The paper aimed to evaluate the impacts of water pricing and quota policies under changing climatic conditions on the major production factors using economic-biophysical modeling. The data were collected by 382 questionnaires focusing on wheat, barley, cotton, alfalfa, and sugar beet crops in the 2017-2018 cropping year in North Khorasan Province, Iran. Climate change scenarios were defined as wet, moderate, and dry scenarios resulting from precipitation changes. The results showed that climate change scenarios reduce the total irrigated area of crops and total water used. Due to the effect of precipitation on crop yield, dry and moderate climate changes reduce the total gross income, while wet climate changes increase it. The scenarios of quota and pricing policies were then applied under climate change scenarios. The amount of water conserved by applying the quota policy was equal to the quota rate, while the impact of the pricing policy varied depending on the type of climate change. The highest amount of water conserved belonged to the conditions of dry climate change in Atrak and Central Desert catchments, which was about 6.8-8.6 and 3.83-14.48%, respectively. Sustainable water supply is one of the key issues for water resources management. The future demand for clean water is putting pressure on the Malaysian government to find alternative supplies and best management practices in managing water resources, such as the use of reclaimed water. This paper evaluates the perceptions and acceptance of the use of treated water for non-drinking purposes in Malaysia from the responses of 1,004 participants. The results show that age and level of education play an important role in the level of community acceptance. Females tend to be more selective than males in their acceptance to use reclaimed water. A common challenge in science is the human capability to evaluate the real impact of an observation and a data set. This is a complex task due to having only partial information and/or to the complexity of the problem, requiring different fields to be combined. In order to overcome these important limitations, we need to be able to review all the available data and interpretations. This would allow us to evaluate the global distribution of a specific process or phenomenon of interest. The increasing number of scientific publications prevents scientists from being able to keep up with all the available literature especially when scientific papers cross disciplines. These challenges prevent us from evaluating the global impact of a certain process and are particularly relevant today given the impact of our scientific assessment on one of the most pressing issues of our time, which is climate change and its impact on society. We present here an application of artificial intelligence to geosciences: We conduct a systematic analysis of geoscience literature through a hybrid machine-human approach. Such applications are more common in other fields such as biomedicine and are in their infancy in the geosciences because of various difficulties the machines encounter in parsing geologic literature. We describe here some of these limitations and how we overcame them. We then use the following case study as an example to test our approach: We ask whether climate is influenced by volcanism in the geologic past. Our case study results show, as expected, that most analyzed literature in this experiment conclude that volcanism influences climate change in deep time, but there is no complete consensus on this question. Similarly, any question of potential global significance, such as the impact of human activities on climate change, can be posed as an interrogating technique for our vast and fast-growing literature in the field of geosciences. Against increasing number of unprecedented heavy rains and typhoons reflecting climate change, the Japanese Government decided saving life as the top priority considering a ‘worst-case’ scenario. Accordingly, the Flood Risk Management Act was amended in 2015 to use the anticipated maximum scale precipitation (AMSP) for flood inundation calculation. In order to estimate the AMSP, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) chose historical maximum areal precipitation in the form of duration–area–depth (DAD) curves rather than climate change projections’ dataset d4PDF. In this paper, policy development and detailed estimation procedures for the AMSP were reviewed and discussed. It was concluded that the current climate change projections are still not accurate enough to be used as the basis for real local operations, while long accumulated ground observations and ground-based radars are available in good quality all over Japan. But at the same time, historical maximum should always be updated as past records are renewed. Also, regional partitioning should not be done at too coarse of scale for proper regionalization of DAD. At present, there is a global deficit in infrastructure and the World Bank Group (WBG) is one of the major sources of financing to reduce this gap worldwide. The WBG has policies and protocols for approving investments taking into consideration financial and economic indicators while ensuring social and environmental safeguards. In recent years, these safeguards have been updated to include the effects of climate change and robustness and resilience to support climate-informed project investment decision-making. A series of tools for screening projects for climate vulnerabilities and identification of risk management options have been developed to help project teams comply with these requirements. One of these tools is the hierarchical four-phased Decision Tree Framework (DTF) that, beyond screening, helps to analyze plans and project vulnerabilities, climate-related or otherwise, using a decision scaling approach, and explore risk management options, if necessary. The four phases of the DTF are (i) project screening, (ii) initial analysis, (iii) stress test, and (iv) climate risk management. This paper reviews applications of the DTF from the climate change screening phase to non-climate uncertainty screening and decision-making for project investments and prioritization. A peek into work in progress for incorporating resilience in the decision-making process, both for projects and through projects, is also provided, as well as next steps, looking forward. The Asia-Pacific region is extremely vulnerable to climate variability and change. This reflects high exposure to hydroclimatic hazards such as tropical cyclones, floods, droughts, and heatwaves. Rapidly growing cities and low-lying coastal zones/estuaries also face threats from sea level rise and storm surges. However, climate model projections remain very uncertain about most of these risks, so water infrastructure and operations need to consider a range of plausible futures. Against this background, the Asian Development Bank (ADB) has been developing frameworks, tools, and capacities in climate risk and adaptation assessment and management. Project teams are often operating in data-scarce situations and under significant time constraints, so the emphasis has been on creating pragmatic guidance and training resources. This paper charts the transition of climate risk management (CRM) within the ADB from a predominantly scenario-led to decision-led approach to adaptation. Examples are given of light-touch procedures for screening climate risks, strengthening the transparency and rigour of scenario analysis, raising awareness of a broad range of adaptation options, streamlining identification of CRM options, and embedding allowances for climate change in detailed engineering designs. Many countries in the world, including South Africa, are water-stressed with increasing pressure on their water resources due to population growth, climate change, and inadequate funding. Post-independence in 1994, many policies and programmes were introduced by the government with the aim of promoting water management. While these policies and strategies achieved much in terms of water provision to communities and households, they failed to establish a water-conscious country with sufficient knowledge and expertise in water management. In addition, these policies and programmes are outdated, compartmentalised, complex, and lack robust water governance with resilient stakeholder partnerships that advance the more explicit second phase of the National Development Plan (NDP) to achieve water security under the threat of climate change. Using data collection tools inspired by the traditional method of participatory research, this paper analyses the structural and systematic factors hindering the implementation of comprehensive policies to achievewater security in South Africa. There is, therefore, an urgent need for SouthAfrica to establish an independent water regulator to ensure coordination between different government departments, including the National Treasury, to strengthen weak governance capacity and to make it independent to attract private equity into the sector and to recover fiscal deficits in the water sector. Abstract Environmental changes are traditionally considered intrinsic in evolutionary dynamic optimization. However, by ignoring that changes can instead be induced, we are ignoring that environmental changes can be eventually beneficial. To investigate the impact of artificial changes on the optimization speed up, we propose a framework for inducing artificial changes in any pseudo-Boolean or continuous optimization in this paper. Seven types of changes can be induced. Knowing when and how the changes occur allows us to design new strategies for evolutionary algorithms. Through computational experiments and illustrative examples, the impact of introducing changes in the optimization process is investigated. Experimental results indicate that changing the environments according to the proposed framework can lead to higher speed up, but not for all problems and change types. The best performance was obtained by change types that introduce plateaus and/or modify the gradient of regions of the fitness landscape around the current best solution. By doing this, the evolutionary dynamics is modified, eventually allowing the population to escape faster from local optima and reach new zones of the fitness landscape. ABSTRACT: Over the past decade, declines of Canadian populations of boreal caribou (Rangifer tarandus caribou) have received considerable attention from scientists, government agencies, environmental nongovernmental organizations, Indigenous communities, and the forest industry. Boreal caribou (also known as boreal woodland caribou) was listed as a threatened species in Canada when the Species at Risk Act came into force in June 2003. Many boreal caribou populations have been shown to be decreasing, in some cases precipitously, and empirical evidence from adult survival and calf recruitment surveys indicates that the cumulative effect of habitat disturbance, including that which results from industrial development, is a key driver in the decline. Yet, as scientific understanding of the decline has become clearer, and agreement among scientists and governments about habitat management requirements has increased, campaigns of denial have intensified in the public sphere. In this paper, we examine parallels with climate change rhetoric prolific in the 2000s and show that willful ignorance disguised as skepticism has resulted in public uncertainty despite robust scientific evidence. We show how these strategies of manufactured uncertainty used in climate change denial campaigns have seeped into wildlife management debates, with pernicious results. In this case, it has successfully delayed efforts to effectively address the decline of boreal caribou, which is protected under federal, provincial, and territorial legislation, and inhibited meaningful dialogue about socially acceptable conservation solutions. © 2018 The Wildlife Society. Due to its impact on human health and its capacity to cause damage, disasters are one of the global problems that most concern the international community. However, and in spite of the efforts made by many health systems, the reduction of vulnerabilities and the lack of strategies to avoid or minimize risks have not received enough attention yet. As Cuba is located in an area of permanent danger of disasters, its health sector has accumulated considerable experience in the management of risks and in the assurance of less risky future scenarios, with active participation of the community and a planned and organized process to address the impact of climate change. This paper summarizes some of these experiences and describes the dangers, vulnerabilities, and risks of disasters in Cuba, its Civil Defense System, and planning and organization in the health sector for disaster reduction, as well as the main effects and challenges of climate change in the health system. Lessons learned and good practices support the key role of human resources to reduce vulnerabilities; the greatest challenges are to avoid or minimize risks, to advance research, to train professionals for climate change, and to optimize the organization of health systems and services in the country. Questionnaire-based surveys are a standard method used for assessing the safety climate within an organization. However, their analysis – in particular data aggregation – poses several challenges, among which are subjective judgment, incompleteness and uncertainty. This paper explores the use of approaches based on belief structures for aggregating data from safety climate questionnaires. Data relevant to this study were collected through a questionnaire administered to the employees of a nuclear research centre. The results show that, while belief structures may offer a promising way to represent data collected from questionnaires, the existing aggregation methods are not always adequate. Averaging schemes applied to belief structures seem the most suited – among the methods investigated – in the specific problem context analyzed. The analysis of the survey data shows the limitations of quantitative approaches for safety culture assessment and the need to always complement these with in-depth qualitative analysis. ABSTRACT The plenary theme at the 2008 annual conference of The Wildlife Society was, 'Thriving within limits: toward a scenario of hope.' Wildlife professionals are still grappling with how wildlife management relates to sustainability as global limits, especially energy, become more obvious in affecting resource management. 'Sustainability' as used in this paper is derived from the commonly cited, Brundtland Report definition of sustainable development as, '...development that meets the needs of the present without compromising the ability of future generations to meet their own needs.' Further, it is activity that simultaneously addresses the interlinked aspects of economy, environment, and social well-being. To be effective in the future, natural resources agencies and organizations (NGOs) will be compelled to 1) reduce energy use by increasing efficiency of unavoidable uses and reducing optional energy uses; 2) anticipate how energy costs will affect resource use by various stakeholders; and 3) mitigate climate change by reducing combustion processes and thereby greenhouse gases. Because of their fundamental missions, natural resource entities have a special obligation to employ exemplary conservation practices. Challenges are great, but opportunities are significant. Higher fuel costs will constrain some management practices, but may limit further development of more rural and underdeveloped lands, thereby reducing habitat fragmentation and often wildlife damage complaints. Will energy costs promote smaller vehicles, reduction of some management practices, greater focus on recreational areas closer to population centers, consolidation of offices with other entities, and more video-conferencing of meetings? Will wildlife management be effectively integrated into landscapes where energy crops are produced along with food and where 'life-cycle analysis' measures the full ecological footprint of land management? Agencies and NGOs can partner with stakeholders to design landscape use that is more sustainable (less pollution, conserving of energy and soil, more biologically diverse), provides better connections to nature, and enhances overall resource conservation. Estimation of extreme sea levels for high return periods is of prime importance in hydrological design and flood risk assessment. Common practice consists of inferring design levels from historical observations and assuming the distribution of extreme values to be stationary. However, in recent years, there has been a growing awareness of the necessity to integrate the effects of climate change in environmental analysis. In this paper, we present a methodology based on belief functions to combine statistical judgements with expert evidence in order to predict the future centennial sea level at a particular location, taking into account climate change. Likelihood-based belief functions derived from statistical observations are combined with random intervals encoding expert assessments of the 21st century sea level rise. Monte Carlo simulations allow us to compute belief and plausibility degrees for various hypotheses about the design parameter. [ABSTRACT FROM AUTHOR]

Floods and droughts and their associated economic, environmental, and social losses or damages are increasing in severity and frequency. Measures taken to reduce these losses or damages stemming from extreme events typically depend on how effective they are in reducing the consequences of having either too much or too little water and for longer periods of time. To identify trade-offs between the annual estimated loss or damage reduction, i.e., the benefits, however measured, and the average annual cost of various damage reduction measures, one can perform risk–cost analyses. Because of climate change, the likelihoods of future hydrologic extremes are both changing and uncertain. Also uncertain are any estimates of future damages that would occur given any specific extreme event. In addition, one cannot be certain of the future costs or benefits of damage reduction measures. This paper outlines a range of practical approaches for identifying these trade-offs, taking into account the uncertainties associated with future damages resulting from any specific flood or drought event, the changing uncertainties of future flood and drought events, and the uncertainty of future damage mitigation costs. Abstract: Effective translations between numerical and verbal representations of uncertainty are a concern shared by researchers in cognitive science and psychology, with applications to real-world risk management and decision support systems. While there is a substantial literature on such translations for point-wise probabilities, this paper contributes to the scanty literature on imprecise probability translations. Reanalysis of Budescu et al.’s [1] data on numerical interpretations of the Intergovernmental Panel on Climate Change [2] fourth report’s verbal probability expressions (PEs) revealed that negative wording has deleterious effects on lay judgements. Budescu et al. asked participants to interpret PEs in IPCC report sentences, by asking them to provide lower, “best” and upper estimates of the probabilities that they thought the authors intended. There were four experimental conditions, determining whether participants were given any numerical guidelines for translating the PEs into numbers. The first analysis focuses on twelve sentences in Budescu et al. that used the PE “very likely,” “likely,” “unlikely,” or “very unlikely”. A mixed beta regression modelling the lower, “best” and upper estimates revealed a less regressive mean and less dispersion for positive than for negative wording in all three estimates, for both the “very likely” and “likely” sentence sets. The Budescu et al. data also included a task asking for context-free translations of these PEs, and a similar pattern of results was found for that task. Negative wording therefore resulted in more regressive estimates and less consensus regardless of experimental condition. The second analysis focuses on two statements that were positive–negative duals. Appropriate pairs of responses were assessed for conjugacy and additivity. A large majority of respondents were appropriately super- and sub-additive in their lower and upper probability estimates. A mixed beta regression model of these three variables revealed that respondents were suprisingly close to obeying the conjugacy relationships for lower and upper probabilities. This paper describes the implementation of multiple coordinated views within the Media Watch on Climate Change, a domain-specific news aggregation portal available at www.ecoresearch.net/climate that combines a portfolio of semantic services with a visual information exploration and retrieval interface. The system builds contextualized information spaces by enriching the content repository with geospatial, semantic and temporal annotations, and by applying semi-automated ontology learning to create a controlled vocabulary for structuring the stored information. Portlets visualize the different dimensions of the contextualized information spaces, providing the user with multiple views on the latest news media coverage. Context information facilitates access to complex datasets and helps users navigate large repositories of Web documents. Currently, the system synchronizes information landscapes, domain ontologies, geographic maps, tag clouds and just-in-time information retrieval agents that suggest similar topics and nearby locations. Massachusetts Institute of Technology hurricane specialist Kerry Emmanuel published a landmark paper in the British science magazine "Nature," shows that in the past half century tropical storms have been lasting 60 percent longer and spinning winds 50 percent more powerful. More than a decade ago, environmental researcher Norman Myers began adding up the number of humans at risk of losing their homes to global warming. The bulk of those refugees will be in countries where nobody emits much carbon. Meanwhile, the 4 percent of the world's population living in the United States produces 25 percent of the planet's carbon dioxide.

A summary is presented of a paper published in the July 24, 2019 issues of "Nature" and "Nature Geoscience" which concludes universal warming, occurring simultaneously across the planet, is unprecedented in the last 2,000 years. This article discusses the Kyoto Protocol on climate change and how since its ratification in Canada few changes have been made to battle global warming. The day after Canada officially ratified the Kyoto Protocol on climate change in December 2002, David Anderson was in New York City to deposit the freshly signed paper with the Treaty Section of the United Nations. It was his shining moment as federal environment minister: an avowed multilateralist and an unabashed tree hugger, Anderson had spent three years battling opponents -- and sometimes cabinet colleagues -- over a deal he firmly held to be a turning point in the war against global warming. Whatever it was about the Kyoto accord that stirred such emotions two years ago seems like a distant memory, to the point where neither proponents nor critics of the deal give it much chance of making a difference in Canada. Since the conception of the protocol in 1990, greenhouse gas emissions in Canada have climbed some 20 per cent (as of 2002), and all signs suggest those numbers have increased since Anderson's giddy time in New York two years ago. But most critics agree on the basic errors that have led us to our current dilemma, where reaching our stated goal of cutting emissions six per cent below 1990 levels by 2010 -- a reduction of at least 240 megatonnes per year -- would require a brand of resolve we simply don't have. Our most grave, and perhaps most foreseeable, mistake was fooling ourselves into thinking we could do our part under Kyoto without inflicting pain on so-called large final emitters.
