Abstract
The article comments on social and political issues in the United States. New York City Mayor Rudolph Giuliani has announced a state of emergency upon the start of snow fall in the city. The author's New York resolution is that public-school day begin with a reading from the Declaration of Independence. This cannot be opposed by American Civil Liberties Union because it will find it hard to suggest that the Declaration of Independence is unconstitutional.
