How climate change will unfold in the years to come is a central topic in today's environmental debate, in particular at the regional level. While projections using large ensembles of global climate models consistently indicate a future decrease in summer precipitation over southern Europe and an increase over northern Europe, individual models substantially modulate these distinct signals of change in precipitation. So far model improvements and higher resolution from regional downscaling have not been seen as able to resolve these disagreements. In this paper we assess whether 2 decades of investments in large ensembles of downscaling experiments with regional climate model simulations for Europe have contributed to a more robust model assessment of the future climate at a range of geographical scales. We study climate change projections of European seasonal temperature and precipitation using an ensemble-suite comprised by all readily available pan-European regional model projections for the twenty-first-century, representing increasing model resolution from ~ 50 to ~ 12 km grid distance, as well as lateral boundary and sea surface temperature conditions from a variety of global model simulations. Employing a simple scaling with global mean temperature change we identify emerging robust signals of future seasonal temperature and precipitation changes also found to resemble current observed trends, where these are judged to be statistically significant. Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change. Tropical glaciers are extremely sensitive to a warming climate. In this paper, the evolution of the remaining tropical glaciers in Australasia (Irian Jaya, Indonesia) during the period 1988-2015 was quantified. Landsat series images, a digital elevation model from SRTM, and previously published data were used. Estimated total glacier area in 1988, 1993, 1997 and 2004 was 3.85 km2±0.13 km2, 3.01 km2±0.08 km2, 2.49 km2±0.07 km2 and 1.725 km2 ±0.042 km2, respectively. Only 0.58 km2±0.016 km2 glacierized area remained in 2015 in Puncak Jaya, which is about 84.9% loss in just 27 years. If this rate continued, the remaining tropical glaciers in Australasia would disappear in the 2020s. Timeseries analysis of climate variables showed significant positive trends in air temperature (0.009°C per year) and relative humidity (0.43% per year) but no considerable tendency was observed for precipitation. In this paper we investigate the impacts of future climatic change on the occurrence of debris flows in the Massif des Ecrins (French Alps). Two distinct aspects are discussed: the impact of future climatic change on the evolution of the process, and changes in the spatial distribution. Three climate simulations are presented for the current period (1970–1999) and for future periods (2070–2099) using GCM ARPEGE CLIMAT model developed by Météo-France. Simulated data are then statistically downscaled to obtain a higher spatial resolution. In the first step, we compare occurrence probabilities in the current period and in the next century. In the second step, we estimate which zones would be affected by the process in the future at the scale of the Massif des Ecrins. For the current period, the best model was obtained between debris flows and the number of days between June 15th and October 15th with more than 20 mm calculated either from observed meteorological or simulated data. Results of the ARPEGE model considering the A2 hypothesis (IPCC ) showed that the most significant climatic trends for the end of the century will be a decrease in intense rainy events and an increase in temperature. These trends are expected to reduce the occurrence of hill slope debris flows in the Massif des Ecrins. From a spatial point of view, the increase in temperature should result in a shift of the 0°C isotherm to a higher elevation which, in turn, should result in a 20% reduction of the number of slopes affected by the process. Meteorological and oceanographic data from ships of opportunity are the largest contributor to the world’s ocean surface database and thus are extensively used to estimate the change in climatic properties over the world’s oceans during the previous 150 years. The importance of these data for climate change studies underscores the need to fully understand the error associated with averages of these data. The sampling error problem is especially acute for ship data due to the fact that ships are moving platforms and, thus, report observations from constantly varying locations with time. This paper develops a theoretical framework for assessing the averaged sampling error associated with monthly, 1°×1° latitude-longitude box averaged ship data. It should be noted that the time-space distribution of ships within the averaging domain strongly affects the sampling error. This is shown in our derivation. The framework developed here can be used to improve upon existing methods for estimating the sampling error associated with three-dimensional box averages of meteorological and oceanographic data obtained from ship records. The framework is complimentary to existing methods of assessing biases and random error due to instrumentation, recording, etc. It is demonstrated mathematically that the uncertainty due to incomplete sampling is primarily a trade off between of the number of observations and their relative locations within the box as well as the inherent time-space correlation structure of the variable of interest. This paper deals with the modelling of the global and northern and southern hemispheric anomaly temperature time series using a novel technique based on segmented trends and fractional integration. We use a procedure that permits us to estimate linear time trends and orders of integration at various subsamples, where the periods for the changing trends are endogenously determined by the model. Moreover, we use a non-parametric approach (Bloomfield P, Biometrika, 60:217–226, 1973) for modelling the I(0) deviation term. The results show that the three series (global, northern and southern temperatures) can be well described in terms of fractional integration with the orders of integration around 0.5 in the three cases. The coefficients associated to the time trends are statistically significant in all subsamples for the three series, especially during the final part of the sample, giving then some support to the global warming theories. Background, Aims and Scope. The traditional method of using Global Warming Potentials (GWPs) to assess the effects of climate change in Life Cycle Assessment (LCA) does not account for indirect atmospheric effects like saturation effects and emissions of ozone precursors. The aim of this paper is to provide GWP values for LCA purposes of the most important climate related gases including indirect effects and assess whether these values are dependent of different background conditions and size of change in emissions fluxes. Methods. In order to reflect atmospheric interactions between direct and indirect greenhouse gases, an atmospheric climate and chemistry model needs to be used to determine GWP values. Here, the IMAGE model is used to determine GWP values for a time horizon of 100 years. Different runs were performed to test the outcomes against various background emission scenarios and various sizes in emission fluxes. Results and Discussion. The GWP values for CO2, N2O and CH4 depend on the chosen scenario and are lower under scenarios with higher background emissions. The GWPs of Halons, PFCs and SF6 are scenario and emission flux independent. The GWPs of HFCs increase with higher background emissions and higher additional emission fluxes, whereas GWPs of CFC are scenario independent, but change when other emission fluxes are applied. Finally, GWPs of HCFCs are higher in scenarios with higher background emission scenarios, and decrease when larger emission fluxes are applied. The GWP values calculated with IMAGE with direct effects only are comparable with IPCC values. Inclusion of the indirect atmospheric effects changes some of the values positively or negatively. For CFCs this results in a value up to 70% lower. For Halons this results in a value up to 1000% lower, resulting in a strong negative GWP. Inclusion of indirect effects increases the GWP of CH4 by 50%. Newly introduced greenhouse gases which have only indirect effects are given here a GWP. SO2 has a negative GWP which depends on both the flux size and the chosen background scenario. CO and NMVOC have a positive flux-and-scenario dependent GWP. The GWP of NOx can, dependent on de chosen conditions, be positive or negative. Conclusions. The GWP values of this paper are a first attempt to provide a consistent set of GWP values for all direct and indirect greenhouse gases, including differences in GWP values per background scenario and flux size. The inclusion of indirect effects in GWP values causes large differences in some important greenhouse gases, which should not be ignored in LCA- analyses. We suggest for LCA purposes to use GWPs including indirect effects for marginal change and for the most realistic background scenario. This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context. Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years. Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies - to maintain standards of service - is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities. The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place - in terms of methodologies and investment in investigations into specific resource developments - provided a sound foundation for more specific actions in the next investment review in five years time. A review of the present status of the global warming science is presented in this paper. The term global warming is now popularly used to refer to the recent reported increase in the mean surface temperature of the earth; this increase being attributed to increasing human activity and in particular to the increased concentration of greenhouse gases (carbon dioxide, methane and nitrous oxide) in the atmosphere. Since the mid to late 1980s there has been an intense and often emotional debate on this topic. The various climate change reports (1996, 2001) prepared by the IPCC (Intergovernmental Panel on Climate Change), have provided the scientific framework that ultimately led to the Kyoto protocol on the reduction of greenhouse gas emissions (particularly carbon dioxide) due to the burning of fossil fuels. Numerous peer-reviewed studies reported in recent literature have attempted to verify several of the projections on climate change that have been detailed by the IPCC reports. The global warming debate as presented by the media usually focuses on the increasing mean temperature of the earth, associated extreme weather events and future climate projections of increasing frequency of extreme weather events worldwide. In reality, the climate change issue is considerably more complex than an increase in the earth’s mean temperature and in extreme weather events. Several recent studies have questioned many of the projections of climate change made by the IPCC reports and at present there is an emerging dissenting view of the global warming science which is at odds with the IPCC view of the cause and consequence of global warming. Our review suggests that the dissenting view offered by the skeptics or opponents of global warming appears substantially more credible than the supporting view put forth by the proponents of global warming. Further, the projections of future climate change over the next fifty to one hundred years is based on insufficiently verified climate models and are therefore not considered reliable at this point in time. In the nine years since its establishment in 1988, the Intergovernmental Panel on Climate Change (IPCC) has attempted to walk the tightrope of being scientifically sound and politically acceptable. This paper investigates how the IPCC has evolved over two assessment cycles. It provides an in-depth examination of important characteristics of the IPCC process including the peer review mechanism, participation of developing countries, and its interactions with the intergovernmental negotiation process on climate change. Ongoing global warming not only involves changes in temperature and the global mean; it affects more or less every part of the climate. Regional temperature changes are often greater or smaller than corresponding changes in the global mean. In some cases the direction of change may also be different. For example, temperature changes are higher over land than over the ocean. Precipitation increases in some regions but decreases in others. Changes in extreme events may differ from changes in the corresponding mean. Present scientific knowledge clearly indicates that the already observed global trend towards warmer conditions will continue and that it will be accompanied by changes in yet other aspects of climate. This paper highlights, as a brief review, aspects of our changing climate from the available scientific knowledge with a bearing on the energy sector. Its focus is on temperature and precipitation, with some consideration of wind and sea level, among others. While uncertainties remain as far as the magnitude of future global-scale changes is concerned, and even more so their many regional patterns, significant changes are foreseen in, for example, global and regional temperature and precipitation, sea level rise, and in the characteristics of various extreme events. This paper discusses the effects of vegetation cover and soil parameters on the climate change projections of a regional climate model over the Arctic domain. Different setups of the land surface model of the regional climate model HIRHAM were realized to analyze differences in the atmospheric circulation caused by (1) the incorporation of freezing/thawing of soil moisture, (2) the consideration of top organic soil horizons typical for the Arctic and (3) a vegetation shift due to a changing climate. The largest direct thermal effect in 2 m air temperature was found for the vegetation shift, which ranged between −1.5 K and 3 K. The inclusion of a freeze/thaw scheme for soil moisture shows equally large sensitivities in spring over cool areas with high soil moisture content. Although the sensitivity signal in 2 m air temperature for the experiments differs in amplitude, all experiments show changes in mean sea level pressure (mslp) and geopotential height (z) throughout the troposphere of similar magnitude (mslp: −2 hPa to 1.5 hPa, z: −15 gpm to 5 gpm). This points to the importance of dynamical feedbacks within the atmosphere-land system. Land and soil processes have a distinct remote influence on large scale atmospheric circulation patterns in addition to their direct, regional effects. The assessment of induced uncertainties due to the changed implementations of land surface processes discussed in this study demonstrates the need to take all those processes for future Arctic climate projections into account, and demonstrates a clear need to include similar implementations in regional and global climate models. The frequently heard call to harmonize adaptation and mitigation policies is well intended and many opportunities exist to realize co-benefits by designing and implementing both in mutually supportive ways. But critical tradeoffs (inadequate conditions, competition among means for implementation, and negative consequences of pursuing both simultaneously) also exist, along with policy disconnects that are shaped by history, sequencing, scale, contextual variables, and controversial climate discourses in the public. To ignore these issues can be expected to undermine a more comprehensive, better integrated climate risk management portfolio. In this paper, we have provided an overview of cosmic ray effects on terrestrial processes such as electrical properties, global electric circuit, lightning, cloud formation, cloud coverage, atmospheric temperature, space weather phenomena, climate, etc. It is suggested that cosmic rays control short-term and long-term variations in climate. The 'Copenhagen Accord' fails to deliver the political framework for a fair, ambitious and legally-binding international climate agreement beyond 2012. The current climate policy regime dynamics are insufficient to reflect the realities of topical complexity, actor coalitions, as well as financial, legal and institutional challenges in the light of extreme time constraints to avoid 'dangerous' climate change of more than 2°C. This paper examines the robustness of the long-run, cointegrating, relationship between global temperatures and radiative forcing. It is found that the temperature sensitivity to a doubling of radiative forcing is of the order of 2 ± 1°C. This result is robust across the sample period of 1850 to 2000, thus providing further confirmation of the quantitative impact of radiative forcing and, in particular, CO2 forcing, on temperatures. This paper analyzes the spatial dependence of annual diurnal temperature range (DTR) trends from 1950–2004 on the annual climatology of three variables: precipitation, cloud cover, and leaf area index (LAI), by classifying the global land into various climatic regions based on the climatological annual precipitation. The regional average trends for annual minimum temperature ( T min) and DTR exhibit significant spatial correlations with the climatological values of these three variables, while such correlation for annual maximum temperature ( T max) is very weak. In general, the magnitude of the downward trend of DTR and the warming trend of T min decreases with increasing precipitation amount, cloud cover, and LAI, i.e., with stronger DTR decreasing trends over drier regions. Such spatial dependence of T min and DTR trends on the climatological precipitation possibly reflects large-scale effects of increased global greenhouse gases and aerosols (and associated changes in cloudiness, soil moisture, and water vapor) during the later half of the twentieth century. Discerning the general public’s support of climate change policies is a significant part of understanding the political and social dynamics of mitigating climate change. National level surveys are a useful tool for furthering this understanding but present multiple challenges, two of which are addressed in this paper. The first challenge is that the U.S. public’s limited knowledge of climate change issues requires that information is provided in the survey, and that the content of this information is thought to be critical in eliciting accurate responses. Second, the use of national surveys may mask regional and state differences that result from the distribution of predicted climate change impacts and varying social contexts. We explore these issues by assessing the impacts of (a) the provision of information on climate change impacts at different scales (national and regional) and (b) the respondent’s state of residence (Michigan or Virginia) on climate change policy support. We found a modest relationship between state of residence and policy support, with Michigan residents less likely to support climate change mitigation policies than residents of Virginia. It has been shown previously that the awareness and concern of the general public about global warming is not only a function of scientific information. Both psychological and sociological factors affect the willingness of laypeople to acknowledge the reality of global warming, and to support climate policies of their home countries. In this paper, I analyse a cross-national dataset of public concern about global warming, utilising data from 46 countries. Based on earlier results at the national and regional level, I expect concern to be negatively correlated to national measures of wealth and carbon dioxide emissions. I find that gross domestic product is indeed negatively correlated to the proportion of a population that regards global warming as a serious problem. There is also a marginally significant tendency that nations’ per capita carbon dioxide emissions are negatively correlated to public concern. These findings suggest that the willingness of a nation to contribute to reductions in greenhouse gas emissions decreases with its share of these emissions. This is in accordance with psychological findings, but poses a problem for political decision-makers. The UN Framework Convention on Climate Change (UNFCCC) demands stabilization of atmospheric greenhouse gas concentrations at levels that prevent dangerous anthropogenic interference with the climate system. This requires an unprecedented degree of international action for emission reductions and technological change in the energy sector. Extending the established optimal control approach, the paper combines the concepts of adaptive control, inverse modeling and local optimization to climate change decision-making and management. An alternative decision model is described where controls are adjusted towards a moving target under changing conditions. A framework for integrated assessment is introduced, where a basic climate model is coupled to an economic production function with energy as a production factor, which is controlled by the allocation of investments to alternative energy technologies. Investment strategies are shaped by value functions, including utility, costs and climate damages for a given future time horizon, which are translated into admissible emission limits to keep atmospheric carbon concentrations and global mean temperature asymptotically below a given threshold. Conditions for switching between management and technology paths with different costs and carbon intensities are identified. To take account of the substantial uncertainties, an exemplary case discusses the sensitivity of the results to variation of crucial parameters, in particular time discounting, climate damage, taxes and time horizon for decision-making. Sea ice is influential in regulating energy exchanges between the ocean and the atmosphere, and has figured prominently in scientific studies of climate change and climate feedbacks. However, sea ice is also a vital component of everyday life in Inuit communities of the circumpolar Arctic. Therefore, it is important to understand the links between the potential impacts of climate change on Arctic sea ice extent, distribution, and thickness as well as the related consequences for northern coastal populations. This paper explores the relationship between sea ice and climate change from both scientific and Inuit perspectives. Based on an overview of diverse literature the experiences, methods, and goals which differentiate local and scientific sea ice knowledge are examined. These efforts are considered essential background upon which to develop more accurate assessments of community vulnerability to climate, and resulting sea ice, change. Inuit and scientific perspectives may indeed be the ideal complement when investigating the links between sea ice and climate change, but effective and appropriate conceptual bridges need to be built between the two types of expertise. The complementary nature of these knowledge systems may only be realized, in a practical sense, if significant effort is expended to: (i) understand sea ice from both Inuit and scientific perspectives, along with their underlying differences; (ii) investigate common interests or concerns; (iii) establish meaningful and reciprocal research partnerships with Inuit communities; (iv) engage in, and improve, collaborative research methods; and, (v) maintain ongoing dialogue. In this paper, we use a dry radiative-transportive climate model to illustrate that the atmospheric poleward heat transport plays an important role in amplifying the polar surface warming due to anthropogenic greenhouse gases. Because of a much warmer surface in tropics, the anthropogenic radiative forcing is larger in tropics than in extratropics for same amount of anthropogenic greenhouse gases. A direct response to the anthropogenic radiative forcing is an increase in the atmosphere equator-to-pole temperature contrast, leading to a strengthening of the atmospheric poleward heat transport. As a result, part of the extra amount of energy intercepted by the low-latitude atmosphere due to an increase in its opacity is transported to high latitudes. This implies a “greenhouse-plus” (“greenhouse-minus”) feedback to the high (low) latitude surface temperatures, which acts to amplify (reduce) the initial surface warming in high (low) latitudes and may cause a larger surface warming in high latitudes. The Stefan–Boltzmann feedback suppresses the negative dynamical feedback in low latitudes more strongly than the positive in high latitudes, amplifying the global mean surface temperature warming. Because of the oceanic poleward heat transport, the ocean surface temperature in extratropics is warmer in winter compared to the land, implying a larger radiative forcing for the same amount of anthropogenic greenhouse gases. The same dynamical feedback mechanism would also amplify the land surface warming in extratropics by transporting part of the extra amount of energy intercepted by the atmosphere over the ocean surface to land. Solar variability influences the climate of a planet by radiatively forcing changes over a certain timescale; orbital variations of a planet, which yield similar solar forcing modulations, can be studied within the same scientific context. It is known for Earth that obliquity changes have played a critical role in pacing glacial and interglacial eras. For Mars, such orbital changes have been far greater and have generated extreme variations in insolation. Signatures associated with the presence of water ice reservoirs at various positions across the surface of Mars during periods of different orbital configurations have been identified. For this reason, it has been proposed that Mars is currently evolving between ice ages. The advent of climate tools has given a theoretical frame to the study of orbitally-induced climate changes on Mars. These models have provided an explanation to many puzzling observations, which when put together have permitted reconstruction of almost the entire history of Mars in the last 10 million years. Manifold linkages exist between climate change and sustainable development. Although these are starting to receive attention in the climate exchange literature, the focus has typically been on examining sustainable development through a climate change lens, rather than vice versa. And there has been little systematic examination of how these linkages may be fostered in practice. This paper examines climate change through a sustainable development lens. To illustrate how this might change the approach to climate change issues, it reports on the findings of a panel of business, local government, and academic representatives in British Columbia, Canada, who were appointed to advise the provincial government on climate change policy. The panel found that sustainable development may offer a significantly more fruitful way to pursue climate policy goals than climate policy itself. The paper discusses subsequent climate change developments in the province and makes suggestions as how best to pursue such a sustainability approach in British Columbia and other jurisdictions. Summary ¶The paper deals with the computation of solar energy available in a specific location. First, a new formula describing the relation between global solar irradiation and the duration of bright sunshine is established. The analysis of its use shows that global solar clear sky irradiance models are essential tools for daily computation of global irradiation. An integrated spectral atmospheric transmittance model is presented, it can be used to compute beam and diffuse clear sky irradiance for all applications where broadband solar energy input is needed. Since it is desirable to use simplified estimation methods for many applications, a parametric global solar irradiance model, derived from the spectral model, is also presented. This model needs only surface meteorological data as input. The influence of the averaging method used for the input parameters on the model accuracy is evaluated. Comparison of model results with the measurements shows an acceptable level of accuracy with the new model. Finally, an application of daily global solar energy computation is presented. Summary ¶Trends and low frequency fluctuations relying on 14 observed temperature and precipitation series 1901?1998 from Hungarian sites are presented. The statistical significances of systematic changes are calculated by the t-test for the linear trends and the Mann-Kendall test. Characteristics of long-term fluctuations are investigated by spectrum analysis (Fisher-test), fitting optimum-ranked polynomials as well as illustrated by smoothed curves of 15-point Gauss-filter application. While the increase of mean temperature in Hungary during the 20 th century is not significant, the annual precipitation totals have substantially decreased. In the first half of the century mainly the precipitation totals in the transitional seasons decreased. By the second half of the century the seasonal structure of the precipitation trends has altered significantly: there was practically no systematic change in the transitional seasons, but winter precipitation decreased dramatically. The paper makes some comparisons with the same type climatic characteristics of the surrounding geographical regions, the temperature changes of the Northern Hemisphere, as well as discusses the relationship between winter precipitation in Hungary and the North Atlantic oscillation. A significant 50-year oscillation was found in the summer mean temperatures and the annual sums of extreme positive daily temperature anomalies in Hungary. This oscillation seems to be in tune with other processes over the Euro-Atlantic region. A cycle of 3.6 years in the annual precipitation totals was found to be significant at the 0.10 level. In this note we observe that a problem of linear approach to Granger causality testing between CO and global temperature is that such tests can have low power. The probability to reject the null hypothesis of non-causality when it is false is low. Regarding non-linear Granger causality, based on multi-layer feed-forward neural network, the analysis provides evidence of significant unidirectional Granger causality from CO to global temperature. Because of the long-term nature of the climate problem, technological advances are often seen as an important component of any solution. However, when considering the potential for technology to help solve the climate problem, two market failures exist which lead to under investment in climate-friendly R&D: environmental externalities and the public goods nature of new knowledge. As a result, government subsidies to climate-friendly R&D projects are often proposed as part of a policy solution. Using the ENTICE model, I analyze the effectiveness of such subsidies, both with and without other climate policies, such as a carbon tax. While R&D subsidies do lead to significant increases in climate-friendly R&D, this R&D has little impact on the climate itself. Subsidies address the problem of knowledge as a public good, but they do not address the environmental externality, and thus offer no additional incentive to adopt new technologies. Moreover, high opportunity costs to R&D limit the potential role that subsidies can play. While R&D subsidies can improve efficiency, policies that directly affect the environmental externality have a much larger impact on both atmospheric temperature and economic welfare. The aim of this paper is to evaluate current knowledge and uncertainties associated with the impact of increasing greenhouse gas and aerosol concentrations on the West African monsoon. For this purpose, coupled and time-slice simulations are used. A global measure of the monsoon changes is defined in order to avoid regional biases and to try and obtain significant results. The position and width of the monsoon in latitude are the main focuses. There is almost no agreement between the Coupled General Circulation models from the Coupled models Inter-Comparison project—Phase II in regard to the impact of climate change on the monsoon. Moreover, very simple discriminations between the models seem inappropriate to get a better signal. The role of the different forcings in time-slice simulations is then investigated. The sea surface temperature (SST) and particularly the pattern of the SST are shown to be the most important forcing. This accounts for the diversity of the results either from the coupled or the forced simulations with different SST changes. With a fixed SST, but of a smaller magnitude in AMJ, there are still uncertainties, coming first from the Atmospheric General Circulation models and the way they balance greenhouse gas and global SST increase. Finally the uncertainty due to the Land Surface models (LSMs) is not negligible. The Ricardian technique uses cross-sectional variation in the capitalized value of climate in land to infer the agricultural costs or benefits of dynamic climate change. While a practical approach for predicting the consequences of global warming with readily available data, it may yield biased results when land-use decisions depend on the climate attributes being valued and when land has unobserved attributes that differ with the use to which it is put. This paper illustrates the conditions under which such a bias will occur, describes an empirical model that corrects for it, and estimates that model with agricultural census data from Brazil. The approach, moreover, allows constraints on adjustment to be explicitly incorporated into the Ricardian framework, relaxing one of that technique’s most conspicuous assumptions. The transient climate response (TCR) is the change in global mean temperature at the time of an exogenous doubling in atmospheric CO2 concentration increasing at a rate of 1% per year. A problem with estimating the TCR using observational data is that observed CO2 concentrations depend in turn on temperature. Therefore, the observed concentration data are endogenous, potentially leading to simultaneous causation bias of regression estimates of the TCR. We address this problem by employing instrumental variables regression, which uses changes in radiative forcing external to earth systems to provide quasi-experiments that can be used to estimate the TCR. Because the modern instrumental record is short, we focus on decadal fluctuations (up to 30-year changes), which also mitigate some statistical issues associated with highly persistent temperature and concentration data. Our estimates of the TCR for these shorter horizons, normalized to be comparable to the traditional 70-year TCR, fall within the range in the IPCC-AR5 and provide new observational confirmation of model-based estimates. In the context of climate change and projected increase in global temperature, the atmosphere's water holding capacity is expected to increase at the Clausius-Clapeyron (C-C) rate by about 7% per 1 °C warming. Such an increase may lead to more intense extreme precipitation events and thus directly affect the probable maximum precipitation (PMP), a parameter that is often used for dam safety and civil engineering purposes. We therefore use a statistically motivated approach that quantifies uncertainty and accounts for nonstationarity, which allows us to determine the rate of change of PMP per 1 °C warming. This approach, which is based on a bivariate extreme value model of precipitable water (PW) and precipitation efficiency (PE), provides interpretation of how PW and PE may evolve in a warming climate. Nonstationarity is accounted for in this approach by including temperature as a covariate in the bivariate extreme value model. The approach is demonstrated by evaluating and comparing projected changes to 6-hourly PMP from two Canadian regional climate models (RCMs), CanRCM4 and CRCM5, over North America. The main results suggest that, on the continental scale, PMP increases in these models at a rate of approximately 4% per 1 °C warming, which is somewhat lower than the C-C rate. At the continental scale, PW extremes increase on average at the rate of 5% per 1 °C near surface warming for both RCMs. Most of the PMP increase is caused by the increase in PW extremes with only a minor contribution from changes in PE extremes. Nevertheless, substantial deviations from the average rate of change in PMP rates occur in some areas, and these are mostly caused by sensitivity of PE extremes to near surface warming in these regions. Despite the monotonically rising greenhouse gas emission, global warming rate changes again and again, especially the slowdown during 1998–2013, challenging the current global temperature change mechanisms. Recently, different-scale natural climate variabilities have been individually recognized as the potential causes of global warming rate change, particularly the recent warming slowdown, but disagreements still exist on their relative importance. Here we quantify the contribution of interannual, interdecadal and multidecadal variabilities (IAV, IDV and MDV) in modulating the global warming rate during the period 1850–2017 via decomposing the global mean temperature timeseries derived from 12 datasets into several quasi-periodic fluctuations and a monotonical secular trend (ST) using the ensemble empirical mode decomposition method. Our results show that the IAV, IDV and MDV dominate the global warming rate change together, rather than one-scale variability alone. For example, during 1998–2013 both the IAV and IDV present obvious negative trends and combine to cut 59 ± 22% of global mean surface temperature (GMST) and 65 ± 38% of sea surface temperature (SST) positive trends which are caused by the steadily warming ST and the warming phase of MDV, thus causing an apparent warming slowdown during this period. Furthermore, we illustrate that the IAV, IDV and MDV mainly originate from the El Niño-Southern oscillation (ENSO), Pacific decadal oscillation (PDO) and Atlantic multidecadal oscillation (AMO), respectively. Our work partly reconciles the controversy over the importance of different-scale natural variabilities, and provides some insights for climate change attribution and prediction research. Cost risk analysis (CRA) is currently emerging as a noticed decision-analytic framework within the field of climate economics. It combines the expected utility-based structure of cost-benefit analysis with the target-based approach of cost effectiveness analysis (CEA). As such, it offers a promising candidate for those decision-makers who would like to express their precautionary attitude in view of deeply uncertain global warming impacts through a temperature target, yet who would like to avoid the dynamic inconsistencies of CEA. We review both its rationale and key results derived from it. (1) Without a delay in mitigation policy as against the CRA-optimal solution, CRA produces solutions resembling those obtained by means of cost effectiveness analysis, thereby retroactively justifying the approach underlying the nearly 1000 scenarios gathered in IPCC AR5. (2) With an increasing delay, however, CRA would result in decreasing mitigation costs, contrary to CEA. (3) CRA has demonstrated that it is possible to determine the economic value of climate information, unlike CEA. Here, for the first time, a complete list of the assumptions on which CRA is based is presented, including a missing proof. In closing, we explain finding (1) and thereby also show that, without a delay, CRA-based solutions are universal in that they essentially do not depend on the choice of a 'risk function.' Where policy and science intersect, there are always issues of ambiguous and conflicting lines of evidence. Combining disparate information sources is mathematically complex; common heuristics based on simple statistical models easily lead us astray. Here, we use Bayesian Nets (BNs) to illustrate the complexity in reasoning under uncertainty. Data from joint research at Resources for the Future and NASA Langley are used to populate a BN for predicting equilibrium climate sensitivity (ECS). The information sources consist of measuring the rate of decadal temperature rise (DTR) and measuring the rate of percentage change in cloud radiative forcing (CRF), with both the existing configuration of satellites and with a proposed enhanced measuring system. The goal of all measurements is to reduce uncertainty in equilibrium climate sensitivity. Subtle aspects of probabilistic reasoning with concordant and discordant measurements are illustrated. Relative to the current prior distribution on ECS, we show that after 30 years of observing with the current systems, the 2σ uncertainty band for ECS would be shrunk on average to 73% of its current value. With the enhanced systems over the same time, it would be shrunk to 32% of its current value. The actual shrinkage depends on the values actually observed. It has been challenging to project the tropical cyclone (TC) intensity, structure and destructive potential changes in a warming climate. Here, we compare the sensitivities of TC intensity, size and destructive potential to sea surface warming with and without a pre-storm atmospheric adjustment to an idealized state of Radiative-Convective Equilibrium (RCE). Without RCE, we find large responses of TC intensity, size and destructive potential to sea surface temperature (SST) changes, which is in line with some previous studies. However, in an environment under RCE, the TC size is almost insensitive to SST changes, and the sensitivity of intensity is also much reduced to 3% °C−1-4% °C−1. Without the pre-storm RCE adjustment, the mean destructive potential measured by the integrated power dissipation increases by about 25% °C−1 during the mature stage. However, in an environment under RCE, the sensitivity of destructive potential to sea surface warming does not change significantly. Further analyses show that the reduced response of TC intensity and size to sea surface warming under RCE can be explained by the reduced thermodynamic disequilibrium between the air boundary layer and the sea surface due to the RCE adjustment. When conducting regional-scale sea surface warming experiments for TC case studies, without any RCE adjustment the TC response is likely to be unrealistically exaggerated. The TC intensity-temperature sensitivity under RCE is very similar to those found in coupled climate model simulations. This suggests global mean intensity projections under climate change can be understood in terms of a thermodynamic response to temperature with only a minor contribution from any changes in large-scale dynamics. The possible contribution of solar and geomagnetic activity to changes in the characteristics of the main components of the climatic system-the ocean and the atmosphere-is considered and discussed. The mechanisms and models of the solar activity impact on thermobaric and climatic characteristics of the troposphere are presented. Based on a complex analysis of hydrometeorological data, it has been shown that changes in the temperature of the troposphere and the World Ocean reflect a response both to individual helio-geophysical perturbations and to long-term changes (1854-2015) of solar and geomagnetic activity. It is established that the climatic response to the influence of solar and geomagnetic activity is characterized by considerable spatio-temporal heterogeneity, is of a regional nature, and depends on the general circulation of the atmosphere. Freshwater aquaculture plays an important role in the economy of Bangladesh, providing food, income, livelihoods and export earnings. However, freshwater aquaculture in the Mymensingh area of north-central Bangladesh has been accompanied by recent concerns over climate change. Field survey revealed that different climatic variables including flood, drought, rainfall variation and temperature fluctuation have had adverse effects on pond-fish culture. These climatic variables have detrimental effects on the ecosystem of ponds and thus affect survival, growth and production of fish. Changes in climatic variables have adverse effects on fish reproduction, grow-out operation, parasite infestation and disease occurrence. Instrumental temperature records show that the global climate may experience decadal-scale periods without warming despite a long-term warming trend. We analysed 17 global climate models participating in phase 5 of the Coupled Model Intercomparison Project (CMIP5), identifying the likelihood and duration of periods without warming in the four Representative Concentration Pathway (RCP) scenarios RCP2.6, RCP4.5, RCP6.0 and RCP8.5, together with the preindustrial control and historical simulations. We find that non-warming periods may last 10, 15 and 30 years for RCP8.5, RCP6.0 and RCP4.5, respectively. In the models, anomalous ocean heat uptake and storage are the main factors explaining the decadal-scale surface temperature hiatus periods. The low-latitude East Pacific Ocean is a key region for these variations, acting in tandem with basin-scale anomalies in the sea level pressure. During anomalously cold decades, roughly 35-50 % of the heat anomalies in the upper 700 m of the ocean are located in the Pacific Ocean, and 25 % in the Atlantic Ocean. Decadal-scale ocean heat anomalies, integrated over the upper 700 m, have a magnitude of about 7.5 × 10 J. This is comparable to the ocean heat uptake needed to maintain a 10 year period without increasing surface temperature under global warming. On sub-decadal time scales the Atlantic, Pacific and Southern Oceans all have the ability to store large amounts of heat, contributing to variations in global surface temperature. The likelihood of decadal-scale non-warming periods decrease with global warming, firstly at the low latitude region stretching eastward from the tropical Atlantic towards the western Pacific. While the international community has agreed on the long-term target of limiting global warming to no more than 2 °C above pre-industrial levels, only a few concrete climate policies and measures to reduce greenhouse gas (GHG) emissions have been implemented. We use a set of three global integrated assessment models to analyze the implications of current climate policies on long-term mitigation targets. We define a weak-policy baseline scenario, which extrapolates the current policy environment by assuming that the global climate regime remains fragmented and that emission reduction efforts remain unambitious in most of the world's regions. These scenarios clearly fall short of limiting warming to 2 °C. We investigate the cost and achievability of the stabilization of atmospheric GHG concentrations at 450 ppm COe by 2100, if countries follow the weak policy pathway until 2020 or 2030 before pursuing the long-term mitigation target with global cooperative action. We find that after a deferral of ambitious action the 450 ppm COe is only achievable with a radical up-scaling of efforts after target adoption. This has severe effects on transformation pathways and exacerbates the challenges of climate stabilization, in particular for a delay of cooperative action until 2030. Specifically, reaching the target with weak near-term action implies (a) faster and more aggressive transformations of energy systems in the medium term, (b) more stranded investments in fossil-based capacities, (c) higher long-term mitigation costs and carbon prices and (d) stronger transitional economic impacts, rendering the political feasibility of such pathways questionable. Uncertainty of climate sensitivity is one of the critical issues that may affect climate response strategies. Whereas the equilibrium climate sensitivity (ECS) was specified as 2-4.5 °C with the best estimate of 3 °C in the 4th Assessment Report of IPCC, it was revised to 1.5-4.5 °C in the 5th Assessment Report. The authors examined the impact of a difference in ECS assuming a best estimate of 2.5 °C, instead of 3 °C. The current pledges of several countries including the U.S., EU and China on emission reductions beyond 2020 are not on track for the 2 °C target with an ECS of 3 °C but are compatible with the target with an ECS of 2.5 °C. Based on daily air temperature data from 745 stations in China, the present study investigates the regional characteristics of temperature trend and the dependence of temperature changes on the altitude during the period of 1963-2012. There is a consistent warming trend throughout the country except for the southwest China where a cooling trend is identified. Moreover, significant warming trend exists in highland areas such as the Northeast, Inner Mongol, and the Tibet region. Compared with other seasons, the warming trend is most pronounced in highland regions in winter. In summer, the temperature has no obvious increasing trend in north China, while the cooling trend is found in south China. The relationship between altitude and temperature trend is further investigated by dividing China into three subregions according to the altitude-below 200, 200-2,000, and above 2,000 m. Although there is no simple linear relationship between elevation and warming trend on national scale, the temperature trend-altitude relation is different among the three regions. The temperature trend decreases with altitude below 200 m while increases from 200 to 2,000 m, and a weak positive temperature trend-altitude relation is found over 2,000 m. The strongest temperature trend-altitude relations are found in the subtropical regions, especially pronounced south of 36°N in China. The magnitudes of decreases from 200 to 2,000 m are one order lower than the increases below 200 m. Low-altitude stations appear to be influenced more by anthropogenic aerosols. High-altitude stations are mostly located in flat terrain and sparsely populated region. Therefore, temperature trends change with elevations. [ABSTRACT FROM AUTHOR]

Arctic warming has sparked a growing interest because of its possible impacts on mid-latitude climate. A number of unusually harsh cold winters have occurred in many parts of East Asia and North America in the past few years, and observational and modelling studies have suggested that atmospheric variability linked to Arctic warming might have played a central role. Here we identify two distinct influences of Arctic warming which may lead to cold winters over East Asia or North America, based on observational analyses and extensive climate model results. We find that severe winters across East Asia are associated with anomalous warmth in the Barents-Kara Sea region, whereas severe winters over North America are related to anomalous warmth in the East Siberian-Chukchi Sea region. Each regional warming over the Arctic Ocean is accompanied by the local development of an anomalous anticyclone and the downstream development of a mid-latitude trough. The resulting northerly flow of cold air provides favourable conditions for severe winters in East Asia or North America. These links between Arctic and mid-latitude weather are also robustly found in idealized climate model experiments and CMIP5 multi-model simulations. As the dominant reservoir of heat uptake in the climate system, the world's oceans provide a critical measure of global climate change. Here, we infer deep-ocean warming in the context of global sea-level rise and Earth's energy budget between January 2005 and December 2013. Direct measurements of ocean warming above 2,000 m depth explain about 32% of the observed annual rate of global mean sea-level rise. Over the entire water column, independent estimates of ocean warming yield a contribution of 0.77 ± 0.28 mm yr−1 in sea-level rise and agree with the upper-ocean estimate to within the estimated uncertainties. Accounting for additional possible systematic uncertainties, the deep ocean (below 2,000 m) contributes −0.13 ± 0.72 mm yr−1 to global sea-level rise and −0.08 ± 0.43 W m−2 to Earth's energy balance. New and previous versions of the high-resolution 20- and 60-km-mesh Meteorological Research Institute atmospheric general circulation models are used to investigate potential future changes in tropical cyclone (TC) activity in the North Indian Ocean (NIO). Fifteen ensemble experiments are performed under the International Panel on Climate Change A1B scenario. Most of the ensemble future (2075-2099) experiments do not project significant future changes in the basin-scale TC genesis number; however, they commonly show a substantial increase (by 46 %) in TC frequency over the Arabian Sea and a decrease (by 31 %) in the Bay of Bengal. Projected future changes in TC genesis frequency show a marked seasonal variation in the NIO: a significant and robust reduction during the pre-monsoon season, an increase during the peak-monsoon season, and a westward shift during the post-monsoon season. Several large-scale thermodynamic and dynamical parameters are analysed to elucidate the physical mechanism responsible for the future changes in TC activity; this analysis reveals a seasonal dependence of the relative contribution of these parameters to the projected future changes in TC genesis frequency. Climate dynamics during the past ca. 700 years in southern Finland were reconstructed using fossil midge (Diptera:Nematocera) assemblages aiming to estimate quantitatively the temperature change that has occurred from the Little Ice Age to the present. Midge stratigraphies of two sediment cores from eastern and southern Finland were chosen to be examined for temperature inferences utilizing the modern analogue technique. The new midge-based temperature inference model had a coefficient of determination of 0.901 and a prediction error of 0.498 °C, showing improvement over the previous Finnish models. The combined curve of the inferred temperatures derived from both of the cores showed a decrease towards ca. 1700 AD, when temperatures were approximately 1 °C cooler than the past 700 years average and almost 2 °C colder than present. The temperatures began to increase in southern Finland from 1800 AD and in eastern Finland from 1900 AD onwards. The highest temperatures were reached at the top of the core, representing the present climate warming. Although there was slight overestimation in the recent inferred values, the reconstructed trends were in close correspondence with the previous proxy-based, historical, and measured data that suggests that the reconstruction was realistic and reliable. Proxy reconstructions suggest that peak global temperature during the past warm interval known as the Medieval Climate Anomaly (MCA, roughly 950-1250 AD) has been exceeded only during the most recent decades. To better understand the origin of this warm period, we use model simulations constrained by data assimilation establishing the spatial pattern of temperature changes that is most consistent with forcing estimates, model physics and the empirical information contained in paleoclimate proxy records. These numerical experiments demonstrate that the reconstructed spatial temperature pattern of the MCA can be explained by a simple thermodynamical response of the climate system to relatively weak changes in radiative forcing combined with a modification of the atmospheric circulation, displaying some similarities with the positive phase of the so-called Arctic Oscillation, and with northward shifts in the position of the Gulf Stream and Kuroshio currents.
