This paper reviews overall student performance as well as the performance of student subgroups on the assessment system developed in response to the Massachusetts Education Reform Act of 1993 (MERA), the Massachusetts Comprehensive Assessment System (MCAS). Comparing students in Massachusetts to students in the rest of the United States or against students in other countries can not only confirm the rigor of the MCAS, but the comparison can also provide meaning to MCAS scores and ensure that they accurately measure student performance. There are two primary international exams given at regular intervals: (1) the Trends in International Math and Science Study (TIMSS); and (2) the Program for International Student Assessment (PISA). The strong performance on the international exams across several years and subjects, especially on TIMSS, confirmed the quality of Massachusetts K-12 schools.

We study the effect of paternity leave on early child development. We collect sur-vey data on 5,000 children under age six in Spain and exploit several extensions of paternity leave that took place between 2017 and 2021. We follow a differences-in-discontinuities research design, based on the date of birth of each child and using cohorts born in non-reform years as controls. We show that the extensions led to significant increases in the length of leave taken by fathers, without affecting that of mothers, thus increasing parental time at home in the first year after birth. Eligibility for four additional weeks of paternity leave led to a significant 12 percentage-point increase in the fraction of children with developmental delays. We provide evidence for two potential mechanisms. First, children exposed to longer paternity leave spend less time alone with their mother, and more time with their father, during their first year of life. Second, treated children use less formal childcare. Our results suggest that paternity leave replaces higher-quality modes of early care. We conclude that the effects of parental leave policies on children depend crucially on the quality of parental versus counterfactual modes of childcare. We study the effect of educational attainment on family formation using regression discontinuity designs generated by centralized admissions processes to both secondary and tertiary education in Finland. Admission to further education at either margin does not increase the likelihood that men form families. In contrast, women admitted to further education are more likely to both live with a partner and have children. We then pre-register and test two hypotheses which could explain each set of results using survey data. These suggest that the positive association between men's education and family formation observed in the data is driven by selection. For women, our estimates are consistent with the idea that, as increased returns to social skills shift the burden of child development from schools to parents and particularly mothers, education can make women more attractive as potential partners. This study used Postsecondary Student Information System (PSIS) administrative data within the Education and Labour Market Longitudinal Platform to compare enrolment and persistence in postsecondary education (PSE) among high school graduates in British Columbia with and without special needs across five cohorts from 2010/2011 to 2014/2015 before and after controlling for several sociodemographic characteristics and academic achievement. The use of integrated longitudinal administrative data from the British Columbia Ministry of Education, the PSIS and the T1 Family File and the disaggregation of the special needs categorization were two major strengths of this study. Results show that high school graduates with mental health-related or cognitive needs and those with physical or sensory needs were less likely to enrol in PSE compared with high school graduates without special needs, even after controlling for covariates. Moreover, graduates with mental health-related or cognitive needs were less likely to transition to PSE immediately and less likely to persist in PSE two years after enrolment. These findings suggest that high school graduates with special needs, particularly those with mental health-related or cognitive needs, may encounter different types of barriers in transitioning to PSE.

Using British Columbia Ministry of Education administrative school data within the Education and Labour Market Longitudinal Platform, this study compared the proportions of high school graduates among Grade 12 students with and without special needs across nine cohorts from 2010/2011 to 2018/2019 before and after controlling for several sociodemographic characteristics. Two major strengths of this study were the use of longitudinal administrative education data integrated with income tax data from the T1 Family File and the further disaggregation of the special education needs categorization. Students with special needs in all different categories (excluding those with gifted status) were less likely to have graduated across all nine cohorts compared with students without special needs, even after controlling for sociodemographic characteristics and academic achievement, suggesting that students with special needs may face other types of barriers in completing high school. Yet there was diversity among students with special needs, with the highest proportions of graduation among students with learning disabilities or those with sensory needs and the lowest among students with intellectual disabilities. A larger share of females than males graduated high school among students without special needs. However, sex differences were less consistent among students with special needs status (including students with gifted status). As expected, the proportions of graduation were significantly higher at age 19 compared with at age 18 or younger, with the differences being slightly higher among students with special needs (excluding those with gifted status; 5 to 10 percentage points) compared with those without special needs (3 to 7 percentage points). The largest age differences were observed among students with autism spectrum disorder, behavioural needs or mental illness, and those with physical needs across all nine cohorts.

This document provides technical detail and supporting data for the research findings discussed in 'The student journey in VET: the many faces of completion and non-completion'. The analysis in this technical paper explores: (1) an approach to identifying VET subject enrolment activity that serves a compliance or regulatory purpose; (2) variability in completion rates across VET qualifications, and associated differences in patterns of subject enrolments and outcomes; (3) different indicators of student outcomes in VET, including program completion, subject completion, and movement to subsequent VET; (4) student training pathways exploring the extent to which students undertook programs, stand-alone subjects, or a combination of the two, and how this training choice evolved over time; and (5) student training pathways exploring the extent to which students went on to enrol in a program at a higher, lower, or the same level of educations, and how these pathways compared for students who did and did not complete their initial program.

This publication was prepared as part of the Cedefop project The shift to learning outcomes: rhetoric or reality. The purpose of this research is to analyse the conceptual, structural and political factors influencing the transformation of intended learning outcomes into achieved learning outcomes. It is considered as a first step in a long-term research strategy aiming to understand better the conditions for high quality vocational education, training and learning. The research focuses on initial vocational education and training, in schools and apprenticeships, in the 27 Member States of the EU as well as Iceland and Norway. The research is divided into five separate but interlinked themes: (1) Addressing the influence of learning outcomes on pedagogical theory and tools; (2) Focusing on the influence of learning outcomes-based curricula on teaching practices (in school-based programmes); (3) Examining the influence of learning outcomes-based curricula in company training (part of apprenticeship programmes that takes place in companies); (4) Mapping and analysing the influence of learning outcomes on assessment; and (5) Developing suggestions for the way forward supporting stakeholders and policy-makers in addressing future challenges and opportunities in this area. This report examines how the learning outcomes approach is embedded in and promoted by theories of teaching and learning (epistemology, didactics, pedagogy). It aims to analyse selected theories and the way these are presented to teacher training institutions in selected regions/countries. This allows for a better understanding of the explicit and implicit assumptions made regarding the role and relevance of learning outcomes. Results of the research illustrate differences across countries in whether and how the learning outcomes approach is embedded in theories underpinning VET teacher training programmes.

This report presents the findings of the 2023 EUA Learning & Teaching Thematic Peer Group "Development and strategic benefits of learning and teaching centres", beginning with a presentation of the centres represented in the group and proceeding by presenting a virtuous cycle model for the continuous advancement of centres. Recommendations accompany each of the model's elements and, where possible, are illustrated through real-world practices.

The United States retains many aspects of a healthy open society, but there are indicators of trouble and deep divisions around the meaning and importance of democratic values. This debate has significant repercussions for universities and their academic communities. In the most-simple terms, there is a red and blue state divide over the role and importance of public institutions, including universities -- red representing largely rural states in which most voters vote Republican and blue being majority Democratic voters, often with one of the two parties having majorities in their respective state legislatures. Then there are so-called purple states in which both parties are vying for dominance, but they are fewer in number. This brief discusses this contemporary dynamic and its implication for higher education and science policy.

This brief discusses cases of neo-nationalist violations of academic freedom in Hungary and Poland. The most prominent case of neo-nationalist violation of academic freedom in Hungary is the fate of the Central European University (CEU). The circumstances of CEU's forced move out of Hungary came before the European Court of Justice regarding it a possible violation of EU law. The Court cited the General Agreement on Trade in Services (GATS) under one of the three pillars of the World Trade Organisation (WTO) 1994 agreement, free trade, and the determination that CEU was a form of international educational services that should not be denied to the people of Hungary. Poland has a similar hostile environment to academics and academic freedom, although with a glimmer of hope following recent elections. The brief also discusses how such open breaches of academic freedom as in Hungary or Poland, in which politicians directly try to exert influence on research institutions and professors, are fortunately rather rare in Germany. However, a confluence of factors perhaps obscures the differences between "academic freedom" and the "freedom of opinion." In Germany, academic freedom includes the search for topics, rigorous methodical investigation, and professional norms to express findings and competent opinions, whereas the free speech is outside of these professional norms. The brief concludes with a discussion of the role of universities and the future of democracy in the context of ensuring a space for free and open debate.

Starting this year, tens of thousands of Russian freshmen found themselves attending a new mandatory course -- "Foundations of Russian Statehood." Swiftly designed under the auspices of Putin's administration, this ideologically charged course aims to position Russia as a unique civilization-state, bolstering Putin's political narrative and providing justification for the full-scale invasion of Ukraine. Consider, for example, this excerpt from the course's instructional video: "The 'Russian world' extends beyond current Russian borders, transcending ethnicities, territories, religions, political systems, and ideological preferences." As this curriculum becomes standard in Russian universities, it contributes to the emerging trend of weaponizing Russian universities and turning them into instruments in Russia's war of attrition with Ukraine and its broader stand-off with the West. This report discusses this weaponization process and the impact it is having on Russian universities, faculty, students, and the academic communities they belong to. It is regrettably a story of back to the future, reminiscent of the Soviet era of repression and attempts at control and manipulation of academics.

China's higher-education system has been shaped in recent years by a trio of factors: the COVID-19 pandemic, the ambitions of Chinese leader Xi Jinping to make his country into an innovation superpower that is loyal to the Communist Party, and western alarm about those ambitions. But a fourth development, the slowing of China's formerly super-charged economy, could play a more prominent role going forward. This article examines these four factors.

What if being world-class is bad for universities? By playing the status game, UK higher education has forfeited public trust and our right to growth. What other sector would stall in an era of surging demand, as our addressable market expands from young people to all adults? We need new forms of higher education to maintain our share of the massive global increase in tertiary education. This will expand the British economy. And it will help the whole population adapt to rapid social and technological change. Written for academic leaders, policymakers and regulators, this HEPI report applies business-model thinking to the university sector. It offers actionable recommendations to rebalance the system, calling for compelling new value propositions and new definitions of excellence in higher education.

This occasional paper is the ninth in a series on the National Quality Framework (NQF). The Education and Care Services National Law and National Regulations govern the minimum standards and requirements that all providers of NQF regulated services must meet, including health and safety requirements. Quality Area 2 of the National Quality Standard (NQS) upholds children's right to be protected and kept safe. The approved provider, nominated supervisors, coordinators and educators have responsibility for supporting the health, safety and wellbeing of all children. In exercising their responsibilities, they must take reasonable care to protect children from foreseeable risk of harm, injury and infection. This paper uses data from the National Quality Agenda Information Technology System (NQA ITS) to provide analysis of trends in serious incidents resulting in injury, trauma or illness in Australian children's education and care services between 1 April 2020 and 31 March 2022.

We leverage data on 1,857 families in 140 rural cocoa-growing communities of Côte d'Ivoire to report on child work activities and schooling decisions. We distinguish between unpaid domestic labor and unpaid agricultural child labor activities reported by children in 2021 during the COVID-19 pandemic. We find that more than 80% of children participate in at least one household work activity and more than 50% in at least one agricultural work activity, with differences between boys and girls. Older boys performed more unpaid agricultural work activities, and girls performed more domestic work activities. Thirty-five percent of children were engaged in unpaid agricultural child labor, a rate similar to a national estimate of child labor in cocoa-growing communities of Côte d'Ivoire in 2018/19. Agricultural child labor and schooling are predicted by a child's age and gender, household factors such as parental age, family size, multidimensional poverty, and community factors, especially community-level child labor rates. Social protection and education programs targeting older boys could improve their schooling outcomes and reduce agricultural child labor. Likewise, addressing acute poverty with multifaceted programs reducing consumption-based poverty, poor parental education, and improving community infrastructures could reduce child labor.

Research universities enable students to have a unique learning environment and other experiences. This article aims to analyze student engagement in one research university in Brazil, the effects of student socioeconomic and academic characteristics and their associations with university structures (curriculum), and student trajectories. The data comes from the Student Experience in the Research University, an international survey administered in 2012 at the University of Campinas and longitudinal academic registers. The study used both Principal Component Analysis and also Multiple Linear Regression Models. Five modes of engagement were found: two related to curricular engagement (engagement with faculty and engagement outside the classroom), social and leisure engagement, curricular disengagement and co-curricular engagement. The main effects are associated with the disciplines. Regarding student trajectories, there was a negative association between academic engagement and dropout students and those still enrolled seven years after the survey application. The results align with other studies that associate disciplines with student engagement and student engagement with student success.

This paper provides results from the randomized control trial project, Promoting Development and Home Reading of Supplementary Texts for Young Readers in Cambodia. One control and three treatment groups were assessed on how literacy and reading habits changed when households were provided a variety of high-quality and low-cost early reading materials along with varying degrees of encouragement toward building better reading habits. The findings show that providing books in isolation was not enough. Rather, books in conjunction with a network of reading supports was found to be an effective means to boost reading outcomes, including reading proficiency measures, frequency of reading, and attitudes toward reading. The results highlight the need for at-home reading materials in poor households as an integral step to improve early reading. [This paper is a product of the Education Global Practice.]

The paper presents a first global investigation of the longer-term inequality implications of COVID-19 by examining the effect of school closures on the ability of children from different countries and backgrounds to engage in continued learning throughout the pandemic, and their implications for intergenerational mobility in education. The analysis builds on the data from the Global Database of Intergenerational Mobility, country-specific results of the learning loss simulation model using weekly school closure information from February 2020 to February 2022, and high-frequency phone survey data collected by the World Bank during the pandemic to assess the incidence and quality of continued learning during periods of school closures across children from different backgrounds. Based on this information, the paper simulates counterfactual levels of educational attainment and corresponding absolute and relative intergenerational educational mobility measures with and without COVID-19 impacts, to arrive at estimates of COVID-19 impacts. The simulations suggest that the extensive school closures and associated learning losses are likely to have a significant impact on both absolute and relative intergenerational educational mobility in the absence of remedial measures. In upper-middle-income countries, the share of children with more years of education than their parents (absolute mobility) could decline by 8 percentage points, with the largest impacts observed in the Latin America region. Furthermore, unequal access to continued learning during school closures across children from households of different socioeconomic backgrounds (proxied by parental education levels) leads to a significant decline in relative educational mobility. The academic professoriate is a determinant of successful higher education systems. Yet, recently, worsening conditions of employment, deteriorating salaries, and threats to job security have made the academic profession less attractive, especially to young scholars, in several countries. This paper investigates the salaries as well as the recruitment and retention procedures in public higher education institutions from a cross country perspective. The UK, Germany, France, and Italy are adopted as case studies to determine the attractiveness of European higher education systems. The evolution over the last decade creates an extremely variegated picture.

Generative AI platforms like ChatGPT have exploded into our cultural awareness this year. Across post-secondary institutions, it was immediately apparent that faculty were eager to explore and discuss what this potentially disruptive technology might mean for them, their courses and their students. We wanted to create an opportunity for that discussion and to get a truer sense of initial faculty reactions than what sensational media headlines were offering. This working paper outlines the results of a facilitated online forum, open to faculty and staff from two institutions in the Lower Mainland of British Columbia in January 2023. Our session invited participants to test ChatGPT, reflecting on its strengths and limitations, and then talk through the potential impacts on instructors, our students, and post-secondary education in general of different approaches: ignore it, fight it, and embrace it. Analysis of participant contributions to polls, group discussions and a highly active chat space provide a snapshot of how faculty and staff were feeling and what they were doing in response to ChatGPT and other generative AI platforms. While the data seems to indicate a relatively optimistic take at this early point in the AI revolution, excerpts from discussions and debates do indicate a range of emotions and reactions--a range that will likely only continue to widen with the continuing release of ever more capable AI.

While international alliances among research universities are relatively well established, the challenges for the small liberal arts college to execute a meaningful global collaboration can be much more difficult, due both to the much smaller size of the institution, its more limited resources, and its smaller and more intimate culture centered on undergraduate teaching and learning. A new alliance of liberal arts colleges known as the Pacific Alliance of Liberal Arts Colleges (PALAC) was established in 2021 with the purpose to better articulate the global components of liberal arts education, and to collaborate on key projects that will build collective capacity for student-centered liberal arts education that engages with the world's most pressing problems. PALAC contains nine of the best liberal arts institutions from across the Pacific Region, including institutions in China, Hong Kong, Vietnam, Canada, and the United States. This essay describes the origins, motivations, and context of the creation of PALAC, its member institutions, and some of the initial projects planned by the new organization, and goals for global impact for PALAC.

We provide the first causal evidence of the returns to maternal educational curricula on offspring's health at birth. Educational programs that aim to deliver more general knowledge may potentially improve women's earning potential and maternal prenatal investment by increasing the portability of skills across occupations and improving women's ability to make informed decisions about fertility options and health behavior. We study the impacts of a comprehensive educational reform that postponed students' curriculum choices and integrated more general education into the high school system on infant health outcomes. Using a dose-response difference-in-differences (DiD) model research design applied to linked population registries, we find that the reform led to a significant reduction in the incidence of very low birth weight (less than 1,500 grams) and very preterm birth (less than 33 gestation weeks). Overall, the reform's positive effects on infant health at birth seem to be driven by increased mothers' labor market opportunities and better family planning, rather than increased ability to avoid risky behaviours or increased women's earnings via different occupational choices or assortative mating. We provide evidence from a randomized controlled trial on the effectiveness of a novel, 100-percent online math tutoring program, targeted at secondary school students from highly disadvantaged neighborhoods. The intensive, eight-week-long program was delivered by qualified math teachers in groups of two students during after-school hours. The intervention significantly increased standardized test scores (+0.26 SD) and end-of-year math grades (+0.48 SD), while reducing the probability of repeating the school year. The intervention also raised aspirations, as well as self-reported effort at school.

Transnational joint education provision -- education jointly developed and delivered by two or more institutions in different countries -- has emerged as a desired experience for many students, a key priority of several institutions, and a site of innovation. The strategic importance of this topic on a European level is one of the reasons it was selected for the 2023 EUA Learning & Teaching Thematic Peer Group entitled "Challenges and enablers in designing transnational joint education provision". The group's findings are compiled in this report, which outlines the group's conceptual understanding of the term, benefits and challenges of engaging in transnational joint education provision, and recommendations geared towards higher education leadership, staff members, as well as national and regional-level governments.

European higher education institutions (HEIs) are facing increasing demands for more flexible learning and flexibility in learning paths. This report from a 2023 European University Association Learning & Teaching Thematic Peer Group on "Flexible learning and teaching" explores the complexity of implementing flexible learning at HEIs, starting by defining what it means and entails for the institution, and its members and entities (staff, students, leadership, faculties). With the view that the development of flexible learning is an essential condition for the future of learning at universities, the group identified challenges and examples of practice, and offered recommendations for institutions to reflect on their strategy and build capacity for flexible learning.

By the time children in low- and middle-income countries start primary school, large socioeconomic disparities are evident in children's learning and development. Both pre-primary and home environments can play important roles in influencing school readiness and can contribute to disparities in early childhood development, but there is limited evidence on their relative roles in low- and middle-income countries. This paper examines how pre-primary quality, stimulation at home, and early childhood development vary by socioeconomic status for pre-primary students in the Arab Republic of Egypt. The results demonstrate substantial socioeconomic inequality in stimulation at home, more so than in pre-primary quality and inputs, although there is variation in the degree of inequality across different dimensions of pre-primary quality. "Double inequality" is observed, where students with less stimulating home environments experience slightly lower quality pre-primary inputs. There are particularly large pre-primary inequities in structural quality (physical environment) and less inequity in process quality (pedagogy). These results suggest that targeted investments in pre-primary education in Egypt are necessary to reduce inequality in school readiness but are likely insufficient to close the socioeconomic status gap in children's development. Investing in interventions to improve vulnerable children's home learning environments, as well as investing in quality pre-primary, is critical to address disparities in children's development. This paper assesses the reliability and validity of cognitive and socioemotional skills measures and investigates the correlation between schooling, skills acquisition, and labor earnings. The primary data from Pakistan incorporates two innovations related to measurement and sampling. On measurement, the paper develops and implements a battery of instruments intended to capture cognitive and socioemotional skills among young adults. On sampling, the paper uses a panel that follows respondents from their original rural locations in 2003 to their residences in 2018, a period over which 38 percent of the respondents left their native villages. In terms of their validity and reliability, our skills measures compare favorably to previous measurement attempts in low- and middle-income countries. The following are documented in the data: (a) more years of schooling are correlated with higher cognitive and socioemotional skills; (b) labor earnings are correlated with cognitive and socioemotional skills as well as years of schooling; and (c) the earnings-skills correlations depend on respondents' migration status. The magnitudes of the correlations between schooling and skills on the one hand and earnings and skills on the other are consistent with a widespread concern that such skills are under-produced in the schooling system. This paper studies the effects of differential exposure to COVID-19 on educational outcomes in Guatemala. The government adopted a warning index (ranging from 0 to 10) to classify municipalities by infection rates in 2020, which was then used by the Ministry of Education in 2021 to establish a "stoplight" system for in-person instruction. Using administrative panel data for all students in Guatemala, the study employs a difference-in-differences strategy that leverages municipal differences over time in the warning index to estimate the effects of the pandemic on dropout, promotion, and school switching. The results show that municipalities with a higher warning index had significantly larger dropout, lower promotion rates, and a greater share of students switching from private to public schools. These effects were more pronounced during the first year of the pandemic. The findings show differential effects by the level of instruction, with greater losses for younger children in initial and primary education. The results are robust to specification choice, multiple hypothesis adjustments, and placebo experiments, suggesting that the pandemic has had heterogeneous consequences. A very small number of young people enter youth custody between age 16 and 18 (about 4 in 1000 males), yet the consequences are severe. They spend an average of 7 months in youth custody and such incarceration has been related to negative outcomes in the longer term even if they can establish themselves in the labour market. In this paper, we evaluate whether there is a relationship between GCSE qualifications in English and maths and the probability of youth custody using administrative data in England. We are hindered in this because the majority of young people who end up in youth custody are not entered or fail their GCSEs in these subjects. Although regression results are consistent with educational achievement being a factor in why people end up in youth custody, they strongly suggest that both non-entry/low achievement and youth custody are correlated with severe vulnerabilities which are partially picked up by the explanatory variables available in administrative data (in particular indicators for special needs, disadvantage and being from some ethnic minority groups). Another interesting insight is that for many, problems only emerge (or at least become evident) in early or middle adolescence. This paper presents credible and comparable evidence on intergenerational educational mobility in 53 developing countries using sibling correlation as a measure, and data from 230 waves of Demographic and Health Surveys. It is the first paper to provide estimates of sibling correlation in schooling for a large number of developing countries using high quality standardized data. Sibling correlation is an omnibus measure of mobility as it captures observed and unobserved family and neighborhood factors shared by siblings when growing up together. The estimates suggest that sibling correlation in schooling in developing countries is much higher (average 0.59) than that in developed countries (average 0.41). There is substantial spatial heterogeneity across regions, with Latin America and Caribbean having the highest (0.65) and Europe and Central Asia the lowest (0.48) estimates. Country level heterogeneity within a region is more pronounced. The evolution of sibling correlation suggests a variety of mobility experiences, with some regions registering a monotonically declining trend from the 1970s birth cohort to the 1990s birth cohort (Latin America and the Caribbean and East Asia and Pacific), while others remained trapped in stagnancy (South Asia and Sub-Saharan Africa). The only region that experienced monotonically increasing sibling correlation is the Middle East and North Africa. The recent approach of Bingley and Cappellari (2019) is used to estimate the share of sibling correlation due to intergenerational transmission. The estimates show that when the homogeneity and independence assumptions implicit in the standard model of intergenerational transmission are relaxed, the estimated share is much larger. In the sample of countries, on average 74 percent of sibling correlation can be attributed to intergenerational transmission, while there are some countries where the share is more than 80 percent (most in Sub-Saharan Africa). This suggests a dominant role for parents in determining the educational opportunities of their children. Evidence on the evolution of the intergenerational share, however, suggests a declining importance of the intergenerational transmission component in many countries, but the pattern is diverse. In some cases, the trend in the intergenerational share is opposite to the trend in sibling correlation. "Papel y lápiz" (Paper and pencil) is the result of a qualitative research project carried out using the Participatory Action Research (PAR) as a model. "Papel y lapiz" seeks to teach young people and children, who are identified as being at high social risk, in 35 different public educational institutions (PEIs) from Cartagena de Indias, Colombia. The principle aim of the project will be educating them about the importance of knowing and understanding the often-harsh realities of their social situations with particular focus on the social risks each of them might encounter. "Papel y lapiz" also aims to teach students about the social situation of their city using media and specifically the press. Working alongside Educommunication, the aim is to start educating the young people in school classrooms, in other words the most formative years of their youth. Between 2019 and 2022 this research project has reached 712 students from various public Educational Institutions (EIs) in Cartagena. The project was materialized in collaboration with teachers and directors by creating 6 educational cards that incorporate the use of the press to analyze some of the most critical issues the city is facing. Across six Sub-Saharan African countries, grade 4 students of teachers who were hired after a free primary education reform perform worse, on average, on language and math tests--statistically significantly so in language--than students of teachers who were hired before the reform. Teachers who were hired just after the reform also perform worse, on average, on tests of subject content knowledge than those hired before the reform. The results are sensitive to the time frames considered in the analysis, and aggregate results mask substantial variation across countries--gaps are large and significant in some countries but negligible in others. Analysis of teacher demographic and education characteristics--including education level or teacher certification--as well as teacher classroom-level behaviors reveals few systematic differences associated with being hired pre- or post-reform. In 2020, the federal government implemented the Canada Emergency Response Benefit (CERB) and the Canada Emergency Student Benefit (CESB) to provide financial support to employees, self-employed individuals and students directly affected by COVID-19. The CERB was available for individuals who stopped working or were working reduced hours because of COVID-19, and who met various other eligibility criteria. CERB applicants received $2,000 for an initial four-week period and could reapply for additional periods, eventually extending to 28 weeks, for a maximum benefit of $14,000. The benefit covered the period from March 15 to September 26, 2020. The CESB was available to students enrolled in a postsecondary educational program leading to a degree, diploma, or certificate, who were ineligible for the CERB or EI benefits, but met various other eligibility criteria. The benefit was active between May 10 and August 29, 2020. The CESB addressed a gap left by the CERB, which excluded students who were not employed at the start of the pandemic but would typically be looking for work during the summer of 2020. This paper provides insights into the differences in the rate of receipt of CERB and CESB of postsecondary students who received emergency benefit payments in 2020. Emergency benefit receipt is examined along various educational and socio-demographic characteristics to highlight some of the key differences. The analysis is limited to Canadian citizens and permanent residents who were enrolled full-time or part-time in a public postsecondary institution in the fall of 2019 in a program leading to a degree, diploma, or certificate.

This study compares the way IVET and CVET sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward. This report presents a holistic approach to understanding and comparing vocational education and training (VET) systems. The approach has been developed jointly by a group of interdisciplinary VET researchers over a 5-year period as part of Cedefop's research on the future of VET and has been reviewed several times. The framework introduces 50 dimensions for analysing VET systems, as well as parts of them, structured according to three overlapping main perspectives: epistemological and pedagogical, education system, and socioeconomic or labour market. The framework is particularly suited to 'clearing the ground' for policy work and provides a model for how research can support policy. This model can be flexibly adapted and applied in any comparative research or international policy learning activity related to VET. This report summarises the outcomes of the first (micro) phase of the thematic country reviews (TCRs) on upskilling pathways in France, which reflect the points of view of both the beneficiaries of the outreach and guidance schemes and services under investigation, and the professionals involved in their implementation. The TCR on upskilling pathways for France highlights outreach and guidance for low-skilled adults, and the crosscutting dimensions of governance and financial and non-financial support in relation to the two areas of focus. Cedefop's work on the thematic country reviews on upskilling pathways aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the upskilling pathways Recommendation, with the support of key national stakeholders. France and Italy were the first two countries that undertook this TCR exercise in 2021; implementation is expected to last until the end of 2023. Skilling Australia's current and future workforce is the theme for the 32nd National Vocational Education and Training (VET) Research Conference 'No Frills.' In keeping with the conference's theme, this discussion paper explores the resilience of the Australian VET sector and how it can continue to foster adaptability in the face of ongoing change.

There is little evidence of how differentiated instruction is being implemented, if at all, in low- and middle-income contexts, which often have unique challenges such as availability of resources and large class sizes. In this paper, we present the results of a qualitative study in eight multigrade preprimary classrooms in Kenya. We used classroom observations and teacher interviews to understand how teachers approached differentiation during language and mathematics lessons, including understanding why teachers were making the moves we observed. All teachers differentiated instruction to some extent in our findings, and we provide detailed descriptions of the ways that teachers adapted content to fit the needs of their students. We also provide recommendations, including how to support teachers in creating activities that are appropriate for different abilities of students in the same classrooms, and suggest next steps for research in this area.

This synthesis report is based on a survey carried out during 2022 with Cedefop's reporting network ReferNet. It makes an important contribution to understanding the magnitude of early leaving from VET (ELVET) in those European countries where relevant data are available, and the mechanisms and support measures countries employ to measure and monitor the phenomenon at national and regional levels. The report puts special focus on the main factors leading to early leaving from initial VET as reported by EU Member States, Norway and Iceland. It details the support measures teachers, trainers, school principals and companies providing work-based learning received to overcome the challenges society faced due to the COVID-19 pandemic and the war in Ukraine. This research is part of Cedefop's pioneering work within the VET for youth team to support policy-makers and VET practitioners tackling early leaving from VET in Europe. For more than a decade, Cedefop has led research, promoted peer learning through its policy learning fora, and developed and managed online toolkits to benefit learners at risk of dropping out, early leavers from VET and young NEETs. The VET toolkit for tackling early leaving and the VET toolkit for empowering NEETs offer a platform of intervention approaches, good practices and interactive tools designed for both policy-makers and VET teachers and trainers. The community of ambassadors tackling early leaving from VET, created and coordinated by Cedefop since 2017, plays a vital role in enriching and disseminating the toolkit resources. The findings of this survey feed into Cedefop's project on Tackling early leaving from VET. It aims to support EU Member States and the European Commission in the implementation of the Council recommendation on pathways to school success (Council of the European Union, 2022) and the achievement of Education and training 2030 strategic target to lower the rates of early leaving from education and training (Council of the European Union, 2021).

This study examines the emerging relationship between microcredentials and qualification systems. Information gathered through an online survey among European VET providers, national authorities, employee and employer organisations was complemented by in-depth country case studies and interviews with Cedefop's ReferNet network. Questions of whether and how microcredentials should be related to established qualification systems are at an early stage of consideration in most countries; the focus is on better defining and standardising their role within national qualifications systems. Existing trends towards modularisation and the recognition of prior learning provide potential avenues for realising the benefits of microcredentials in terms of flexibility and responsiveness, while also ensuring their quality for learners and employers. There is still significant debate over how to deal with microcredentials, and how to avoid potential negative effects, such as encouraging a shift away from holistic education towards short-duration learning based around reduced skill sets. Microcredentials are a complex phenomenon, particularly with regard to their relationship to qualifications. In recent years, there has been an acceleration in the availability and use of microcredentials in the labour market, raising questions about their relationship to VET and to qualification systems. The proliferation of microcredentials of different types across various sectors, occupations, education sectors and levels and countries, along with variations between countries in the nature of qualification systems -- which are undergoing change -- make this a complex landscape to research and analyse. To date there has been a lack of data at EU level informing decision-making in this area. This report aims to be a first step towards filling some key gaps in the knowledge around these topics, addressing three main research questions.

We study whether female students benefit from being taught by female professors, and whether such gender match effects differ by class size. We use administrative records of a German public university, covering all programs and courses between 2006 and 2018. We find that gender match effects on student performance are sizable in smaller classes, but do not exist in larger classes. This difference suggests that direct and frequent interactions between students and professors are important for the emergence of gender match effects. Instead, the mere fact that one's professor is female is not sufficient to increase performance of female students.

Such understanding is a necessary precondition for designing effective responses to help individuals to equip themselves with the appropriate skills to cope with future transformations and to thrive in life. The report has special focus on the mechanisms and support measures countries employ to measure and monitor the phenomenon at national and regional levels; the main factors leading to ELVET as reported by EU Member States, Norway and Iceland; and the support measures teachers, trainers, school principals and companies providing work-based learning received to overcome the challenges of the COVID-19 pandemic and the war of aggression against Ukraine. These challenges included carrying out distance learning during school and company closures and supporting Ukrainian refugees to integrate into the national VET systems of the host countries. It is anticipated that findings will inspire policy-makers to take actions to allow every single young student to celebrate successful learning and life pathways.
