kleinstunternehmen mit langsamem Wachstum. Sie sind in Bezug auf die Kosteneffizienz, die Vermögensstruktur, die Finanzkraft und die Rentabilität ebenso erfolgreich wie die Unternehmen ihrer männlichen Kollegen. IPOs on the EuroNMs have shown very high underpricing.The majority of these IPOs possess specific characteristics such as lock-up agreements, venture-capital financing, ownership by the underwriter and over-allotment options.We study how these characteristics influence the underpricing of firms listed on the two largest EuroNM stock exchanges, the Neuer Markt of Germany and the Nouveau Marche of France.We find that the high underpricing in these two markets contrary to the evidence on the US - is not driven by insiders selling behaviour.However, the large underpricing is caused by the high degree of riskiness of the issuing firms and by the partial adjustment phenomenon of offer prices to compensate institutional investors for the truthful revelation of their demand for the shares.In contrast, venture-capital involvement does not affect underpricing.For France, lock-up agreements act as substitutes to underpricing, but not so for Germany.We also explore the reasons for the large difference in underpricing between the German and the French IPOs: German firms are more underpriced because they are more risky, have larger price revisions, have less stringent VC lock-up contracts and mostly go public during the hot issue period of 1999-2000 when the general level of underpricing in all IPO markets is substantially higher.

The adjacent sectors of communication, information and telecommunications known since the middle of the 90´s a strong process of integration and convergency. These movements not only have been backed by the necessity of content´s providers to find new markets, but for the presence of new technical developments that have made possible a media economy, capable of responding to the ideal of the integration of voice, data and TV services in an unique standard of diffusion. This work investigates the diachronic evolution of these different ways of leisure time services, information and communication from a technological perspective and puts a especial enphasis on the administrative difficulties that, in the current international situation, could bring an undesirable slowing down of the process. Los sectores adyacentes de la comunicación, la informática y las telecomunicaciones conocen desde mediados de los años 1990 un acusado proceso de integración y convergencia. Estos movimientos no sólo se han visto auspiciados por la necesidad de los productores de contenidos para hallar nuevos mercados, sino por la presencia de nuevos desarrollos técnicos que han hecho posible una economía de medios, capaz de responder al ideal de la integración de los servicios de voz, datos y televisión en un único estándar de difusión. Este trabajo indaga la evolución diacrónica de estas distintas modalidades de integración de servicios de ocio, información y comunicación desde la perspectiva tecnológica, y pone un especial énfasis en las dificultades administrativas que, en la actualidad internacional, pueden conllevar una indeseable ralentización del proceso.

"Der Fokus staatlicher Forschungs- und Innovationspolitik richtet sich traditionell auf Spitzentechnologien. Die Prämisse dieser Politik ist, dass sich im Zeitalter der Globalisierung und der sich verschärfenden Innovationskonkurrenz das hiesige Wohlstandsniveau allein über die forcierte Entwicklung von Technologien höchster und besonderer Qualität auf Dauer halten lässt. Dieser innovationspolitische Ansatz wird im vorliegenden Papier einem kritischen Resümee unterzogen. Es wird gezeigt, dass erstens der innovationspolitische Fokus auf Spitzentechnologie mit den gegebenen Wirtschafts- und Industriestrukturen in Deutschland kaum kompatibel ist, dass zweitens die häufig unterstellten eindeutigen Zusammenhänge zwischen einer forcierten Entwicklung von Spitzentechnologien und ökonomischen Wachstum nur schwer erkennbar sind und, dass drittens dieser innovationspolitische Ansatz hinter wesentliche Erkenntnisse der sozialwissenschaftlichen Innovationsforschung zurückfällt. Basis der Argumentation sind Ergebnisse und Überlegungen aus einem abgeschlossenen inter-nationalen Forschungsprojekt über Innovationsverläufe im nicht-forschungsintensiven Industriesektor sowie konzeptionelle Überlegungen aus dem Kontext der evolutions- und institutionentheoretischen Innovationsforschung." (Autorenreferat) "Research and innovation policy focuses traditionally on high-technologies. The premise of this policy is that an intensified development of high-technologies is the indispensable prerequisite to secure the already reached level of economic wealth due to the intensified globalised competition. This concept of innovation policy will be critically reviewed in this paper. It will be shown that firstly the high-tech focus is not compatible with the traditional structures of the German economic and industrial structures, secondly, that the widely assumed strong connection between the development of high-technologies and economic growth is not at all clear and, thirdly that this policy focus neglects convincing findings of socio-scientific innovation research. Basis of the paper are findings stemming from an international research project on innovations in non-research intensive industries and conceptual findings and considerations from evolutionary and institutional approaches of innovation research." "Israel feiert im Mai den 60. Jahrestag seiner Staatsgründung. Vielfach ist nicht bekannt, dass Israel eine relativ starke, exportorientierte und eine der am kräftigsten wachsenden Ökonomien des Mittelmeerraumes ist. Obwohl das Pro-Kopf-Einkommen Israels inzwischen OECD-Niveau erreicht hat, ist die weitere Entwicklung wegen politisch-militärischer Probleme und der Bedrohung durch terroristische Organisationen gefährdet. Die zukünftigen Entwicklungsperspektiven Israels hängen vor allem von den folgenden vier Bedingungen ab: 1. von den Entwicklungen auf den internationalen Märkten, hauptsächlich in den Ländern der OECD, da Israels offene Ökonomie sehr eng mit dem Weltmarkt verflochten ist. Für Israels Wirtschaft wird es daher besonders wichtig sein, die Produktivität anzuheben, um zu den führenden Industrienationen näher aufzuschließen und beim Export von Hightech-Produkten (Maschinenbau, Flugzeugproduktion, Messinstrumente und chemische Produkte) den Anschluss zu behalten. Um diesen Herausforderungen gewachsen zu sein, sollten die Reformen der israelischen Ökonomie fortgesetzt werden. 2. In geringem Maße von den Wirtschaftsbeziehungen in der Region. Aufgrund des Spezialisierungsniveaus Israels spielen die Wirtschaftsbeziehungen zu den arabischen Nachbarstaaten und zu den Ländern der Golfregion gegenwärtig kaum eine Rolle. Wirtschaftliche Wechselwirkungen mit den Nachbarländern sind daher wenig ausgeprägt. 3. Vom Rückgang der gegenwärtigen politischen Spannungen in der israelischen Gesellschaft und von den politischen Weichenstellungen durch die Regierung Olmert. Die komplexe innenpolitische Situation erschwert die wirtschaftlichen Reformen. Diese waren unter Ministerpräsident Ariel Scharon und Finanzminister Netanyahu begonnen worden und werden seitdem nicht mehr so vorangetrieben. 4. Besonders aber von den zukünftigen geopolitischen Entwicklungen im Nahen Osten und der seit Jahren krisenhaften Entwicklung des instabilen Palästina." (Autorenreferat)

"Die zunehmende Bedeutung von Wissensarbeit und die wachsenden Ansprüche an die (zeitliche) Flexibilität werden mehr und mehr zu zentralen Gestaltungsmerkmalen von Arbeit und ihrer Regulierung. Ausgehend von einem umfassenden theoretischen Diskurs werden in der vorliegenden Publikation am Beispiel von Software- und Dienstleistungsunternehmen der IT-Branche und Unternehmen der Biotechnologiebranche die Gestaltung hochqualifizierter Arbeit sowie der Wandel von betrieblichen Arbeitsbeziehungen und die Herausbildung neuer Formen der Regulierung von Arbeit empirisch erfasst und analysiert. In diesem Buch werden die Auswirkungen verschärften Wettbewerbs, wirtschaftlicher Krisen aber auch zunehmender Größe und Komplexität der untersuchten Unternehmen auf Anforderungen und Organisation der Arbeit sowie die Arbeitsbeziehungen thematisiert. (VF)Cet article vise à étudier le lien entre la structure de rémunération des dirigeants des entreprises de haute technologie et leur capacité à encourager les activités d'innovation. Il souligne les limites des contrats de rémunération habituels (bonus comptable, actions et stock-options) quant à la promotion de l'innovation, et propose de lier la rémunération du dirigeant de façon explicite à des mesures opérationnelles des activités d'innovation.(VA)The purpose of this study is to investigate into the link between the structure of CEO compensation in high technology firms and innovation activities. It stresses the weakness of traditional compensation contracts based on accounting and financial indicators in relation to innovation activities, and proposes to tie CEO compensation more explicitly to operational measures of innovation activities.
