The Latin American journals of psychology indexed in the Journal of Citation Reports (JCR), are generally edited by professional associations of psychologists, universities and private foundations. This paper analyzes the positioning strategy adopted by the Professional Association of Psychologists of Madrid, regarding the psychological journals in the area in which they edit. The methodological approach taken to explore the topic uses socio-bibliometric techniques gathering numerical data, and then using that data to perform analyses for a well-informed description of what the topic might be. The results reveal that journals, whose editor or co-editor was Professional Association of Psychologists of Madrid, have increased their visibility in recent years, in both, the SCImago Journal Rank (SJR= 8 journals) and that of the Journal of Citation Reports (JCR= 7 journals) with a greater citation count for its articles, and a higher number of views and downloads for the papers published in its journals. The conclusion is, that the positioning strategy adopted by the Professional Association of Psychologists of Madrid was an effective one, involving the unification of certain rules relating to the edition of articles in their journals, the professionalization of editorial management, the electronic publishing with digital publication of journals and using the open access publishing model for scholarly communication that makes research information available to readers at no cost, as well as their integration in the list of international databases. Introduction. Open access to digital research output is increasing, but academic library policies can place restrictions on public access to libraries. This paper reports on a preliminary study to investigate the correlation between academic library access policies and institutional positions of openness to knowledge. Method. This primarily qualitative study used document and data analysis to examine the content of library access or use policies of twelve academic institutions in eight countries. The outcomes were statistically correlated with institutional open access publication policies and practices. Analysis. We used an automated search tool together with manual searching to retrieve Webbased library access policies, then categorised and counted the levels and conditions of public access. We compared scores for institutional library access feature with open access features and percentages of open access publications. Results. Academic library policies may suggest open public access but multi-layered user categories, privileges and fees charged can inhibit such access, with disparities in openness emerging between library policies and institutional open access policies. Conclusion. As open access publishing options and mandates expand, physical entry and access to print and electronic resources in academic libraries is contracting. Enjoying widespread government support and encouragement for the digital projects of publishers and media industry. The Chinese publishing business continues to show steady development in the past year. At the same time, significant changes are taking place in the structure of the publishing industry. The content production, marketing, operating, and consumption are not linear upstream-downstream related any more. Instead, they have fused together, and thus formed a new industrial ecosphere. In this paper, we investigate the new technology research and practice in the digital publishing industry. Introduction. This paper presents the issues and challenges faced by a university library in encouraging academics and researchers to adopt open access, specifically with respect to depositing publications in the institutional repository Method. Interviews were conducted with academics and researchers about their awareness of open access and their use of the university repository. An action research approach was used to address issues on a continual basis, and redesign the repository based on the findings. Analysis. The interview data were analysed using thematic content analysis, and the repository data were analysed using heuristic evaluation Results. Results show that researchers lack awareness of open access and its value, and that there is also confusion about publishers' copyright policies and researcher reputation. The lack of visibility and usability of the library-managed institutional repository was found to be an issue, as well as the need for subject repositories. The results informed a redesign of the repository and informed the library's strategies to promote scholarly communication literacy. Conclusion. Whilst librarians have been advocates of open access, researchers' understanding of it is still limited? they have other pressures in regard to their publishing outputs, which also limits their adoption of open access practices. The authors performed a citation analysis of 15 source papers that were written in the field of corrosion chemistry. Each of the source papers were written on the specific topic of the corrosion of mild steel. The researchers were from a variety of different countries, including China, Egypt, Germany, India, Lesotho, Nigeria, Saudi Arabia, South Africa, Spain, Turkey, and the United States. The authors found that articles that had one or more researchers from an African country cited works that had versions in the Open Access (OA) domain twice as often (12.2%) when compared to articles that did not have an author from Africa (5.5%). Purpose: This paper describes the current state of electronic journal usage among Japanese medical researchers, and discusses the subsequent effect on users' decision whether to read articles on paper or on screen; from what types of full text source they obtain the articles. Methods: The names of 2,033 medical researchers affiliated with 80 medical schools in Japan were extracted and the researchers were surveyed. The questionnaire included questions on: 1) demographic features; 2) whether or not the researcher read the paper from print journals or electronic journals, and the search method used to obtain the most recently read articles; 3) the types of methods used to search for articles; 4) awareness and use of "open access" sites. Results: We received 651 responses (32.3%) between February and March 2007 and analyzed them. The major findings were: 1) 70% of the most recently read articles were electronic journal articles; 2) 80% of the electronic journal articles were provided by academic libraries, while 60% of print journal articles were from private subscription journals; 3) search engines were not used, but PubMed was used primarily to search either print or electronic journal articles; 4) in general, open access methods were not recognized by researchers as one possible route for obtaining the articles although PubMed Central constituted about 10% of the most recently read electronic journal articles; 5) no significant differences relating to article usage patterns were observed among age groups, however, large differences were found among fields of research. The paper takes as a starting point a recent EU Commission report on scientific publishing in Europe (Dewatripont et al 2006). In Norway, where a new system of documentation of scientific publishing was introduced in 2005, several of the recommendations in this report have already been anticipated. The Norwegian documentation system which has already proven controversial in parts of the research community and lacks parallells in other Nordic countries like Denmark and Sweden, is expected to have considerable consequences on Norwegian publishing patterns, such as increased use of electronic journals and of open standards such as Open Access and Open Source (Vaagan 2005). As e-publishing grows as part of the process of globalization, there is increasing awareness in many countries of ethical concerns in science and in scientific publishing, including the need for public access to publicly-funded research results. In this perspective, the paper links open standards in scientific communication and publishing to the principle of universality of science and to information ethics priorities identified by Capurro (2004). Qualitative methodology is used with critical & typical case sampling (Patton 2002) of key policy documents as well as international articles on e-publishing 2000-2005, especially from DLib magazine. In conclusion, it is suggested that open standards such as Open Access and Open Source are likely to increase in scientific publishing in the future, both in Norway and in the EU. This paper focuses on electronic publication impact as a limited, but rather well defined sub-field of research impact. With Open Access, a much bigger corpus of data has become available for statistical analysis. Publication impact can be measured by author-or reader-generated data. Author-generated data would be citations. Reader-generated data would be usage. Usage data can be collected through webserver or linkresolver logs. It has to be normalized in order to be shared and analysed meaningfully. The paper presents current initiatives and projects aiming to provide a suitable infrastructure, including publisher data (COUNTER/SUSHI) and data collected from Open Access repositories (using OAI-PMH and OpenURL ContextObjects). Citation and usage data can be analyzed quantitatively or structurally. These new metrics can enhance or complement existing metrics like the Journal Impact Factor (JIF). The HHuLOA (Hull, Huddersfield, Lincoln Open Access) project is a two-year Jisc-funded project, which seeks to identify how open access (OA) support mechanisms can be used to assist with the development of research. One such area is policy landscape, which has shifted dramatically in the past two years. Many academic staff have been left confused, frustrated and stressed by new obligations placed upon long-established publishing practices and by the way in which these changes have been communicated. This paper describes the project's initial work undertaken in this area, with the aim of enabling academic audiences to better navigate the policy environment they find themselves in to comply and better understand the rights they have when using OA. This paper reports on the contribution of the openness movement to the changing mode of distributing scholarly literature. It is argued that the University of Cape Town (UCT), a leading research university on the African continent with relatively high research output, has a social justice obligation to distribute freely its scholarly research to the widest audience possible. Contributing to this social justice obligation through the sharing of research output via open access (OA) platforms are the university's progressive OA policy and activities to ensure roll-out of the policy as well as its commitments to support article processing charges (APCs) and follow the global trend with regard to OA publishing. The authors, using a case study design, report that these factors have contributed to UCT's researchers adapting to publishing their journal articles on OA platforms. The investigation concludes that, in an era of fiscal constraints, the visibility of research is important to source funding and to meet the institution's social justice obligation; and therefore adapting to new publishing trends is an imperative for UCT researchers. This paper examines the characteristics of 462 open access (OA) journals being published in India under the green, gold and hybrid models. The sample of journals was selected from DOAJ, IndianJournal.com and Open J-Gate. Journal characteristics were measured in terms of growth, subjects, publishers, and citations under each model. While characteristics such as growth, subject, and publisher have been identified by exploring the journal's website only, the citation count of these journals has been calculated by using Google Scholar and the Indian Citation Index. The gold road is now the most popular form of OA publishing in the subcontinent. There is a great variation in the size of OA journals and in their publishers. One publisher has more than 77 journals, but 264 publishers publish a single journal only. Overall, the OA journal landscape is greatly influenced by a few key publishers and journals. While 43% of journals charge publication fees and the fees vary from as low as US$10 to as high as US$400, the highest impact factor of the gold OA journals has been noted as 0.58. The data presented here suggest that publication fees are not a major barrier to authorship within the fields of computer science, pharmacy, and medicine. [ABSTRACT FROM AUTHOR]

June 2012 saw publication of the Finch report into expanding access to published research findings, the UK Government's response to the report and the issuing of a revised policy on open access publication of research papers by the UK Research Councils. All appear to be driving the UK towards the world's most rigorous adoption of open access publication of publicly funded research outputs. This article looks at the potentially profound consequences of these steps for publishers, librarians and researchers in the UK, and for scholarly communications in general, not least for the centuries-old model of peer review. This paper reports on a study - overseen by representatives of the publishing, library, and research funder communities in the UK - investigating the drivers, costs, and benefits of potential ways to increase access to scholarly journals. It identifies five different but realistic scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher-led delayed open access, and transactional models. It then compares and evaluates the benefits as well as the costs and risks for the UK. The scenarios, and the modelling on which they are based, amount to a benefit-cost analysis to help in appraising policy options. Our conclusion is that policymakers should encourage the use of existing subject and institutional repositories, but avoid pushing for reductions in embargo periods, which might put at risk the sustainability of the underlying scholarly publishing system. They should also promote and facilitate a transition to gold open access, while seeking to ensure that the average level of publication fees does not exceed c.?2.000; that the rate in the UK of open access publication is broadly in step with the rest of the world; and that total payments to publishers from UK universities do not rise as a consequence. Embarking on a universitywide journal-hosting initiative can be a resource- intensive undertaking. Providing such a service, however, can be equally rewarding, as it positions the library as both partner and colleague in the publishing process. Publishing and knowledge production in academia can be significantly improved if aspects of cooperative models developed in software and networking communities are adopted. The Open Access movement focuses on the openness of the final result. The most important attributes of the development of the Internet, the Web and their communication-cooperation tools is the openness of the entire process of production. The novelty that can take many forms is in the organizational structures, decision-making and cooperation. This paper argues that journals adopting a form of Open Process could benefit by increased quality of submissions and publications, faster and more responsive pace of research and by attracting more risk taking and innovative authors. Through open-process publishing and peer reviewing clearer structure and visibility of tasks could be achieved. Equally important could be the possible internal benefits for journal management: the recognition of the most important workers and decision making in their hands, easier and improved project management, attracting new volunteers and reducing the impact of counter-productive participants. If these changes were implemented well, such open-process journals would gain readership and reputation. A simple transition model is suggested: how to start with an email list and proper cultural safeguards. A knowledge economy has been defined as one in which the generation and exploitation of knowledge has come to play the predominant part in the creation of wealth. It is not simply about pushing back the frontiers of knowledge; it is also about the more effective use and exploitation of all types of knowledge in all manner of economic activities. One key question is whether there are new opportunities and new models for scholarly publishing that might better serve researchers and more effectively communicate and disseminate research findings. Building on previous work, this paper looks at the costs and potential benefits of alternative models for scientific and scholarly publishing, describing the approach and methods used and summarising the findings of a study undertaken for JISC in the United Kingdom. It concludes that different publishing models can make a material difference to the costs faced by and benefits realised from research communication, and it seems likely that more open access would have substantial net benefits. It is now widely accepted that there are two routes to open access (OA): OA repositories and OA journals. It is often assumed these are distinct alternative parallel tracks. However, it has recently become clear that there is potential for repositories and journals to interact with each other on an ongoing basis and between them to form a coherent OA scholarly communication system. This paper puts forward three possible models of interaction between repositories and journals; services such as arXiv and PubMed Central, and the work carried out by the RIOJA project, are working exemplars and pilot implementations of these models. The key issues associated with the widespread adoption of these models include repository infrastructure development; changing ideas of the 'journal', 'article', and 'publication'; version management; quality assurance; business and funding models; developing value-added features; content preservation; policy frameworks; and changing roles and cultures within the research community. University presses were founded in the late 19th century to help alleviate a problem of market failure, namely insufficient demand in the commercial marketplace to sustain a publishing operation on the basis of sales alone. Now, in the face of claims about another type of market failure - insufficient funds to sustain library subscriptions to STM journals - calls have come forth to change the economic model of publishing from sales-based to grants-based, offering the fruits of knowledge free to all users with an Internet connection. In the five years since the launch of the Budapest Open Access Initiative in February 2002, one of the most striking developments in the scholarly communications landscape has been the increasing interest taken in open access at a policy level. Today, open access (in the form of both self-archiving and open access journals) is routinely discussed and debated at an institutional-level, within research-funding bodies, nationally, and internationally. The debate has moved out of the library and publisher communities to take a more central place in discussions on the 'knowledge economy', return on investment in research, and the nature of e-science. The article focuses on a controversy related to open-access publishing. A study published online in the open-access "Public Library of Science Biology" suggests that free papers get cited more often. The analysis was conducted by Gunther Lysenbach of the Centre for Global eHealth Innovation in Toronto, Canada. It looked at the articles published from June to December 2004 in the journal "Proceedings of the National Academy of Sciences," after the journal started letting authors pay $1000 to make their papers immediately available for free. It showed that by April 2005, 78 of the 212 open-access articles had not been cited versus 627 of the 1280 regular articles, which are free online after 6 months. The open-access papers were twice as likely to be cited by April 2005 and three times as likely by October 2005. They also averaged more citations with 6.4 per paper versus 4.5. Some editors admitted that they have a strong and vested interest in the paper but say that it underwent unusually thorough review.

Substance Abuse Treatment, Prevention, and Policy (SATPP) is an open access, peer-reviewed international journal of original research and scholarship that focuses on policy issues in the treatment and prevention of substance use disorders. The article discusses the status of open access publishing by academic societies. As scholarly journal publishing continues the transition from print-on-paper subscriptions to licensed and open electronic publishing via the Web, the academic societies serving clinicians, faculty, and researchers in the basic and clinical health sciences will play a central role in determining the ultimate success of "open access" alternatives to commercial publishing. The Council of Academic Societies (CAS) Journal Study collected bibliographic, pricing, editorial policy, and other data from each journal and its sponsoring CAS member, leading to a descriptive summary analysis of the status of journal publishing by these societies. Of the 98 CAS members, 51 sponsor or publish at least 1 journal and, altogether, these societies publish just over 100 titles. Nearly half of these journals are published by or with the help of a commercial publisher, with Elsevier publishing twice as many as the next largest commercial publisher of these journals.

With a focus on biomedicine and public health, this paper will demonstrate that the emerging success of open access publishing provides a model for improved access to grey literature. It will describe pioneering efforts to provide access to grey literature, and recommend ways to build upon these initiatives. This article discusses the business losses of the Public Library of Science (PLoS), the publisher for the open-access journal movement in the U.S. Open-access model is one in which publishing costs are recovered by charging authors, and academic papers are made available for free to the end-user. The publisher lost almost one million dollars in 2005.
