This issue of "Legislative Review" takes a look at the news in higher education from February 28 to March 4, 2011. This Legislative Review reports that: (1) HB 1263, which deals with the UND Fighting Sioux nickname and logo, was opposed by the SBHE. Board members cited concerns, including the constitutionality of the bill, impact on the campus of delaying the transition process now underway and the potential repercussions for UND athletics. The SBHE voted to support the amended version of HB 1353 related to the UND SOMHS. The amended bill changes the composition of the medical school advisory council and revises the SOMHS mission statement. However, the board continues to support additional funding in HB 1003 for added student enrollment and residency positions. The SBHE also voiced opposition to HCR 3046, which was introduced February 23; and (2) If HCR 3046 is approved by the Legislative Assembly, an amendment to the state constitution eliminating the State Board of Higher Education, the North Dakota University System chancellor and the superintendent of public instruction would go before the people of North Dakota for a vote. In this paper, a systematic analysis of hourly wind-speed data obtained from three potential wind-generation sites (in North Dakota) is analyzed. The power spectra of the data exhibited a power-law decay characteristic of i,/fα processes with possible long-range correlations. Conventional analysis using Hurst exponent estimators proved to be inconclusive. Subsequent analysis using detrended fluctuation analysis revealed a crossover in the scaling exponent (α). At short time scales, a scaling exponent of α ∼ 1.4 indicated that the data resembled Brownian noise, whereas for larger time scales the data exhibited long-range correlations (α ∼ 0.7). The scaling exponents obtained were similar across the three locations. Our findings suggest the possibility of multiple scaling exponents characteristic of multifractal signals. Instead of using discrete values for properties that influence the volumetric calculation for recoverable reserves from the Middle Bakken, Pronghorn, and Three Forks reservoir rocks in the Williston Basin in North Dakota, an uncertainty-based assessment method was used. Various estimates have been published in the past that attempt to quantify recoverable reserves from the Bakken petroleum system. The Bakken-Three Forks trend is regarded as an unconventional tight oil play typical of a continuous-type basin-centered accumulation. However, production data reveal that areas are unequal and that certain regions stand out as sweet spots whereas others exhibit fairly high water cuts. This paper is based on 28 well models, which have been porosity-calibrated and adjusted for the prevalent thermal regime. The area of interest was delineated by geological parameters such as shale maturity and reservoir rock presence as well as existing production data. The purpose of this study is to use an uncertainty assessment method based on hundreds of basin model simulations that sample ranges of probable input parameters to quantify the recoverable reserves from the Bakken petroleum system in North Dakota. The results are displayed in reverse cumulative probability plots, tornado sensitivity charts, as well as in maps of the 10% chance, 50% chance (P50), 90% chance values. This means that there is an X% chance of success or an X probablity of realizing a certain amount of hydrocarbon. The P50 results of the uncertainty assessment indicate that approximately 4 billion bbl of oil and 3.6 tcf (102 billion m3) of gas are recoverable from the Middle Bakken, Pronghorn, and Three Forks reservoir rocks in North Dakota. The Bakken-Three Forks trend appears to be an overcharged petroleum system, where the available pore space in reservoir rocks is the limiting factor for each accumulation. [ABSTRACT FROM AUTHOR]

The temporal scaling properties of the records were studied using the sophisticated multifractal detrended fluctuation analysis MFDFA. It is seen that the records at all four locations exhibit similar scaling behavior which is also reflected in the multifractal spectrum determined under the assumption of a binomial multiplicative cascade model. The article presents a paper that aims to track three measures of rural underemployment using the data from the 1987 and 1988 North Dakota Rural Life Poll. The measures used include the official measure of unemployment, the discouraged worker rate, and an involuntary part-time rate.
