1. An Approach to Comparative Adult Education. Papers by Members of a Graduate Seminar.

Abstract

These papers, produced for a graduate seminar at the University of Wisconsin, Madison, represent an attempt to devise a methodology for the comparative study of adult education. "Introduction," by G.S. Bains, provides a justification for the study of comparative adult education. "Comparative Philosophies of Adult Education," by Donald Verwayen, and "An Exploration of the 'Developmental/Rationalistic' Dichotomy for Comparative Adult Education Studies," by Michael J. Heus, examine basic philosophies. "The National Establishment of Adult Education," by Barbara D'Onofrio, concerns the status of adult education. "The Organization of Adult Education," by A. Brian Calhoun, "A Comparative Adult Education Inventory," by Marianne Maynard, and "The Arrangement of Study Activities," by Thomas C. Smrcka, present different forms of arrangement. "Cultural Differences and Evaluation," by D. Merrill Ewert, explores cultural influences creating differences between countries. (KM)

Abstract

The bulk of this report from the Commissioner of Education is made up of appendices. The appendices begin with abstracts of reports submitted by state, territorial, and city school officers. Data is then presented on the general condition of colored schools operated by the Freedmen's Bureau; Indian education; kindergarten culture; Hebrew education; Argentine education; deaf and dumb education; education in England; education in Bengal, India; education of the working classes in Austria; education in Victoria, Australia; Ecuadorian education; U.S. medical education; normal schools; educational conventions; an American university; society, crime, and criminals; the Chinese migration; school supervision; German schools and teaching German; the relationship between education and labor; inquiries and replies relating to education and labor; illiteracy in the U.S.; and general U.S. school statistics. The latter includes statistics on pupils and teachers; school finances; colleges; theological seminaries; law schools; medical, dental, and pharmaceutical institutions; normal schools; agricultural and scientific schools; commercial colleges; institutions serving the deaf and dumb, the insane, the blind, the idiotic, inebriates, and miscellaneous special schools; the Young Men's Christian Associations; major U.S. libraries; reformatories and state prisons; and appointments, examinations, and rejections at West Point.

3. THE INDIAN ECONOMIC JOURNAL.

Abstract

This article presents abstracts of articles on economics published in the January-March 1965 issue of The Indian Economic Journal. In the paper An Activity Analysis Approach to Measure Productive Efficiency in Agriculture: A Case Study of Ahmednagar and Nasik Districts, by K. R. Bharadwaj and R. Bharadwaj, the authors have made an attempt to employ the activity analysis technique to measure productive efficiency of agriculture in India. This technique enables the authors to handle more efficiently multiple inputs without varying the usual index number problems. The approach requires only the more general convexity condition on the production set and the non-positivity of the slope of the isoquant. In the first two sections the methodological issues and the empirical procedure have been discussed. In the final section the results of an empirical enquiry using the farm management data pertaining to the Ahmednagar and Nasik districts have been presented. Furthermore, the article Central Banking in Developing Countries: Some Lessons of Australian Experience, by H. W. Arndt considers each of the major central banking functions such as foreign exchange policy, control of money supply, selective control of credit and development of capital market in order to show how they have come to be exercised by Australia's Central Bank, what problems have arisen and what lessons the Australian experience may hold for central banking in the developing countries. Moreover, the purpose of the paper Production Function for Indian Steel Industry, by A. K. Sarkar is to study the functional relationship of output in the Indian steel industry with that of different inputs. The modified Cobb-Douglas type regression equation has been fitted to the time-series data by the method of least squares in the multiple regression equation with a linear relationship.

4. Continuing Education and Universities in the Asian and South Pacific Region.

Abstract

Work has commenced on Australia's first nuclear reactor-parts made in England will be assembled at Lucas Heights near Sydney. The nuclear energy organization in Austria is a stock company with the state owning 51 percent of the capital and the rest subscribed by firms.

Abstract

The basic theme of this yearbook, "The Role of the Schools in the Improvement of Community Life," is open to a variety of interpretations. Many factors determine what role the schools will play in a particular country or area, and consequently, what part they may have in community improvement programs. Among the factors are the history and traditions, the economic, political and social conditions, and the culture of the country. Of great importance is the prevailing viewpoint, both among educational leaders and the general population, on the scope and purpose of education. The answer to the question, "To what extent is the school responsible for the type and quality of community living?" will largely determine the extent to which the school will participate in community development programs. This yearbook will describe what is being done in many parts of the world to use education as a creative weapon in the war against instability at the community level. Abstract

The article presents information on the independence of India. In many ways it has been a memorable fortnight, crowded with big events-the opening of the Constituent Assembly in New Delhi, first Indian Prime Minister Jawaharlal Nehru's magnificent speech outlining its objectives, and the parliamentary debate on India in London. Nehru returned from his dramatic flight to London disappointed but not embittered. America, Australia, and China sent messages of good-will which the chairman read out on the opening day, but none came from Great Britain.

Abstract

The article focuses on the population explosion in the world. It informs that Thomas Malthus, the author of the essay on the Principle of population has predicted the severe consequences of the population explosion. According to the British novelist C.P. Snow, if the progression continues with this rate, millions of people are going to starve. The U.S. President Richard M. Nixon describes the population explosion as one of the most serious challenges to human destiny. It informs that India has a major population problem while Australia which has more than twice the land India has only one by forty of the population.

9. World wheat surplus yields bitter harvest.

Abstract

The article discusses the economic problem of excessive global supply of wheat surplus. It reports that the member nations of the International Grains Arrangement (IGA) which includes the U.S., Canada and Australia have organized meetings to resolve the said economic concern. The impact of such excess on wheat prices and export operations is described. Possible reasons which may have caused the wheat problem are explored including the unexpected increase in wheat yields in countries like India and Pakistan.

Abstract

The article reports on the economic outlook in other industrial countries for 1968. It is stated that Japan's gross national product (GNP) and its wages will rise 9 and 10 percent respectively, with government needing to curb inflation without interrupting growth, that Canada's GNP will grow 4 percent and will be pushed by consumer spending and government outlays and that India's bumper grain crop will help rejuvenate its economy. Australia's GNP will reportedly reach 27.6 billion dollars, which is a 4.3 percent hike from 1967.
