Ridesourcing services such as Uber provide a segment of the total daily trips in Urban cities, for instance, its reported that Taxi and Private Hire Vehicle (PHV) mode share were 1.3% of total daily trips in London in 2014 (GLA, 2016) - which includes Ridesourcing - however the adoption of Ridesourcing services is growing rapidly – with Uber reporting 3.5 million users of its services in London – thereby disrupting traditional travel habits in urban areas. The number of PHVs in London has increased by 58% since 2008/09 to over 77,000 in 2016, meanwhile, the number of licensed PHV drivers has increased by 81% over the same period, (TFL, 2017) - these include Uber drivers. However, it is not well known, how much of recent changes in people’s travel habits, is attributed to Ridesourcing or other tech-driven habits.

New technologically driven, on-demand ridesourcing business models that provide low-cost alternative transport to car ownership and public transport – such as those provided by Uber and Lyft – are causing unprecedented disruption to the way urban mobility services are provided and used in cities around the world. Ridesourcing is part of the wider phenomenon of the ‘sharing economy’ that is making people re-think how they obtain services from different sectors such as the Transport (i.e. Uber) and Hotel (i.e. Airbnb) industries. New types of on-demand shared mobility services based on advanced ICTs (such as UberPOOL) are becoming popular in cities like London, UK. This has triggered debates among policymakers, transport planners and transport authorities; however, the impacts and consequences of these services on conventional public transport are still not well understood.

The UK Transport Act 2000 made a number of reforms, requiring all local transport authorities in England, outside of London, to produce a local transport plan (LTP). A separate annual delivery report was also required to show how the LTP was progressing, however this system of close monitoring was abandoned in 2008. This paper analyses and compares the LTP 2001–2006 and the LTP Delivery Report for three UK cities in order to obtain an insight into the importance of reporting in the implementation of local transport policy. Analysis of why some policies were not implemented successfully is based on the application of a new hybrid theory of policy implementation combining top-down and bottom-up perspectives. Findings reveal that the reporting process in the three case cities misses some key information which limits the ability of local authorities to monitor their policy implementation. Moreover, applying the hybrid theory reveals that even in cases of good reporting, some important elements needed to evaluate the implementation of transport policy are lacking. The paper provides recommendations for effective implementation and better decision making that will aid local authority staff.

This article deals with the scientific factors that have contributed to the dominance of motorised transport and the development of theoretical approaches in transport planning. Connections are made to modernism and to the theories within the field of transport planning that have created today׳s transport systems. Connections are then made to the field of bicycle planning. It is argued that there is a lack of theoretical research in bicycle planning that built on empirical studies. This has contributed to the bicycle often being marginalised in transport systems. Moreover, it is argued that new theoretical research could have a similar effect on bicycle planning as it has had on motorised transport planning. Although there is theoretical research about bicycling, such as vélomobility research, such research does not tend to theorise about bicycle planning. The idea put forward in this article is that theoretical knowledge from the field of mobility studies could be a first step in that direction. This article draws on the politics of mobility and research in vélomobility and develops a theoretical ground for transport planning that takes bicycling into consideration.

Many international airports are operating close to capacity. Given the projected long-term growth in air traffic of between three and four per cent per annum, this problem is likely to intensify. This growth has serious implications not simply in terms of the demand for additional runway and terminal capacity but also on airport surface access capacity and its related congestion, environmental and social degradation. The dominant mode of transport to airports is the private car, typically accounting for as much as 65 per cent of all journeys made. This is as much an issue in terms of airport employees as it is passengers. The aim of this paper is to consider the issues faced by airport managers with respect to car parking management, both with respect to passengers and employees, and its policy implications. It is based on interviews with a number of key decision makers in terms of airport surface access in the UK. The paper also draws on previous work undertaken by the authors and a review of the literature. Although the study is of UK airports, many of the experiences provide a basis for transferability to airport surface access worldwide.

Until February 25, 2005, the City of Edinburgh in Scotland, United Kingdom, had advanced plans for a congestion charging scheme. However, these plans were abandoned because of public acceptability problems and in particular to a referendum on the issue. The origins of the scheme in transport plans for the Edinburgh region since 1992 are explained; the nature of the planned scheme, its extent, charging technology, and predicted effect are outlined. Some evidence is presented on how and why people voted as they did in the referendum, including their attitudes to and understanding of the proposed scheme and its promoters. From these two perspectives, it is then postulated how the scheme could have been made more acceptable.

Transportation is one of the main determinants of atmospheric pollutant emissions in urban areas. This externality has direct environmental, economic and public health consequences. This paper aims at investigating the space-time patterns of traffic air pollution in Balneário Camboriú (Brazil) over projected temporal scenarios and at estimating the damage costs of traffic air pollution to support transport policy-making.
